Wheels on a track start and end is at the middle
Triggering device could be made of a pin with a loop through the pin and 2 eylets near the arm in resting position. The the pin could slide through the eylets and one on the arm and that would keep it there. Then when the string is pulled it would release the projectile.
I would create a launch sack out of leather. The leather is lightweight and does not cling to materials unlike suede. I would buy a piece of lleather sew it into a puch and then add 2 pieces of string to it.
My device would have base made of 2x4s and have 4 2x4s sticking upright from the corners of the pase to support the rail. The rail would have a piece of would with 2 smaller thinner pieces to create a track for the wheels. I would use rollerblade wheels for my wheels. I would have metal tracks for the counter weight to vall on. My arm would be made of wood tapered to a smaller point and have wheels attached to the middle.
