As 2009 takes shape, the recession is not the only challenge facing our members. Two giants with whom we must also wrestle are rate cap expiration and energy mandates. The last of the rate caps expire next year, and HB 2200, passed in October, requires a reduction in energy load and peak demand.

According to Pennsylvania Small Business Advocate William Lloyd Jr.*, major

electric utilities need to reduce their load by at least 1% by the end of May 2011 and by 3% by May 2013. At the same time, they need to reduce peak demand by 4.5% by May 2013.

Let’s assume your company is about the size of a restaurant and you use 10,000 KW hours a month. You could be asked to reduce your usage by 1%, or 100 KW hours, over the next two years to help the utilities make their first goal. So would every other customer.

Skewing this, warns Lloyd, is the fact that larger customers have already invested in energy-saving measures, reducing their usage. For smaller customers, the payback period has often been too long to make financial sense. Lloyd believes that now there will be “a significant incentive to conserve simply because prices are going up”.

Another sticking point is with leased buildings. Neither renters nor landlords want to invest in energy saving equipment because, either in the long- or the short-term, they won’t own or benefit from the equipment─or the savings. Lloyd is looking for financial incentives to be available to help encourage these investments.

Despite these challenges, Chamber members are taking strategic steps. Marcus Sheffer of Energy Opportunities says one endowment of the York County Community Foundation (YCCF) funds energy-saving programs for local nonprofits. Energy Opportunities contracts with YCCF to help organizations like the Strand-Capitol

Performing Arts Center. “We discovered that the Strand’s HVAC control system was never fully installed, and was running flat out 24/7,” says Sheffer. They put schedules in and finished programming the system, saving the Strand approximately $50,000 a year in operating costs.

Up the street, Crispus Attucks (CA) Association is planning its first “net zero building”–─one that produces as much energy as it uses. It also began construction on what CA’s Carol Kauffman believes is the city’s first geothermal system for HVAC. “We’re looking to be very progressive with this,” she says wisely. “We’re very interested in energy savings so we can put more of our funds toward programs. Plus it helps the community all around to save energy.”

Celebrating Youth

As we look to the future, part of the Chamber’s strategy is working with up-and-coming professionals. As members, we too benefit from the contributions of young adults.

For the Chamber, coming up on March 3 are the Senior Honor Awards. Penn State York is proud to sponsor this program, now in its 23rd year of celebrating our youth. Approximately 200 honor roll students will be recognized.

For Penn State, I have been recruiting students from India to participate in a “2+2” agreement between our campus and the Vidyalankar School of Information Technology, an Affiliated College of the University of Mumbai. Eight of our ten students are on the Dean’s list and are fitting in socially as well. One is the new student government president, and they are all looking forward to doing their senior internship with a York County business.

Student interns (see photos) have helped us greatly at the Chamber as we work to achieve our goals.

Jeryl Simon helped at the Chamber over the summer and during her winter break, working on the Partnership Campaign and the front desk. She is a sophomore at Bloomsburg University.

Kate Gaudet is currently helping with ProBusiness programs and the “Watchdog.” A senior at York College, Kate will be graduating in May.

Tom Donley, PresidentYOURvoice >

In great organizations, taking stock involves an accounting of your business and inventory, and also taking a hard look at your plan to see if it is realistic in current business conditions. The Chamber will be doing both in our budgeting and planning between now and our new fiscal year which begins April 1. We are also looking at whether, in today’s radically altered business environment, our organization is adequate to execute our mission, and how we need to change our organization to add more value to members and grow when the economy improves.

Between April and August, we will be doing this through the U.S. Chamber’s accreditation process. We have followed this rigorous, continuous-improvement, guided self-audit every five years since first becoming accredited in 1976. This is the only national program that recognizes chambers for effective organizational procedures and outstanding contributions toward positive change in their communities. We are in a small elite group of chambers to have done this for 33 years. Earning this “good housekeeping seal of approval” means that we are benchmarking ourselves

to the best, a little known but huge benefit to our members and our community.

As a winner we are committed to leading our members through a tough time and into a brighter future. In addition to benchmarking for quality, reaccreditation will enhance leadership development in our new board members, reinforce our “5 to Thrive” strategic plan, allow for mid-course corrections, upgrade our bylaws, policies and procedures, build pride in our staff and volunteers, and prestige and recognition with our local business community and with chambers across the United States.

We will make sure that we don’t just analyze what is working and what needs to be changed or cut. We have the discipline to look and plan beyond today’s problems. All-time hockey great Wayne Gretzky said, “I am successful because I don’t go to where the puck is, I go to where it is going to be.”

Some of you are “taking stock” through similar processes, or you provide planning and analysis that can benefit our members in these lean times. Including “opportunity analysis” into your “taking stock” is important.

Do some environmental scanning and think about how trends will impact your business for better or worse. We are asking what tacking, trimming, surfing or “blue water” sailing we need to do to reach our goal. I welcome hearing from you so we can refer you and share success stories with our members and the community.

We can point you in the right direction. Let’s go do it.

PRObusiness > by Bob Jensenius

If you attended last year’s Legislative Luncheon, you heard the York County delegation discuss proposed legislation that would bring long overdue changes in the school funding formula, to the benefit of growing school districts. Within a few months, those changes became a reality. Previous attendees to the Legislative Lunch have said that they enjoy getting up-to-date information on a wide coverage of topics from the people who know. What valuable insights await the attendees this year?

The entire York County Senate and House delegations have been invited to speak. Typically, the elected officials remain after the conclusion of the formal meeting for the opportunity to take questions from Chamber members in attendance and to network.

Register today for the 2009 York County Chamber of Commerce Legislative Luncheon presented by Memorial Hospital on Friday, February 6 at The

Yorktowne Hotel. Visit www.YorkChamber.com for more information and to register.

With thanks to all our sponsors, the York County Chamber is pleased to be able to bring together our elected officials to discuss your business needs and concerns. They are:

Insight Awaits YOU at the Annual Legislative Luncheon

A Step in Eliminating Plastic Bags at the Airport

If you’ve ever been inconvenienced by having to

put your consumable liquids through the bag routine at the airport, the U.S. Department of Homeland Security (www.dhs.gov/index.shtm) wants you to know it’s working on a solution. The bag routine began after the plot to blow up transatlantic airlines with liquid explosives was uncovered in London in 2006.

DHS has teamed with Los Alamos National Laboratory to find a possible solution. A new screening prototype is showing promise; the technology reveals the magnetic changes of individual materials at the molecular level and stores them in a database, which then allows for dif ferentiation and identification of many materials that may be packaged together or separately as they go through the screening process. The technology is called SENSIT, and it has already been shown to be able to differentiate among more than four dozen materials considered safe to be on aircrafts.

“Having to place your consumable liquids through the baggie routine when going through airport security may one day be history,” says Science and Technology Program Manager Brian Tait, “and that’s going to make a lot of people very happy.”
