Old Certification Scheme

• Started in 1995

• Shipment Certification Scheme.

• Certification of products before shipment.

• Many Certification Bodies operating the program.

• All Products are included except for food, military and medical products.

• Certification bodies are allowed to issue CoC Globally and for all products.

New Certification Scheme (SABER)

• Certification scheme Introduced in 2018 replacing the Old Scheme.

• Conformity assessment done Approved Notified Body

• Product Certification according to the applicable technical regulation. Certificate valid for 3 years.

• Shipment Certification. Shipment is valid for a particular shipment.

• Electronic system

• Products categorized according to their Risk into three categories: High, Medium and Low Risk

• Technical regulations issued for High and Medium Risk products only

• Four products categories having 39 Technical Regulation.

Types of Certification scheme

• Three Type of Schemes available:

• Type 1a: Type Test is required.

• Type 3: Type Test + Periodic Testing + periodic assessment of the production

• Type 5: Type Test + Periodic Assessment and/or audit of management system

+ Periodic Testing.

Notified bodies under Saber

• Certification applicable only to High and Medium Risk through Approved Notified Bodies.

• SASO divided the world into five regions:

• Asia and Australia,

• Europe,

• Americas,

• Middle East

• Africa

• The notified body is approved by SASO according to their accreditations and capabilities.

• The notified body can only certify products under their scope in their approved regions only.

IECEE Recognition certificate

• SASO is the national standardization body in KSA and participant member of

IECEE scheme

• SASO issues Recognition Certificate of (IECEE ) certificate for the product

based on the CBTR and CBTC and compliance to national deviations, the

certificate is valid for one year from date of issue

G-mark

• G-mark become mandatory in KSA in 2018

• G-mark is a scheme issued by GSO

• the conformity assessment is done through a notified body approved by GSO

as Nemko

• This scheme contains 13 types of regulated products

• G-mark certificate is valid for 3 years

Water Rationalization Regulation

• Issued by SASO to preserve the resources of water in Saudi Arabia and reduce the costs on water

consumers by rationalizing the water consumption (water flow rate) of the products under the scope of

this regulation

• The regulation determines maximum water flow rate and put classifications of consumption depending

on the flow rate. the regulation is applied on both imported and local manufactured products

• SASO issue label and license to use the label valid for one year for each model

• Products under the scope of this regulation are: taps, mixers, toilets and urinals

Bio-degradable plastics Regulation

• Regulation issued by SASO to protect the environment and human and animal health from plastic waste

through enforcing the use of Bio-degradable plastics, plastic products of disposable types should be

degradable by Oxidation process

• After registration SASO issue logo to be affixed on the product as evidence of compliance to this

regulation

Saudi Quality Mark(SQM)A mark issued by SASO and marked on the product to indicate that:

1. the product comply with its Saudi standard and general technical quality regulations.

2. The company has effective Quality Management System.

• SQM can be obtained for all products that have Saudi standard.

• SQM is currently mandatory for gas appliances, cement and voluntary for other products

• Quality mark certificate is valid for three years.

• Products that bear SQM earns consumer trust and enhance supplier reputation in KSA.

UAE

Restriction of Hazardous Substances (ROHS):

• The UAE RoHS regulation covers all EEE (Electrical and Electronic Equipment). (lighting products follow another regulation)

• Products under the scope of this regulation should be certified by ESMA

• ESMA issue Conformity certificate for Restriction of Hazardous Substances (ROHS) valid for one year

• Restricted substances: Lead (Pb), Mercury (Hg), Cadmium (Cd), Hexavalent chromium (Vi), Polybrominated biphenyls (PBB), Polybrominated biphenyl ethers (PBDE), Bis (2-ethyhexyl) phthalate (DEHP), Butyl benzyl phthalate (BBP), Dibutyl phthalate (DBP), Diisobutyl phthalate (DIBP)

• ROHS test reports from ILAC accredited lab is required and accepted to be for end product or components (but in case of component risk assessment report for end product is required)

Similarity to RoHS in Europe

• UAE RoHS and EU RoHS 2 (recast) are the same in terms requirements.

• EU RoHS 2 – Directive 2011/65/EU –Article 7 – Obligations of Manufacturers

• Decision No 768/2008/EC Module A –Annex II (conformity assessment procedures)

• EN50851 = IEC63000 (Technical documentation for the assessment)

Emirates Conformity Assessment Scheme (ECAS)

• ECAS is a Product certification Scheme being implemented by the (ESMA)

• Include 79 types of electric and gas appliances household products, portable electric tools, personal

care, luminaires, cables and wires, laser products, A/V and gas appliances

• Safety CB test report under IECEE scheme with CB certificate are required

• Additional performance test report is required for products that require Energy Efficiency Labeling

(A/C, washers, cloth dryers, refrigerators/freezers, storage electric water heaters, dishwashers, lighting

and commercial A/C)

• ESMA issue certificate valid for one year and provide ECAS logo

• After obtaining the certificate; the manufacturer shall mark the product with ECAS mark before

shipping to UAE

Egypt

Egypt Certificate of Inspection (CoI)

• 24 categories of regulated products.

• Certificate of Inspection issued by authorized bodies before export to Egypt

• CoI aim is to improve products quality and protect public safety

• CoI includes Type Test + Pre-shipment inspection

• Factories or manufactories exporting regulated products to Egypt need to make registration in Egypt.

Energy Efficiency Labeling Schemes in Qatar, Bahrain and Oman

Qatar

• Authority: Qatar standards

• Scope: Window and single split (ducted and non ducted) up to cooling capacity 70000Btu

• Requirements: Energy Efficiency test report, CB test report and valid G-mark certificate

• Documents issued:

1. Certificate of Conformity according to QS SASO 2663: valid for one year from the date of issue

2. Letter of Technical file evaluation: validity one year

Bahrain

• Authority: Electricity and Water Conservation Directorate

• Scope: Window and single split (ducted and non ducted) up to cooling capacity 70000Btu

• Requirements: performance test report according to Energy Labeling regulation

• Documents issued:

• Certificate of product registration: valid for one year

• Energy Efficiency Label: valid for one year

Telecom certification in the Gulf Countries

Introduction

• Type Approval is required in MENA region

• The products that require Type Approval in MENA region are:

All radio, telecom & ITE products require Type Approval, with exceptions in some countries

• The applicable standards are the European Standards ETSI (IEC and EN)

• General requirements :

Declaration of conformity, test reports , product datasheet, user Manual

Kingdom of Saudi Arabia

• Regulatory authority: Communications and Information Technology Commission (CITC)

• Agent requirement : required

UAE

• Regulatory authority: Telecommunications Regulatory Authority (TRA)

• Agent requirement: Registered Manufacturer can submit applications under their authority name

– Non-Registered applicants submit applications through authorized agent which is registered in

TRA.

• Sample Requirements: 2 samples needed

• Marking and Labeling: Equipment or its packaging and user documentation shall be clearly labeled

with the label

• Certificate Validity: 3 years
