* Following the merger of Soekor E & P and Mossgas Pty Ltd

PetroSA was established in 2002*

Employs ~1800 staff members

Owns world’s 2nd largest GTL refinery

Business spans petroleum value chain

Produces ~ 5% of RSA fuel needs

Produces diesel, gasoline, kerosene and specialty products

Has produced ~70 MMbbl crude & 1 Tcf of natural gas to date.

Has acreages in Ghana, Equatorial Guinea & Namibia.

Has a trading office in Rotterdam

“philanthropic” principles have been largely

unsuccessful because.

Any model that does not provide business

returns is not sustainable.

To be successful the ESD model must be

able to sustain itself in the medium to long

term.

Priority Target Micro, Small, Medium Enterprises mainly Owned and Managed by

individuals and groups who are Black, Female, Disabled, Youth (including peri-urban and

Rural areas).

SELECTION CRITERIA primarily - Suppliers and Customers with Active Contracts Fully

Compliant ( Tax; BBBEE etc.): Also Must:

• A viable value proposition, operating, or with

the intention to operate within the Oil & Gas Industry.

• An operating history of more than 2 years (preference).

• 50 % Owned / managed By historically disadvantaged individuals, with preference given

to female-owned or “disabled people”- owned entities.

• Where owners have invested at least 20% in equity with evidence of a high level of

commitment.

• Operations and/or have presence in RSA.

Target Group & Primary Focus

• All entities will be subject to normal procurement related procedures (legal/technical

due diligence);

• Supported entities must enter into a contract with PetroSA specifying enforceable

obligations and specific time-lines, with corrective measures for non-performance;

• All selected SMEs undergo a business diagnostic, highlighting business

weaknesses, strengths and gaps;

• Support rendered will include broad business development support (including

business - administration; management; access to marketing; financial support;

business growth and diversification);

• Preferential treatment, e.g. via preferential procurement criteria, pricing discounts;

• Support to be limited between 3 - 5 years, after which all enterprises should be self-

sustaining;

• Close monitoring and reporting of progress will be carried out on a regular basis.

• Allow sub-contracting and unbundling of services;
