Desirability of Second Chamber.—There w a s u n a n i m o u s a g r e e ­m e n t u p o n t h e d e s i r a b i l i t y of a S e c o n d C h a m b e r , t h o u g h m a n y D e l e g a t e s c o n s i d e r e d t h a t t h e n e c e s s i t y fo r t h e C h a m b e r d e p e n d e d o n t h e g r a n t t o B u r m a of fu l l r e s p o n s i b l e s e l f - g o v e r n m e n t .

7 . Name of the Chamber.—The m a j o r i t y v i e w w a s t h a t t h e S e c o n d C h a m b e r s h o u l d b e c a l l e d t h e S e n a t e .

8. Towers of the Chamber.—Many D e l e g a t e s c o n s i d e r e d t h a t t h e C h a m b e r s h o u l d h a v e p o w e r s l i m i t e d s i m i l a r l y t o t h o s e of t h e S e n a t e i n t h e I r i s h F r e e S t a t e , a s e x p r e s s e d in A r t i c l e 3 5 of t h e I r i s h C o n ­s t i t u t i o n . T h e o p i n i o n w a s e x p r e s s e d b y o t h e r D e l e g a t e s t h a t t h e S e n a t e s h o u l d h a v e e q u a l p o w e r s w i t h t h e L o w e r H o u s e i n e v e r y r e s p e c t e x c e p t t h e g r a n t a n d w i t h h o l d i n g of s u p p l y . I t w a s s u g g e s t e d t h a t i n t h e case of a r e f u s a l b y t h e L o w e r H o u s e t o s a n c t i o n a g r a n t d e e m e d b y t h e G o v e r n o r n e c e s s a r y for t h e c a r r y i n g o n of g o v e r n ­m e n t , t h e G o v e r n o r m i g h t b e e m p o w e r e d t o o b t a i n t h e n e c e s s a r y s a n c t i o n f r o m t h e S e n a t e . T h i s s u g g e s t i o n w a s n o t s u p p o r t e d .
