    This memorandum summarizes the observations of my oversight efforts on October 4 and October 5, 1993. A photocopy of the field notes and oversight photographs are attached for reference.     October 4. 1993

    • Robin Wankum arrived onsite at 13:45. Mr. Eric Meyer and Ms. Kerry Gavett, Eckenfelder Inc, met Robin Wankum on their way to meeting with Mr. Steve Forrester, DICO Inc., regarding the wipe sampling to be completed that day.

    Eckenfelder located soil boring locations DB-71 and DB-72 in approximately the same locations indicated in the scope of work. The entire area surrounding the locations of these samples was packed coarse gravel or cobble brick, therefore, no logical alternative was available. Eric Meyer and Kerry Gavett had already located nine other boring locations earlier that afternoon.

    • Steve Forrester discussed the location of DB-75 with Eckenfelder. This boring location was moved to a different location, approximately 20 feet east of the Production Building and approximately 30 feet north of the location demonstrated in the Scope of Work, to move the sample out of the Production traffic lanes.

    Eckenfelder and Steve Forrester prepared to collect the wipe samples from the inventory remaining in Building 2. Steve Forrester would not allow anyone in the building without a minimum of tyvek coveralls and boot covers. The following samples were collected within the building, however, no EPA split samples were obtained.

    • Photos of the wipe sampling locations did not turn out due to the lack of sufficient lighting. A sketch of the approximate locations of the wipe samples collected within Building 2 has been provided. WIPE-4 was described in the logbook as the "west wall" by Forrester.

    • Steve Forrester noted that several of the pallets had been moved to different locations within Building 2 after the flood. Some of the pallets may be moved again in the future. Steve Forrester and Eckenfelder were careful to note the sediment staining level on some of the inventory pallets prior to obtaining wipe samples above the flood water line. WIPE-1 was the only sample noted to have any visible dirt on the sample.

    • Robin Wankum called Glenn Curtis and provided a voice mail message to clarify the type of surface soil sample to be collected, whether the sample be collected directly at the surface even if it is coarse material or collect the fine material directly below the coarse material, if available.

    October 5. 1993

    Robin Wankum walked around the site to verify the location of the borings that were set by Eckenfelder yesterday. All locations were approximately located as shown in the Scope of Work except for DB-75, as noted above.

    Eric Meyer initially requested that a 3-in split spoon be used to obtain the 0 - 6" soil sample since that would allow for a split sample to be collected, however the drillers could not disassemble the split spoon for decon. A 2-in split spoon would be used within 2 locations approximately six inches apart to obtain a sufficient volume of soil for sampling.

    Due to the cobblestone bricks just below the surface at five of the six boring locations drilled on October 5, the 0-2 foot interval was cored, prior to using the split spoon. The cored material from the surficial six inches was shoveled to the side, homogenized, and placed in the sample jars.

    Robin Wankum observed the boring of DB-71, DB-72, and DB-77. EPA split surface soil samples were collected at each of the above locations to be analyzed for pesticides, herbicides, and dioxin. Eric Meyer collected samples from the 0-6" interval and the 4-6' interval for chemical analyses. The following photos of this activity have been included:

A draft copy of Eckenfelder's Monitoring Well Survey Report (October 5, 1993) has been included as an attachment to this memorandum. All wells surveyed on October 5, .1993, except NW-3 and NW-28, were listed in good condition. Kerry Gavett took photos of each well. The following photos of this activity have been included:
