Today I come before you on some deep concerns of mine.

Today you have a very busy agenda with huge items to vote on that relatesto the pockbooks of all citizens that you are suppose to represent. A large

portion of these citizens only have an average income around $ 35, 000 a

year. Some of you have even stated in the past that Josephine County is a

poor community. Even though this is the second reading and hearing on

Order No. 2018-081, this is the wrong time to put it on the agenda this

morning to vote on. Why?

I. Because Thanksgiving is just around the corner and most are focused on

family, relatives, friends and preparing the Thanksgiving dinner.

2. These increased costs and new costs will have a very negative impact to

those you claim you represent.

3. This seems to be a pattern of you commissioners bringing very

important matters right before important nationally celebrated holidays.

4. There seems to be no emergency to bring these items up now that can' t

wait until January 2019.

5. It would only make sense to have the newly elected commissioner,

Darin Fowler be involved in making a decision on the increased fees andnew fees.

So I strongly suggest that you postpone Order No. 2018-081 until January ,_

The Three Rivers School District (TRSD) closed Selma Elementary School in 2001. In June, 2003, a non-profit organization was formed to develop the facility into a community center. The organizationreceived 501c3 designation on Feb. 19, 2004.

Following the sale last year of the Josephine County Building in Cave Junction, SCEC is the only remainingnon-affiliated event center in the Illinois Valley. TRSD gymnasiums are available for rent, withrestrictions, but not at the low rates offered by SCEC.

Over the past 15 years, activities here have ranged from community- wide wildfire information sessionsto fundraisers for local non- profits, day- long country skill- share events, food bank distribution, ethnicdinners, birthday parties, weddings and funerals. These facilities have provided a vital resource andquality of life" boost for our poverty stricken area.

The function that SCEC provides is so valuable that the community has continued to rely on the facility,even after the only well on the site broke down six months ago. Since that time, porta- potties and handwashing stations have filled in the sanitation gap, but winter is on the way.Over the past months, the gym hosted 3 U. S. Forest Service public information sessions regarding recent

wildfires, a giant rummage sale fundraiser co- organized with Takilma Dome School, public domain movie

nights, family game nights, weekly basketball games, birthday parties, a fundraiser for 2 local athletes,the annual Acorn Festival and a fundraiser for the baseball field at Jubilee Park in Cave Junction.The cafeteria and repurposed classrooms have housed organizational meetings for several non- profits,and the Josephine County food bank distributes food out of the cafeteria every Thursday afternoon.The free- to-all SCEC library is an important community resource, as well.

A Saturday Market was initiated under the pavilion in June, 2018, but shut down by summer smoke.Under normal circumstances, the county-approved commercial kitchen would be available for rent.Local entrepreneurs have used it to produce baked goods, which were then sold at Taylors' outlets.

The SCEC board is working to bring the facility back to the level of activity it enjoyed years ago, but lackof water and a leaky gym ceiling is thwarting these efforts.Repairs Urgently Needed in Priority Order:Water- Short Term: Have the existing pump and the stolen UV anti- bacterial attachment replaced.

A quarterly Swap Meet and other fundraising projects are currently being planned for Fiscal Year 2019.

The SCEC Board has approached TRSD for financial assistance with these projects. Superintendent

Valenzuela may be able to offer maintenance crew time and building supplies for security improvementsfor this decommissioned school, but there are no funds available in the TRSD budget for the site.

Other health and safety upgrades, including securing the acoustic tiles on the gymnasium ceiling will beincorporated into other capital project proposals to regional foundations including Ford FamilyFoundation.

We hope you will agree that the " Selma Center" is a critically important community asset that is valued,needed and should be preserved. Thank you for considering our request for immediate assistance.

Y If the SCEC Project is chosen by Josephine County Commissioners to go forward, we wouldexpect the County to submit payment directly to the contractors, following final inspections.

Upon completion, the above job will be guaranteed for a period of ten( 10) years against leaks and defects in

workmanship and a corresponding manufacturer' s warranty against product failure for a period of fifteen ( 15)years. This guarantee does not extend to damage caused by wind, lightening, fire, hail storms, earthquakes, homeownernegligence, or causes beyond our control.
