O u r M i s s i o nRecognizing the strengths of our district’s traditions, its history of community support, the diversity of our population and our commitment to educational excellence, the mission of the Huntington Union Free School District is to educate students by effectively teaching an enriched body of knowledge through the active participation of all students, building upon their unique talents and abilities to produce creative, self-assured, responsible citizens who are capable of critical thought and action.

Dear Resident:

It is with great pleasure and a sense of excitement that I welcome you to the 2016-2017 school year! There will surely be so many wonderful things occurring in our schools this year and I look forward to sharing in these ongoing experiences with students, staff, parents and community members.

The Huntington School District has a storied history. It is rich with tradition and has earned its reputation for offering strong and broad-ranging curricula in all disciplines, as well as extensive and high quality extracurricular opportunities. All have served as and remain a source of pride within the community. This year, our dedicated and concerned administrators, teachers, and support staff will continue working collegially to help our students excel academically, socially and emotionally, while promoting their growth as well rounded school and community citizens.

This calendar emphasizes the critical nature of communication within the school community and signifies the partnership that exists between home and school. Please take the time to review its contents. It is my genuine hope that you will elect to attend some or many of the events and activities to be held throughout the year. These events offer residents a broad range of opportunities to experience the hard work and achievements of our students, staff and schools, and will also provide a source of enjoyment. Additionally, please take note of the additional information presented within the calendar, including a district directory, registration and academic requirements, and highlights of various policies and the multitude of services and programs offered throughout the district. Up-to-date news on district and school occurrences will continue to be posted daily on our website(www.hufsd.edu) and on our Facebook and Twitter pages, both of which can be accessed from the website (main page, lower left). Also linked to the website is an interactive version of this calendar, which will reflect any added events or postponements. Events upcoming as per the interactive calendar are shown in the box in the lower right corner of the website’s main page.

I strongly encourage you to visit any and all of our sites routinely. As always, do not hesitate to communicate questions to personnel within our buildings or district offices.

*The 4+1 pathway option is effective beginning with students who first entered grade 9 in September 2011 and thereafter, or who are otherwise eligible to receive a high school diploma in June 2015 and thereafter. Students must take and pass four required Regents examinations or Department-approved alternative assessments (one in each of the following subjects; English, math, social studies, and science), and 1 pathway assessment/option. PARTICIPATION IN GRADUATION EXERCISESThe Board of Education regards the high school graduation exer-cises as the culminating recognition of the academic achievements of the district’s students. In order to participate in this ceremony and share that recognition, a student must have completed all the diploma requirements of the New York State Education Department and the Board of Education prior to participation in the graduation exercises. Diploma requirements include successful passing of all required tests, earning of sufficient course credits, and attainment of required Individual Education Plan goals or other requirements as set forth by state regulation or Board policy.

HIGH SCHOOL ATTENDANCE POLICYStudents who are absent, excused and unexcused, are ex-pected to complete the work assigned by each teacher on days that they miss. To be granted academic credit for any course, a student must earn a passing grade in the course. Work, tests, etc. missed because of unexcused absence will not re-ceive credit. (Adopted by the Board of Education on 6/24/02.)

LEAVING SCHOOL DURING SCHOOL HOURSWe urge you to make appointments for your child after school hours or on Saturdays. If your high school child must leave school for any reason, it will be necessary for you to contact the HHS Attendance Office to sign out your child. A STUDENT WILL BE RELEASED ONLY INTO THE CUSTODY OF HIS/HER PARENT OR LEGAL GUARDIAN. Only seniors may leave during their assigned lunch with the appropriate permissions. Since the high school is not an open campus, students are expected to attend all classes, including study halls.

REPORTING ABSENCESCall the school attendance office anytime during the evening before or on the morning of the absence and leave a mes-sage. State your child’s name, grade, reason for absence, and the date that your child will not be in school. E-mail, fax or submit a written note no more than five days following your child’s return to school. In this communication, you should again provide your child’s name, date, grade and a reason for the absence.

C L O S I N G SEMERGENCY CLOSINGS/DELAYSIf the Superintendent determines that hazardous weather or emergency conditions threaten the safety of students and staff, he may close district schools or alter regular school hours. An announcement will be broadcast on News 12, FiOS 1, as well as on WALK-97.5-FM; WCBS-880 AM; WBLI-106FM. Additionally, a ConnectEd message will be sent to all contact numbers on record (phone/text) and to all e-mail addresses on record indicating school delays or closings. On day(s) schools are closed during the January Regents week, New York State will determine if and when make-ups are to be given for State exams. Make-ups for school exams will be determined when regular school resumes.

DELAYED OPENINGSIn some instances, the Superintendent may decide to delay school openings by two hours. When this is done, the follow-ing will be in effect:1. ALL SCHOOLS in the district will open two hours later

than normal.2. School buses will begin their runs two hours later than

normal.3. Dismissal times will NOT be changed. Buses will return

students to their bus stops at the regular time.4. Should there be a delayed opening during January Re-

Math Olympiad ProgramStudents attend a weekly math class where they are pre-sented with challenging multi-step mathematical problems. They compete in five timed tests throughout the school year and earn awards based on their efforts. The program’s fo-cus is on learning to take academic risks and on encour-aging students to challenge themselves. In grade 5, stu-dents earning the three highest scale scores on the Grade 4 NYS Math Assessment will participate in this program. In grade 6, students earning the highest two scale scores on the Grade 5 NYS Math Assessment will be added onto the roster. Cutoff scores will be posted on the SEARCH website and e-board in early fall.

Parents/guardians must present proof of birth, immunization record, proof of district residency and proof of guardianship/ parental relationship. IMMUNIZATIONSNew York State law requires a physician’s certificate to prove

that your child is adequately immunized. The immuniza-tion record must be presented at the time of registration. Required immunizations are as follows:

• Three doses of Hepatitis B• Three doses of diphtheria toxoid (DTP-DT or Td). All chil-

dren born on or after January 1, 2005 are required to be immunized against pertussis and tetanus for school entry and attendance.

• One dose of Tdap for students turning 11 and/or entering 6th grade

• Four doses of IPV, or three doses EIPV or three doses of OPV.

• Two doses of live measles vaccine, one after 12 months of age, the other after 15 months.

• Two doses of live mumps vaccine after the age of 12 months.

• One dose of live rubella vaccine after the age of 12 months.

• One dose of varicella vaccine after the age of 12 months.• The New York State Department of Health made chang-

es to conform to recent changes to Public Health Law Section 2164 which requires the meningococcal vaccine for students in 7th and 12th grades. As of September 1, 2016 students entering grade 7 are required to receive one dose of meningococcal conjugate vaccine (Men-ACWY; sometimes abbreviated as MCV4; brand names Menactra or Menveo). As of September 1, 2016 students entering grade 12 are required to have two doses of MenACWY vaccine. However, if the first dose was re-ceived at age 16 years or older, then only one dose will be required.

KINDERGARTEN REGISTRATIONRegistration for children who will enter kindergarten in the 2017-18 school year will be held at district designated ar-eas, which will be announced in February. Any child may be enrolled in kindergarten if he/she is 5 years of age on or before December 1, 2017. Parents should notify our Office of Student Registration in December/January if their child is eligible. Children will be scheduled for screening at regis-tration. After the screening, parents will be informed by the school principal if further testing is necessary. Please call 631-673-2974 with questions.

PHYSICAL EXAMINATIONNew York State Education Law requires a medical examina-tion for children entering kindergarten, grades 2, 4, 7, 10 and all new students who are entering the Huntington School Dis-trict. The State requires that the physical exam be conducted and certified by a licensed physician, physician assistant or nurse practitioner, and that it be performed no more than 12 months prior to the beginning of the required school year. Any new entrant to a school district is required to submit a physical exam certificate within 30 days of the student’s entrance into his/her new school. The Huntington School District is required to participate in the State Department of Health’s Weight Sta-tus Survey. The survey only collects Body Mass Index (BMI) for submission to New York State. No names or information about individual students are disclosed. You may choose not to participate by sending a signed “opt out” letter to your school nurse on or before November 1st of the school year. Please contact your child’s school nurse should you require any additional information.

DENTAL CERTIFICATESNew York State Education Law requires district’s to request dental certificates for children entering kindergarten, grades 2, 4, 7, 10 and all new students who are entering the Hunting-ton School District. The dental certificate may be signed by a dentist or dental hygienist.

S U P P O R T S E R V I C E SA variety of professionals are employed by the district to as-sist your child. The school-based Response to Intervention Support Team (RtI) includes school psychologists, social workers, speech therapists, school nurses, guidance coun-selors, and other instructional staff members as warranted. Children may be referred to the RtI Team so that profession-al staff can review educational concerns.

CHILD FIND – CHILDREN WITH DISABILITIESAny parent who suspects that his/her child has a disability, such as a learning disability, emotional problem, neurolog-ical difficulty or physical disability should call the building principal where the child attends school. The principal will take the steps necessary to ensure that the situation is re-viewed by the school’s Response to Intervention Support Team (RtI). After assessing the child’s response to interven-tions/supports, a Committee on Special Education (CSE) evaluation may be recommended if there is suspicion of a disability. Parents may refer their child for a CSE evaluation if they suspect an educational disability by writing a letter of referral to the building principal.

HOMEBOUND INSTRUCTIONThe district provides homebound instruction upon receipt of a medical prescription for compulsory age students who are unable to attend school for two weeks or more for reasons of health or temporary disability. Homebound instruction may also be provided when indicated by the Committee on Special Education for a student declared disabled who can-not attend public school. PRIVATE & PAROCHIAL SCHOOL CHILDRENIf your child is enrolled in an elementary or secondary pri-vate or parochial school, and you suspect he/she has a disability, call the principal of the school your child attends. The principal will review alternatives to special education. Nonetheless if you believe a disability exists, you will need to submit a letter of referral to the principal. The school dis-trict in which your child’s private or parochial school is lo-cated (district of location) will then evaluate your child and conduct a CSE meeting. Parents will then be asked to reg-ister their students to receive dual enrollment services un-der section 3602-c of Education Law. NOTE: For a child to receive services in a private or parochial school setting, the parent must request special education services in writing to the school district of location by June 1 preceding the school year for which the request for services is made, except when a student is first identified with a disability after that day and prior to the first day of April during the current school year. The parent must then submit the written request for services within 30 days after the student was first identified. SPECIAL EDUCATION RECORDSSpecial education records (evaluation reports completed by psychologist, social worker, speech therapist, neurologist, etc.) are available to the parent. Parents may inspect the record and have copies made at a nominal cost. It is nec-essary to make an appointment to examine the records so that the appropriate professional personnel will be available. Call the building principal or Special Education Chairperson for such an appointment.

STUDENT RECORD CONFIDENTIALITYThe district ensures the confidentiality of student records. However, parents/guardians and students age 18 or older have the right to inspect and review educational records, to challenge the record contents regarding accuracy and priva-cy, and to file a complaint with the Department of Education alleging any perceived failure to comply with the Family Ed-ucational Rights and Privacy Act (FERPA). SUBSTANCE (DRUG) ABUSEThe district employs a social worker (youth counselor) who has expertise in the area of substance abuse. T R A N S P O R T A T I O NThe Huntington School District provides bus transportation for students attending both district public and nonpublic schools within certain guidelines prescribed by state law. Current district transportation policy is based on the dis-tance from home to school.

BUS DISCIPLINE• The bus driver will file a Bus Behavior Report regarding

any trouble on the bus. • Copies of the behavior report will be sent to a student’s

parents and the district transportation department, indi-cating the disposition of the case.

• A driver CANNOT remove a child from his/her bus ex-cept at his/her regular bus stop according to state law.

• State law requires transportation TO and FROM school only.

• If a bus breaks down, students must stay on board until the relief bus arrives.

BUS SAFETY PROGRAMState law requires three bus safety drills during the school year which are supervised by the principal. This instruction is supplemented with classroom work on proper bus behav-ior and safety education.

NO FAULT INSURANCEIf a student is injured on a school bus during any authorized trip, the family’s insurance carrier is responsible for the in-jury claim. If the family has no automobile insurance, the bus company carrier is responsible for the no-fault benefits. Parents should notify their insurance carrier immediately in the event that a child is injured in a school bus accident.

NON-PUBLIC SCHOOL TRANSPORTATIONResident requests for transportation of students to and from private and parochial schools must be made on or before April 1, 2017 in order to be eligible for the 2017-2018 school year. Late requests will not be honored. This application must be completed even if your child is currently receiving transportation. No requests for a change in transportation which incurs additional cost to the district will be honored af-ter April 1. The maximum distance that a child will be trans-ported is 15 miles.

PARENTAL COMPLAINTSParents should inform the district transportation coordinator of any serious complaints at 631-673-2032. These com-plaints must be followed by a signed written summary of the details including date, time, location, bus number, and driver’s name, if possible. Parents will be informed of the disposition of the complaint.

HUNTINGTON FOUNDATION FOR EXCELLENCE IN EDUCATIONThe Huntington Foundation for Excellence in Education (HFEE) is a non-profit corporation dedicated to enhancing educational opportunities for all students in the Huntington School District. Since its founding in June 1993, HFEE has enriched our schools through hundreds of mini-grants aimed at promoting innovation at the classroom level, and has funded larger school- and district-wide initiatives through its Reach for the Stars Program. HFEE has established a Greenkill Fund and a Field Trip Fund to provide financial as-sistance to students. HFEE welcomes participation from all members of the school community. HUNTINGTON TEACHER CENTERThe Huntington Teacher Center (HTC) is an educational resource for all residents and staff members in the school district. The center is governed by a policy board composed of representatives from each school and other school com-munity members. Funded through a grant from the State of New York, it is staffed by a director and secretary. The HTC provides staff development and technology training through workshops and courses offered at varying sites throughout the district. It supports Race to the Top initiatives and imple-mentation of the Common Core Learning Standards. A lami-nating machine, book binding equipment and a poster-mak-ing machine are available for educational or informational use. INSURANCEThe school district purchases accident insurance covering all students through Pupil Benefits. The plan covers any student engaged in school-sponsored activity. The family’s insurance, if available, must be used first, with only the ex-cess claimed under this plan. Benefits will be paid based on established “reasonable and customary” costs. NON-SMOKING POLICYSmoking is prohibited at all times in any district building and on any district grounds.

ANNUAL AHERA ASBESTOS NOTIFICATIONThe Asbestos Hazard Emergency Response Act (AHERA) is a federal law enacted in 1987 that requires all school districts to inspect and re-inspect for building materials containing as-bestos every three years. Our facilities have been inspected

and response actions have been developed to ensure a con-tinued safe environment for our students and employees. Ac-tivities include training of custodial and maintenance staff to prevent disturbance of asbestos and periodical re-inspection and surveillance activities by trained personnel. As required by the Federal Asbestos Hazard Emergency Response Act, our schools were inspected for asbestos in 1988. This inspection resulted in the development of an As-bestos Management plan which was implemented in 1989. The last required three year re-inspection was conducted in July 2015. The Huntington Board of Education and Administration is committed to providing a safe and orderly school environment where students are entitled to receive, and district personnel are entitled to deliver, quality educational services without disruption or interference. Responsible behavior by students, teachers, other district personnel, parents and other visitors is essential to achieving this goal. The district has a long stand-ing set of expectations for conduct on school property and at school functions. These expectations are based on the prin-ciples of civility, mutual respect, citizenship, empathy, char-acter, tolerance, honesty and integrity. In accordance with the Dignity for All Students Act, no student shall be subject to discrimination or harassment based on a person’s actual or perceived race, color, weight, national origin, ethnic group, religion, religious practice, disability, sexual orientation, gen-der/gender identity or sex by school employees or students on school property, on a school bus, or at a school function.

CODE OF CONDUCT GOALS AND PURPOSEThe goals of the Board in adopting the HUFSD Code of Con-duct are to clearly define expectations for acceptable con-duct in school buildings and on school properties, to identify the possible consequences of unacceptable conduct and to ensure that discipline, when necessary, is administered promptly, fairly and uniformly. The code applies to all stu-dents, school district personnel, parents and other visitors when on school property or attending a school function. In order to clarify and bring uniformity to conduct and discipline throughout the district, the code defines many pertinent terms.

STUDENTS – GENERAL The code outlines both the rights and responsibilities of stu-dents. All district students have the right to:1. An educational environment free from bullying, intimida-

tion, harassment, or prohibited discrimination.2. Take part in all events and activities free from bullying,

intimidation, harassment, or prohibited discrimination.3. Present their version of events leading to any possible

disciplinary action.4. Access to school rules and explanations of those rules

when necessary.

Students have the responsibility to:• Contribute to maintaining a safe, supportive and orderly

school environment, and refrain from acts of bullying, intimidation, harassment, or prohibited discrimination.

• Know and abide by the rules and regulations pertaining to student conduct.

• Attend school daily and be on time.• Work to the best of their ability and react to direction

from district staff in a respectful and positive manner.• Learn to control their anger appropriately, with assis-

tance if necessary.• Ask questions and seek help in solving problems.• Dress appropriately for school and school events.• Accept responsibility for their actions.• Conduct themselves as representatives of the district

when attending or participating in extracurricular events using the highest standards of conduct, demeanor, and sportsmanship.

PARTNERSThe code lists expectations of the district’s essential part-ners in this effort including parents, teachers, coaches, ad-visors, guidance counselors, psychologists, social workers, support staff, principals, administrators, the superintendent, and the board of education. A list of these responsibilities is available in the full Code of Conduct document.

STUDENT USE OF ELECTRONIC COMMUNICATION DEVICESStudents are prohibited from using or having on or in an operational mode any paging device, mobile telephone, cellular telephone, laptop, handheld communication device, laser pointer or pen or any other type of electronic commu-nications or imaging device during instructional time, except as expressly permitted in connection with authorized use in classrooms. While students are permitted to possess such devices during the school day, they are prohibited from us-ing them in any manner that invades the privacy of students, employees, volunteers, or visitors. Students are not permit-ted to use any form of information technology or electronic communication, including their own personal electronic de-vices, to harass, bully, including cyberbully, and/or discrim-inate against or threaten others. Cyberbullying that creates a hostile environment is prohibited. If a student violates this prohibition, he/she is subject to discipline under this provi-sion and/or any other provision in this code of conduct, the District’s Dignity for All Students Act Policy 7580 and Reg-ulation 7580 and/or any law and/or regulation that may be applicable to the circumstances involved. Students are pro-hibited from taking photographs or otherwise electronically recording the image of any other person at any time while on a school property, a school bus and/or anywhere in any school building and/or on school grounds during the school day except as expressly permitted in connection with autho-rized use in classrooms.

STUDENT DRESS CODEStudents are expected to dress in an appropriate manner and to maintain personal cleanliness. The code addresses students’ dress, grooming and appearance including hair-style and color, jewelry, make-up and nails. Students’ ap-pearance must be safe, appropriate, and non-disruptive. The following rules apply:• No extremely brief garments, including net tops, tube

tops, halter tops, spaghetti straps, low necklines, and see through garments;

• Underwear must be completely covered with outer cloth-ing;

• Safe footwear must be worn at all times;• Clothing may not be vulgar, obscene, libelous, or den-

igrate others on account of race, color, religion, creed, national origin, gender, sexual orientation or disability;

• No clothing may promote or endorse the use of alcohol, tobacco or illegal drugs or encourage other illegal or violent activities;

• No clothing or items may be worn that law enforcement officials consider to be problematic.

PROHIBITED STUDENT CONDUCTAll students are expected to conduct themselves in an ap-propriate and civil manner, respectful of others. Students must learn to assume and accept responsibility for their own actions as well as consequences of their misbehavior. Disci-pline will be used when necessary and to place emphasis on the student’s ability to grow in self-discipline. Students may be subject to disciplinary action for the following violations:• Disorderly conduct;• Insubordinate conduct;• Disruptive conduct;• Violent conduct;• Conduct that endangers the safety, morals, health or

welfare of others;• Misconduct on a school bus• Academic misconduct including plagiarism, cheating,

altering records;• Lateness to class/cutting.These violations are outlined in greater detail, along with specific examples, in the Code of Conduct document.

REPORTING VIOLATIONSStudents and staff are expected to report violations of the code promptly to the appropriate staff. Staff authorized to impose disciplinary sanctions is expected to do so in a prompt, fair and lawful manner. Weapons, dangerous instruments, alcohol, or illegal substances will be confiscated immediately with notifica-tion to parents and appropriate disciplinary sanction imposed, if warranted, which may include permanent suspension and referral for prosecution.

DISCIPLINARY PENALTIES, PROCEDURES AND REFERRALSDiscipline is most effective when it deals directly with the prob-lem at the time and place it occurs in a way that is fair, impartial and uniform. School personnel who interact with students are expected to use disciplinary action to place emphasis on stu-dents’ ability to grow in the area of self-discipline. As a general rule, discipline will be progressive. This means that a student’s first violation will usually merit a lighter penalty than subse-quent violations. The following factors will affect the determi-nation of effective discipline:• Student’s age;• Nature of offense and circumstances leading to it;• Student’s prior disciplinary record;• Information from parents, teachers and/or others, as appro-

priate;• Other extenuating circumstances.If the conduct of a student is related to a disability or suspected disability, the student will be referred to the Committee on Spe-cial Education. Discipline, any removals of more than 10 days, will be administered on the basis of whether or not there is a connection between the student’s disability and the infraction committed.

Penalties and procedures for specific misconduct are listed in the Code of Conduct. Each form of discipline is defined and described.

DISCIPLINE OF STUDENTS WITH DISABILITIESThe Board recognizes that students with disabilities receive certain procedural protections in the school disciplinary pro-cess. When it is necessary to suspend, remove or otherwise discipline students with disabilities, the board is committed to ensuring that the procedures followed are consistent with the safeguards required by applicable laws and regulations.

CORPORAL PUNISHMENTCorporal punishment of any student by any district employee is strictly forbidden. However, in situations where alternative pro-cedures and methods cannot reasonably be applied, physical force may be used to:• Protect oneself, another student, teacher or any person

from injury;• Protect the property of the school or others;• Restrain or remove a student whose behavior interferes

with the orderly exercise and performance of school district functions, powers and duties if that student has refused to refrain from further disruptive acts.

STUDENT SEARCHES AND INTERROGATIONSAuthorized school officials may question a student about an al-leged violation of law or the district code of conduct. The super-intendent, principals, assistant principals, deans, administrative assistants and the school nurse may conduct searches of stu-dents and their belongings if there is reasonable suspicion that the search will result in evidence that the student violated the law or code of conduct. Searches require documentation by the staff member. Police may enter school property to question or search a student only if they have a search or arrest warrant, probable cause to believe that a crime has been committed on school property, or been invited by school officials. In these in-stances students must be informed of their legal rights; remain silent if they so desire; or request the presence of a parent or an attorney. In the event the search does not turn up any illegal or im-proper items, the administrator will acknowledge such and apologize to the student for having to undergo the search. The administrator will notify the parent that the search took place and, if necessary, arrange for appropriate support services for the student.

VISITORS & PUBLIC CONDUCT ON SCHOOL GROUNDSParents and other district residents are encouraged to visit the schools. However, there are established guidelines in the code establishing the protocol of such visits in order to safeguard stu-dents and disallow interruption of the learning process.
