When were Virginia’s canals built?

From the time of the Revolution, Virginians had considered canal systems that would bypass the fall lines of the James and Potomac rivers and link the eastern Tidewa-ter with the western part of the state, perhaps as far as the Ohio River.

The James River Company, chartered by the assembly in 1785 at George Washington’s urging, achieved a bypass of Richmond a decade later and improved the James for shallow-drafted bateaux west-ward to Lynchburg. The Potomac River Company accomplished a similar feat by 1808, opening travel from Alexandria to the Shenandoah River.

Other state-aided companies con-structed a channel from the Dismal

Swamp to Albemarle Sound and improved the Appomattox River for bateau travel between Peters-burg and Farmville.

A more substantial James-Kanawha canal system that would carry heavier traffic all the way beyond the Blue Ridge was undertaken in the 1820s, but funding dried up in the face of depression, and the project collapsed, not to be renewed for another decade.

Rappahannock General Hospital recently announced that the Swift/Walker Fund has purchased the SecondLook system from iCAD Inc. for RGH.

SecondLook is a Computer Aided Detection (CAD) system used to assist radiologists in the early detection of breast cancer during a mammography exam. The computer does not replace the radiologists who read the mammo-grams, it merely acts as a “second opinion” for the physician. It can alert the physician to take a closer look at subtle warning signs that might easily be missed. In fact, the use of computer-aided detection is expected to reduce the number of breast cancers missed.

ever, the innumerable choices and open market may also pro-duce some negative results as well, such as instances of mis-leading advertising, inferior service, substandard workman-ship or fraudulent claims.

Many laws exist to pro-tect individuals’ dealings, but according to the Virginia

Department of Agriculture and Consumer Services’ (VDACS) Office of Consumer Affairs (OCA), consumers have a responsibility to provide pro-tection for their own transac-tions.

They can accomplish this by researching potential pur-chases, comparing other products and prices, getting complete information about store return and refund poli-cies, keeping careful records and by taking advantage of available complaint mecha-nisms when problems arise.

Although people are some-times hesitant to complain, OCA’s experience shows that good businesses want to know when a customer is not satis-fied so they can make any cor-rections that may be necessary. To make the complaint process an effective one, OCA offers these suggestions.

Don’t delay. You may miss a deadline set by the business for addressing your complaint if you procrastinate.

Identify the problem and how you want it resolved. Refund? Repair? Replacement?

Be prepared. Compile copies of all relevant information including contracts, receipts, cancelled checks, service records, warranty information etc.

Communicate. Start with the person who sold you the item or performed the service. If they are not helpful, ask to speak to someone at the next level. Give each contact time to fix the problem.

Put it in writing. If calls and visits do not produce the results you want, send a letter stating the problem and desired resolution. Include copies of relevant documents along with your name and contact infor-mation.

Stay calm and polite. Creat-ing a hostile atmosphere may slow the resolution process.

Keep track. Maintain a file of basic information regard-ing your complaint including notes of conversations, copies of letters, and a telephone log specifying the names and titles of people you spoke to, dates, responses, next steps and dead-lines.

Be ready to negotiate. A business may not be able to do exactly what you want, but may offer a suitable substitute.

Get specific. If the business agrees to a resolution, get dates and other details in writing.

Nationwide, shoppers paid slightly less for their groceries in the final quarter of the year than they did during the third quarter of 2006, according to an informal survey conducted by the American Farm Bureau Federation.

The quarterly American Farm Bureau Marketbasket Survey indi-cates volunteer shoppers in 32 states paid an average of $36.39 on 16 basic grocery items. That repre-sents a decrease of about 3 percent or $1.40 from the third quarter in 2006.

Of the 16 items surveyed, 13 decreased and three increased in average price compared to the 2006 third-quarter survey. Compared to one year ago, the overall cost for the marketbasket items is up about 2 percent.

A 5-pound bag of flour and a 10-ounce box of toasted oat ceral both showed the largest decrease, down 28 cents to $1.60 and $2.82, respectively. The per-pound price for bacon and whole chicken fryers dropped 19 cents, to $3.20 and $1.19, respectively. Other items that decreased in price are red delicious apples, down 15 cents to $1.36 a pound; mayonnaise, down 14 cents to $3.23 for a 32-ounce jar; Russet potatoes, down 14 cents to $2.31 for a 5-pound bag; pork chops, down 13 cents to $3.19 a pound; ground chuck, down 11 cents to $2.54 a pound; vegetable oil, down 9 cents

to $2.48 for a 32-oz. bottle; sirloin tip roast, down 8 cents to $3.62 a pound; corn oil, down 7 cents to $2.63 for a 32-ounce bottle; and whole milk, down 6 cents to $2.97 a gallon.

Items that increased in price from the third quarter of 2006 were ched-dar cheese, up 27 cents to $3.79 a pound; bread, up 14 cents to $1.58 for a 20-ounce loaf; and large eggs, up 10 cents to $1.18 a dozen.

“Most of the prices we saw decrease were in meats toward the end of the year,” said Tony Banks, assistant commodity and market-ing director for the Virginia Farm Bureau Federation. “Production of red meat was high during the fourth quarter, and this led to lower prices for the consumer for both beef and pork.”

According to the U.S. Depart-ment of Agriculture, the share of the average food dollar that America’s farm and ranch families receive has dropped over time, despite gradual increases in retail grocery prices. That share is currently 22 percent.

Using that percentage across the board, the farmer’s share of this quarter’s $39.69 marketbasket total would be $8.73.

According to USDA statistics, Americans spend slightly less than 10 percent of their dispos-able income on food annually, the lowest average of any country in the world.

On January 10, the Friends of Lancaster County held its first meeting of 2007 at the Lancaster Community Library in Kilmar-nock.

Lancaster County Commis-sioner of the Revenue Sonny Thomas was the speaker. Thomas described the duties of his office, which require him to main-tain all pertinent documents for real estate and personal prop-erty assessments in Lancaster County.

In the past decade, the total value of taxable property in the county has doubled, from $1 bil-lion to $2 billion, said Thomas. Another measure of the volatil-ity of the Lancaster County real estate market is that, of a total of 14,000 real estate parcels, 3,000 have changed owners in the past year, he said.

Thomas said real estate assess-ments are strictly scheduled and conducted according to the Vir-ginia Code, which requires that real estate be assessed at 100 percent of its fair market value. Counties incur financial penal-ties if it is not.

The next assessment is due in 2007. He recommended that taxpayers take an important step toward receiving an accurate and fair assessment by obtaining

their land card from his office and making certain that their property is accurately described. Detailed information on the assessment process and the appeal process are available at his office.

During the business meeting, the Friends elected officers for 2007. Charlie Costello will con-tinue as president. Bill Warren is vice president, Marilyn Hedges is treasurer and Jackie Ferriter is secretary. Jackie Brown, Bar-bara Dietz and Tom Smith are managers. The next meeting of the Friends of Lancaster County is February 14 at 7 p.m. at the library. Rob Wittman will be the speaker. The public is invited.
