The Ethan School board met in regular ses- sion at the Ethan School in Ethan SD, on Monday, December 10, 2018. President T. Neugebauer called the meeting to or- der at 5:00 p.m. with the following members present: M. Klumb, A. Storm, J. Clendening, Supt. T. Eckstaine, Bus. Mgr. J. Havlik and B. Ai- senbrey. D. Pollreisz was absent. Guests in- cluded Lexy Timm, Karla Ripp, Brian Wittmeier, Jon Schmitz and Andrew Grove. The meeting be- gan with Neugebauer leading all with the Pledge of Allegiance.

Motion by Storm and seconded by Clendening to enter into executive session as per SDCL 1-25-2 at 6:14 p.m. Mo- tion carried with all mem- bers present voting aye. Neugebauer declared the Board adjourned from executive session at 6:20 p.m.

Regular Meeting, Ethan Town Board, 12-10-18
The Town of Ethan board met in regular ses- sion on December 10, 2018, at the Ethan City Hall at 6:00 pm. Trustees present were Lisa Hjel- lum, Jason Koch, Megan Perry, Gregg Thibodeau and Nancy Schoenfelder. City personnel present: Betty Raymond and Dave Duba.

FINANCIAL REPORTS:Finance Officer dis-
cussed the current finan- cials. The Board request- ed a change in reporting to include budget vs ac- tual information.
WATER/SEWER RE- PORT:
Dave reported on the manhole cover repair progress and the lagoon discharge. He also stated that he spoke with SPN about the discharge sys- tem. Also discussed the water loss report. Dave advised the Board of the upcoming convention in Pierre that he will attend, weather permitting. Dis- cussed the fact that the school has not replaced the water line in the con- struction area yet. Dave is to talk to Puetz Con- struction about it to ad- vise of potential issues.
CITIZEN INPUT:Hjellum reported that
several people had ap- proached her about hearing rumors of finan- cial issues with the city. She told the council to let people know if they are approached that the city is not having problems and business closings have been addressed in the budget. Schoenfelder questioned the water ac- count for the Fire Depart- ment. No changes will be made at this time.

NEW BUSINESS:Delinquent Water Ac-
counts: Finance Officer asked about using a col- lection agency. The Board asked her to ob- tain information regard- ing cost. Tabled until more information is re- ceived.
Street Sweeper: Dis- cussed options for the sweeper which no longer functions properly. Thi- bodeau made a motion to surplus the sweeper, asking Dave to get op- tions for disposal to be discussed at the next meeting. Motion second- ed by Koch, approved with Schoenfelder op- posed.
Culvert on Maple: Dis- cussed putting in a cul- vert to help with drain- age. No action will be taken at this time.
EXECUTIVE SESSION (SDCL 1-25-3, 1 & 4, Personnel or Legal):
Entered executive ses- sion for personnel rea- sons on motion by Koch, second by Schoenfelder, at 7:40 pm. At 7:45 Hjel- lum declared the session ended.
Motion by Hjellum, second Koch, to do a Christmas bonus for each employee.
The next meeting will be held January 14th at 6:00 pm.
