Within their submission, the Teams set out their innovative approaches to training an audience of circa 16,500 users, geographically spread across NI, on one go-live date, on significant changes to functionality within Procurement software systems. The team took advantage of advances in technology to create a new digital learning platform, to ensure maximum impact but minimum disruption for users. The system users can pick and choose their own learning methodology. The digital learning platform includes: Webinars – 30 min web based interactive training sessions which allow users to participate from any geographical location. E-Learning Videos – Pre-recorded training sessions that can be accessed at any time, at the user’s convenience. These were limited to be 1–2 minutes long. Soundbites – Pre-recorded audio FAQs, and again audiences can play these back at their own convenience and from any location. Page Tiger – Interactive PDFs for training materials which include in-built videos, training guides, contact information, questionnaires, tests etc. eProcurement Homepage – The landing page of the P2P software system, which users see when they log on. It now holds all training materials as well as a wealth of Procurement information and contacts. Bomgar – This allows the Team to support users by shadowing them live onscreen to guide them through any complex issues they may experience. Traditional training material and flash cards – Training material is still available in PDF format, so the users can view it or print it if they choose. Delivery of training sessions – All of the material, interactive and paper based is supported by classroom and lecture theatre based demonstration training. Similar digital materials were created for our supplier community, who were having difficulty with the eTenders platform, and are available for them to view online. The decision to close the Health and Social Care Board was announced in

November 2015 by the then Health Minister and confirmed as a priority in October

2016 by the proceeding Minister when launching Health and Wellbeing 2026:

Delivering Together. The purpose of this project is to give operational effect to the

direction of travel and mandate from previous Ministers.

In January 2018, the Transformation Implementation Group (TIG) and Top

Management Group (TMG) endorsed the direction of travel and agreed that in the

main, responsibility for HSCB functions move to the Department, to be effected

through Host Organisation arrangement with the Business Services Organisation

(BSO). It was agreed that the functions of the Social Care and Children Directorate

would transfer to the Public Health Agency. Implementation of this new operating

model is subject to the normal approvals and legislative authority.

The purpose of the Oversight Board is to provide the strategic oversight and

leadership to the project through to implementation of new operating model. Its

membership will be drawn from the most senior leaders of the impacted

organisations.

Key responsibilities include:

provide clear direction and leadership to the closure of the HSCB and the

successful transition of staff to other HSC bodies in line with the agreed

direction of travel;

commission design ‘task and finish’ groups to identify relevant future team

structures, agree new ways of working, and develop transition plans;

ensuring representation and involvement of all relevant interests in the

detailed work taken forward;

monitoring progress against plans and taking action where required to

address slippage;

matters requiring approval and/or issues referred under escalation procedures

and managing risks;

reporting progress to the DoH Top Management Group / Transformation

Implementation Group, as relevant;

providing a clearing house for emerging issues relating to HSCB closure and

dependencies with the broader transformation agenda;

providing challenge and rigour in the decision making process; and

role modelling the desired culture and behavioural change.

Accountability

The Permanent Secretary will act as Senior Responsible Owner (SRO) for the

project and will chair the Oversight Board. He will be accountable to the Minister of

Health through the sponsorship of the Department’s TMG.

Aligned with the programme and governance approach set out in the Programme

Brief for Delivering Together, the TIG will keep a ‘watching brief’ on this area of

work.

Membership will be kept under review and other individuals will be invited to join

as required. It is expected that other officials will be in regular and periodic

attendance at the Oversight Board as appropriate.

Board members have been selected to reflect a range of knowledge, skills and

experience of the DoH/HSC which will be necessary to support successful delivery

of the project. Members will be responsible for supporting the Senior Responsible

Officer to achieve the aims of the project, and provide leadership within their

respective organisations.

Frequency

The Oversight Board will meet 6 weekly, with actions cleared through

correspondence in intervening periods. This will be kept under review and

extraordinary meetings may be arranged as required.

Support / Secretariat

The Oversight Board will be supported by the Project Team based in DOH, as

required. In addition, expertise may be sought from critical friends or advisers.

The February ‘fight for cash’ has come to an end and the gloves are off in Income Shared Services, Omagh. The pursuit of excellence however will continue as they work towards and prepare this year for the CICM Quality re-accreditation in March 2019. The results of the February event were truly remarkable, collecting almost 60% more cash than

the monthly average. The significance of recovering much needed public funds is huge as it directly supports our customers to improve health and well-being in Northern Ireland.

This innovative event was an excellent platform for the three key themes within the BSO People Strategy to flourish; engage, empower and enrich. Stakeholder engagement is at an all-time high as a result as the conditions of the event fostered enthusiasm, creativity, innovation and energy. Indeed, the event was also particularly successful in helping our people excel at what they do. With high levels of engagement and motivation the results across the board were amazing, which for everyone involved proved to be an incredibly enriching, rewarding and fulfilling experience.

On the overall leader board, the HSCNI well deserved Champion was SEHSCT. This was scored over 4 various knockout rounds which within each, an element of customer engagement was required. The objective was to help develop and deepen customer relationships and to increase awareness that success can happen when we work together towards the same common goal. The level of customer support, engagement and feedback across the board has been extremely positive and encouraging.

In summary, a very

worthwhile event all round.

The key is to now sustain

engagement and energy as

they continue to deliver

best practice and a high

quality service to our HSC

customers in the new

financial year ahead.

The Encompass programme is HSC-wide initiative that will introduce an integrated digital care record to Northern Ireland. People will be able to access their own information and use the system to communicate with their health and social care team, view test results and manage appointments. Currently health and care staff don’t always have the right information in the right place at the right time to provide safe and effective care. Information in different records may be duplicated or is inaccessible. This makes it difficult for us to measure and improve the ways that we provide our services. Patients will be able to access their own record, communicate with their health and care professionals, view test results and book their own appointments. Time has been built into the process to involve staff, patients and public representatives to get involved in deciding on the best system for Northern Ireland. On 6th March 2018 a training event was organised by the ORECNI. Its primary aim

was to provide annual training to its Health and Social Care Research Ethics Committees Members (HSC REC Members). The Chair of the BSO Executive Board Mrs Julie Erskine gave a welcome address and thanked the ORECNI staff and HSC REC members, and in particular the Chairing Teams for their hard work. Three sessions were presented by Dr Janet Messer Director of Approval Services HRA:

Health Research Authority (HRA) Policy updates: The revised Governance

Arrangements for Research Ethics Committees (GAfREC), the Updated Research Governance Framework and other.

The new General Data Protection Regulation – A view from the Medical Research Council

Workshop GDPR – what are the implications for ethical review?

The day was interesting and thought provoking and the trainees and evaluation of the day by attendees was very positive. It was well attended and leaves the service well informed for the future. Part of the day was also attended the Programme Managers of the Public Health Agency R and D Division and HSC R and D managers from the HSC Trusts. Looking Ahead to 2018-19 The challenges will include: Participation in the UK national pilot to prepare for the revised EU Clinical

Trials Regulation. Obtaining quality external re-accreditation for the HSC RECs

Continuing to achieve a fast ethical turnaround without compromising the quality of the ethical review.

Training new committee members and staff so that the quality of the ethical review and customer service remains high.

BSO will be hosting its 4th Charity Dinner Dance on Friday 27 April 2018

commencing at 19.30 in the Hilton Hotel, Lanyon Place, Belfast in aid of Friends of the Cancer Centre.

Friends of the Cancer Centre are based at the heart of the Cancer Centre at Belfast City Hospital, the charity funds life-saving and life-changing projects that make a real and lasting difference to the lives of thousands of local people affected by cancer and in the last year alone, Friends of the Cancer Centre has put £1.4 million back into local cancer services. The host for the evening is Stephen Clements, and a representative from Friends of the Cancer Centre will do a short talk on the valuable work that they carry out.

Dinner will be served approx. 8.00pm, followed by a Raffle and entertainment by Rodd Hogg, Magician and dancing to The Bizz.

Ticket price is £40 per person to include dinner, entertainment and charity donation. The amount of the charity donation will depend on the

number of attendees. I’m sure you will agree £40 is a great price considering it includes approximately £7 for the charity. (based on 150 attendees)

Dress Code is Smart.
