Though many scholars present implementation of E-government in various stages, most of them concur in the common first stage of E-government implementation starting with efforts of state agencies to set up their website, develop their information systems and information resources. Though this benefits citizens and businesses in their ability to use state services online (especially those that include interactive and transactional functionalities), the business processes of state agencies remain the same. This results not only in unchanged quality level and speed of services provision, but also in additional costs incurred by state agencies as well as new decision making levels, leading often to making the provision of state services even more complicated. This is especially true for services, provision of which involve more than one agency, taking into account that they tend to function in an isolated manner.

Integration of different state services to be provided through a single access portal is deemed to be a clear evidence of a country's efforts to implement E-government. This can be defined as One Stop Government, and is quite an ambitious plan for any country. However, even at this stage many state agencies tend to still perceive implementation of E-government as purely an IT-related effort, and remain reluctant to change anything in their back-offices, adapt their processes to take the maximum advantage of IT potential

Executing Business Process Reengineering at this stage is aimed at redesigning the process within a certain state agency through integrating the tasks that compose the process. Only with a strong political will and a full dedication of all the state agencies will the BPR help us to harness the power of E-government - leading to decreased cost and speed of providing state services, and their increased quality.

Taking the implemetation of E-government to higher stages will require interaction among state agencies,through a horizontal integration among current processes. The government should at that stage be ready to discuss evven the existence of certain agencies! This is due to the fact that some of them were created in a fragmentedgovernment to perform tasks that have now disappeared because information is nowavailable online. Any roadmaps and strategies developed by the country on implementing E-government should have at the end an output, where a citizen or a business is in the center of the picture, the processes should evolve around them, and only then come the state agencies

To summarize my presentation, ladies and gentlemen, I would like to call all of you - our national partners, international development agencies working in this area, as well as representatives of all the state agencies, for cooperation. Not just a cooperation, but an intense one. Because, given our common aims, this is the only way we can ensure success of not only reforms as part of our BPR initiatives, but of our efforts in implementing the E-government in Uzbekistan, leading ultimately to our country's wellbeing and prosperity.
