considering the circumstances under which the development was categorised as assessable
development.
When exemption certificate ceases to have effect
Pursuant to section 46(8) of the Planning Act this exemption certificate has effect for two years.

NOURISHMENT PLAN

1. Material surplus to reclamation is to be placed on Gold Coast
Ocean Beaches.
1.1. For volumes, refer SYC-1935-002
1.2. Material placed within nourishment area to comply with
National Assessment Guidelines for Dredging 2009. Sand
to be of a suitable grain size for nourishment.
1.3. Nourishment to be placed within City of Gold Coast
Nourishment Area in accordance with existing City of Gold
Coast nourishment permit OPW201302051.
2. Pipeline.
2.1. Diameter to be 300-400mm.
2.2. Pipeline to be laid directly on ground until it reaches the
beach access point at which point it is to be covered with
beach sand.
2.3. Public access not to be impeded. Ramps to be installed
where pipeline crosses pedestrian access paths. Pedestrian
management plan to be implemented by Contractor.
3. Pipeline Route.
3.1. Pipeline route to be generally as shown. Final alignment
may need to be adjusted slightly dependent on beach
conditions at the time of the works.
3.2. Pipeline not to impact on assessable vegetation. Alignment
to be offset from trees by minimum 1m.
3.3. Pipeline to be located above HAT along its length, except
for within the Ministerial Infrastructure Designation (MID)
under the Planning Act 2016 site.
4. Discharge Outlet.
4.1. Discharge outlet to be placed onto mound to avoid potential
for self-burial and limit scour.
4.2. Outlet to be fenced and/or monitored during works to
ensure safe beach access is maintained to seaward
throughout works.
4.3. Pipeline outlet to be periodically extended/relocated to
ensure an even distribution along the beach. Nourishment
expected to be naturally spread by tide and wave action,
but may be mechanically re-shaped if required.
5. Nourishment to be seaward of dune plants.
6. As a minimum, booster pumps are to be muffled, however
additional sound conditioning is strongly preferred. Booster
pump(s) are not to be located in the exclusion zones identified.
Buffer distances from Heritage Places or residential areas is
preferred to be 50m, but this may be relaxed to 20m for boosters
with adequate sound proofing provided that required noise limits
are met at noise-sensitive receptors.
7. Pipeline, boosters and outlet to be subject to periodic inspection
and maintained as required.
8. Pipeline to be removed promptly on completion of works.
Maximum duration of all works including construction, operation
and demolition to be 12 weeks.
9. All works associated with temporary pipeline to return to
pre-disturbance state upon completion.
10. Approvals.
10.1. Temporary pipeline within the boundary of the MID (i.e.
green line) to be included as part of MID approval.
10.2. Exemption certificate given under the Planning Act 2016 to
cover temporary pipeline not within MID extent or road
reserve or Lot 506 on WD5735 ONLY (i.e. solid blue
line).Pipeline within the road reserve and Lot 506 on
WD5735 (i.e. hatched blue line) area does not require
planning approval.
10.3. All relevant approvals to be obtained which includes but is
not limited to the MID and Environmental Authority for
dredging/extraction.
10.4. Department of Environment and Science to be advised in
writing via [email protected] 5 days prior to the
commencement and within 5 days of completion of works.
