The cover date of this issue is March 29 – a few weeks into Daylight Savings Time and a little more than a week after the official start of spring – and hopefully Mother Nature will soon bring warmer weather our way.
Indeed, spring is always busy season in the housing market, and despite some recent “cooling” in some areas and housing types, this year should be no different. Fair weather and still-favourable mortgage rates should point to the sales pace continuing in the coming weeks and months.
Need proof? Take advantage of the nicer weather and get out there and visit some new-home sales centres and model homes. A combination of factors – including land availability and affordability – is restricting supply of single-detached homes, in particular, at the moment. You may be surprised at just how quickly new lowrise developments are snapped up by homebuyers.
We’re also betting you’ll be impressed by how new-home builders in the Calgary area and elsewhere are responding to such challenges, by offering more variety of home options. Gone are the days when the main choices were simply lowrise and highrise. Today’s buyers want variety – townhomes, semis, singles, freehold and condominium ownership – and developers are delivering in spades.

Buying made easyThree simple steps to success
S hopping for a home online is a great way to narrow your search, but there’s nothing like visiting the sites, models and sales offices to get down to the nitty-gritty. Before you venture out, here are some pointers:
First, be clear about what you want and expect in a new home and in your builder. Remember, the range of prices in the new-home market generally reflects
differences in location, features and home styles. There’s no magic involved. If a builder’s pricing seems out of whack with others in the area, ask for an explanation. Higher prices could mean better quality materials, finishings, features and service. Make sure that the price you are paying will deliver the quality you want.
Second, understand exactly what is included with the home you are buying and what is optional. Ask the sales representative to show you samples, and request a “spec” sheet that clearly lists what is included, as well as any upgrade options.
Third, evaluate any promises that have been made during your visit. Is the builder prepared to put them in writing? Hearsay comments should not be included as part of your evaluation process. Sit down with your sales representative, ask questions and discuss your Agreement of Purchase and Sale in detail – then take it to a lawyer before it’s finalized.

become an energy superpower or a super-producer of energy. It also examines how Canada’s energy resources, production, and net exports rank from a global perspective and provides an overview of the economic bene� ts � owing from energy resource pro-duction, including the royalty payments that � ow to governments and interprovin-cial energy trade.
“Prime Minister Stephen Harper refers to Canada becoming an energy superpow-er, but for a country to become an energy superpower, it has to be able to use its energy resources to set market prices and exercise political power,” Angevine says.
“With its adherence to free trade and extensive private sector investment in the energy sector, Canada will not become an energy superpower in the traditional sense.”
The study found that Canada cur-rently ranks sixth in the world for oil pro-duction (behind Russia, Saudi Arabia, the United States, China and Iran). But with planned new investment in the oilsands
and shale formations, Canada could become the fourth or even third largest global oil producer. The story is similar for natural gas, where Canada is currently the fourth largest global producer, as well as electric-ity exports and uranium production. Overall, Canada was the � fth largest exporter of oil, natural gas, oil products and electricity combined in 2009, behind Russia, Saudi Arabia, Norway and Iran.
Kenneth P. Green, study co-author and senior director in the Fraser Institute’s Centre for Energy and Natural Resource Studies, points out that Canada’s energy sector already makes enormous contributions to the economy in addition to creating jobs and government revenues through royalty payments.
Oil and natural gas extraction contributed $94 billion to GDP in 2011; electric utilities contributed $33 billion, while the uranium mining industry purchased goods and services valued at $1.1 billion. Addition-ally, the study estimates the energy sector as a whole is responsible for at least 663,000 jobs, comparable to almost 4.5 per cent of total payroll employment in 2012.
On the revenue side, Canada’s energy resource producers annually pay at least $19 billion to provincial and territorial governments in the form of royalties, lease payments, and fees.
“These payments will only become greater as petroleum and uranium production increases and new hydroelectric facilities are built. Growth of oilsands bitumen production alone could result in royalties reaching $50 billion per year by 2033 compared to $4.5 billion in 2011,” Green says.

However, before you get wrapped up in all the excitement of looking for a new home, take the time to consider all the aspects surrounding what will be one of most important in-vestments of your life so that you can make informed and con� dent decisions during the home-buying process.
Before you start looking at the various models available it’s a good idea to set a budget. Find out from your � nancial institution how much of a mortgage loan you qualify for and get pre-approval for a mortgage – this will save you time later on by helping to narrow down your choices. Also, by going through the pre-approval process, with today’s low interest rates, you may be surprised at how much you can borrow.
You should be realistic about how much you want to spend on your home – don’t be tempted to buy more of a home than you can afford and make sure you have funds set aside for incidentals such as lawyers’ fees, transaction costs, moving expenses and so on.
Further, make room for “extras” in your budget because chances are you will want to add some upgrades and extra features to the builder’s standard model that will cost a little more. Think hardwood � ooring, granite counters and � replaces,
if they are not already included, and don’t forget about the decorating and furnishing you’ll want to do.
Another good idea before you start visiting local showhomes is to make a list of what you absolutely need in a home and what you’d would like to have. Is a main-� oor � ex room or a walk-through pantry important? Do you need four bedrooms or a bonus room? And what about location, do you want to be close to a school, shops, work or transit?
Since searching for a home can be time consuming, there is little point in looking in areas that don’t suit your needs or at homes that won’t work for you or your family.
When you buy a new home, you also buy the builder’s expertise and reputation, so it’s best to do some research. Check out the builder, ask questions, follow up on references, and know what you are getting for your money.
Since no two home builders are alike, it’s good to know what you’re getting for your money because what is considered standard with one builder may cost extra with another. With this in mind you should check out each builder’s sales pack-ages to � nd out what the standard features are and what is included in the price, and when in doubt, ask the builder or salesperson to explain.
When going through showhomes also remember many may feature upgrades and various options to give you ideas for personalizing your home, so having a speci� cations list on the home will let you know what is standard. It’s also good to note what brand-name products the builder installs and the manu-facturers’ warranties that come with them.
Another factor to consider is that developments may have restrictions on the location of individual home models in order to ensure a varied and attractive streetscape. If you’re buying from models or plans, have a close look at the lots, and keep in mind aspects such as light and sun patterns, traf� c, noise, privacy, green space and so on.
Buyers should also � nd out about the home builder’s war-ranty and after-sales service.
When it comes to narrowing down your choice, make sure you compare value, not just price. Consider the quality of the construction, the products and the systems and be sure to check out those “intangibles” — the reputation of the builder, their service and their commitment to customers.
Once you’ve done this you’ll be able to make an informed decision and then sit back and enjoy the excitement of buying a new home that’s right for you and your family.

Watermark at Bearspaw, a 287-acre community being crafted by Macdonald Development Corporation, rose above the competition to be awarded the Canadian Home Builders Association’s 2012 National SAM Award for Community Development at the awards ceremony held in Lake Louise on March 8.

“It was a very exciting evening,” says Matthew Jones, associate vice-president of sales and marketing. “It was an honour to be a finalist for the award because there are so many great communities being built across this great country and we were up against two other communities in Calgary as well, so it was very stiff competition.
“We were over the moon when our name got called,” he says. “It’s truly a remarkable achievement and I think well deserved because this is a very special community with a great group of builders.”

THE FEDER AL GOVERNMENTshould refrain from further intervention in the housing market by adjusting mort-gage lending rules, according to the Ca-nadian Home Builders’ Association.
In his inaugural address at the recent 70th National Annual CHBA Conference in Lake Louise, Alta., Incoming President Deep Shergill of Calgary said that such intervention represents “a hammer” that impacts all housing markets, both those that are healthy and those yet to fully recover from the recession.
Shergill, President of Prominent Homes Ltd. of Calgary, called on the gov-ernment to be prepared to take remedial action if housing activity falls below de-mographic demand or if price stability is threatened.
“It seems less than forthright to con-strain consumers’ ability to buy a new home – a real asset, while allowing usuri-ous credit card interest rates to bury many consumers in non-asset backed debt,” Shergill said.
Working to maintain a stable � nancing environment would be one of seven pri-orities in his plan of action for the coming year, he said. The others are regulation, government-imposed costs, a skilled and productive workforce, land availability, market intelligence and investment in research and development.
Canada Mortgage and Housing Corp. (CMHC) has played a central role in
maintaining stability in mortgage markets since the � nancial meltdown of 2008, Shergill said. “We are extremely pleased that the federal gov-ernment recognizes the corporation’s continued effectiveness.”
The industry’s success in improving energy ef� ciency illustrates the bene� ts of collaboration with government in research and development.
A CHBA analysis of the energy performance of an Ottawa home built in 1975 compared with one built today shows a 66 per cent improvement. Comparing similar models of family cars over the same period showed a maximum improvement in energy ef� ciency of 16 per cent.
Shergill said it’s time to roll back the chronic over-regulation of the new-home building industry.
Government-imposed costs are pushing house prices ever higher and must be rolled back and reduced, Shergill said. “So long as govern-ments persist in confusing the effect of low interest rates with real housing affordability, they will fail to recognize the steady erosion of housing affordability.”
The same pressures that add to the cost of a new home also in� ate the value of existing homes, with no value-added. As a result there is a multiplier effect through the resale housing market every time a new charge, fee or levy is applied to new development.
In some urban centres the relationship between house prices and household incomes has reached a crisis point.
The growing underground economy is also a result of the rising tax burden on housing.
In consultations on the federal government’s plan for long-term infrastructure, Shergill said the CHBA has pointed out that calls for new development to pay its own way de� ect from the failure of politi-cians to invest in basic infrastructure over many decades.
“What some call an infrastructure de� cit should more correctly be recognized as a legacy of failed leadership. Requiring new development to pay for bad decisions in the past is unacceptable.”
The CHBA hopes the next federal budget will outline a national plan for infrastructure investment that will give priority to housing affordability and choice.

With its combination of terrific features, great design and a stylish decor, Shane Homes’
Orion showhome has become a hit with buyers in Airdrie’s King’s Heights.
The Orion, a two-storey with front double attached garage, comes standard at 1,858 sq. ft., but various options boost the showhome to 1,964 sq. ft. It has become one of Shane Homes more popular plans, says area manager Cindy Klassen.

New-home builders, renovators and developers from across Canada celebrated achievements in the housing industry at the recent Canadian Home Builders’ Association’s National SAM Awards presentation. The awards were a high-light of the CHBA National Conference with builders from Ontario and Alberta receiving many of the top honours.
Albi Homes Ltd. of Calgary won the presti-gious Grand SAM Award. The � rm also won the New Home Award for the best single-de-tached home over 2,200 sq. ft. in the production category and the best sales of� ce in the Market-ing Awards category. The Grand SAM is pre-sented annually to a CHBA builder member for combined excellence in both the building and marketing of new homes.
“Each of these National SAM Award winners has demonstrated leadership and produced leading-edge products,” says CHBA President Ron Olson. “Every award recognizes an out-standing success and I congratulate all the winners.”
The CHBA National SAM Awards present-ed by Schlage and Trane is the premier compe-tition for new homes, home renovations, com-munity development, marketing and sales. THE CANADIAN HOME BUILDERS’ ASSOCIATION (CHBA) recently honoured leadership and accomplish-ment among its membership with the presentation of awards at the 70th CHBA National Conference.
The Beaver Award, presented to the outstanding builder member of the year, went to Rick Gratton of the CHBA-Calgary Region.
Karen Kinsley, President of Canada Mortgage and Housing Corp. (CMHC) won the Maple Leaf Award as the outstanding non-builder member for 2012.
Jane Morgan of the CHBA-Newfoundland & Labra-dor won the prestigious Gordon S. Shipp Award in rec-ognition of leadership, dedication, and continuous lengthy service to the CHBA at the national level.

ACROSS ALBERTA, 42 ELEMENTARY SCHOOLS showed signi� cant improvement in their academic per-formance over the past � ve years, according to the Fraser Institute’s annual school rankings.
Among these improving elementary schools are public, private, separate, francophone, and charter schools.
“This is why the Fraser Institute school report card is the go-to source for measuring academic improvement: it highlights school success stories from Grand Prairie in the west to Fort McMurray in the east and from La Crete in the north to Cardston in the south,” says Peter Cowley, Fraser Institute director of school performance studies.
“Our report shows that all schools are capable of im-provement, regardless of the personal or family chal-lenges their students might face. If educators want to help students learn and improve, they should be talking to these schools.”
The Report Card on Alberta’s Elementary Schools 2013 rates 659 public, private, separate, charter, and fran-cophone elementary schools based on nine academic indicators using data from the annual Provincial Achieve-ment Tests (PATs) administered by Alberta Education.
“By pinpointing the subject areas in which individual schools are improving or declining and how their aca-demic performance compares to that of other Alberta schools over the past � ve years, our report helps parents and educators prioritize learning challenges in their schools,” Cowley says.
The report card also includes important information about each school’s make-up, including parents’ average income, the percentage of ESL students and the percent-age of special needs students.

A NEW CIBC POLL CONDUCTED BY Harris/Decima reveals Canadians are leaning towards fi xed-rate mortgages this Spring, marking the third con-secutive year Canadians have chosen fi xed over variable. The poll also reveals a change in Canadians’ expectations for interest rates, with more Canadians now believing today’s low rates will remain in place for at least the next 12 months.

While fixed mortgages were popular in the poll, this year’s results also saw an increase in Canadians uncertain as to whether a fixed or variable rate mortgage would be right for them, highlighting the importance of getting advice about which option is the best fit with your fi-nances.
When will rates rise? Canadians see rates remaining lowForty-six per cent of Canadians believe today’s low
rates will remain unchanged over the next 12 months. This is a change from past poll results, where Canadians were more likely to believe that these historically low mortgage rates would be increasing in the short term.
This trend suggests Canadians could face challenges in the future if they don’t consider rate changes as part of their long term mortgage strategy.
“Our poll suggests that some Canadians are growing accustomed to the low rates we are experiencing, however it’s important to take a long term view when deciding which mortgage is right for you,” says Delaney. “You need to plan ahead for your next mortgage term and consider
the impact to your budget if you renew at higher rates a few years down the road.”Low rates an opportunity to accelerate debt repayment
In a poll released by CIBC in January 2013, Canadi-ans identified paying down debt as their number one fi-nancial priority for 2013 for the third year in a row. Delaney notes that low mortgage rates can help Canadians to ac-celerate their debt repayment.
“With debt repayment a top priority for Canadians again in 2013, there is an opportunity to take advantage of today’s low mortgage rates to reduce your mortgage principal faster.”
To further accelerate debt repayment, one strategy offered by CIBC is to set your mortgage payment at the amount it would be if rates were one to two per cent higher. Not only does this help to reduce the principal amount owing, but it also prepares Canadians for future rate in-creases.
“Your mortgage is one component of your overall finan-cial plan, which means you can’t choose a mortgage purely on rate” adds Delaney. “A number of factors, including amortization, the flexibility to make extra payments, and whether or not you have other debt should all be consid-ered when choosing the mortgage that’s right for you.”

Q & AQ: What are people looking for when selecting a new community and choosing a lot?A: When selecting a community, what’s important to most buyers is finding an area where they can grow, says Jeff Luif, area manager with Shane Homes in Nolan Hill. “They like the idea of being able to buy their first home and three or four years later buy their next home in the same community.”
Accessibility is another key factor. “People want to have easy routes in and out of the community, whether it’s for work or pleasure, and they want easy access to shopping. People don’t necessarily want to live beside a commercial centre, but they want it within walking or biking distance or a short drive away,” Luif says.
He notes for people with young children or those planning to start a family, having close proximity to tot lots, parks and schools are a priority.
Young couples or singles, especially if they work downtown, often want to be close to transit and they are also interested in finding out where the closest shopping and coffee shops are.
Those with an active lifestyle seek out communities that have recreation centres, walking paths or club houses where they can enjoy an array of recreational activities and if they have pets,
they’re more than likely looking for green space and pathway systems.
Meanwhile, empty nesters, Luif says, are often the first to visit new communities, “because they are often looking for bungalows and larger lots that can accommodate them. If those are available in the community they’re usually scooped up pretty quickly.”
When it comes to lot selections, he says, it depends on the lifestyle of the purchaser. “Usually the lots that sell first are the larger pie-shaped lots because families want a large backyard for the kids and ideally they’d back onto green space. Lots that have south-facing and west-facing backyards are also popular with buyers.”
People who own recreational vehicles or boats want lots that have back alleys so they can park them on their property; while lots along bus routes are attractive to those taking transit.
“The first questions many people ask when they come into the showhome are not about the homes, they want to know what lots are available and what amenities we have and what’s coming within the community and area,” Luif says.

01Calculate the combined monthly before-tax income
of you and your spouse.
02Divide by three. This figure is the monthly payment you can afford
to make on your home.
03Take the total price of the home and subtract the amount of money
you expect to make as a down payment. This is the money you will have to borrow.
04Refer to the chart on the opposite page. Look down the
left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most first-time buyers take the 25-year amortization.)
05Multiply this figure by the amount you need to borrow. Divide by
1,000.
06Add to this your estimated monthly heating costs and

conVentionALThe buyer can borrow up to 80% of the purchase price or the value of the property, whichever is less.The buyer has to pay 20% down. A conventional mortgage cannot exceed 80% of the value of the property.
INSURED OR HIGH-RATIO:A buyer can borrow up to 95% of the purchase price or the value of the property, whichever is less. The down payment can be as low as 5%.
MORTGAGE OPTIONSYou can choose any of these mortgage options which fit into the two basic mortgage types. Lenders may even customize these options to suit your needs.
oPen MoRtGAGe:Allows borrowers to repay all or part of the total amount of their mortgage at any time without penalty.
Because of flexibility, this is ideal for borrowers who plan to sell their homes in the near future or who want to switch from a short-term mortgage at high interest rates to a longer term when mortgage interest rates fall.
cLoseD MoRtGAGe:Usually has the lowest interest rate available but lacks the flexible features of other mortgage options.A good choice for those who want the security of knowing their monthly payment is fixed for a longer term.
Prepayment options are available but they are subject to conditions.
PoRtABLe MoRtGAGe:Flexibility if borrowers move. Borrowers can take the mortgage to their new home or can transfer it (usually with the consent of the lender) to the purchaser of their old home. This is an attractive option if the rate on the existing mortgage is lower than current rates.

WITH THE RECENT CHANGESimposed by the federal government which have impacted many of the mortgage product offerings available to Albertans, there are still non-OFSI governed � nancial institu-tions that are giving Albertans more options and � exibility. While most � nancial institu-tions had to comply with the new regulations, we still have alternative lenders that are not governed by the Of� ce of the Superin-tendent of Financial Institutions.
At this time, we still have access to a cash-back program that allows you to form the minimum down payment requirement for your future purchase. As with all minimal down payment purchases, you are still required to con� rm that you have accu-mulated or are receiving a gift in the amount of 1.5 per cent of the purchase price for
the potential closing costs associated with purchasing a home. With the free down payment program, you are obligated to take either a � ve- or seven-year closed term at the posted (non-discounted) interest rate and the maximum amortization for a high ratio mortgage under this program is 25 years.
For those of you looking to purchase a new home, and have a minimum of $2,000 saved, but don’t have access to the full � ve per cent minimum down payment require-ment, you may want to consider the Calgary Attainable Home program. Under this program, you can purchase a home with $2,000 down, and still bene� t from the lowest, discounted mortgage rates that are available. Because this is a high-ratio mortgage program, the maximum amortiza-tion remains 25 years.
On the other hand, for those clients looking for the competitive interest rate and � exibility of a HELOC (Home Equity Line of Credit) either on a purchase or a re� nance, you can still arrange the limit of this product up to 80 per cent of the purchase price or the value of the property. This limit is available only for your principal residence. Should you wish to have a HELOC for a revenue property, the maximum limit is 65 per cent of the value of the property.
