    arle Jones says the Best SouthwestPartnership was formed 20 yearsago to promote Southwest Dallas

    County, but until now the partnershiphas been a well-kept secret.

    The aligned chambers and cities ofCedar Hil l, DeSoto, Duncanville andLancaster formed the part nership totrumpet the excellence of our region,and now we want to trumpet ourregion more loudly, says Jones,director of economic development for

    the City of Duncanville. We aremaking a major effort to get out theword to recruit new business.

    Jones says the positives of this160,000-resident region are many,including the award-winningMethodist Charlton Medical Centerthat serves all four cities. Eachcommunity includes a strong schoolsystem, a relatively low cost of living,attractive amenities for retirees andrecreational opportunities that helpattract a diverse mix of professionals

    to Southwest Dallas County.We are close enough to all the

    advantages that Big D has to offer, yetfar enough away to be free of headachesthat go with big-city life, Jones says.As for the Partnership, we lobbytogether to get the attention of DallasCounty and the state of Texas to benefitour region. For example, if one of us issuccessful in getting a university, wewould all benefit to some extent. Andalthough our four cities are partners,

    we can stil l keep our individuality.Jones says each of the four cities hasattractive amenities for both small

    and large companies potentiallyseeking to settle in Southwest DallasCounty. He points out that DeSoto andLancaster have an abundance ofavailable land for large corporate orindustrial development, while CedarHill has an abundance of brand-nameretail stores and good nightlife.

    Duncanville is a bedroomresidential community and is locatedthe closest to Dallas, but our city ispretty much built-out with homes, he

    says. We are now looking to use salestax revenues to provide incentives forretailers that might be looking tosettle in our city.

    Jones says recent success stories inDuncanville include the constructionof a Hilton Garden Inn, Bob KnightFieldhouse, The Shops at Waterview

    Park retail/apartment community, aCostco warehouse and a Pappadeauxrestaurant.

    Also trumpeting its accomplishmentsis Cedar Hill, which boasts scenerysuch as Joe Pool Lake and Cedar HillState Park.

    Our city also has a growing officeand light-industrial base, and since1999 has developed more than3 millionsquare feet of retail space, says AllisonJ.H. Thompson, Cedar Hil l director of

    economic development. But ratherthan grow alone as individual cities,the Best Southwest Partnership makesgreat sense. Its smart to go to Austinand speak with one voice, or addressour federal officials in the same way.Each of the four cities is on board toreally see this partnership thrive.

    Known for rolling hills, quietneighborhoods and plenty ofopen green space, the cities of

    Cedar Hil l, DeSoto, Duncanville and

    Lancaster offer a gentler pace of lifejust 30 minutes or less from the bustleof Dallas and Fort Worth.

    These Southwest Dal las Countycommunities boast t heir owndistinctive appeal, with top-notchrecreation facilities, new libraries,quality education, historic towncenters, golf courses, scenic parks andtrail systems and a lot less traff ic.

    A growing a nd aff luent professionalbase has been drawn to Southwest

    Dallas County by the ability to buymore house for less money, high-quality schools and a hometown feel.Average annual household incometops $75,000. Gems such as Cedar HillState Park and Joe Pool Lake are drawsfor fishing, boating, hiking, biking,swimming and bird-watching.

    Southwest Dallas County is amelting pot of African-American,Hispanic and Caucasian populations creating diversity that is one of theregions many strengths, says Curt

    Krohn, a senior pastor at Faith BibleChurch in DeSoto.

    Many times you find one of thosegroups living in isolation from the

    rest, but thats not true here, he says.Were better together as Americansand richer for being exposed to othercultures and backgrounds.

    Krohn moved to DeSoto fromMinneapolis with his fami ly in 1994.His wife, Lana, teaches at DeSoto HighSchool, and their two sons attendedpublic school and graduated fromDeSoto High. The couple still lives inthe same house near the town center,just over a block from the citys tree-

    lined walking trail.

    Other factors help sweeten the deal,including incentives such as TripleFreeport Exemption from all localtaxing authorities, which applies toinventory shipped out of the statewithin 175 days a substantialsavings for interstate shippers thatturn inventory several times a year.

    Some major distributors alreadyhave locations in the Best Southwestregion, including the 420,000-square-foot JC Penney Store Support Center, adistribution facility in Cedar Hill.

    Oh, baby. Nearly 2,000 babies areborn every year at MethodistCharlton Medical Center.

    With the hospital also overseeing70,000 emergency room visits eachyear, it has become a very busy health-care facility. So hospital officialsdecided to expand the medical centerto better serve residents of thegrowing Southwest Dallas Countyregion, which includes Cedar Hill,DeSoto, Duncanville and Lancaster.

    An eight-story tower with 72 patientbeds in private rooms was added tothe campus in 2009, bringing thehospitals total bed count to 301.

    We serve the Southwest DallasCounty region, which has seengrowth in recent years, so we neededto expand the medical center to meetthe needs of our communities, saysJonathan S. Davis, president ofMethodist Charlton, which is par tof the Methodist Health System. The$116 million tower was constructed

    and four of the eight f loors are alreadyoccupied. The other four f loors will beequipped in the future as needed.

    Besides the 72 new patient beds, thetower also has seven operating rooms.

    In September 2010, the hospitalintroduced a heart surgery programheadquartered in the tower. We havealso broadened our orthopedic surgeryprogram thanks to al l the space weadded in the expansion, says Davis.

    Prior to the tower construction, a

    91,200-square-foot medical officebuilding opened on the hospitalcampus in spring 2008, on the heels

    of a 476-space parking garage foroutpatients and visitors. In addition, a$14 million renovation occurred in theemergency department, and a $30million comprehensive cancer centerand radiation therapy treatmentcenter was added.

    Another major upgrade has been arenovation of the cardiac catheterizationlab, which included the addition of aleading-edge, all-digital imagingsystem.

    All our upgrades mean thatresidents of Cedar Hill, DeSoto,Duncanville and Lancaster dont needto leave Southwest Dallas County toreceive top health care, Davis says.

    That top health care has resultedin the highest rating f ive stars forclinical excellence in maternity care,based on a 2010 study issued byHealthGrades, a nationally knownindependent health care ratingorganization. Methodist Charltonhas also received awards for its Level

    II special care nursery as well as itscancer program, and the hospitalsMethodist Joint Academy has beenrecognized for helping hip and kneejoint replacement patients return tonormal activity faster after surgery.

    Methodist Charlton also operatestwo clinics in Cedar Hil l and is oneof the largest employers in SouthwestDallas County, with 1,300 employeesthat include 240 physicians on staff,Davis says. A total of 475 active

    volunteers also work at the medicalcenter. Weve come a long way sincefirst opening in 1975.

    Job-seekers will have even moreeducational options now that theUniversity of North Texas at Dallas(formerly UNT Dallas Campus) hastransitioned from a branch campusof the University of North Texas

    to a freestanding, degree-grantinginstitution. The university, which offerscertificate, bachelors degree andmasters degree programs, welcomedits first freshman class in fall 2010.

    Enrollment at the school hasincreased an average of 14 percent peryear for the past 10 years, says GregoryTomlin, director of marketing, newsand information for the university. In2009, enrollment reached the equivalentof 1,000 full-time students, allowing thegovernor to authorize physical

    expansion of the campus.A three-story, 103,000-square-foot

    facility will join the current75,000-square-foot building, Tomlinsays, and the University of NorthTexas at Dallas is the first publicuniversity located in Da llas.

    From fishing, swimming, canoeing and kayaki ng tomountain biking, hi king, picnicking and bird-watching,there are so many activities for so many different typesof people, he adds.

    The park offers paved trails for leisurely walks and

    challenging hikes for backpackers, along with a 14-milemountain bike trail with loops for beginning, i ntermediateand advanced bikers. A partner with the Texas OutdoorFamilies program and the office of Urban Outreach, it alsohosts fishing, canoeing, geocaching and campingworkshops. Visitors can harvest pumpkins from the parkduring the fal l Harvest Heritage Festival and experiencewhat life was like before the region became urbanized withyear-round tours of the historic Penn Farm. The AudubonSociety is developing a sanctuary and education center atthe 270-acre Dogwood Canyon, where dogwoods blossomalong the limestone walls and endangered songbirds nest.

    In addition to the state park, Cedar Hill, named a Tree City

    USA community by the Arbor Day Foundation for its forestryfocus, boasts an abundance of greenbelts, nature preservesand parks, including Valley R idge Park, which hosts stateand regional baseball, softbal l and soccer tournaments.

    Duncanville holds its share of surprises for residentsseeking a retreat. Most people dont realize how manytrees, creeks and beautiful areas we have around here,says Duncanville Parks Director Shane Gravens.

    Also a Tree City USA community, the city recycles treelimbs and wood chips, and educates students aboutconservation and recycling. As a result of Keep DuncavilleBeautifuls Governors Award, additional trees providedthrough the Texas Department of Transportation andfunding by the Duncanvil lle Community and EconomicDevelopmnent Corp., Duncanville recently planted 755trees along its I-20 entrance. At the citys Redbird Park,we planted 100 pecan trees all along the trail and let peoplededicate them to deceased loved ones, Gravens says.

    From landscaped trails with butterf ly, rose andperennial gardens to a volunteer-built playground andlakes stocked with catf ish and freshwater trout, familiescan find plenty of options for outdoor fun, including thecitys annual Stars and Strips Festival and Haunted Hallowsof Lakeside events.

    The cities also band together to celebrate their diversity,

    taking tur ns each year hosting the Juneteenth Festival, theoldest known event celebrating the end of slavery.
