SIERRA FOOTHILL ATHLETIC LEAGUE

BY-LAWS AND SPORT RULES

(First Draft 6/21/04) Revised: May 27, 2016

The name of this organization is the Sierra Foothill Athletic League (S.F.A.L.) .The S.F.A.L. By-laws will be first used first when making League decisions. High School Federation rules will only be used when the S.F.A.L. Bylaws do not address a rule or issue.

PURPOSE/PHILOSOPHY

We believe that athletic competition is a necessary process for the development of the student/athlete. We believe that the purpose of athletics is to assist the student/athlete in developing playing skills, respecting coaches, teammates, and opponents, respecting rules and officials, maintaining good health and physical fitness, practicing good sportsmanship, and remembering that participation is a privilege and carries responsibilities. We also believe that the middle school athletic competitions are a learning experience for all students/athletes and that all players participate and be given as much playing time as possible in each sporting event.

The object of our league is to provide sport activities for the students of the member schools. All players will be encouraged to participate to the best of their ability, to improve their skills and to develop their physical talents to the maximum. The "team" aspect of sports will be emphasized.

MEMBERSHIP

Presently the S.F.A.L encompasses small K-8 schools in Placer County and teams from the Rocklin/Roseville areas through expansion. Membership is limited to schools with 7th and 8th grades. Any new school (not currently a member of the S.F.A.L ) and wishing to join, must contact the League Commissioner by the Spring meeting. The league will then vote regarding admittance for the upcoming year and in time for scheduling purposes. A majority of member schools, each with one vote, must agree to accept a new school into the S.F.A.L Preference will be given to those schools nearest the geographic center of the league. Membership will be re-evaluated every three years. All schools in the league shall agree to be governed by the rules hereafter given and to abide by the philosophy and purpose of the league as stated above.

BOARD OF DIRECTORS

Each school will appoint ONE representative to serve on the Board of directors and each school will have one vote. It is up to each school to choose who will represent their school. Meetings will be called a few weeks before each sport starts with the coaches of that sport invited. A quorum is reached when one more than half of the school representatives are present. Any coach or teacher of a league school, not acting in the capacity of the school representative, may have the privilege of attending and/or addressing the meeting but will have no vote.

OFFICES AND DUTIES League Commissioner: Carries out all league related business in the best interest of the S.F.A.L. Responsibilities include:

Organize and run league meetings

Schedule and conduct pre-season meetings for each sport

Make schedules for all sports

Develop format & schedules for all league tournaments

Schedule referees for all league games (if necessary) and tournaments

Order the trophies/pennants and oversee distribution

Keep yearly budget, books and pay bills

Chair the grievance committee

Timely communication with league schools

Decide punitive measures for rule violations

Other related league business

The League Commissioner will enforce the S.F.A.L By-laws by making decisions without a meeting as long as it is in the best interest of the league. If a coach is ejected from a league contest the League Commissioner will call the referee association and a decision will be made before the next contest as to the coaching status of said person. First offense in a school year is removal from the next game. The coach may not be in the gym or on the field of play. Second offense in a school year, a letter is sent to the principal of that school from the League Commissioner and there is a three game suspension. Failure to comply or cooperate with the League Commissioner will result in post-season removal from that sport, that season. Other consequences as deemed necessary by the Board of directors are possible.

Paid for by equal contributions from each member school.

League Commissioner is responsible for billing and paying for tournaments.

Appointment of League Commissioner Take office at the Spring meeting and take ALL League responsibilities for the next 3-years. (Current Commissioner will hold positions until spring 2019). A new commissioner will be appointed if approved by a majority vote (6).

MEETING PROTOCOL

There will be a spring league meeting to decide on all voting issues (related to review all sports, to deal with all aspects which are pertinent to the League). Each school is to send one voting representative to each meeting. All Administrators (Principals, Vice Principals, etc.) are welcome to attend; however, each school will have only one vote. A school representative must be present to vote. Coaches may attend in an advisory capacity and have input only if invited by the League Commissioner in advance to speak to an agenda item. For the sake of time, please do not bring other coaches to the meeting without prior notice. We will address agenda items only.

GRIEVANCE PROCEDURE 1. League Commissioner has the right to file a grievance when enforcing a

violation of the league bylaws without having contact from a principal. League Commissioner will not have a vote in Board decisions.

School Procedure Rules/Violations/Consequences:

1. Coach brings complaint to the school Athletic Director within 24 hours.

1 a. Athletic Director brings the league violation to the attention of his/her principal. Athletic Director and administrator of school #1 will try to solve the problem with the Athletic Director and administrator of school #2 before it becomes a grievance.

2. School administrator (1) writes a letter to the League Commissioner expressing in detail the nature of the league violation. A copy of the letter of complaint is sent to the administrator (2) of the school with the alleged violation.

3. School Administrator (2') writes a letter to the League Commissioner expressing in detail, a response to the alleged violation, A copy of his/her letter of response is sent to the school administrator (1) of the complaining school.

4. a. Both the letter of complaint and the letter of response will be discussed at an official hearing to be held with in seven (7) school days. b. All parties involved will be notified of the time and place of the hearing with the right to speak at this hearing.

5. The alleged violating school, after speaking and being asked questions will be excused and the Board of directors will discuss and vote on the alleged violation. The Board's decision will be final and the alleged violating school will be notified in writing within three working days.

6. If the League Commissioner or member of the Grievance Committee has a conflict of interest in the dispute, another member will be assigned from an impartial school that is a current member of the S.F.A.L. All members of the Board of Directors must be current members of the S.F.A.L.

7. League sanctions against regulations, violations, or a flagrant violation of league regulations may result in, but not be limited to the following:

a) Placing the coach/school on probation. Athlete will be removed from the team immediately.

b) Elimination from post season play in the sport that was violated. c) Elimination from regular/post season play for 1 season in the sport that was violated. d) Total elimination from regular and post season play for one year in all league sports (major and minor). In order to re-enter the league, the suspended school must write a letter of petition to the league secretary. Reinstatement into the league will resume only after a majority vote of all league members. e) Violations by a coach/school on probation will result in further suspensions by the S.F.A.L. f) A consensus of the Board is needed to proceed to the consequences. g) No appeal of any Board finding will be allowed. Board decisions and findings are final

and binding.

The following sports are regulated by the S.F.A.L Bylaws first, and then high school federation rules if needed.

PARTICIPATION/ELIGIBILITY Sierra Foothill Athletic League athletes may only participate for the (S.F.A.L.) school for which they are enrolled. 7th graders must participate at the 7th grade level and can also play up on the 8th grade level if a coach feels that such a promotion is earned or needed. 8th graders must participate at 8th grade level only. 8th graders may not play at the 7th grade level (cannot play down). Students may not play the same sport twice at the same level with the exception of 6th grade athlete, who are eligible to play on a 7th grade team and could possibly play two years at that level. 6th graders may participate on a 7th grade team on an "as needed" basis. No 6th grade student may take the place of a 7th grade athlete on any sports team. No athlete who reaches his/her fifteenth birthday prior to September 1st of that school year shall be eligible to participate in any league contest. Gender specific sports offered in the league shall be played by those specific genders. For example, a boy cannot play on the girl’s soccer team and vice versa. In the case where there is a sport such as flag football, track, and cross country both genders are permitted to play. To participate in athletics, the student must have a 2.0 Grade Point Average and no "F's" on the last official report card or official progress report. Grades become official when scanned in the computer. Grades must be checked within 24 hours to determine eligibility. Students not involved in the school curriculum within the district, shall not be eligible to participate in league contests. This does not exclude handicapped or learning disabled students. No 8th grader may play on a 7th grade team in any official league contest. Due to the size of some schools, a 6th or 7th grader may play up on the 8th grade team and may play on both teams only in an “as needed” basis. Every game in which an ineligible player participated shall be forfeited. All cases of questioned eligibility shall be reviewed by the athletic directors if any school involved submits a request. A student must be in school at least 4 hours on the day of a game in order to participate, unless he is specifically excused by the principal of his/her designee.

LENGTH OF SEASONS

The length of the season for each major sport should be no more than eight (8) weeks which includes two (2) weeks of practice and preliminary games. Teams can be selected prior to the eight-week period.

S.F.A.L Season: Three (3) weeks before the first scheduled league game tryouts may be held. Thirty (30) calendar days before first eligible day of tryouts the coach cannot have any contact with athletes. This includes open gyms, clinics, etc. Tryouts May begin three (3) weeks before the first scheduled league game. No practice may begin sooner than two (2) weeks before the first scheduled league game with the exception of wrestling (if applicable). This is for safety reasons.

MAKE-UP GAMES

Every attempt must be made to make up games that have been missed for whatever reason if a reasonable amount of time remains. Not making up the game may result in forfeiture for team with conflict.

Games that are canceled due to unforeseeable circumstances and little time remains for a make-up could result in a “no game”. In the event of a seeding controversy, the team that did not complete all league games would receive a loss and be seeded accordingly in post-season play.

SCHEDULING GUIDELINES

Every attempt will be made to equalize the number of home and away games each year.

Every attempt will be made to alternate home and away games on alternate years.

Every attempt will be made to schedule only one sport on a site per day.

It is understood that seventh grade games will precede eighth grade games unless prior agreement between schools involved has been attained.

SUPERVISION All S.F.A.L. schools will have an adult supervising at the scorer’s table at all league and tournament games. It cannot be a coach while he/she is coaching that game. (The 8th grade coach may sit at table during 7th grade game and vice versa.)

FORFEITS

If a team does not show by 4:00p.m. for 7th grade and 5:15 p.m. for 8th grade, the game can be considered a forfeit. This is the right of the host (home team). This rule can, but does not have to be used. When you are going to be late to your game please give a courtesy call to the host school A.S.A.P.

FEES

League Commissioner fees and all tournament fees will be paid for on or before the first league meeting. The League will bill schools, itemizing costs, and the League Commissioner will disburse these fees to tournament host schools.

AWARDS

League Tournament Pennants will be awarded to the champions in each sport. Awarded pennants shall be based on the best overall league win-loss record of each team except cross-country & track. If there is a tie, duplicate pennants will be awarded. Pennants will be paid for by the league. The admission charge for all-league meets/tournaments will be up to $3.00 and will go to the league to pay for referees and pennants. Results of the all-league meet do not count towards the league pennant.

OFFICIALS

All schools will provide officials from a league-approved association for all sports.

BLOOD BOURNE PATHOGENS

As with most other leagues we have adopted a procedure when dealing with a bleeding athlete. First, no athlete may participate or continue to play with any type of bleeding. An athlete must be removed from the contest and cannot return until the bleeding has completely stopped and the athlete is cleaned up. All schools should have all necessary materials to handle any bleeding problem in their own gym/facility.

AMENDMENTS

Amendments to the F.I.S.A.L Bylaws may be proposed in writing at any organizational meeting by any representative; shall be acted upon at the next organizational meeting; and may be adopted by a quorum.

Girls Volleyball Rules

Makeup of Teams

The Teams will be made up with six players.

Game A game is played to twenty-five (25) points and a team must win by at least two (2] points. A third game to decide a match would be played to fifteen (15) points. Rally scoring is the scoring method.

Match A match consists of two (2) out of three (3) games. All league play will be one (1) match. A third game is played to determine the match if tied at one game apiece after two games.

Particulars Matches will begin at 3:30. Teams in the league may be made of 6th, 7th & 8th grade student-athletes. When each game is complete the teams will switch sides. There will be two teams per school (JV and Varsity). All 8th graders must play Varsity and any 6th or 7th grader can play up as well as play on the JV team.

The Court

Court Size-The court size is 60' x.30' and the net is 7' 4”.

Center Line-A line is drawn across the court beneath the net from side to side.

Ten Foot Line-In each team area, a line is drawn ten (10) feet from the center

line and parallel to it. No back row player may jump to attack the ball with her feet

taking off in front of this line. Service Area- Extends the length of the back line. No ten (10) foot line.

Service At the beginning of a match, team captains will meet with the referee for a coin toss. The winner of the coin toss chooses their side or serves with the loser choosing the remaining option. If a third or fifth tie breaker game is required, the coin toss process is used again,

Service start—the player must wait until the referee’s whistle or the serve will be cancelled and a “re-serve” directed. Second infraction = “side out” The referee will not allow a player to delay the game in this manner more than one time.

Rotation — Rotate every side out including first serve. The receiving team must rotate back one position to start the game.

Server’s Foot Position—As a ball is hit for the service, the server shall not have his

foot in contact with the end line. If this occurs, the referee will stop play, call a foot

fault, and a side-out is awarded to the opposing team.

Overlapping — At the instant the server hits the ball, all players must be in their proper position; (i.e. right back must be to the right of the center back and behind the right front, etc.) A violation of this rule is called overlapping. After the ball is in play, players may switch to any desired position.

Serving Order — Serving order is in a clockwise rotation

Playing the Ball

At the beginning of the game/ players must line up in serving order

Contacts— Each team is allowed three (3) successive contacts of the ball in order to return the ball to the opponent’s area.

Ball contact— The ball may be hit with any part of the body or in line with high school rules.

Double Hit— A player contacting the ball more than once with any part of the body without another player having touched the ball between these contacts, will be considered as having committed a double hit. Such contact is a foul. The exception is a hard driven ball. (A double hit on the first ball over is allowed as long as it was an attempted pass. A double hit that is set with the hands may be called). Judgment by the official is advised in this situation.

Successive Contact— Players must have successive contact with the ball during blocking and during a single attempt to make the first team hit of a ball coming from the opponents even if the ball is blocked provided there is no finger action used during the effort and the ball is not held or thrown.

Held Ball— When the ball visibly comes to rest momentarily in the hands or arms of a player, it is considered to have been held. The ball must be hit in such a manner that it rebounds cleanly after contact with a player, Scooping, lifting, pushing, or carrying the ball shall be considered a form of holding.

Simultaneous Holding— If the ball is held simultaneously by opposing players, it is a double fault and the referee will direct a play-over.

Net Contact—If a player's action causes the player to contact the net during play— whether accidentally or not — with any part of the player's body or uniform, a point shall be awarded to the opponents and a side-out awarded.

First Contact— Any contact is legal except a lift on the first ball over the net. Coaches are advised to continue to teach/coach good technique.

Contact of Opposing Player’s Area— Contacting the opposing playing area with any part of the body except the feet is a fault. Touching the opponent’s area with a foot or feet is not a fault providing that some part of the encroaching foot or feet remain on or above the center line and does not interfere with the play of an opponent. It is not a fault to enter the opponent’s side of the court after the ball has been declared dead by the official.

Substitutions—Players may sub for one position only, but several players may occupy

BASKETBALL RULES

The Team The game is played by a five person (5) team.

Uniforms

The home team shall wear "light" colored jerseys and the visitors will

wear "dark" jerseys . If a school has only one colored jersey, the other

schools should be notified so they can wear mutually agreed colors.

Scorekeepers/Timekeepers The home team is responsible for providing a book keeper and this person will be

called the official scorekeeper. The home team is also responsible for having a person

run the clock. If a second person is required to run the clock, the home team will provide

this person. If these people are not adults, the home team is responsible for

providing an adult to be in charge. The visiting team may have one scorekeeper at

the scorer's table. No other people will be allowed at the scorer's table. The names of

all players with the starting line-ups and captains designated will be placed at the

scorer's table 10 minutes prior to the start of the game.

Equipment All players must wear some type of tennis shoe. Official

basketballs will be used. No jewelry shall be worn. Officials will

check for safety before the contest begins to ensure that all athletes

are following the guidelines of safety during the game.

Press/No Press Rules

Pressing is allowed at both levels (7th & 8th). A team must cease the press

under the following: (10) points or greater for the7th grade level and (16)

points or greater for 8th grade level. If a team is able to reduce the deficit

of the press rule, then pressing can resume.

Time

An eight (8) minute stop clock method will be used for all four(4) quarters. The clock

will continue running if one team is not within (10) points or greater for 7th grade

games and (16) points or greater in the 4th quarter only (If a team is able to reduce

the deficit of the mercy rule, the “stop clock” rule will resume). Overtime will be

3:00 minutes per overtime, no sudden death. Each tie will play an additional 3:00

minutes. One additional full time-out per over-time period will be granted. Any

unused time-outs will carry over during the overtime period.

Time-Outs

Each team may use five (5) time outs during a game (3) Full -1 minute

timeouts & (2) 30 second timeouts. These may be used at any time

throughout the whole game. One timeout is allowed per team for each

overtime period and will be a Full -1 minute timeout.

Free Throws On the 7th personal foul (bonus) and any future fouls committed by a

team in a half, a bonus shot will be awarded by the referee. On the free

throw, players are allowed to enter the key on release by the shooter.

The shooter and any outside perimeter player cannot enter until ball has hit

the rim. A 10th team foul is double bonus- 2 free throws 1st shot is a dead

ball situation and the second is live off the rim.

Points Rules

3 point shot are not currently allowed in the league. Some gyms have a 3 point

line but based on the fact that not every gym has a 3 point line, it would be a

possible disadvantage. In tournament play, 3 pointers could be allowed based

on the sentiments of the coaches involved.

Disqualifications/Ejections

In the event that a player or coach is ejected by an official for any reason, the home

team shall be responsible for reporting the incident to the commissioner within 24 hrs.

The player(s) / coach(es) will not be allowed to participate in the next league contest.

Other Rules The league will follow the National Federation of High School Rules for all

rules not specifically mentioned on this sheet.

DEFINITIONS AND PLAYING REGULATIONS

Non-Contact Game

Basketball is a game in which opposing team players may not come in physical

contact (touching, pushing) with one another. Violation of this rule is a foul.

Dead Ball The ball is "dead" (out of play) when: a) the official blows the whistle; b) a

basket is made; c) time out is called; d) held ball is called; or e) the ball goes out

of bounds.

Dribble Advancing the basketball by bouncing on the floor with rhythm.

Foul An infraction of the rules for which one or more free throws are given.

Held Ball When two or more players have their hands firmly on the ball. Except

for opening tip, a held ball will be alternating team outs.

Jump Ball A play in which an official tosses the ball between two opposing players. The rest of

the team lines up around the outer edge of the restraining circle. This occurs only at

the beginning of the game and the beginning of an overtime period.

Own Basket

Basket assigned to a team according to the “home” team’s choice of bench location.

Teams will warm-up on opposite sides of bench prior to the start of game and will

shoot at that basket in the first half. The teams will change baskets at half time.

Running with the Ball

Traveling while holding the ball beyond the following limits: (a) a player may pivot

with either foot if he receives the ball while standing still; (b) a player who receives

the ball while moving may make only one step before the ball leaves his/her hands.

Violation

Minor infractions of the rules are called violations, for which a member of the

opposing team is given the ball out of bounds nearest the point at which the violation

occurred. Some of the more common violations are:

Infractions of the rules governing free throws

Causing the ball to go out of bounds

Running with the ball or kicking it

Making a second dribble after completing a dribble before the ball has been touched

by another player or has hit the backboard

Infractions of the rules governing a "jump ball"

Back Court

Ball must be advanced across 1/2 court within 10 seconds. Once ball has

been advanced into front court, players may not go back into the back court

with the ball.

Due to varying sizes of gyms, the back court line will be determined

by the home team. This line will be constant. This line will be brought to the

attention of the referees and visiting team prior to the start of each game

as well as a copy of the rules established by the league.

Out of Bounds

The last player to touch a ball which goes out of bounds is the one who

causes the ball to go out of bounds. The opponent of the player causing the

ball to go out of bounds is awarded the ball outside of the court at the point

where the ball went out. If two players cause the ball to go out of bounds at

the same timer the ball is put in play with a "jump" (See Jump rule).

Due to varying sizes of gyms, the opposing player guarding the

inbounds offensive player must allow room to attempt a pass in.

Fouls

Fouls are major infractions of basketball rules for which one or more free

throws are awarded. There are two kinds of fouls—personal and

technical.

Personal Fouls: Pushing, tripping, blocking, and charging. A player may not play

the rest of the game after receiving five (5) personal fouls or one single major foul;

one which in the judgment of the official is a deliberate foul. One free throw is

allowed a player who is fouled, except if he is fouled in the act of shooting. In that

instance, two free throws are awarded. However, if the fouled player's shot is made

then only one free throw is given (unless the foul was deemed to be deliberate). For a

double foul (members of opposing teams fouling each other simultaneously), no free

throws are given. The ball is put in play by jump at center court. For a multiple foul

{two or more members of the same team committing a foul against the other team) ,

one free throw is awarded to the other team for each foul committed against them. For

offensive fouls (offensive team committed the foul) , the defense team gets the ball out

of bounds (there is no foul shot) .

Technical Fouls: Examples of technical fouls include delaying the game, using un-

sportsmanlike conduct or actions, being illegally substituted and leaving the court without

permission. High school rules, we will shoot all technical fouls.

Successive Contact— Players must have successive contact with the ball during blocking and during a single attempt to make the first team hit of a ball coming from the opponents even if the ball is blocked provided there is no finger action used during the effort and the ball is not held or thrown.

Held Ball— When the ball visibly comes to rest momentarily in the hands or arms of a player, it is considered to have been held. The ball must be hit in such a manner that it rebounds cleanly after contact with a player, Scooping, lifting, pushing, or carrying the ball shall be considered a form of holding.

Simultaneous Holding— If the ball is held simultaneously by opposing players, it is a double fault and the referee will direct a play-over.

Net Contact—If a player's action causes the player to contact the net during play— whether accidentally or not — with any part of the player's body or uniform, a point shall be awarded to the opponents and a side-out awarded.

First Contact— Any contact is legal except a lift on the first ball over the net. Coaches are advised to continue to teach/coach good technique.

Contact of Opposing Player’s Area— Contacting the opposing playing area with any part of the body except the feet is a fault. Touching the opponent’s area with a foot or feet is not a fault providing that some part of the encroaching foot or feet remain on or above the center line and does not interfere with the play of an opponent. It is not a fault to enter the opponent’s side of the court after the ball has been declared dead by the official.

Substitutions—Players may sub for one position only, but several players may occupy

TRACK & FIELD

All meets shall begin at 3:30 unless otherwise agreed upon by both Schools. Events for our S.F.A.L. track meets shall be as follows: 400 meter relay field events (3 tries each) 1600 meter run Long Jump 400 meter run High Jump 100 meter run (start 3'6 girls, 4'0 boys) 800 meter run Shot Put 200 meter run (6# for girls, 8# for boys) 1600 meter relay

In the shot put, the contestant will put three times in a row and the longest put measured.

The official in charge of a field event, shall be the judge in case of disqualification.

Track coaches and their team members shall be required to remain in the space on the field designated for their team.

Officials, including timers, shall be senior high school students or older. The league will provide ribbons for first, second & third place. A contestant will forfeit all events and ribbons if he/she participates in more

than four events, and ribbons and places will be given to the next place finisher.

In all meets, heats will be run in the 100, 200 and 400 meters if there are more runners than lanes.

Non-spike shoes must be worn for the shot put.

Scoring in the dual-meets shall be 5 - 3 -1. There are no "cuts" in track & field. The divisions for track & field shall be by

grade level and boys and girls. A participant may enter any four events. Two false starts by any contestant in a race disqualifies him/her. No track event shall be held up for a contestant who is competing in a field event. Field event participants must sign up by 3:45. Every effort will be

made to open the field event signups before the meet starts at 3:30. In a field event, the contestant must take their turn when his/her name is called

or forfeit that turn, unless he/she informs the judge that it is necessary for him/her to compete in a running event or make a try in another field event. He/she must return immediately upon completion of that other event or try. In the high jump, the bar will not be lowered.
