Overall StrategyFocus on 2 Interrelated Fronts –

Enforcement and Market Development– Strong, fair regulatory framework to

protect health, safety, and environment, without stifling flow and processing of tires

– Expanded business and government infrastructure for manufacturing and using tire-derived products

CIWMB GoalsStrategic Directive 3.4

– Increase diversion to 90% by 2015– Ensure 100% of facilities in compliance or

under compliance orders

Complementary Goals– Eliminate all identified illegal tire piles by

2010– Reduce number of tires generated from

1.23 per person in 2006 to 0.75 by 2015

3

Current StatusOver 44 million waste tires

generated/year¾ diverted, remaining 11 million landfilled

– Diversion rate climbing– More diverse array of end-uses

More rigorous enforcement– Fewer facilities out of compliance– Fewer large illegal piles being found

31

Background

Authorization– PRC 42846 allows CIWMB to perform cleanup and remedial

work to protect public health and safety at waste tire sites where responsible parties failed to take appropriate action.

Programs– Short-Term Remediation Projects– Local Government Waste Tire Cleanup– Local Government Waste Tire Amnesty Event Grant

Program– Emergency Reserve Account– Farm and Ranch Solid Waste Cleanup & Abatement Grant

Program Goal

– To abate effects of waste tire illegal dumping.
