The Board of Trustees held a Regular Meeting on Thursday, January 28th at 5:00 p.m. at the School

Administration Building with Chairperson Ann Boston presiding. Trustees present: Tom Billteen,

Susanne Dauenhauer, Linda Sorini Granger, Kelly Howery, Becky Nicholls, and Carol Wold.

Trustee(s) Absent: Pattie Hepola. Also present were: Judy Jonart, Superintendent, and Therese

CALL TO ORDER AND PLEDGE OF ALLEGIANCE

Item 1 – Evaluation of Superintendent Jonart – Closed Session

Chairperson Boston closed the meeting at 5:03 P.M.

Chairperson Boston opened the meeting at 6:21 P.M.

Item 2 – Extension of Superintendent Contract

Chairperson Boston made a motion to extend Superintendent Jonart’s contract to June 30, 2017.

Trustee Granger seconded the motion. The motion carried unanimously.

The Board of Trustees held a Special Meeting on Thursday, October 20, 2016 at 12:00 p.m. at the


Susanne Dauenhauer, Kelly Howery, and Carol Wold. Trustees Absent were J.P. Gallagher, Tom

Billteen, Pattie Hepola, and Becky Nichols. Also present were: Judy Jonart, Superintendent, and

Dennis Clague, Business Manager.


WELCOME AND DIRECTIONS FOR PUBLIC PARTICIPATION

Item 1 – Recertification of Taxable Values

Dennis Clague, Director of Business Affairs and Clerk of the Board, stated the following:

Referred to article in the Montana Standard regarding NorthWestern Energy.

There will be a 2.2% impact on the Butte School District.

We will not receive the same amount of revenue from what was determined in August

2016.

The high school building reserve will have an issue.

There will be a tax increase on Butte citizens if we decide to recertify.

He has met with Butte-Silver Bow officials.

Recertification will have an impact on tax bills, making them go out later and receiving

the funds at a later date.

The Butte-Silver Bow Council of Commissioners would have to veto the recertification.

To not recertify would mean an approximate loss of $200,000.

Various funds currently have sound balances.

The tech funds have been building, with approximately $300,000 in the funds.

Because of sound decisions made in the past, he does not recommend recertifying.

They could ask for an additional levy in May 2017 election.

They would also incur costs now if they recertify.

Trustee Howery what the approximate costs would be to recertify. Mr. Clague stated it would

approximately be $3,000, which are labor costs.

Mr. Clague stated they could make minor adjustments to the General Fund to help cover the lost

revenue.

Superintendent Jonart stated they have spent many hours this past week working on this issue and

they were given short notice. She stated they feel they owe it to the taxpayers to not ask for an

increase and that the Butte School District would be able to absorb this because they have been

fiscally sound in the past.

Mr. Clague stated they do want to burden other funds and will question all expenditures. He stated

Butte-Silver Bow was also on board with this plan and reiterated they would diligently review all

expenditures.

Trustee Howery asked if any planned projects would be immediately impacted. Mr. Clague stated

there are a few this may impact. He stated the intercoms and change-out of heating and venting

are part of the impacts but explained the Flex Fund and Hard Rock Funds can be used for those

projects.

Chairperson Boston asked what this will do to the school district’s bond rating and would it be

affected. Mr. Clague stated it would not be affected and does not anticipate any changes.

Chairperson Boston thanked Mr. Clague and Superintendent Jonart for their hard work on this

task.

Trustee Wold thanked Mr. Clague and Superintendent Jonart for their work and felt recertification

was not necessary.

Mr. Clague stated they would like to be in-step with Butte-Silver Bow, as they are not planning to

change their mills, either.

Trustee Howery asked if notice would be given of the decision the school board has made.

Superintendent Jonart stated they would give a press release on the situation.
