Best. Ride. EVer! 2016 FINAL REPORT EXECUTIVE SUMMARY Best.Ride.EVer! 2016 provided consumers with the opportunity to get behind the wheel of seventeen different plug-in electric vehicles and four different fuel cell vehicles at ten different venues across the state, including two international auto shows, over fourteen days. The campaign had participation from numerous PEVC members including most of its automotive OEMs, the major utilities, and CSE. Over 100,000 people were exposed to the campaign message with over 1,800 pre- and post-surveys, and over 1,500 test drives completed. Over 1,000 additional surveys were collected at the auto shows. Survey results indicate that while 80% of respondents had a very or somewhat positive perception of EVs before a test drive, this increased to 95% after a test drive. In a follow-up survey 3 months after each event, 83% of respondents shared their EV experience with friends and/or family, and 25% shared it with co-workers. In addition, after the event, 63% of respondents looked at EVs online, 22% visited an EV dealer, 34% talked to an EV owner, and 9% of respondents purchased or leased a PEV. The decrease in purchasers/lessees from the previous year is attributable to a couple of factors such as the fact that many EV purchasers are waiting for the new EV models, including the Tesla Model 3 and the Chevy Bolt. In addition, as the follow-up survey indicates, many people continue to wait for the cost of an EV to decrease and the range to increase. Four Amazon gift cards will be awarded in a drawing for follow-up survey participants. PROJECT GOALS The Best.Ride.EVer! 2016 campaign achieved the goal of bringing educational and experiential ride-and-drive events across California. The events were held in conjunction with local partners in geographically and economically diverse areas of the state, including areas with poor air quality. Events were held in Long Beach, Oakland, Sacramento, Petaluma (Sonoma County), Chula Vista (San Diego area), Bakersfield (San Joaquin Valley), and San Francisco. In addition, the BRE survey was conducted with participants in EV ride-and-drives at the Sacramento and San Francisco International Auto Shows. The ride-and-drives (R&D) were part of existing local events including an electric formula race car event, earth day festivals, National Drive Electric Week, state and local fairs, and other community events. Partners included city and county governments and agencies, local PEV organizations, utilities, community organizations, EV-related businesses, nonprofits, PEV OEMs and dealers, and others. The campaign materials, including logo banners and flags, were transported to and set up at each event. Event workers, including those at the auto shows, wore BRE t-shirts and hats. The contract was completed on budget and within the contracted timeframe. RIDE-AND-DRIVE EVENTS Charge Across Town (CAT) successfully executed all events, managing onsite staff, logistics, and partner coordination. available, funding, marketing efforts, and other information can be found in the attached Addendums A1-A10. Photos from each event are also included. Formula-e: The FIA Formula-e Long Beach ePrix race attracted 20-25,000 attendees, including PEVC representatives. The BRE ride-and-drive was set up as part of the e-Village where attendees could learn about EV related products and organizations. Participants were an eager crowd of EV and race enthusiasts wanting to learn about and experience EVs. All the OEMs - BMW, Nissan, and Ford - were pleased with the outcome of the event and the six EVs were out for test drives most of the time. EarthEXPO: EarthEXPO is an annual urban environmental fair in downtown Oakland with over 150 exhibits and over 2,000 attendees. The BRE ride-and-drive included five different EVs for test drives and two static EVs, which drew attention to the BRE booth and test drive offer. PG&E funded a $5 food voucher as an incentive for test drivers. The OEMS seemed pleased with the outcome of the event and those who brought static EVs generated more interest from participants. ECOS Sacramento Earth Day: Sacramento Earth Day included over 150 organizations that cultivate a healthier and more sustainable way of living and attracted more than 4,000 attendees. The BRE ride-and-drive included four different EVs. Many test drivers were attracted after visiting the dozen static EVs exhibited nearby with Sacramento EV Association members. The Sac EV Association was very helpful with event logistics and the dealers seemed pleased with the outcome of the event. Sonoma-Marin Fair: At this annual Petaluma fair, six EVs, including the campaign’s first fuel cell vehicle, were available for test drives just outside the entrance. The location near the entrance and loudspeaker announcements about the test drive made the BRE campaign visible to thousands of fair attendees. In addition, a BRE booth with a static EV inside the fairgrounds attracted hundreds of visitors. Test drivers were incentivized by a $5 food voucher and a free fair admission ticket. Dealership participants stated that they made some good contacts. California State Fair: This annual Sacramento event attracts about 50,000 on a typical Thursday with horse races. The ride-and-drive was set up in front of the race track and about 45 minutes before our event was scheduled to begin, CAT was advised that we could not do test drives due to safety concerns. As a compromise, EV rides were offered. A “rides only” format had some advantages - more people were able to experience an EV. SMUD funded a $10 food voucher for riders. We were limited to four EVs and they were used continuously throughout the event. Harborfest: Harborfest is an annual family-friendly festival on the shores of San Diego Bay that attracts 40,000. The BRE ride-and-drive was part of the “green zone” which focused on EVs and renewable energy. Seven EVs were offered for test drives and another seven were on static display. San Diego Gas & Electric funded $8 food vouchers for test drivers. Enthusiasm for test drives was very strong and many participants drove and rode in more than one EV. The City of Chula Vista and Port of San Diego were very pleased with the ride and drive event. NDEW Bakersfield: The BRE ride-and-drive offered eight EVs for test drives in conjunction with a National Drive Electric Week (NDEW) event that involved several San Joaquin Valley community partners and included other local green transportation exhibits. Test drivers received vouchers for an onsite taco truck. Local EV owners brought additional EVs for viewing. One of the participating dealers expressed their appreciation for the “no sales pressure/community event” and felt that consumer experience and education are valuable. EV Week 2016: The BRE ride-and-drive took place as part of Charge Across Town’s EV Week 2016 at Pier 27 in San Francisco. This two-day event coincided with Fleet Week and the location on the

waterfront meant that over 100,000 passed by the event. Twelve vehicles were available for test drives, including four different fuel cell cars that were very popular. EV Week included exhibits from numerous EV, charging infrastructure, solar and other clean power organizations. PG&E provided funds for an onsite taco truck with free tacos for test drivers. OEMs were pleased, stating that they had more test drives than they expected. This event had more test drives than any other non-auto show event. Sacramento International Auto Show: A SMUD branded ride-and-drive was positioned just inside the main entrance to the auto show with ten EVs available for test drives. The BRE campaign participated by conducting surveys of test drivers over the three-day event. SMUD provided tire pressure gauges and bags to those who completed the surveys (these were also available without completing the survey). BRE staff had good conversations with event participants and most drivers tested more than one EV. San Francisco International Auto Show: The BRE campaign participated in the PG&E branded test drive event at the auto show over two days. BRE’s participation was limited to conducting surveys of EV test drivers. The ride-and-drive had ten EVs available for test drives and was located just outside the main entrance to the show. Test drivers received a show admission ticket. BRE staff had many in depth conversations about EVs with auto show participants who tend to be highly engaged participants. PARTNERS Strategic partnerships provided critical resources and amplified the BRE events. To amplify events, PEVC funds were provided to partners for costs such as event sponsorships with accompanying promotional benefits, venue rental, and event production. CAT secured underwriting from utilities including PG&E, SCE, SMUD, and SDG&E, for food giveaways. Local PEV organizations worked with CAT on event promotion and logistics. CAT also worked closely with PEV OEMs and dealers in every event’s geographical area including BMW, Chevrolet, Fiat, Ford, Honda, Kia, Mercedes, Nissan, Tesla, Toyota and Volkswagen. In addition, the California Fuel Cell Partnership provided cars at some events. Working with local organizations, including local personnel in the planning and execution of events, provided access to resources and boosted local support of and participation in the events. STAFFING In addition to planning the event – from finding and reserving the venue to securing OEM/dealership participation to obtaining partners - CAT staff executed and attended every event. Execution included setting-up all event equipment, registering test drivers, conducting surveys, managing vehicles and their sales reps and the test drive course, supervising volunteers, interns and EV ambassadors, and tearing-down all event equipment. After each event, CAT prepared a comprehensive event report. MARKETING/PROMOTION The Best.Ride.EVer! campaign had a strong brand presence at all eight events with branded banners and flags as well as t-shirts and hats. At these events, PEVC educational materials were offered to attendees. At the survey-only events, those conducting surveys wore BRE t-shirts and hats. Pre-event marketing included radio advertising, media alerts, newspaper articles, flyers, e-blasts, program announcements, and newsletter articles. Radio spots appeared for EV Week in San Francisco and television crews came to the Bakersfield event and SF Auto Show. The larger events were heavily advertised through many channels and often included mention of the ride-and-drive. Paid event sponsorships at fairs and festivals included an announcement in the event program and on the event website. Posters and flyers were often posted at local businesses. The Bakersfield event was promoted as part of National Drive Electric Week. Onsite marketing included passing out flyers to encourage event attendees to visit the test drive at nearly every event and public announcements when

available. Onsite social media posts and photos were uploaded at all events. CAT targeted Facebook presence through event ads and ‘day of” event posts and event photos were put on Twitter. Targeted ads helped drive attendance to the events. SURVEY RESULTS Surveys were created to capture information about the test drivers and riders before (Pre-Survey) and after (Post-Survey) their EV ride-and-drive experience. The surveys asked primarily about EV attitudes, knowledge, and experience. The survey for 2016 was modified from the survey given in 2015 – respondents were asked which EVs they test drove and a question regarding their familiarity with charging options was added. In addition, respondents were asked about the likelihood of considering an EV as their next vehicle before the test drive, as well as after the test drive. A question concerning perception of EVs was asked before and after the test drive to measure the change in perception as a result of the test drive experience. The follow-up survey was sent three months after the event, and was used to capture EV sales and the dissemination of EV knowledge and perceptions. Survey results varied by location and can be found in Addendums C,D, and E attached to this report. Survey charts and graphs are attached as Addendum B. OBSERVATIONS AND RECOMMENDATIONS

• Future signage should include a clear reference to electric cars as many people were not sure about the event’s focus.

• The most frequent questions asked by consumers at the events relate to a comparison of EVs. It is recommended that future events include information about different EV models with a comparison of battery range, price, and other features (this type of information was provided by SMUD at their Sac Auto Show event and participants found it very helpful). Specific information distinguishing plug-in hybrid from all electric cars would be helpful since many people don’t know about the differences and may be more inclined to buy/lease a plug-in hybrid for their first electric car.

• Generally, the more EVs at an event, both in number and type, the greater the number of test drives. Increased support and participation from the PEVC OEM members would be beneficial to securing PEVs for future events.

• Offering incentives to take a test drive proved very effective. The incentives – food vouchers - provided an opportunity for utilities to promote their brand and message. (Item giveaways are most effective if they are offered exclusively for those who complete the survey).

• Pre-event marketing is critical and very effective to drive attendance. Targeted social media is inexpensive and effective.

• Event staff received many questions about utility rates and energy sources used to generate electricity. It would be helpful to have more utility participation with interactive displays about rates and energy sources, especially renewable energy.

• Many dealerships still are not totally convinced that participation in these R&D events is good for their business. The most effective way to get dealerships to local EV events is by visiting the dealerships to discuss participation and its benefits.

• Continue to host events at successful venues and with successful partners from last campaign to build on success.

• Consider capturing information about how participants heard about the event to gauge effectiveness of marketing efforts - radio broadcasts, newspaper ads, and Facebook ads.

• Onsite food trucks provide food as a test drive incentive and also provide a place where participants can gather together at the event venue and talk about experiences.

• Auto show events have participants with a strong interest in test driving cars and are more likely to be interested in buying/leasing a car in the near future – include more auto shows in future schedule. The participation at auto shows is the highest out of all of the events and requires the least effort to get attendees to test drive the cars.

• It would be effective, from both an economic and local promotion perspective, to organize event teams in different regions of the state that can participate in events nearby - bringing tent, setting up/tearing down, surveying, and manning the booth.

• Find localities with government officials who are interested in PEV adoption and have invested in PEV infrastructure.

• There are numerous events in April, around Earth Day, already planned that align with a “green” focus that could be amplified with test drives.

• Consider creating more interactive displays or infographics at events so attendees can learn more about cost savings, environmental impact of driving electric, using renewable energy to charge. Encourage OEMs and utilities to bring materials or get extra funding for these materials.

• Invite charging partners to participate at events with displays and giveaways. • College students, especially those with interest, experience, and/or knowledge of EVs make the

best event staff and can add significant value to the participant’s experience because they have the ability to answer questions and discuss EVs.

• Static EVs draw attention to the event exhibit area and increase test drive participants. • Events during the hot summer months, and locations attracting families, tend to have lower test

drive participation. • When participants ride in the vehicle, instead of driving, the sales representatives reported that

they are better able to show the participant the capabilities of the car and also had better conversations about the car and its features.

• Safety concerns should be carefully evaluated with every location. If alcohol is served, a Breathalyzer should be used.

• Investing more funds in fewer higher profile events could provide higher participation rates. • Emphasize in campaign that choosing to drive electric is a way individuals can make a

difference. • Ask more questions about the likelihood of buying/leasing electric on a scale from 0-100,

buying/leasing gas-powered on same scale, and buying/leasing in the next 3 months, year or longer.

• Buying or leasing a new car is a big decision and not done on a frequent or impulsive basis. If the follow-up survey extended beyond 3 months, it is likely that more EV purchases/leases would be captured.

• Event participants indicated that new EV models keep coming on the market, prices are getting lower, and ranges are getting longer, so they might as well wait before making a purchase/lease decision. Many participants stated that they are waiting for the Tesla Model 3 or Chevy Bolt.

State Agency garages should NOT be included in EV App Maps. These charging stations are locked away and arenot actually accessible to the general public or on weekends.

Cal State Fair I love the EVs, but with the amount of miles that I normally drive per trip, I would be spending more time finding a place to chargeCal State Fair I've never considered buying an EV before because I admit I kind of didn't think of it as a real car. Participating in the test drive changed my opinion and also gave me better information about what they're capable of. If I were in the market for a new car, being easily accessible for purchase would be a factor in purchasing one. Harborfest Loved the BMW

Bakersfield An 85 kWh/ 250 mile range is a requirement, or access to an EP Tender genset trailer for the out-of-town trips. Also, a 4-door full sized sudan in the $25,000 to $35,000 range.

Bakersfield I have reservered a Tesla Model 3 but not certain I will buy one. I will be following other EV manufacturers to make an informed decision once the Model 3 is available.

Bakersfield This event was the deciding factor in leasing the EVBakersfield I could easy see owning an EV and a gas fueled vehicle in the next three to five years. I would

use the EV for driving around town and the gas fueled vehicle fro traveling out of town.

SF - EV Week Have already placed deposit for Tesla M3. The test drive of the Honda Clarity and Toyota Mirahydrogen fuel cell cars confirmed my belief that EV was the way to go. No regrets.
