ARGENTINA
Migration statistics were compiled until May 30, 1872, by the PortPrefect of Buenos Aires, after that date by the Immigration Commis-sariat. The movement of alien passengers who arrived in or left thecountry directly by sea has been recorded since 1857. As a result, incertain tables first class passenger could be separated from the commence-ment, and this permitted second and third class passengers tobe distinguished as "immigrants." In the reports which relate to thoseimmigrants who did not arrive at Buenos Aires by a direct route, butreached Argentina by river navigation (via Montevideo), the passengerclasses began to be recorded April 15, 1880. Hence for the period priorto that date it has been impossible to indicate separately second andthird class river passengers ("immigrants"). Tourists and passengerstravelling from one river station to another were also included in thestatistics. As a result, the figures in table VI have only a slight relationto overseas immigrants. The latter were not separately recorded untilafter July 1, 1923 (12,044 for 1923, and 15,027 for 1924). (Informationsupplied on May 13, 1926, by Mr. J. Ramos, formerly Commissioner-General for Immigration.) In determining the aggregate overseasmigration before 1924, it is advisable, therefore, to exclude those arrivingand departing by the river route.

(a) Before 1898 the immigration statistics collected in the portswere elaborated by the Inspectorate General of Lands and Colonisation.When this authority ceased to function, the work was transferred to theStatistical Department of Rio de Janeiro. After 1908 these statisticswere published by the Ministry of Agriculture, Industry and Commerce.
Table I is an official compilation based on immigration figures takenfrom diverse and dissimilar sources. (See Explanatory Notes 1-10.) Euro-pean emigration data are utilised.
In general, the figures are for third class passengers arriving bysailing vessels or steamships in Brazilian ports.' Shipping and railwaycompanies are required to supply the proper authorities regularly withlists of their passengers.
More complete statistics are available after 1908. These are arrangedaccording to a more detailed list of nationalities. The immigration datasince 1921, so far as known, relate to second class and third class pas-sengers arriving at the ports of Belm, Recife, So Salvador, Rio deJaneiro, Santos, Paranagua, Florianopolis and Rio Grande. (Table IV.)The corresponding annual emigration figures are available only for theyears 1920 and 1921. (Table VIII.)2
(b) Concerning these tables, which more or less refer to Brazil as awhole, we possess immigration and emigration statistics based on thepassenger lists of vessels arriving and departing at the ports of Rio deJaneiro and Santos. These show certain details about the mi-grants.
The source whence we derived the emigrant figures for 1899-1904(Statistica della Emigrazione italiana per l'Estero negli anni 1904 e 1905,pp. 140-141) in table VI (for Rio de Janeiro and Santos) notes, on thebasis of Brazilian information, that passengers of all classes are includedbut that 80 per cent of these may be regarded as emigrants.

URUGUAY
According to the method employed in preparing the returns, threetypes of statistics may be distinguished. I. Passenger statistics; II.Statistics of wage earners in search of work; III. Statistics of immi-grants housed at the Immigrants' Hostel at Montevideo.
I. PASSENGER STATISTICS
The passenger movement tables relate (a) to the total movement ofpassengers by foreign commerce in all ports of the Republic; (b) to themovement of passengers by foreign commerce (ocean and river com-bined) through the Port of Montevideo; and (c) to the movement of pass-engers by foreign commerce through the Port of Montevideo.
(1) Movement of passengers by foreign ocean and river commerce throughall ports. (Table Ia, years 1893-1924.)----This table comprises passengersof every class who arrived in Uruguay as passengers by ocean or river.We quote also figures indicating the diffefence between arrivals and
as this difference is of some importance for our enquiry.The corresponding table relating to passengers classified according
to their last or future residence, shows that this movement is confinedalmost entirely to travel to and from Argentina. For example, in 1921,of a total of 118,451 passengers entered by all ports, 104,211 had arrivedfrom Argentina. However, the sthtistics of nationalities show that thecitizens of the continental countries are far more feebly representedamong the passengers than their countries as countries of last residence.Of passengers arrived in 1921, only 33,847 were Argentinians. Thesame proportions hold approximately of departures. On the other hand,immigration from European countries is decidedly feebler than Europeanimmigration. For instance, in 1921, 2,902 passengers arrived fromSpain, whilst 10,044 Spaniards arrived.
(2) Movement of passengers by foreign ocean and river commercethrough the Port of Montevideo.This table refers to the Port of Monte-video. Totals have been published since 1877 in the Anuario Estadistico,and data concerning sex, age, occupation, and nationality since 1904-1905. We refrain from reproducing these figures as a large number ofthe migrants are practically transients travelling by river and as ourtables relate on the whole only to the Port of Montevideo.
(3) Movement of passengers by foreign ocean commerce through theport of Montevideo. (Tables I, ha, III, IV, IVb, VI, VII, VIII.)Thesetables only include persons who, regardless of passenger class, arrived bysea at the Port of Montevideo or departed from this port in order to goabroad. Continental migrations and migrations of transients are in-cluded only so far as they are by sea.
The earliest data relate to the period 1835-42 (tables I and IV). Wemay assume that migrants at that date were almost exclusively European

immigrants who intended to take up their abode permanently in Uruguay.The publication of the statistics was resumed, after a protracted interrup-tion, in 1866. (Table I.)
From 1879 onwards particullars were furnished in regard to sex, age,occupation, and nationality (Tables I, ha, III, IVb); but these wereagain interrupted between 1902 or 1904 and 1912.
Beginning with 1877, emigration returns are also available. (TablesI, VI and VIII.) In Table I as it is here throughout a question ofpassenger statisticswe have indicated for 1879-1903 and 1913-21 theexcess of arriving over departing aliens.
The Act of June 10, 1890 adopted a definition of immigrants whichis correct in principle; "foreigners of good repute and capable of workwho arrive in the Republic by second or third class with the intention ofsettling there." (Act of June 10, 1890.)
Unfortunately this definition was not applied in the collection of theport statistics.
II. STATISTICS OF OF WORKERS (WAGE EARNERS INSEARCH OF WORK) (1867-90.) (Tables II, IVa.)
(1) The table entitled Immigrants who applied for work at the Corn-missariat-General of Immigration, 1867-90, approximates to a correctconception of the signification of the term immigrant.
These immigrants represent 5 to 12 per cent of the passenger arrivalsby sea at Montevideo. (Table I.) These figures, too, do not present anexact account of the actual volume of real immigration, since the im-migrants were not bound to announce their arrival at the Commissariat.As a measure of economy the Commissariat was abolished in 1891.
(2) Migrant Workers, 1920-21. (Tables IX-IXd.) These tables,which were communicated to the International Labour Office withoutaccompanying particWars as to method, comprise probably the wholevolume of the migration of workers, that is, the continental and overseasmigrations of citizens and aliens.
When a comparison is made between the nationality and the countryof origin of the migrants, the same phenomenon is revealed as that al-ready noticed inthe passenger statistics. For instance, in 1920, of a totalof 14,901 immigrants, 11,739 arrived from Argentina, whilst the numberof immigrant workers of Argentine nationality did not exceed 4,896.
In the same year direct overseas immigration accounted for 1,409persons, while the number of immigrants of European nationality was7,842. The number of direct immigrants arriving from Europe is rel-atively modest, and many entered via other countries, especially throughArgentina or after having found temporary employment in the lattercountry. It is quite possible that a certain number of the immigrantshad been for a time domiciled in Argentina and came to Uruguay insearch of temporary employment.
The available data make it difficult to ascertain the correct number

of real overseas immigrants (direct and indirect) who have reachedcountry with the intention of residing therein for at least a year.this reason we have contrasted the statistics of the immigration andemigration of workers, in order to emphasise this phenomenon yearyear.
III. STATISTICS OF IMMIGRANTS HOUSED AT THE IMMIGRANTS' HOSTELAT MONTEVIDEO (Table V, years 1908-24)
