Purpose of Report To inform members of the successful bid for Department of Transport pinch point funding , and to seek authority to proceed with the procurement process namely inviting tenders for the construction of the improvements at both C & G and Walls Roundabouts.

Recommendations

proceed with the procurement process, invite tenders to undertake the construction of the improvements at C & G and Walls Roundabouts andenter into a contract with the preferred provider who is evaluated as providing the best value for money for the Council.

Reasons for recommendations

In February, Gloucestershire County Council applied for £2.2million of 'pinch point' funding from the Department of Transport to tackle the serious congestion issue at the A38 and A417 at the C&G and Walls roundabouts in the Barnwood area.

The Department for Transport has now confirmed (Friday 31st May) that the council has been granted the money for this work to go ahead.

Authorisation is required in order for the improvement scheme to progress to the construction stage.

Resource Implications

On the 31 May 2013 the DfT confirmed funding approval of £2.193m from the local pinch point funding programme. The total scheme cost is estimated to be £3.133m which includes £569,000 preparation and supervision costs. A breakdown of the funding has been summarised below:

The County Council has already spent £70,000 to date on the preparation ofthe bid and progression of advance survey works, necessary to meet the project timescales.

The Department of Transport funding will be allocated at £1.201m for

financial year 2013/14 and £0.992m in 2014/15. The remaining contributions from GCC and third party will be incurred 2014/15 with the exception of a final GCC funding of £70,000 in 2015/16.

A voluntary contribution of £400,000 has been offered by Sainsbury’s Supermarkets Ltd towards the improvements at C&G Roundabout and Wall’s Roundabouts. Prior to the preparation of the pinch point bid Sainsbury’s had approached the County offering to fund the signalisation of the Barnett Way arm of the C&G Roundabout. Their transport planning consultants reviewed the County’s proposal for the two junctions and recommended the benefits of a more comprehensive improvement. This voluntary contribution is not linked to a planning permission and would be provided to the County Council prior to appointing a Contractor to carry out the scheme. Sainsbury’s have stated that the contribution is dependent on the works being completed by March 2015.

MAIN REPORT CONTENTS

1.0 Background:

1.1 Proposals to address congestion issues at C&G and Walls Roundabouts have historically been developed and funding sought. Unfortunately to date, appropriate funding channels have not been available/been inclusive enough to address the specific problems in their entirety. Opportunities have been taken by GCC to ensure demand management measures are also used to address root causes of congestion such as high single car occupancy use and significant investment is being made in the Stagecoach Gold Route (Number 10) which indirectly serves the Barnwood Business Park area.

1.2 Improvement plans for C&G roundabout date back to at least the early 1990s. Thepublic consultation leaflet for a major Trunk Road scheme, promoted by the thenDepartment of Transport (DoT), included a major re-alignment of the Barnwood Link and a bypass of C&G roundabout, to completely remove the A417 north-south movement between Elmbridge Court and the Barnwood / Brockworth bypass route towards Cirencester. Unfortunately, the bypass proposals for C&G were dropped although some widening was carried out (for example from A417 Barnwood Link to A417 Brockworth bypass).

1.3 In July 2005, GCC submitted a Major Scheme Business Case (MSBC) for the Integrated Transport at Elmbridge Transport (ITEC) project. As part of the major scheme proposals for a new parkway railway station and Park & Ride site, various changes to the local highway network were put forward. The main proposals in the MSBC relevant to the C&G/Walls area were:

� New highway link from A417 Barnwood link to A417 Corinium Avenue for buses only, in effect bypassing C&G roundabout;

� New access from Barnett Way on to A417 Corinium Avenue, in effect creating a new four-arm junction with the new road from Barnwood link;

� Dedicated left-turn lane for traffic travelling from A417 Barnwood link to A417 Barnwood bypass, in effect taking this turning movement out of the C&G roundabout;

� Bus lanes on A417 Corinium Avenue, to accommodate the proposed Park & Ride service from the railway station to the city centre; and

� Widening of approach lanes at Walls roundabout.

The ITEC proposals were not ultimately successful because of the failure to progress the proposed parkway railway station. The revised MSBC – Elmbridge Transport –dropped plans for improvements to C&G and Walls roundabouts due to the re-location of the proposed Park & Ride site (now bus-only) adjacent to the A40. Therefore, another opportunity to address the congestion problems at C&G and Walls roundabouts was not progressed.

1.4 The opening of the M5 motorway junction 11A and the A417 Brockworth bypass (including the Zoons Court roundabout) circa 1996 has resulted in much greater travel demand being placed on C&G roundabout in recent years. Even with the subsequent

introduction of part time traffic signals at C&G roundabout (exclusive of Barnett Way), the junction is now operating significantly over its design capacity.

1.5 In June 2012 Gloucestershire Highways received a significant amount of telephone calls and emails from concerned drivers who had been delayed waiting to travel through the C & G roundabout. During this period it was reported that several hundred people had started work in Barnett Way and that this increase in commuters had contributed to the capacity issues. Modifications were made to the traffic signal timings which did show some improvements however capacity issues still remain at both C & G and Walls Roundabouts during peak hours. Gloucestershire Highways were then asked to undertake some preliminary option design and associated traffic modelling.

1.6 As part of the 2012 Autumn Statement the government announced the creation of a Local Pinch Point Fund worth £170 million to remove bottlenecks on the local highway network which are impeding growth. The fund reflects the government’s commitment to supporting economic growth by tackling barriers on the local highway network that may be restricting the movement of goods and people. The fund is aimed at those schemes that can be delivered quickly with immediate impact. The department’s funding contribution (in the form of capital) is only available in 2013 to 2014 and 2014 to 2015.

1.7 In February 2013, Gloucestershire County Council applied for £2.2m of ‘pinch point’ funding from the Department of Transport to tackle the serious congestion issue at the A38 and A417 at the C & G and Walls Roundabouts in the Barnwood Area.

2.0 Options:2.1 As detailed above, various improvements to the C and G and Walls Roundabouts have been considered over a number of years. The objective of the proposed pinch point scheme is to relieve congestion at two pinch point junctions. The improvements are necessary to minimise the risk of major businesses located in the Barnwood business area from relocating elsewhere or down-scaling their current operations.Improved journey times (and reliability) will help create the efficient highway infrastructure necessary to support greater business investment, profitability and job growth.

2.2 The proposed schemes are located on the eastern edge of the city of Gloucester, covering the strategically important A38 and A417 radial and orbital road corridors. The A417 Corinium Avenue runs between Walls and C&G roundabouts, through a dense employment area, and provides access to Imperial Gate Business Park and the Unilever factory. Barnwood Business Park is accessed only from the Barnett Way arm of C&G roundabout. The location of the Walls and C&G roundabouts are shown on the following area maps contained at Appendix B.

The proposed improvements to C&G and Walls roundabouts will include: provision of additional flair lanes on selected entry arms to increase capacity, installation of MOVA

controlled signalling to make the most effective use of available capacity, and changes to junction signage to ensure good lane discipline. More specifically the proposed scheme includes the following construction works at each junction:

C & G Roundabout� Localised widening (3 to 4 lanes) and installation of traffic signals of Barnett Way

entry arm(currently non signalised)� Replacement of the existing fix timed signals on all three remaining arms with a

flexible (MOVA controlled) system.� Additional flared entry lanes (three to four lanes) from the A417 (Elmbridge Court

Approach) and A417 (Zoons Court Approach) � Localised changes to signing and lining on the junction approaches

Walls Roundabout� Installation of new flexible controlled signals on three approaches of the Walls

Roundabout (A417 Corinium Avenue Approach; A38 Eastern Avenue and Barnwood Road (northern approach)

� Localised widening to accommodate additional vehicle stacking space on the A417 Corinium Avenue approach

� Localised widening to the circulatory carriageway to three lanes� The new signals will be compatible with emerging bus priority technology

systems needed to facilitate future enhancements to the Number 10 Stagecoach ‘’Gold’’ route on the Barnwood Road corridor

� Repositioning of existing pedestrian crossing facilities to allow new crossings to be integrated with the new traffic signals.

Other more specific layout options have been considered explicitly at C&G roundabout in recent months, but found not to have the desired level of impact in terms of congestion reduction, would have significant land-take implications and require significantly higher levels of investment compared to that currently proposed.

2.3 Plans showing the current scheme design are attached as Appendix A.

3.0 Estimated costs:3.1 Capital costsThe tables below show an estimate of the capital costs and a phased breakdown ofwhen the funding will be made available. The Council’s contribution together with third party contributions makes up 30% of the overall project costs, the remaining 70% is being funded by the DfT pinch point fund.

3.3 The £3.133m estimated total cost can be further broken down in terms of contributions and spend profile from the County Council, the DfT and third parties as follows:

During the process of completing the pinch point funding submission, the above DfT spend profile was prepared on the basis of an estimated contractor spend profile and programme with some risk allowance included. The actual spend profile will be dependent on the returned tenders and the successful contractors programme. It is therefore possible that the estimated first year spend may not be achieved. The project team have confirmed with the DfT that any first year under spend of DfT allocation can be rolled forward to the second year.

3.4 Revenue implications

There are no significant revenue implications associated with the scheme. The improvement of highway asset will increase carriageway area at both roundabout junctions and the installation of traffic signals at Walls Roundabout will necessitate some maintenance costs associated with traffic signal equipment and increased energycosts.

4.0 Risk Assessment:4.1 The risk register for the scheme has been prepared in line with GCC RiskManagement process, in order to investigate, manage and mitigate key risks.

4.2 The key risks can be summarised as follows:

1) Risk of withdrawal of third party funding /contribution which could result in scheme delay or increased GCC contribution.2) Restrictive working during construction of roundabout and utilities diversions which could extend the programme and increase costs.3) Potential increases in statutory undertakers apparatus diversion costs to those assumed during the pinch point bid stage.4) Installation of new ducting for traffic signals at Walls Roundabout may be difficult to install owing to location of existing services.5) Delay in diversion of services leading to overall construction delay and additional costs.6) Design/construction issues, in terms of timetable slippage, unforeseen deliveryissues, and therefore associated scheme cost increases (which would fall toGCC).7) Traffic delays during construction resulting in stakeholder complaints which in turn result in changes to traffic management restrictions.

The Cheltenham and Gloucester Roundabout and Walls Roundabout are key high profile junctions on the local network and therefore good risk management is fundamental to the successful delivery of the scheme. The programme will adopt a risk management process that has been successfully implemented on other large projects within Gloucestershire. The process will ensure that currently unforeseen risks are identified early, quantified and, where possible, mitigated with remedial action. The estimated risk cost, submitted as part of the pinchpoint bid, fully reflects a detailed Quantative Risk Assessment. The Value Engineering process will also be key in managing down costs. It is therefore anticipated that the above processes will mitigate against cost overruns. In the event that the project does experience cost overrun then these additional costs will be borne by GCC with funding being taken from the Capital Programme Budget.

5.0 Officer Advice:5.1 GCC has actively promoted capacity and safety improvements to both the C & G and Walls Roundabouts over many years. The availability of DfT pinch point funding and a successful bid for funding has provided an opportunity for GCC to deliver an efficient solution to capacity issues at these two major network junctions.

5.2 Clearly, as set out in this report and the risk register, there continue to be risks associated with the project which will be addressed and resolved as the scheme progresses through detailed design and the procurement process. It is therefore recommended that Cabinet authorise the invitation of tenders for the construction of improvements to both the C & G and Walls Roundabouts. Regular updates on the progress of the project will be provided at Lead Cabinet Member meetings.

6.0 Equalities considerationsDuring the preparation of the pinch point bid we looked at potential challenges and opportunities across the protected groups which include age, disability, gender reassignment, pregnancy, race, religion, sex, sexual orientation and marital status. The protected groups that have been identified as relevant are age and disability for whom an initial mobility audit has been carried out. At this stage there are no challenges identified. However, now that the bid is successful, further consultation will be carried out and any equality issues will be addressed during the design process. A ‘Due Regard Statement’ is to be kept as a live document to ensure all challenges or opportunities that arise are documented and acted upon.

7.0 Consultation:7.1 Specific constraint issues at C&G and Walls roundabouts that have been raised as concerns by local businesses through feedback to the Local MP, media and other GCC customer feedback channels. Many of these concerns have been echoed through Barnwood Business Travel Forum meetings. During 2012, 682 individuals/business organisations signed a local petition to GCC seeking measures to tackle congestion problems at C&G roundabout.

7.2 Whilst no formal consultation event has been undertaken, key stakeholders have been contacted throughout the preparation of the pinch point bid document. There hasbeen significant consultation with these stakeholders which can be summarised as follows:

Local Enterprise Partnership – The LEP is firmly supportive of the scheme as it helps to deliver their strategic priorities. Good quality local highway infrastructure is a key enabler to sustaining and growing major local business growth sectors such as energy, financial support services and retail operating in the Barnwood and wider Gloucester area. A letter of support has been appended to this bid.Major local businesses – GCC is already working with local businesses in the area including Sainsbury’s, Lloyds, NHS 2gether, Barclays, EDF Energy andmultiple SMEs to deliver an effective area wide workplace travel plan (using Local Sustainable Transport Plan funding) at the Barnwood Business Park. As per the details earlier, Sainsbury’s have confirmed that they will contribute £400k towards the total scheme cost. Letters of support for the scheme proposals and further offers of financial funding (EDF) from a number of local businesses accompany this report.Highways Agency – The HA network starts adjacent to C&G roundabout at Elmbridge Court (A40 Trunk Road and access to M5 junction 11) and Zoons Court (A417 Trunk Road and access to M5 junction 11a). The HA will therefore have an interest in the benefits of this scheme in relation to the performance of their network and as such will continue to be a major stakeholder in the lifecycle of this project. Our scheme proposals also complement two Tranche 3 Pinch Point submissions made by the HA for junction improvements on the A40, north of Gloucester (at A40 ‘Over’ roundabout, and A40 Longford roundabout).Stagecoach West – The major local bus operator runs a high frequency “Gold” branded service (route 10) that runs through Walls roundabout. We have already consulted with them on our proposals and will continue doing so throughout the project lifecycle. Improving the network reliability in the vicinity of the Barnwood Business Parks is a priority in our current Local Transport Plan. Through close liaison with Stagecoach and local Barnwood businesses, we feel network benefits from the Walls and C&G improvements will help provide highway improvements necessary to deliver future enhancements to bus service routes such as a direct bus route to Barnwood Park and integrated bus priority measures.

7.3 Consultation with affected stakeholders will continue during the detailed design and construction process. This consultation will be in the form of keeping stakeholders uinformed of scheme progress and involving them in the delivery process. There will be an emphasis on discussions with local businesses to ensure that the construction impacts are managed in an effective manner.7.4 A copy of the letters of support are attached at Appendix C.
