evaluated and compiled to best address the 2017/18 Budget concerns and the long-range budget concerns. The budget is the result of many hours of collaboration and includes contributions from staff in all departments, as well as Council Members, City leadership and the citizens. The 2017/18 Annual Budget Document is anticipated to be presented to City Council at the July 11th Council meeting. The Finance Division is also preparing for the City’s Annual Financial Statement Audit scheduled to start at the end of July.

Rialto Fitness and Aquatic Center

School of Tennis

The School of Tennis began offering tennis classes to adults this month. The classes are held Tuesday and Thursday mornings from 7:00 to 8:30 a.m. Aside from the new adult program The School of Tennis continues to offer Jr. Tennis classes for 6 to 10 year olds, youth tennis classes for 11 to 17 year olds, and Mommy/Daddy and Me tennis classes for 3 to 10 year olds. Fitness Orientation

The weekly fitness orientation program has begun at the Fitness and Aquatic Center. As a token of appreciation to our loyal members, a free information class is offered on Tuesdays and Thursdays from 5:00 to 7:00 p.m. The first hour will be a group exercise session and the second hour will be discussions focusing on nutrition, proper exercise technique and provide an opportunity for an individual question and answer session. The Fitness and Aquatic Center is now offering a Junior Lifeguard Course for swimmers ages 12-15 with conducted at the end of June. This course will give swimmers the opportunity to learn lifeguard skills and technique needed to become a lifeguard once they are 16 years or older. This course will be a one month session in July. Fourth of July Celebration

Our annual Fourth of July Celebration was held on July 4th at Jerry Eaves Park from 5:00 to 9:00 p.m. Activities included inflatable obstacle courses, water wars, carnival games, live entertainment, eating contests and a fireworks show spectacular. Our eating contests included a watermelon eating contest, pizza eating contest, and pie eating contest for children and adults. Live entertainment was provided by the Frienz Band, Latin Express, and the Silverados. Concerts in the Park

Summer fun continues with Concerts in the Park during the month of July at Rialto City Park featuring the following bands: Good Cop Bad Cop on July 15, Traveling Homeboys on July 22, and Doc Rock-It on July 29. KidStuff – Preston Pre-school and Tiny Tots

For the summer session, students are reviewing their alphabet, numbers, shapes and sounds. Due to our Summer Camp demand our Tiny Tots program is currently held at our Hughbanks site only. Fit4Kids - Fun & Fit Summer Camp Our campers have been learning about the importance of physical activity along with

making healthier choices. Daily tennis lessons and fitness classes are scheduled. As

part of our wellness activities campers are also learning character building traits such as

attentiveness, courage, honesty, determination, and more. A weekly field trip to the

swimming pool is one of our campers’ favorite activities.

Senior Services Division

Eisenhower High School Key Club “Glamour Gals” stopped by on Tuesday, June 6th to give complimentary Manicures, Facials and Makeovers to our senior participants. The students came up with the idea as a way to connect with seniors while providing community service. “Glamour Gals” is a program that assists students in volunteering to provide ongoing companionship and complimentary beauty makeovers to women in senior communities. The Grace Vargas Senior Center is proud to welcome them. On Monday, June 12th our senior participants were able to beat the heat and attend our Karaoke Ice Cream Social. The event was sponsored by AGA Medicare Options Representative Crystal Hernandez. Our senior participants were able to sing the afternoon away while enjoying their ice cream sundaes. There was 38 senior participants in attendance. Our regular Karaoke is held each Monday from 1:00-4:00 p.m., in the Berglund Room. The Crochet class participants have been very busy making baby booties, baby bibs, blankets, crochet toys, bracelets, head bands, and bed jackets. Each year the Crochet

class chooses four different facilities to sponsor. This year the list includes: Arrowhead Regional Medical Center, San Bernardino Community Hospital Pregnancy Ward, Santa Claus Incorporated and the Veteran’s Hospital. The Crochet Club meets each Monday from 9:00 to 11:00 a.m. in the Seniors 2000 room.

Youth and Adult Sports

Youth Basketball (Divisions 2-5)

The Spring Basketball season began with a very enthusiastic BANG!! The season began with our traditional opening ceremony, featuring, a very strong supporter of Rialto youth, Councilman Joe Baca Jr. There are 32 participating teams; we had 20 teams show for the opening ceremony. Our numbers have swollen to well over 300 as we have exceeded our normal capacity. In our youngest division, Division 5, we have six teams, with enough kids for another two teams. In Division 4, we have a whopping 12 teams with four new coaches. Division 3 boasts eight teams, with two new coaches and our oldest division has six teams. The co-ed youth basketball program has been registered as first and only Jr. NBA basketball program in the Inland Empire. This honor comes with coaching certifications, potential professional athlete visitation, clinics and possible brand sponsorship. Basketball Division 1- Rialto Pride

The Rialto Pride plans to participate in three tournaments in the month of July 2017. The team looks great with over 12 members. The team trained hard with the expectation that the winning tradition will continue. The summer tournament season is here and the Pride is ready. Stay tuned as this program continues to grow. As always, the Rialto Pride would like to send a huge thank you to volunteer coaches for all their hard work and dedication to the team. Girls Volleyball

The summer season of Girls Volleyball began June 2, 2017. This season is jam-packed in both our younger division and oldest division. The teams are evenly matched, which makes for great Friday evening excitement. In Division 2, the youngest division, there are 4 teams with enough waitlisted for two more teams. In the oldest division, Division 1, we have six teams, with enough waitlisted for two more teams. This program is growing by leaps and bounds. We have two off site practice locations in Rialto Middle School and Jehue Middle School. Rialto Youth Sports Alliance

The Rialto Youth Sports Alliance’s next meeting will be held on September 27th, 2017. This meeting will discuss approaching seasons, park projects, and city requirements moving forward. This alliance continues to be a great support system for the local groups.

Development Services Department

Economic Development and Housing

HdL Quarterly Sales Tax Report (1Q/2017). HdL Companies recently reported Rialto’s retail sales performance during the 1st quarter of 2017 (January – March). Taxable retail sales increased by 45% year-to-year after adjustment for accounting anomalies, compared to a 1.2% decrease for the County of San Bernardino during the same period.

The City’s stellar performance was largely the result of a single new business reporting taxable sales for the first time in the Business and Industry category: Medline Industries. In 2016, Medline completed a 1.1 million square foot warehouse in the Renaissance Specific Plan and established a point of sale commencing January 1, 2017. Medline distributes medical supplies to health care facilities throughout California, and assigns its taxable sales to the warehouses delivering the products. In December 2015, the City Council approved a sales tax incentive agreement that facilitated Medline’s establishment of Rialto as a point of sale. The chart below shows the long-term trend for sales taxes. Based upon the allocation of sales taxes from Medline, the City should reach its pre-recessionary peak of approximately $13 million after it receives four full quarters of Medline allocations. The sales volume from manufacturers will approach the sales volumes of the retail sales group within one year.

The table above identifies the top 25 sales tax producers for the City of Rialto during the

1st quarter of 2017, identified in alphabetical order. These businesses produce 63% of the

total sales tax received by the City of Rialto.

Industrial Development Continues Torrid Pace. The industrial sector remains the most active sector of the local economy. The table below provides a status report for all major industrial projects within Rialto. Among the notable statistics:

o Within the last 3 years, the City completed 8.2 million square feet of industrial construction, adding $498 million in assessed valuations, and 3,820 jobs.

o Six projects are currently under construction totaling just under 3 million square feet, representing $339 million in new assessed valuations and approximately 2,100 new jobs.

o The City approved five projects, representing 4.3 million square feet of industrial space, representing $189 million in new assessed valuations and 3,500 new jobs.

o Developers have submitted 2 projects totaling 1.2 million square feet, representing a potential for $62 million in new assessed valuations and 350 new jobs.

City Council Approves Arrow United Land Transaction. On June 13, 2017, the City Council agreed to purchase a 13.2-acre property from County of San Bernardino, situated south of Casmalia Avenue and west of Alder Avenue. The City Council also approved a separate purchase and sale agreement with Arrow United Investment, to acquire a 6-acre portion of the property from the City for development of a precious metal recycling facility. The City will seek a buyer for the remaining 7.2 acres.

Coffee Bean and Tea Leaf to Install Freeway Visible Signage. On June 13, 2017, the City Council approved resolutions allowing Coffee Bean & Tea Leaf to install its branded sign panel on the City’s freeway pylon sign adjacent to the 210 Freeway; this also includes In-N-Out Burger and Chipotle. Staff anticipates that Coffee Bean will commence construction at the southeast corner of Riverside Avenue and Easton Avenue in August and open early in 2018.

City Council Approves Exclusive Right to Negotiate Agreement. On June 27, 2017, the City Council approved an Exclusive Right to Negotiate (“ENA”) Agreement with NewMark Merrill for a proposed retail center development on the 15-acre site between the former Wal-Mart and new Wal-Mart Supercenter. The ENA grants exclusive control of the site to NewMark Merrill for marketing, due diligence, and plan preparation.

Planning Commission Summary

The Planning Commission took the following actions in June:

Election of Officers. The Commission elected Commissioner John Peukert as Chair and Commissioner Frank Gonzalez as Vice Chair.

Extension of Tentative Tract Map. The Commission approved an extension of the entitlements for a Tentative Parcel Map No.19593 for two (2) single-family lots located at 439 West Merrill Avenue.

Wireless Facility Update. The Planning Division staff provided an update on the maintenance of a wireless telecommunication facility located at 3344 N. Locust Avenue.

Tattoo Parlor Approved. The Commission approved a request to establish a tattoo parlor and body-piercing establishment at 214 South Riverside Avenue in the Core Commercial zone of the central business district.

Discount Merchandiser Approved for Gateway Plaza Shopping Center. The Commission approved a request to operate a 6,050 square feet discount general merchandise store at 1509 South Riverside Avenue in the Retail Commercial zone of the Gateway Specific Plan.

Current Planning Activity

Current planning guides the City's orderly development by applying the zoning code and general plan to achieve a livable city that balances the needs of residents and businesses. The current Planning Division staff responds to inquiries about the zoning code; reviews proposed plans and provides comments; and signs-off plans for Building Permits. In the month of June, staff responded to 245 customer requests at the public counter and reviewed the following noteworthy projects:

RBV Investment Group, LLC propose a 95-unit apartment complex located at the southeast corner of Willow Avenue and Bonnie View Drive. On May 18, 2017, the City hosted a community meeting to introduce the project to the community. The Economic Development Committee reviewed the project on June 14, 2017, recommending that the developer reduce the density and revise the product type from apartments to a “for-sale” development.

On June 27, 2017, the City Council approved a 7-Eleven for the northwest corner of Renaissance Parkway and Ayala Drive in the Renaissance Marketplace. The Development Review Committee approved the site plan on June 28, 2017. The Building Division and Engineering Division are reviewing construction drawings for plan check and permit issuance.

CapRock Partners, LLC propose the development of a warehouse building located at the corner of Willow Avenue and Santa Ana Avenue. On March 29, 2017, the Planning Commission reviewed the project and forwarded a recommendation to the City Council to approve the project. On June 13, 2017, the City Council approved the project; the Development Review Committee approved the site plan on June 28, 2017. The Building Division and Engineering Division are reviewing construction drawings for plan check and permit issuance.

Cinemark submitted a site plan, floor plan, and elevations for a theater complex located within the Renaissance Marketplace to the Development Review Committee on May 24, 2017. Revisions to the plans are anticipated in July.

A proposed 4-unit apartment at 138 E Wilson Avenue. Staff provided plan comments; the owner will revise the plans to meet current standards and requirements.

Ecology Auto Parts intends to expand operations at 2820 S. Industrial Drive in an existing storage yard. The developer is preparing a site plan, Traffic Scoping Agreement and Water Quality Management Plan for review.

The Planning Commission will review the signs for the Aldi Food Market and WSS on July 12, 2017. The construction drawings for Aldi are in plan check.

Advance Planning The Advance Planning function develops and implements the City’s long-range land use and development goals, by updating and interpreting the General Plan, Zoning Code and related planning documents. The function prepares specific plans and environmental impact reports in advance of actual development, and undertakes special projects such as annexations.

North Rialto Island Annexations. On June 22, 2017, the Planning Division staff held a third community meeting regarding the City’s requirement to annex five of the nine County islands within Rialto’s sphere of influence. The City will revise the environmental analysis and the pre-zoning application to address a request for an industrial zoning designation on one parcel located within Island No. 4. All environmental analysis and application materials will be distributed to the community for discussion, prior to scheduling a public hearing.

Business Licensing

The City welcomed the following businesses to Rialto during the month of June 2017. The City sent each of these new businesses a welcome letter and a statement of appreciation for choosing Rialto as their business home.

The Business License Division served 166 customers at the public counter during the month of June, collecting $61,289 for the month of June. Business Licensing has received fiscal year to date revenues of $2.8 million from all sources. Building Division Report

Construction contractors install the roofing systems for several larger industrial warehouses. City inspectors must inspect the work during the course of construction to determine compliance with the approved plans and building codes.

Counter Services. Building Division staff provided 505 counter assists: 6 were over the counter review (typically includes walls, patios, small room additions, patio enclosures, etc.)

Plan Check Submittals. 114 plans were submitted for plan check review. Staff completed 15 in-house, and referred 99 plans to Willdan/Interwest. The City received first plan check submittals from 24 Hour Fitness, Ross Dress for Less, and Cinemark Theaters. Plans for Starbucks, Panda Express, and the various multi-tenant buildings are in 2nd and 3rd plan check rounds, approaching permit issuance in July.

Plan Check Approvals. The Building Division approved 49 plans for permit issuance. Approvals include solar installations, tenant improvements, new commercial building, and industrial projects. The average review period for first plan check was 8 business days. Burlington, Five Below, and the multi-tenant Shops #2 received plan check approvals for the Renaissance Marketplace.

Building Permits Issued. The Building Division issued 213 building permits in June. Plan check and Permit receipts totaled $219,070. Blackmon Homes pulled permits for its 3 models in northern Rialto.

Development Impact Fees Collected. The Building Division collected $1,654,702 in development impact fees. Total development impact fees received for FY17 are $23,658,771.

Building Inspections. The City’s Building Inspectors performed 1,046 inspections, including 513 stops or 62 inspections per working day.

Final Certificates of Occupancy. The Building Division issued final Certificates of Occupancy for 16 projects.

Code Enforcement Services Report

During the month of June 2017, the Code Enforcement Division provided services to the community with an average response time of 1.5 days, and within often as quickly as 15 minutes. Notable Code Enforcement responses and resolutions include:

Homeless Sweep. Rialto Code Enforcement, Police, Public Works, and San Bernardino County Probation Department conducted a joint cleanup of several homeless encampments. The task group engaged an encampment located in the 1000 block of West Foothill Boulevard, where several subjects resided in trenches in a vacant field.

Pine Tree Removal. Code Officer DeHesa helped facilitate the removal of a very large pine tree that threatened homes adjacent to the residence of an elderly person of limited income.

Marijuana Bust. Rialto Code, Police and Building closed a very large marijuana grow house set up in an industrial building, with an estimated number of plants in the thousands.

Weekend Yard Sales. Code Enforcement Officers and Volunteers educated 2 citizens

conducting illegal weekend yard sales. Code Enforcement Volunteer George Apker and Code Enforcement Field Service Assistant Sean Murphy continue to abate illegal signs throughout the City’s main thoroughfares and residential streets.

Vendors. Code Enforcement Officers contacted 4 unlicensed phone, as well as

unlicensed 3 flower vendors in commercial areas throughout the month June.

Neighborhoods establish and self-manage their own Nextdoor website. Information shared on each Nextdoor site is only visible to members who live in the neighborhood and who have verified their address. Rialto PD’s Motorcycle Safety Course – “Ride to Live”

On June 24, 2017, the Police Department’s Traffic Division held the third “Ride to Live’ civilian motorcycle training course at Sunrise Church. This class was unique in that 17 of the 20 students were members of an all-female motorcycle club. The training provided attendees with proper manipulations of the clutch and throttle, emergency braking, proper use of head and eyes when turning a motorcycle counter steering, negotiating curves and low speed precision maneuvering. At the end of the day many students felt more confident of their skills and their ability to safely ride a motorcycle. The class, which is offered at no cost to the student riders, is another effort by the police department to reduce motorcycle accidents and injuries. On June 8th, 2017, the Rialto Police Traffic Division conducted a traffic safety operation dubbed “Operation Target-Lock”. This zero tolerance operation was conducted to educate those drivers who violate the traffic laws. Using funding from the OTS grant and police department funds, officers inundated the area of Casa Grande with 3 undercover supervisors, 3 motor officers, 1 nighttime traffic officer, and 4 SCAT officers. The results of the hard working officers netted thirty-three citations for stop sign, red light, and speeding violations, one warrant arrest, and one 30-day impound for a

suspended/revoked drivers license. The Police Department continues to work with managers from the Target Distribution Center to reduce the number of traffic violations occurring in the area.

National Night Out 2017

National Night is a nationwide program co-sponsored by Target where neighborhoods watch groups come together one night a year with Target representatives, police, fire, school and city officials, to celebrate the concerted effort in fighting crime throughout the year. This year’s event will be held on Tuesday, August 1, 2017. The event will take place in Downtown Rialto (Riverside Ave. between 1st and Rialto Ave.) from 5:30 to 8:30 p.m. National Night Out is a great opportunity to promote police-community partnerships, crime prevention, and neighborhood camaraderie. It represents the kind of spirit, energy, and determination that is helping make our neighborhoods safer places throughout the year. The event will include a variety of fun entertainment, demonstrations, food booths, children’s activities and more. Rialto Welcomes Two New Police Officers

On June 20, 2017, Officer A. Pilon was sworn in as a Rialto Police Officer. Officer Pilon graduated from the San Bernardino County Sheriff’s Academy, Class 206. Officer Pilon’s father retired from the San Bernardino Police Department creating a desire for her to follow in her father’s footsteps. Officer Pilon received the top physical fitness award out of her graduating class of 71 classmates. Officer Pilon is extremely excited to start the next phase of her training with the Rialto Police Department.

On June 27, 2017, Rialto PD welcomed new Officer V. Robles. Officer Robles began her career with Fort Worth Texas PD, where she worked patrol in the south and central divisions. After moving to California, she continued her career as an Officer for the Victor Valley College Police prior to coming to Rialto. Officer Robles aspires to work several assignments, including gangs and narcotics, and hopes to one day become an Explorer Advisor.

Hot Car Safety – Reminder!

Although experts often focus on more common safety measures, like using car seats correctly and basic childproofing, there are many less well known ‘hidden dangers’ that may put your kids at risk. Your family car is one of these 'hidden dangers' and it is not just because of car accidents. In addition to the risk of getting hit or run over by a car, being left or getting trapped in a hot car can be just as deadly a danger. In fact, at least 716 children have died after being left in a hot car, sometimes on relatively mild days with only 70 degree temperatures, since 1998. On a typical summer day, the temperature inside a car, even with the windows rolled down a little, can quickly rise above 120 to 140 degrees. Even on a relatively mild day, the temperature inside a car can get above 100 degrees. At those temperatures, kids are at great risk for heat stroke, which can lead to a high fever, dehydration, seizures, stroke and death. For more information visit www.noheatstroke.org. The Rialto Police Department’s Community Outreach Program (C.O.P.) incorporates the philosophies of Community Oriented Policing and Problem Oriented Policing. The C.O.P. team collaborates with the community partners, business owners, faith based organizations, non-profits, county/state service providers, and citizens to make positive changes in the community.

The C.O.P. team holds a FREE monthly resource event open to all citizens in the county. DON’T FORGET ABOUT YOUR PETS Sometimes we forget that our animal friends are susceptible to the same dangers when left inside unattended vehicles. Leaving the windows cracked open does not reduce the temperatures in cars on hot days. It takes only minutes for a pet left in a vehicle on a warm day to succumb to heatstroke and suffocation. Dogs do not sweat like humans and can only cool themselves by panting and releasing heat through their paws. A key rule is to leave your pets at home if you plan to be away from your vehicle for any amount of time.

Fourth of July Illegal Fireworks Enforcement

As in previous years, the Fire Department was heavily involved this year with activities related to the community’s celebration of Independence Day. These activities included monitoring the sale and use of Safe & Sane Fireworks, inspecting and permitting a professional fireworks displays, investigation of illegal firework use, public education and enforcement of illegal firework laws and ordinances, and enhanced response to emergency call volumes that typically occur around the Independence Day holiday. Here’s a breakdown of the Your Rialto Fire Department’s activities:

A total of 26 Safe and Sane fireworks booths were permitted and inspected by our fire prevention personnel. These booths sell only fireworks that are approved for safe consumer use by the California State Fire Marshal. Each booth is run by a non-profit organization that is located here in Rialto. These booths are a significant source of revenue for these non-profits, who in turn use the proceeds to invest back into programs that benefit our community members.

The Fire Department provided logistical support and coordination for the City’s professional fireworks show held on the 4th and for a professional fireworks show on July 2nd at Sunrise Church. Because fireworks demonstrations of this magnitude must be inspected and permitted by the fire department, our staff received specialized training for this function to make sure that we had a safe and entertaining show.

The Fire Department provided community members with yard signs that featured the $1,000 penalty for the possession or use of illegal fireworks. The yard signs, flyers and newly created magnets were distributed at City events. We appreciate the support of our community members in getting this word out. Based on the outcomes of our enforcement efforts, your participation made a difference!

A total of 45 citations were issued by Rialto Police and Fire personnel. While citations are down this year, confiscations are up by more than double from 2016.

Including all Police and Fire enforcement activities the approximately 18,000 Lbs. of fireworks were confiscated or surrendered. These fireworks will be turned over to the State Fire Marshall’s office to be destroyed.

The Fire Department deployed their drone for aerial surveillance in various areas throughout the city. This resulted in successful tracking and citing of offenders.

On the 4th of July alone the Fire Department had 180 emergency unit responses (440 personnel responses) including 3 structure fires, 21 vegetation fires, 10 other fires, and at least two medical emergencies that were related to illegal fireworks.

Each year, the City makes progress in reducing the use of illegal fireworks in our City. While there is still work to do, we continue to make progress every year.

Mutual Aid Activity

The winter rains have yielded a larger than normal grass crop. The Inland Empire has seen a large number of early summer wildland fires. In addition to several fires in Rialto this month your Rialto Firefighters were deployed to the Zermatt Fire on

the Angeles National Forrest, the Holcomb Fire on the San Bernardino National Forrest, and the Mart Fire in the City of San Bernardino. The City will be fully reimbursed for costs associated with providing this assistance to our neighbors. Your firefighters gained valuable experience and built upon existing relationships with our local, state and federal firefighting partners which are always of benefit when we call upon them for assistance in Rialto.

Tips for Dealing with the Summer Heat

TAKE IT EASY! You may need to cut back on outside work and exercise during the hot periods. In the long run, it will likely make you more productive.

Don’t drink liquids that contain alcohol or large amounts of sugar–these actually cause you to lose more body fluid. Also, avoid very cold drinks, because they can cause stomach cramps.Electric fans may provide comfort, but when the temperature is in the high 90s, fans will not prevent heat-related illness. Taking a cool shower or bath, or moving to an air-conditioned place is a much better way to cool off.

NEVER leave anyone in a closed, parked vehicle. Especially small children or pets.

Although any one at any time can suffer from heat-related illness, some people are at greater risk than others. Check regularly on:

heart disease or high blood pressure CPR and Basic First Aid Training

Would you know how to help if someone was injured or needed CPR? One of the most important steps that you can take to help your family and friends in a time of need is to learn these basic skills that you can use before the fire department arrives. To help with this, the RFD is offering CPR and basic first aid classes for members of our community. Classes will be held on the third Thursday of each month at fire station 202, located at 1700 N. Riverside Avenue. The classes are offered in two sessions. The CPR class is taught by our certified instructors from 8:00 a.m. to 12:00 p.m. Upon successful completion, you receive Basic Life Support CPR certification card from the American Heart Association. The cost of the class is $50.00 which covers all required manuals, AHA certification costs, and your own one-way pocket mask that is used to deliver breaths when performing CPR. The basic first aid portion of the training then picks up from 1:00 to 4:00 p.m. This class uses standardized curriculum to give the student the ability to properly deal with a variety of medical and traumatic events. The cost of this class is $20.00 which includes the instruction, hands-on training, and student manual. Burrtec Tax Roll Billing

Effective July 2017, residential customers that do not opt out of the program will no longer receive quarterly invoices from Burrtec Waste Industries for trash and recycling barrel collection services. These charges will be included in the annual property tax bills.

Residents will receive an annual newsletter that includes important dates, residential service program information, recycling tips and important contact information. Customers on tax roll billing will save $7.20 per year on their trash and recycling collection services. Property owners may opt out of the tax roll billing program; however, the discount will not apply to those customers that choose to opt out of the program.

State Route 210/Pepper Avenue Interchange Construction

Construction is underway on the new State Route 210 interchange with Pepper Avenue in the City of Rialto. The San Bernardino County Transportation Authority (SBCTA) is leading the construction effort, in cooperation with the California Department of Transportation (Caltrans) and the City of Rialto. The interchange will provide a connection between the recently extended Pepper Avenue and SR-210, offering a new option for commuting and moving goods through the region. Work will take approximately one year to complete, with the new on and off ramps expecting to open in Mid-2018. As part of this project, Pepper Avenue will be completely closed to through traffic from north of Terrace Road to Highland Avenue for continued construction of the retaining wall starting Monday July 10 , 2017 to Friday, July 14, 2017 from 9:00 a.m. to 4:00 p.m. Access to residential homes on the west side of Pepper Avenue north of Terrace Road will be maintained at all times.

Safe Routes to School

The Rialto Safe Routes to School program will continue with community-wide educational events for children and families. Bids are scheduled to open on August 1st, and it is anticipated that Council will be asked to approve award of the project in September with construction beginning in late October/early November. With 200 working days allotted to the project, completion is anticipated by August 2018. Frisbie Park Expansion

On May 9, 2017, the Rialto City Council approved the Master Plan and contract amendment for Community Works Design Group to begin final design activities for expansion of the existing Frisbie Park. This Park is located at 598 E. Easton Street, and is a 27.4 acre park site in total. The developed portion consists of approximately 16.7 acres. The proposed development area includes two undeveloped portions of the park. These portions include an approximately 2.2 acre area located in the northwest section of the park and an approximately 8.5 acre area located in the southern section of the park. The park design work is currently underway and the construction documents are tentatively scheduled to be completed October 2017. Planned new park facilities include:

Community Clean-Up Day will be held on Saturday, July 15, 2017, 8:00 a.m. to 3:00 p.m. The following are the events taking place during Community Clean-Up Day:

Shred Fest – Protect your identity. Shred your personal papers for FREE. Bring in your papers to the south parking lot of City Hall across the street from the post office. From 8 am to 3 pm or the truck is full.

Household Hazardous Waste - Our Household Hazardous Waste Site, 246 S. Willow, will accept your used motor oil and filters, paint, household cleaners, pesticides, weed killers, batteries, syringes, fluorescent bulbs, medications and other household chemicals. We cannot accept explosives, medical waste, abandoned waste, or business waste. This site is free to all residents of San Bernardino County.

Used Tires – Rialto City residents can bring up to 9 used tires to the Public Works

Office at 335 W. Rialto Ave on Community Clean-Up days free of charge. We will not accept tires from businesses, including semi-trucks.

Electronic Waste – Bring your televisions, microwaves, computers and

monitors, and other electronics to the south parking lot of City Hall to be recycled.

Usable Items – The Salvation Army will be accepting usable household items

(such as clean clothing, furniture, sports equipment, etc.) in the south parking lot of City Hall.

Special Collection

Many children world-wide are unable to attend school just because they can’t afford shoes. They either cannot walk the long distance without injuring their feet or they are ridiculed if they do attend barefoot. “Soles 4 Souls” is an organization that collects used shoes and distributes them to people in need. They have helped underprivileged children in the Appalachia Mountains, families in homeless shelters, and even victims of Southern California wildfires. They also take mission trips delivering shoes to underdeveloped areas in Central and South America, India, and Africa. In many of these areas, people scavenge in landfills to meet their basic daily needs. Some may have to walk many miles daily just to get drinkable water for their families. Imagine doing this with ill-fitting shoes or no shoes at all. You can easily help…take the time to clean out your closet and donate those shoes that no longer fit or you just don’t wear. The Rialto Solid Waste Management Office will be collecting shoes on the next Community Clean-up Day for this worthwhile cause.
