Mr. Jeff Florin, Senior Director of Port Development, Virginia Port Authority (VPA), reported at month end the North Gate will be opening, adding 26 new lanes that will match up with the I-64 exit. This is the first phase of upgrades to both terminals adding an additional million containers over the next 2 years. There were no comments from the Navy. Approval of Agenda Chair Holt asked for additions or deletions to the TTAC Agenda. Hearing none, Mr. Allsbrook Moved to approve the agenda; seconded by Mr. Florin. The Motion Carried. Summary Minutes Chair Holt reported the TTAC summary minutes from the May 3, 2017 meeting were included in the June 7, 2017 TTAC Agenda Packet. FY 2015-2018 TIP REVISION – CMAQ TRANSFER REQUEST

Ms. Jackie Kassel, Newport News Chief of Transportation Engineering, requested to transfer a total of $2,531,737 in Congestion Mitigation and Air Quality Improvement Program (CMAQ) funds from two completed projects to another City CMAQ project that is currently underway. The requested transfer of funding will allow the project that was originally to implement Intelligent Transportation System (ITS) improvements at 12 intersections to be expanded to improve 70 intersections, as well as the underlying central communications system. The specifics of the request are described below:

• Newport News Intelligent Transportation System Upgrades (UPC 100608) • Change project description to “Includes improvements to traffic signal controllers,

traffic monitoring equipment, data collection and analysis equipment, and traffic communications infrastructure citywide”.

• Update project cost from $300,000 to $2,831,737, all as Preliminary Engineering (PE) cost.

• Transfer $2,497,818 FY 2009 CMAQ ($2,126,423 federal and $371,395 state match) from UPC 52350

• Transfer $33,919 FY 2012 CMAQ ($27,135 federal and 6,784 state match) from UPC 98829

Should the HRTPO Board approve the CMAQ fund transfers and project revisions described above, the FY 2015-2018 Transportation Improvement Program (TIP) will be amended to account for the requested changes. This request has been made available for public review and comment from May 31, 2017 through June 14, 2017.

Mr. Stilley Moved to recommend HRTPO Board approval of the CMAQ Fund Transfers and the associated TIP Amendment; seconded by Ms. Cotton. The Motion Carried.

Moving the Economy: Final

Dr. Camelia Ravanbakht, HRTPO Deputy Executive Director, reported the draft report was presented to the TTAC during its January 2017 meeting and underwent public review from January 4, 2017 through January 18, 2017. She noted comments were received from the Port, Tourism Organizations and VDOT. Comments received have been addressed and documented in Appendix E of the final report.

Mr. Moore Moved to recommend HRTPO Board approval of the final report; seconded by Mr. Stringfield. The Motion Carried.

2045 Long-Range Transportation Plan: Draft Socioeconomic Data Forecast Update Mr. Greg Grootendorst, HRPDC Chief Economist, provided the committee an update on the proposed 2045 Socioeconomic Forecast. He noted staff received great response from localities. He explained the forecast is an input data source for the HRTPO 2045 Long-Range Transportation Plan that consists of an impartial and consistent set of socioeconomic projections. These projections can assist organizations with future planning. He stated the forecast is not an economic development or growth management tool. Data that is included in the forecast includes population, employment by place of residence, employment by place of work, households and passenger vehicle registrations. He reported the projected employment numbers for 2045 are lower due to an aging population and fewer replacement workers in the next generation. He stated the labor force participation rate is declining and is projected to continue to decline until the 2030s. The forecast indicates established industries in Hampton Roads are not poised for long-term robust growth. Mr. Florin, VPA disagreed regarding the Port. Mr. Sorey Moved to recommend HRTPO Board approval of the Socioeconomic Forecast for use in the development of the 2045 LRTP; seconded by Ms. Kassel. The Motion carried.

Update of Key Regional Efforts

Dr. Camelia Ravanbakht, HRTPO Deputy Executive Director, noted HRTPO staff is currently involved in the following key regional planning efforts:

• Analysis of the Hampton Roads Crossing Study (HRCS) Supplemental Environmental Impact Statement (SEIS) Components not included in Alternative A

• Route 58 Corridor Study

• Hampton Roads Corridors of Commerce Study

• Regional Transit Opportunities

She explained the guiding principles for the Regional Transit Vision Concept are to connect the Peninsula and Southside, colleges and universities, passenger rail stations, major commercial airports and major employment areas. The effort will result in a 10-15 year plan.

Regional Priority Projects Round 2

Dr. Camelia Ravanbakht, HRTPO Deputy Executive Director, reported that during the May HRTPO Board meeting the City of Virginia Beach requested guidance from the Board regarding the possibility of adding the I-264/Independence Boulevard interchange to the list of Regional Priority Projects. Following significant discussion, the Board voted unanimously to direct HRTPO staff to work with the TTAC to review and identify projects in the 2040 Long-Range Transportation Plan (LRTP) that could be considered as Round 2 Hampton Roads Regional Priority Projects. Included in the Board action was that Round 1 projects will not be impacted in terms of priority or funding by

the work done for Round 2. TTAC members are asked to review their 2040 LRTP projects and submit candidates for possible inclusion in Round 2 Hampton Roads Regional Priority Projects. HRTPO staff will evaluate the projects and convene a meeting of the LRTP Subcommittee to develop a recommended list of Round 2 projects for consideration by the TTAC and HRTPO Board.

Identifying Candidate Streets For Conversion from One-Way to Two-Way: Draft

Dr. Robert Case, HRTPO Principal Transportation Engineer, presented a draft report identifying candidate streets for conversion from one-way to two-way operation for the benefit of HRTPO member cities. He noted HRTPO staff worked with staff from those cities in the preparation of the study. He requested the TTAC review the draft report and submit comments to Rob Case ([email protected]) by COB Wednesday, June 21, 2017.

Birthplace of America Trail: Draft

Mr. Steve Lambert, HRTPO Transportation Planner II, briefed the TTAC on the activities of the Birthplace of America Trail Committee. He stated the Virginia Capital Trail (VCT), currently covers 53 miles from Richmond to Jamestown and that, given the success of the VCT, HRTPO and VDOT staffs worked with a consultant in the preparation of this study to identify preferred routes for multi-use paths running from the end of the VCT in Jamestown to both Fort Monroe and (via the Jamestown/Scotland Ferry) the South Hampton Roads Trail (SHRT) in Suffolk. He stated the draft report will be made available for review following the June TTAC meeting. He requested the TTAC review the draft report and submit comments to Steve Lambert ([email protected]) by COB Wednesday, June 21, 2017.

Draft FY 2018-2023 Six-Year Improvement Program

Ms. Dawn Odom, VDOT Hampton Roads District Planning and Investment Manager, presented the Draft FY 2018-2023 Six-Year Improvement Program (SYIP). The SYIP is developed annually and identifies the planned use of funds available for highway construction as well as rail and public transportation. The FY 2018-2023 SYIP is the second SYIP based on the new funding structure provided by HB 1887, including High Priority Program (HPP), District Grant Program (DGP), and State of Good Repair Program. She reported the funds programmed in the DRAFT SYIP total $968.9 million broken down as follows: $653 million allocated to 40 HPP projects, leaving $5.8 million in HPP funds unprogrammed; and $315.9 million allocated to 96 DGP projects, leaving $43 million in DGP funds unprogrammed. The SYIP also allocates $1.1 billion to State of Good Repair projects. Several members expressed concerns that the Hampton Roads Bridge Tunnel (HRBT) may not get funding until 2024. Concern was also expressed that the public comment period ended before the complete draft SYIP was available for public review.

Mr. Jitender Ramchandani, DRPT Transit Planning and Project Development Manager, shared highlights of the Draft Six Year Improvement Program that include 467 replacement revenue vehicles, 163 buses to be rehabbed, 132 replacement Metro railcars, and 360 railcars to be rehabbed statewide. He also reported that Norfolk Trains 2 and 3 are in the draft SYIP.

2017 CMAQ/RSTP Project Selection Process: Overview and Timeline

Mr. Mike Kimbrel, HRTPO Principal Transportation Engineer, outlined the HRTPO annual selection process for projects proposed to be funded under the Congestion Mitigation and Air Quality Improvement Program (CMAQ) and Regional Surface Transportation Program (RSTP). He noted a list of eligible recipients, and reported FY 2024 estimated available funding for CMAQ and RSTP is $14.2 million and $35.6 million, respectively. He provided an outline of important dates as follows:

• July 21, 2017 – TPS to discuss evaluation methodology for “highway-type” RSTP projects

• July 31, 2017 – Deadline for the Public to submit ideas for potential CMAQ/RSTP funding

• August 18, 2017 – Deadline for applications from eligible applicants • September 29, 2017 – Project evaluations completed by HRTPO Staff • October 20, 2017 – TPS to review scored projects and recommend funding allocations • November 1, 2017 – TTAC to consider recommendations of the TPS and to adopt

recommendations for the HRTPO Board • November 16, 2017 – HRTPO Board to make final approval of CMAQ/RSTP projects

and funding

He announced that updated project application forms, the Guide to the HRTPO CMAQ/RSTP Project Selection Process, and other resources may be accessed on the HRTPO website at: http://www.hrtpo.org/page/cmaq-and-rstp/. He requested CMAQ/RSTP project applications to be submitted to John Mihaly ([email protected]) by COB Friday, August 18, 2017.

Active Transportation Subcommittee

Mr. Steve Lambert, HRTPO Transportation Planner II, reported that during the May meeting of the Birthplace of America Trail (BOAT) Subcommittee it was recommended that a standing Active Transportation Subcommittee of the TTAC be established.

Ms. Wilson Moved to establish the Active Transportation Subcommittee using the membership of the current BOAT Subcommittee; seconded by Mr. Hansen. The Motion carried.

AGENDA ITEM #13: TRANSPORTATION ALTERNATIVES (TA) SET-ASIDE: FY 19 & 20 TIMELINE Mike Kimbrel, HRTPO

The Transportation Alternatives (TA) Set-Aside project selection process this year will result in allocating TA Set-Aside funds for FY 2019 and FY 2020. The deadline for TA Set-Aside applications is November 1, 2017. Since the Commonwealth Transportation Board adopted a two-year cycle for the TA Set-Aside project selection process, the next opportunity to submit TA Set-Aside applications will be November 1, 2019. The VDOT Local Assistance Division has scheduled an Applicant Workshop on the TA Set-Aside project selection process on July 26, 2017 at 10:00 a.m. The workshop will be held at:

• Smithfield Center 220 North Church Street Smithfield, VA 23430

TA Set-Aside applications require a resolution of support from the applicable metropolitan planning organization. The deadline to submit a request for an HRTPO resolution of support is September 15, 2017. AGENDA ITEM #14: HAMPTON ROADS ANNUAL ROADWAY PERFORMANCE REPORT: DRAFT Keith Nichols, HRTPO

As part of the Congestion Management Process (CMP), HRTPO staff has annually prepared a report detailing average weekday traffic volumes for major roadways in Hampton Roads. Since 2012, this document has included an analysis of roadway speed data collected by INRIX, and an analysis of peak period roadway congestion levels. The draft version of the Hampton Roads Annual Roadway Performance Report will be made available for public review and comment from July 12, 2017 through August 9, 2017. HRTPO staff has produced the draft version of the Hampton Roads 2040 Rural Long-Range Transportation Plan (RLRTP). This plan will be added to the compendium of reports in the 2040 Long-Range Transportation Plan. The RLRTP was developed as a blueprint, or vision plan, to address the needs of the transportation system in rural areas outside of the Hampton Roads metropolitan planning area (Southampton County and the City of Franklin), regardless of anticipated funding availability. This regional plan can then be used by local, regional, and state agencies to help identify transportation funding priorities. On June 20, 2017, the Commonwealth Transportation Board (CTB) approved FY 2018 Transportation Alternatives (TA) Set-Aside allocations. HRTPO localities received a total of more than $3.2 million in FY 2018 TA Set-Aside allocations. The attached table shows the eight Hampton Roads projects that received FY 2018 TA Set-Aside allocations. B. FY 2018 REVENUE SHARING PROGRAM ALLOCATIONS On June 20, 2017, the Commonwealth Transportation Board (CTB) approved FY 2018 Revenue Sharing Program. HRTPO localities received a total of approximately $20.4 million in FY 2018 Revenue Sharing allocations. Since that amount accounts for the State’s 50% match, the total in FY 2018 Revenue Sharing allocations to projects in Hampton Roads (including the 50% local share) is approximately $40.8 million. The attached table shows the thirteen Hampton Roads projects that received FY 2018 Revenue Sharing allocations. C. SMART SCALE ROUND 2 PROJECTS – HAMPTON ROADS DISTRICT On June 20, 2017, the Commonwealth Transportation Board (CTB) approved the FY 2018-2023 Six-Year Improvement Program, which incorporated the projects selected to receive allocations in Round 2 of the SMART SCALE project prioritization process. As a result of the SMART SCALE process, the Hampton Roads District received a total of approximately $230.5 million on 25 projects. Out of that, the HRTPO area received a total of approximately $215.3 million on 18 projects. Initial Steps Moving Forward

• March 16, 2017, HRTAC allocated $25M toward refinement of HRCS Preferred Alternative

• HRCS SEIS is complete − June 12, 2017, FHWA issued Record of Decision (ROD)

• Project’s planning-level cost estimate $3.3B in 2016 dollars (SEIS) − Includes Construction, CEI, Large Contingency

• HRTAC, funding agent, is developing strategies to fund construction

• VDOT, delivery agent, is evaluating delivery options and initiating preliminary engineering

• Close HRTAC/VDOT coordination is essential!

• HRTAC/VDOT will develop MOU to outline roles, responsibilities and Stakeholder involvement to keep the Region informed

Commercial / Procurement Status

• April 2017 industry outreach, feedback from potential proposers indicated the project is viable under a range of procurement approaches

• Based on Industry feedback, investigating two contracting approaches: − Design-Build (DB) − Design-Build-Finance-Operate-Maintain (DBFOM)

• VDOT has recent experience comparing these two approaches in procuring the $2.5 billion I-66 expansion outside the Beltway − Early in the procurement process, firms were asked to evaluate the project and

submit non-binding indicative prices for applicable options − VDOT used this indicative pricing to understand bidders’ view of innovation

opportunities available under each option and select the best-value

• May 31, 2017 procurement risk workshop, feedback was incorporated from HRTAC management and legal/financial advisors

• VDOT anticipates using a similar approach to move forward with a Request for Qualifications in Fall 2017

Technical Status

• Ten separate technical studies are currently underway

• Conceptual engineering design and cost-estimate reviews • Refine initial assumptions, define key risk items, refine cost estimates

• Underground soil conditions are greatest cost and risk driver

• Key mitigation = geotechnical borings to investigate soil conditions • On HRBT islands

• 250’ deep boreholes provide data for multiple construction methods • Drilling complete in late April 2017; data analysis to finish in June 2017

• Across navigation channel • Technical scoping complete to determine drilling locations • USACE permit application in process for boring at these locations • Procurement for marine drilling contractor also underway in parallel • Drilling scheduled for Fall/Winter 2017; data analysis to finish in Spring 2018

• Underground soil data will support Request for Proposals in 2018
