SEED INDUSTRY

SEED • The most important input component for productive agriculture and has

been always a key focus to bring revolution in agriculture globally.• meet growing needs of food and feed for 7 billion peoples which is

supposed to be 9 billion population by 2050.

GLOBAL SEED MARKET

Total Market Size: USD 45 Bn, growing at a CAGR of 5%

India ranks 6th in global market with USD 2.7 Bn, growing at a CAGR of 12%

SEED INDUSTRY: GLOBAL STATUS

As per World Seed Trade Statistics, India has sixth largest size of domestic seed market in the world, estimated to be at about 1300 million dollars.

To give a boost to seed export, India has decided to participate in OECD Seed Schemes for the following categories of crops: • Grasses and legumes • Crucifers and other oil or fibre

species • Cereals • Maize and sorghum • Vegetables

RESEARCH

1. India is one of the 17 mega biodiversity countries in the world.2. Rich with over 49000 plant species representing 11% of the world flora.3. Robust public research system.4. Over 5400 varieties and hybrids have been released in different notified crop

species.5. Strong research base with and network of public and private stake holders many

hybrids have been developed.6. Nearly 500 organized seed companies in the private sector are working with

strong production & research and development support.

QUALITY

ASSURANC

E

1. India has well established regulatory and legislative frame work.2. Fairly good networks of over 20 seed certification agencies are working for

quality assurance.3. Around 108 notified seed testing laboratories to support quality control system.

PRODUCTION

1. There are 14 well established state seeds corporations in addition to National Seeds Corporation.

2. India is also a member of OECD and enlisted over 160 varieties in 37 crop species for business.

3. India has vast infrastructure and trained human resource to support the seed Industry.

EXPORT OPPORTUNITIES

RESEARCH & PRODUCTION

1. Create opportunities for germplasm accessibility & sharing2. Explore the opportunities for conducting trials, registration of varieties, product

testing and the same may be provided with the help of CG network.3. Explore, Exploit & export the GM crops with the help of Govt intervention. 4. Produce locally in African countries.5. Advisory role for Transportation/logistics 6. Connecting with local research Institutes

MARKETING

1. Identify the export crop seeds and produce them in India by the export seed companies with coordination of NSAI.

2. Identify the potential markets for export of suitable crop seeds for the country and develop protocols.

POLICIES

1. Enter into qualitative agreement with the export potential countries for seed trade.2. Sort out IPR issues with other countries for enhanced export opportunities.3. proactive bilateral trade asia and African countries for market development 4. Mentoring the countries for sensitizing the opportunities & Networking of incubators.5. Schemes with APEDA/ MSME schemes for enhancing export promotion

CURRENT STATUS OF REGISTRATION OF CROPS FOR EXPORT

Seed export is expected to rise to Rs 1,000 corer in the next 2-3 years. 95 Indian private seed varieties have been registered in the OECD list Currently, India exports Rs 400-450 corer worth of seeds. Hybrid of cotton, millets, maize and vegetables are the recent inclusions

in the OECD list Another 118 Indian varieties are in the pipeline for registration with

OECD The size of the domestic seed market is Rs 13,000 corer, India's share in the world seed market is one per cent.

WAY FORWARD To create Indian seed export accelerator with R&D, policy facilitation, I

infrastructure, seed qc and market development through Co BI Access to Internationally accepted Hybrid Technologies for Seed export To have a long term policy for export of seeds with a view to raise India's

share of global seed export from the present level of USD 300 million percent to USD 600 Miliion by the year 2020.The export policy will specifically encourage custom production of seeds for export and will be based on long term perspective, dispensing with case to case consideration of proposals.

Policy frame work in India that enhances Exporting and harmonisation of SPs measure with other countries

To Establishment and strengthening of Seeds Export Promotion Zones with special incentives from the Government.

To create a data bank to provide information on the International Market and on exports potential of Indian varieties in different parts of the world.

To create a data base on availability of seeds of different crops to assess impact of exports on domestic availability of seeds.

To undertake Promotional programmes to improve the quality of Indian seeds to enhance its acceptability in the International Market.

To establish Testing and certification facilities in conformity with international requirements. (ISTA).

a) assistance to States for Developing Export Infrastructure and Allied activities (ASIDE) SchemeThe ASIDE Scheme aims at encouraging the active involvement of State Governments for development of export infrastructure through assistance linked to export performance. The scheme provides an outlay for development of export infrastructure which is distributed among the States, inter-alia, on the basis of the States' export performance in the previous year. The Scheme subsumed the three ongoing Central Schemes viz. the Export Promotion Industrial Park (EPIP), Critical Infrastructure Balance Scheme (CIB) and the Export Development Fund (EDF) Scheme for the North East. 2)Agriculture export promotion plan scheme ( APEDA)Scheme Components• Infrastructure Development•Market Development• Quality Development
