TRANSCRIPT
When Greek women and men work togeth-er, the outcome can be substantial and
long lasting. We hosted another successful eventin Washington, D.C., in April, with 300 peopleattending from across the country alongside 28members of Congress, and we look forward to anew rotation of leadership and progress.
As the first woman president of our politicalaction committee, I’d like to note the accom-plishments of all who have raised money, put inthe equivalent value of their time and testimony, and continue to work on passage of theCollegiate Housing and Infrastructure Act(CHIA).
As of this writing, we have 226 CHIA sponsorsin the House—tying our all-time high of supportfrom December 2008. We have 31 sponsors inthe Senate. And the work is still ongoing withour members gaining the local support of ourfinal and critical numbers for passage.
And still we’re moving on. State by state, we’retargeting areas where Greek populations may besmall in number but significant in voice.
With your help, we are in a good position tohave CHIA be part of major tax legislation—aswe’ve now reached our $1 million fundraisinggoal. But there is more to the work of ourestablished PAC as we look ahead.
• Our 19-member board will meet in July toupdate our strategic plan for the next five years.
• Greek-affiliated members of Congress willcontinue to be supported in upcoming elections.
• And we plan to advocate other relevantissues such as freedom of association andexemptions to Title IX.
The Fraternity and Sorority Political ActionCommittee is no longer a one-note issue organi-zation. As we inch closer to passage of CHIA,we look forward to legislation that matters mostto our members—both as groups and as individu-als. As one of the most influential higher-educa-tion political action committees in existence, ourPAC membership is increasing and financialsupport is growing.
Unlike other membership groups across thenation, we have not experienced any decline dueto the economy. To the contrary, we are hittingrecord numbers in giving and in participation. The same is true of our growth on college cam-puses for both sororities and fraternities.
We hope you continue to “be present” and “becounted” as our grassroots work progresses.Write a check, make a call, send an e-mail, andbe open to the information we’re sharing asour new advocacy season begins.
As women and men who chose an experience fora lifetime, be prepared to carry on our call toaction.
Sincerely,
Julie Cain Burkhard, ACW

House Passes the Honorable Stephanie Tubbs Jones College Fire Prevention Act
On Wednesday, May 19, the House passed the StephanieTubbs Jones College Fire Prevention Act by a voice vote.
This bill authorizes future federal spending on a Department ofEducation matching grant program to install life and fire safetyequipment in college student living facilities. Under the termsof the bill, college fraternities and sororities would be eligible
for 10% of the available funding each year and could competeagainst colleges and universities for 80% of the remainingfunding. The bill now goes to the Senate where it has four spon-sors. If it passes the Senate, then we will lobby in future yearsfor the federal government to fund this program in its annualappropriations bills.

Record Number of House SponsorsAssociated Builders and Contractors Endorse CHIA
L e g i s l a t i v e U p d a t e
As of May 4, the Collegiate Housing and Infrastructure Act (CHIA)[H.R.1547/S.781] has 226 sponsors in the House and 31 in the
Senate, which represents a record number of sponsors for the bill in theHouse. The April Congressional visits by fraternity and sorority leadersresulted in picking up 30 new sponsors, and that number is expected togrow throughout the early summer as more than 40 former House andSenate sponsors of the bill have not yet re-sponsored the 2009-10 ver-sion. In fact, counting former sponsors, almost 250 current members ofthe House have sponsored CHIA at some point.
We have learned that the Associated Builders and Contractors, a powerfullobby that is excited about the bill’s potential to jumpstart constructionnationwide, has endorsed CHIA.
We are working closely with our leading supporters in the House andSenate to attach CHIA to any number of larger tax bills moving throughCongress this summer.

Celebratory was the mood as 300 Greek men and women gathered forthe Fraternity and Sorority Political Action Committee dinner on
Tuesday evening, April 20, in Washington, D.C. Many had spent the daylobbying Congress, while some had come from the area to celebrate theresults. All were there to support the joint efforts of the PAC. The dinnerwas held at the Art and Soul Restaurant in the Liaison Hotel, catered byrenowned chef Art Smith.
The evening was fantastic, as we entertained a large bipartisan group ofGreek members of Congress. Twenty-eight members of Congress (14Democrats and 14 Republicans) spoke about their personal Greek experi-ences and brought home to those in attendance the importance of our owninvolvement within our individual groups. Many members of Congress notedthat being presidents of their collegiate chapters started them on their way to
Congress and that they also depended upon their fraternity brothers and sistersduring the course of a campaign. We were all delighted by the many personalstories that were shared.
Larry Wiese, KA Order, was thanked for his service as outgoing PAC president, and Julie Cain Burkhard, ACW, was welcomed as the incoming president. The true highlight of the evening was an announcement by Larry that thePAC had met its goal of $1 million prior to its sixth year of existence! A bigthank-you to all who attended the dinner and helped achieve this goal.
Make plans to attend the PAC dinner next April. You won’t want to miss it!

“The 2010 Congressional visit was an amazing
experience. It showed me the real impact
Greeks have, not just as leaders in our nation’s
universities but as leaders in our nation’s
government. It is important that Greeks
have a voice in Washington in order to protect,
preserve, and improve Greek life. By joining
the PAC, students can be more
politically active in supporting
the Greek community.”
Dawn Winston, ΦΜ
University of Houston
“Working in D.C. with fellow Greeks, both
students and seasoned Hill veterans, made
me realize what an extraordinary group
Greeks are. Greek life provides students with
a unique and meaningful collegiate experi-
ence, which develops leaders and community-
involved citizens. Combining our voices
makes that realization clear, not only to me
but to the members of Congress we visited, as
well. The PAC is an important step in
protecting that experience. Whether it be
today’s focus of securing fairness in the law
or facing tomorrow’s unforeseen challenges,
the existence of a strong Fraternity and
Sorority PAC helps ensure students reap the
benefits of Greek life for
years to come.”
May Davis, ACW
Student Body Vice PresidentUniversity of Kansas
“During my visit to Washington, I learned
that the Greek ‘glory days’ aren’t just a
thing of the past; we are every bit as strong
and as influential as we ever were. Our
nation’s leaders used to be in our shoes, and
soon we’ll be in theirs. I believe it’s impor-
tant that we maintain ties with our brothers
and sisters in Congress to perpetuate the
shared commitment to fraternity that we’ve
spent so many generations cultivating.
When our predecessors are ready to pass
the torch, they will know we are waiting to
receive it. The PAC is playing a huge role in
facilitating the development of our future
leaders. I support the PAC because the PAC
supports me, both as a
Greek leader and as an
individual.”
Mark Mixon, ΣΝ
Penn State University
“Experiencing firsthand what the Fraternity and Sorority PAC does for Greeks was one of the
best parts of my CHIA lobbying week. It was truly amazing to listen to senators and congressmen
talk about the influence their Greek organization still has on them today. Stories like these of
how Greek organizations create leaders and instill qualities of loyalty, integrity, and trustwor-
thiness help erase the negative stereotypes that so many people have of Greeks. The PAC is so
important to the future of getting more Greek initiatives through Congress, and
I know they will be successful doing so.”
Katie Arnold, ACW
Student Government, Director of Legislative Relations Auburn University
“I support the PAC because our message is
important and simple—provide safe, afford-
able housing for thousands of undergrads
while stimulating the economy.”
Jake Howse, KA OrderFormer Chapter President, Future KA Order Staff Member Florida State University
“Attending the 2010 NIC/NPC Congressional
Hill visits was an opportunity of a lifetime!
Not only did I advocate for historic public
policy changes, but I witnessed how
strong the Greek voice can be when we all
join together toward a common goal.
Therefore, I choose to support the PAC in
appreciation of the Greeks of today and
tomorrow who will be empowered to be the
change-makers of their communities and
continue the legacy of our fraternities and
sororities. Carpe Diem!”
Amy Puerto, ΦΜ

“The experience I had lobbying for CHIA is
one of the best of my college career. I had so
much fun seeing the behind-the- scenes
work that goes into making a bill become a
law and understanding the challenges of
doing so. I hope more students can have the
opportunity I had to help change the inter-
fraternity world.”
