PurposeThe Queensland Government and Australian Government offer programs to help farm families, farm businesses and farmcommunities affected by drought.

OverviewIn 2013, at the start of the current drought, the Queensland Government announced a package of drought assistanceprograms that adopted a whole-of-government approach. The government has committed to maintaining these programsuntil 2018. The estimated value of the Queensland drought assistance package over the next 4 years is $52.1 million.The Drought Relief Assistance Scheme (DRAS) provides 5 assistance measures.Drought-declared properties may be eligible for:

• freight subsidies for transporting fodder• freight subsidies for transporting water• the EWIR (Emergency Water Infrastructure Rebate), which provides a rebate on the purchase and installation of

water infrastructure purchased for animal welfare needs. (EWIR addresses immediate animal welfare needs, helpsimprove properties to be more drought resilient, and generally lifts productivity by providing water supply to areaswhere pasture was less than fully utilised.)

Properties that have had their drought declaration revoked may be eligible for:• freight subsidies for transporting livestock returning from agistment• freight subsidies for transporting livestock purchased for restocking.

DRAS generally provides a maximum of $20,000 per property per financial year on all freight subsidy and rebate types.This may increase to $30,000 with the approval of a drought management plan by DAF Extension staff. This can increasefurther up to $40,000 in the third and later years of a drought declaration.Producers in a drought-declared area or who have an individually droughted property (IDP) declaration can apply forDRAS support through DAF.

PurposeFarm Business Analysis Assistance is administered by the Farm Debt Restructure Office (FDRO) within the QueenslandRural and Industry Development Authority (QRIDA).FDRO assists primary producers experiencing financial distress by providing independent expert financial information andanalysis of their farm business.

OverviewThe objective of this assistance is to provide a farm business analysis to primary producers who are in financial distressto help inform business decisions concerning the future of their primary production enterprise.The farm business analysis will be delivered by suitably qualified providers and will include:

• a review and analysis of past, present and future operations under current business directions• a set of options aimed at repairing, reducing or rationalising the impacts of current issues facing the primary

production enterprise.Farm Business Analysis Assistance is limited to the cost of the service provider selected to complete the report and doesnot extend to third parties engaged throughout the process.The availability of Farm Business Analysis Assistance is subject to funds being available.Applications:Applications are to be submitted on the Farm Business Analysis Assistance application form and be accompanied by thedocumentation stated in the form, including:

• a statement of assets and liabilities for the applicant and any associated entities• past three (3) years' financial statements for the applicant and any associated entities, including profit and loss

statements, balance sheets and depreciation schedules (cashbook figures may be provided if financial statementshave not been prepared)

• past three (3) years' personal taxation returns for the applicant and any associated entities • Australian Taxation Office Integrated Client Account Statements for the applicant and any associated entities• Schedule of Account Details - a schedule (included in the application form) is to be completed by each current lender

(including banks, credit unions, lease/finance companies etc.) and attached to the application.

ExampleExamples of options that may be provided in a farm business analysis includes debt restructuring, industry diversificationand, potentially, business rationalisation.

LimitationsAssistance criteria:To be considered for this assistance applicants should:

• be a primary producer in financial distress • have owned and operated their primary production enterprise for at least three (3) years • have existing farm term debt in relation to their primary production enterprise• demonstrate a need for the assistance. This may mean:

• the applicant could benefit substantially from options provided in a farm business analysis• a farm business analysis could be critical to the continuation of the primary production enterprise • the applicant does not have the financial or other resources to access a similar professional service

• the applicant does not have non-farm or liquid assets more than the amount needed for prudent riskmanagement

• not be involved in a mediation process under the Farm Business Debt Mediation Act 2017• not be under administration or subject to recovery actions or heads of agreement currently in force under a mediation

process, for example, the Farm Business Debt Mediation Act 2017.Definitions:Primary producer means:

• a sole trader who spends the majority of his or her labour on, and derives the majority of his or her income from aprimary production enterprise; or

• in relation to a partnership, proprietary company or trust that carries on a primary production enterprise, any partnerin the partnership, shareholder in the company or beneficiary of the trust who spends most of their labour on, andderives the majority of their income from the primary production enterprise.

PurposeFarm Management Grants assist eligible Queensland primary producers or their relatives to offset the costs ofprofessional advice associated with succession planning.

OverviewThe nature of assistance is a rebate to eligible applicants to offset the cost of the eligible professional advice incurred bythe applicant.The amount of the rebate is 50 per cent of the amount paid for the eligible professional advice up to a maximum of $2,500for each official receipt submitted to QRIDA.Applicants may receive a maximum rebate of $2,500 for each financial year of the scheme.Applications:

• Applications for assistance can be made before or after the applicant pays for eligible professional advice.• An application made before the applicant pays for eligible professional advice must be accompanied by a quote for

the eligible professional advice and any other relevant documentation to support the application.

• Payment will be made when the approved activity has been undertaken and evidence of payment as set out below isprovided to QRIDA.

• An application made after the applicant pays for eligible professional advice must be accompanied by evidence ofpayment as follows:

• tax invoice(s) clearly identifying the eligible professional advice provided; and• evidence of payment for the tax invoice(s) i.e. an official receipt(s) from the provider or a copy of the

applicant’s bank transfer(s) or bank statement(s).The scheme will close on 30 June 2019.

LimitationsEligibility criteria:To be eligible for assistance an applicant must demonstrate to QRIDA’s satisfaction that:

• the applicant is a primary producer or a relative of the primary producer; and• they have paid for, or will pay for, eligible professional advice; and• the eligible professional advice was received on or after 23 March 2017; and• the eligible professional advice was or will be provided by a suitably qualified professional adviser who is –

• not related to the applicant; and• not employed by an entity owned or partially owned by the applicant.

Definitions:Primary producer means:

• a sole trader who spends the majority of his or her labour on, and derives the majority of his or her income from aprimary production enterprise; or

• in relation to a partnership, proprietary company or trust that carries on a primary production enterprise, any partnerin the partnership, shareholder in the company or beneficiary of the trust who spends the majority of their labour on,and derives the majority of their income from, the primary production enterprise.

Primary production enterprise means a business that: • is carried on by a primary producer; and • involves primary production, including the agricultural, apicultural, aquacultural, commercial wild-catch fishing,

forestry, grazing and horticultural industries, and • holds an Australian Business Number (ABN).

Relative of the Primary Producer means a person who is a child of, or a related person to, a primary producer of theprimary production enterprise. Suitably qualified professional adviser for eligible professional advice, means a person whohas –

• relevant qualifications and experience to provide the advice; or • membership of a professional body that• entitles the adviser to provide the advice.

Examples of a suitably qualified professional adviser – accountant, succession advisor, solicitor.

PurposeThe purpose of the Grants is to provide support to Western Australian agriculture and food (agrifood) exportingbusinesses to develop and implement strategies to capture export market opportunities and attract investment that willlead to direct benefits for regional WA.

OverviewThe Grants aims to:

• Provide WA agrifood businesses with the confidence to invest in accessing and developing premium markets in Asia;and

• Help transform the approach WA agrifood businesses apply to exporting so that they are internationally competitiveand therefore able to capture high value, premium export markets.

Up to $500,000 will be invested in Round Three of the Grants with individual grants of between $20,000 and $50,000(excluding GST) available to successful applicants.Round Three is different from previous Grant Rounds and applicants should read the revised documents including theseGuidelines, the Information Toolkit for Applicants and frequently asked questions (FAQ).

LimitationsEligibilityTo be eligible to apply for Round Three of the Grants program, the applicant must:

• Demonstrate that the project will result in direct economic benefit to regional WA.• Be a GST registered, Australian based legal entity with an Australian Business Number (ABN)• Be capable of entering into a legally binding agreement with the Western Australian Government• Have been in operation for more than three years and have already undertaken some export-related activities*• Have its main source of income (more than 50%) related to the sale of food and beverage related goods or services• Be a small to medium enterprise (SME) employing not more than 200 staff with an aggregated turnover of no more

than $250 million• Be exporting or seeking to export goods that are produced, grown or manufactured in Western Australia• Have established or in the process of establishing on-going relationships with one or more in-market business

partners*• The products or services that the applicant is exporting or seeking to export must be positioned for premium* markets

in Asia which is broadly defined to include the Middle East.• Be able to provide a minimum cash contribution of 50% of the value of the grant (for example, to apply for a grant

of $20,000, the applicant must be able to contribute at least $10,000 cash, bringing the total value of the project to$30,000)

• Be capable of undertaking the grant project with grant funding provided on a reimbursement basis

• Availability: We do our very best to ensure that the Funding Centre website and related services are available whenever you need them but please understand that sometimes, unavoidably, as with all services available via the internet, you may lose access for a while.

• Data accuracy: We take pride in ensuring our data is up to date and accurate, but you should not rely on our data alone. Please double-check everything but particularly crucial information such as closing dates. If you do spot a mistake, please let us know so we can correct it as quickly as we can.

• Data use: We aim to reach as many grantseekers as possible so we can make our products as cheap as possible. As such, we will rigorously enforce all our intellectual property rights:

o Only paid-up subscribers are permitted to access the restricted areas of the website – you are allocated one password per user (up to 10 users per subscription for multi-user subscribers). You are not allowed to share your password around, not even within your own organisation.

o Only paid-up subscribers are authorised to receive the EasyGrants newsletter (one user for single-user subscriptions, no more than 10 for multi-user subscriptions). Again, you are not allowed to forward on the newsletter.

o We won’t tolerate anyone scraping or sharing our data to use for any purpose other than their own grantseeking.

This Website is our information interface, a resource hub and service centre that provides our members with access to information on funding, including grants databases, help sheets, fundraising newsletters, and fundraising tools, among other things (Member Services). By accessing the Website and using the Member Services, you agree to these terms and conditions, as amended from time to time:

1. Access

We will use all reasonable endeavours to ensure that our Website is accessible. However access may be affected by factors outside of our control and there will be times when access must be suspended in order to perform necessary maintenance, updates, or upgrades.

2. Use

To receive our paid Member Services you must register to create an online account on the Website. More information about membership packages is available on the Website.

Each membership package permits a certain number of individual users (Account Users). You must use all reasonable endeavours to prevent any unauthorised access to any paid Member Services.

You must not:

(a) modify, sell, exploit, or reproduce our Intellectual Property;

(b) distribute or transmit our Intellectual Property to anyone except Account Users;

(c) access or use our Website or its content in any manner or for any purpose that is illegal;

(d) use an automated device, software, process or other means to access, retrieve, scrape, or index our Website or any contact on our Website;

(e) use our Website or post any material that is offensive, inappropriate, misleading, or promotes competing services; or

(f) introduce any viruses or material which contain components harmful to the Website.

3. Payment

The fees for the paid Member Services are shown on the Website (as amended from time to time) and must be paid annually in advance by electronic payment as indicated on the Website.

4. Intellectual property

We retain all existing and future intellectual property rights in the Website and Member Services, including, but not limited to, copyright in newsletters, help sheets, databases, and help tools, as well as any registered or unregistered interests in any icons, graphics, logos and brand names (Intellectual Property). The Intellectual Property is licensed to you for your individual use only and may not be reproduced, published or distributed, including through membership bases, except with our express consent, or in the limited circumstances permitted under the Copyright Act 1968 (Cth). We ask you to respect the considerable labour we have expended in compiling the information provided. We will rigorously enforce all our intellectual property rights.

5. Guarantee & liability

We will use all reasonable efforts to deliver quality Member Services free of defect or error. We exclude all liability for any loss of profit, loss of opportunity, loss of business, business interruption, or loss of Internet access arising from factors outside of our control or from the actions or omissions of any third party.

6. Links

Our Website provides links to other websites. Any such links are provided purely for your convenience. We cannot be responsible for the contents (including the accuracy, legality or decency) of any linked site, or for its security or privacy measures. You must make your own enquires as to the suitability of the content of linked sites and the goods and services available from them.

7. Cancellation

You may cancel your account for any paid Member Services by giving us 30 days written notice.

We may cancel your paid Member Services if you commit a breach of these terms and conditions that is incapable of remedy, or any breach that is capable of remedy and you fail to remedy that breach within 14 calendar days from the date we notify you of the breach.

Refunds will only be provided if there is a defect in the paid Member Services that cannot be satisfactorily remedied.

8. General

If any part of these terms and conditions are determined to be illegal, invalid or otherwise unenforceable or void, that part shall be severed to the extent necessary and the remainder of these terms and conditions shall continue in full force and effect. No waiver of any breach of these terms and conditions will be construed as a waiver of any other breach of these terms and conditions.
