Workshop
Discussion of Draft Biennial Update of the Five-Year Plan For the Waste Tire Recycling
Management Program
February 18, 2009
California Integrated Waste Management Board
Overall StrategyFocus on 2 Interrelated Fronts –
Enforcement and Market Development– Strong, fair regulatory framework to
protect health, safety, and environment, without stifling flow and processing of tires
– Expanded business and government infrastructure for manufacturing and using tire-derived products
2
California Integrated Waste Management Board
CIWMB GoalsStrategic Directive 3.4
– Increase diversion to 90% by 2015– Ensure 100% of facilities in compliance or
under compliance orders
Complementary Goals– Eliminate all identified illegal tire piles by
2010– Reduce number of tires generated from
1.23 per person in 2006 to 0.75 by 2015
3
California Integrated Waste Management Board
Current StatusOver 44 million waste tires
generated/year¾ diverted, remaining 11 million landfilled
– Diversion rate climbing– More diverse array of end-uses
More rigorous enforcement– Fewer facilities out of compliance– Fewer large illegal piles being found
