We developed our strategic plan in the fall 2006. The implementation process has included regular discussion of goals and
progress made towards them at weekly faculty meetings. We have made substantial progress towards all of our goals as
described below.
1. Further develop remediation and advising strategies for students’ success. Progress: The faculty and clinical staff continue
to proactively contact and advise all students at risk of not meeting learning outcomes or graduation requirements per our new
department advising procedures. The department continues to implement the new evaluation of clinical competencies process
for classified graduate students. All students in clinical practicum experiences are evaluated and also advised by their
supervisors.
2. Explore and develop ways to respond to the shortages of SLP’s in California while maintaining a high quality academic and
clinical training program. Progress: During these critical budget times in California, the principle goal has been maintaining
current graduate program size along with maintaining high quality academic and clinical training program. At present we have
been successful with both goals.
3. Continue to survey alumni, employers and community partners to evaluate the effectiveness of our academic and clinical
training program. Progress: We have increased our survey cycle to every 3 years to prevent saturation of our alumni,
employers and community. We will be posting surveys of alumni in late spring and summer 2010 and evaluating this data in fall

4. Increase Alumni outreach and alumni activities to strengthen the community of speech-pathologists and audiologists in our
region. Progress: We have continued to make very good progress with this goal despite the very challenging budget times in
California. In Spring 2009, our NSSHLA group hosted their 5th annual conference with strong alumni and community
attendance. In Fall 2009, the department hosted the 1st annual Sacramento State Homecoming Tailgate party as well as
Children's Art Supply Drive benefiting the Sacramento Food Bank & Family Services’ Youth Academy
(http://www.hhs.csus.edu/spa/happenin.html). These events have encouraged active alumni, community, student and faculty
interaction.
5. Increase staff salary support to increase retention of staff and continuity of services and support to faculty and students.
Progress: This has been a very challenging budget year and all staff and faculty have agreed to furloughs. Despite these
challenges, we have retained all out staff.
6. Pursue increases in full-time track Ph.D. positions within the department. Progress: We hired a new full-time tenure track
ABD faculty member, Mr. Robert Pieretti. He started in Fall 2009. Mr. Pieretti’s plans to complete his Ph.D in Fall 2010. His
teaching and research interests are in the areas of child language, literacy and phonology. We did not fill the Ph.D. audiology
or speech pathology position in 2009 with expertise in speech and hearing sciences, aural rehabilitation and cochlear implants.
This search is currently frozen due to severe CSU system budget constraints. We currently have a total of 6 FTE Ph.D. faculty
in our department.
As we continue to progress towards these goals, we will evaluate effectiveness of these actions through future faculty retreat
strategic planning discussions as well as responses to survey questions and evaluation data.

In response to advisory board requests as well as student evaluations and alumni and employer surveys, we made several
changes to our undergraduate and graduate curriculum which were approved last spring 2008 and began this Fall 2008. Overall
total of units required for the Bachelor’s and Master’s degree did not change and these changes are not reflected in the
appendices since those documents represent the 2007-2008 academic year.
In the undergraduate program, we reduced the number of units in our SPHP 126 clinical phonology course to 3 units with a
reduction of articulation practice activities to be moved to the graduate level program. We combined our 2 unit SPHP 137
Central Auditory Processing Disorders (CAP) course and our SPHP 133 Aural Rehabilitation Course into one 3 unit overall Aural
Rehabilitation course to include a reduced amount of CAP while maintaining a focus on Aural Rehabilitation and cochlear
implants. Finally, we added a 2 unit SPHP 142 course in Autism Spectrum Disorders.
In the graduate program, we increased the units of SPHP 227 Dysphagia to include a more significant focus on medical settings
and provide practical application practice of clinical bedside swallowing assessment as requested by several years of student
evaluations. We eliminated the 1 unit SPHP 224 course Technology for Speech-Language Pathologists since the technological
expertise of students had sufficiently increased to allow much of the material to be incorporated into methodology and clinical
practicum courses as well as within the AAC portion of SPHP 218 Motor Speech Disorders and AAC course. Finally, we
adjusted the title and course description of the SPHP 250 Internship seminar to focus on internships in the schools only with
increased opportunities to practice articulation therapy approaches as requested by our advisory board.

Our clinical training involves multiple levels of experience over 4-5 semesters. The first 3 semesters of clinical training students
see clients in our on campus clinic. Each semester, students see clients with different types of disorders/concerns and of
different age groups per the sequence below. This sequence is designed to introduce students to clients with less complex
disorders initially and more complex issues and environments in later semesters. Our department requires students to have a
minimum of 50 adult contact hours of which 5 must be evaluation hours within their total clinical practicum hours.
Semester 1
Speech 1 clinic: one child articulation client and one adult accent client
Language 1 clinic: one central auditory processing client adult or child and one hearing impaired client adult or child.
Semester 2
Speech 2 Clinic: one voice client adult or child and one fluency client adult or child

The faculty and clinical staff have continued the advising policy to proactively contact and advise all students at risk of not
meeting learning outcomes or graduation requirements. The clinic coordinator continues to meet with all on-campus
supervisors to discussion effective remediation strategies for students in clinical practicum as well as effective methods for
assessing clinical competencies. The faculty members also continue to have a permanent agenda item for all weekly faculty
meetings to include time to discuss remediation plans for any at risk students.
Also beginning in the Fall 2008 students are being evaluated in clinical practicum mid-semester and at the end of the semester
using a more extensive Clinical Competency form. Students are provided with the clinical competency evaluations before they
begin their clinical experiences. Supervisors use this form to provide feedback to student’s regarding progress in developing
clinical competence across clinics. Students are scored on a 6 point scale with 1 = maximum assistance needed, 2 =
moderate maximum assistance needed, 3 = moderate assistance needed, 4 = minimum-moderate assistance needed, 5 =
minimum assistance needed and 6 = independent. These evaluations increase in expectations and difficulty as the students
advance in clinical practicum experiences so at each level, students are expected to achieve minimum assistance to
independent level to be considered competent and pass the clinic with a B- or above.

In her meetings with clinical supervisors, our clinic director developed new clinical competency evaluations for all clinical
practicum experiences. This Fall 2008 semester we have implemented a new clinical competency evaluation form for all
clinical practicum experiences. This form will allow us to evaluate student learning across a variety of clinical behaviors and is
also being used for improving student feedback on their clinical effectiveness.
Describe the process and activities employed by the program to provide and document regular feedback to students
regarding their progress in achieving the expected knowledge and skills in all academic and clinical (including all
off-site experiences) components of the program.
Students meet regularly with the graduate coordinator and the clinic director to review their academic and clinical progress and
course plan. All students are given an advising manual which specifies the course plan for the degree. All syllabi for courses
specify the KASA standard met by successfully meeting the learning outcomes for that course. Faculty advisors and the
department chair develop remediation plans for any student at risk of not meeting the knowledge and skills components.
During all clinical practicum experiences, students receive feedback from supervisors after each clinical session and they meet
with students weekly to discuss progress and concerns. Students also have a methods course associated with each of their
clinical practicum providing them 2 more hours per week to meet with fellow students and a clinical instructor to discuss clinical
methods and procedures. Students are provided with the clinical competency evaluations before they begin their clinical
experiences. Supervisors use this form to provide feedback to student’s regarding progress in developing clinical competence
across clinics. Students will be scored on a 6 point scale with 1 = maximum assistance needed, 2 = moderate maximum

The University Catalog and the department advising manual states that all graduate students must maintain a 3.0 in the
graduate program and have no grade below a C in a non-clinical course and no grade below a B- in a clinical course. Faculty
members regularly announce in classes that students at risk of not passing a course with these grades are required to meet the
faculty member for immediate advising. The faculty discuss at risk students at weekly faculty meetings and develop strategies
for remediation to be implemented by the department chair or designated faculty advisor.
Our new clinical competency evaluation forms allow for more direct feedback of specific clinical behaviors and skills and permit
students to make improvements during each semester with targeted remediation plans developed with their clinical supervisors.
These forms also provide specific feedback regarding clinical behaviors and skills which may need improvement if a student
must repeat a clinical experience to reach criterion.

We have increased our survey cycle to every 3 years to prevent saturation of our alumni, employers and community. We will be

We are developing assessment processes that evaluate mid semester clinical competencies as indicators of curriculum. As a

In response to advisory board requests as well as student evaluations and alumni and employer surveys, we
made several changes to our undergraduate and graduate curriculum which were approved last spring 2008 and
began this Fall 2008. Overall total of units required for the Bachelor’s and Master’s degree did not change.
In the undergraduate program, we reduced the number of units in our SPHP 126 clinical phonology course to 3
units with a reduction of articulation practice activities to be moved to the graduate level program. We
combined our 2 unit SPHP 137 Central Auditory Processing Disorders (CAP) course and our SPHP 133 Aural
Rehabilitation Course into one 3 unit overall Aural Rehabilitation course to include a reduced amount of CAP
while maintaining a focus on Aural Rehabilitation and cochlear implants. Finally, we added a 2 unit SPHP 142
course in Autism Spectrum Disorders.
In the graduate program, we increased the units of SPHP 227 Dysphagia to include a more significant focus on
medical settings and provide practical application practice of clinical bedside swallowing assessment as
requested by several years of student evaluations. We eliminated the 1 unit SPHP 224 course Technology for
Speech-Language Pathologists since the technological expertise of students had sufficiently increased to allow
much of the material to be incorporated into methodology and clinical practicum courses as well as within the
AAC portion of SPHP 218 Motor Speech Disorders and AAC course. Finally, we adjusted the title and course
description of the SPHP 250 Internship seminar to focus on internships in the schools only with increased
opportunities to practice articulation therapy approaches as requested by our advisory board.
Example #2 : Alumni surveys indicate that our program strengths are faculty responsiveness to students, advising, and level
of preparation of courses for clinical practicum experiences. Employer surveys indicated our specific strengths
were in Articulation/Phonology Assessment, Articulation/Phonology Therapy, Fluency Therapy, Child Language
Therapy (including literacy) and Ethical Practice. Alumni surveys indicate that alums felt all areas were
satisfied to very satisfied. A relative area of improvement indicated by an almost neutral average response was
how well the curriculum provided research skills needed for clinical practice. In response to this, we have
included effective use of evidence based practice in our new clinical competency evaluation forms for students.
Employer surveys indicated an area for improvement is AAC assessment and therapy. We are examining
ways to continue to improve our program effectiveness in preparing students in AAC assessment and therapy.
We have recently expanded the role of a part-time faculty member who actively specializes in AAC work in the
educational environment. She will now teach the academic and methods courses for AAC. We will compare
upcoming surveys to determine if this strategy improves our program effectiveness in this area.

Evidence/Rationale:
The figures given for 2006-2007 Program Completion rates on the web page do not match with those given inthe annual report. For example, on page 31 of the annual report, 20 students are reported as completing ontime and another 5 for completing later. On the web page, 17 are listed as completing on time, 6 later, and 1non-completer.

In the next annual report, please align both sets of figures.

Evidence/Rationale:
In the annual report it is stated that Mr. Pieretti was hired as an assistant professor in the fall of 2009 with aJune 2011 dissertation completion target (pg 10). However on pg 11 of the annual report, it lists that theprogram completion date for Mr. Pieretti as fall 2010. The remaining opening for a Ph.D audiology/speechpathology with expertise in speech and hearing sciences, aural rehabilitation and cochlear implants was notfilled. The search was frozen due to severe CSU system budget constraints. In addition to the position openingsand recent hire, there were no numbers provided for undergradrduate enrollments (page 14).
While examining the Faculty Summary, Course Summary, and Individual Faculty Detail reports, the formula usedfor calculating FTE in teaching was unclear. For example, Dr. Boles teaches 7 credits in one year and is assigned.10 FTE for teaching while Dr. Goldswrothy also teaches 7, but received .27 FTE for teaching in Dr. RosenberryMcKibbin’s case, she teaches 5 credits for .17 FTE.
Steps to be Taken:
In the next annual report, please provide an update on Mr. Pieretti’s progress toward the terminal degree aswell as provide updated information on the other position. Also include the number of students in theundergraduate major and a description of the formula used to calculate FTE in teaching.

The program reported having to rely more on clinical funding resources to offset reductions in operating budget
due to the university’s budget constraints. The program is encouraged to use caution with this policy as it may
have an impact on clinical resources in the immediate future.

needs and update the Council on the budget status.

Corn ments/Observations:
Several actions taken by the program with institution support are positive in light of the financial climate at
many universities. Some of these actions are described below.
In response to advisory board requests as well as student evaluations and alumni and employer surveys, the
annual report described several changes to the undergraduate and graduate curriculum. These changes
addressed the content areas of autism, tehncology, and dysphagia. In addition, the program has indicated a
desire to increase clinical practice and incorporate more AAC into the curriculum. The program is to be
commended for utilizing program evaluation data to guide meaningful changes in student training.
The program also developed a new supervisor handbook for all hospital and private practice placements and
revised the school handbook. All off-campus supervisors are required to sign an agreement which states ASHA
supervision requirements and department policies. This is an effective way to ensure training and hopefully,
level of supervision in on-campus sites.

As a recognized accrediting agency, the CAA has evaluated the program regarding its performance with respectto student achievement and provides the following report, as required by the US Secretary of Education [34 CFR602.1 7(f)(2)].

COMPLIANtE EXPECtATIONS
CAA’s recognition by the United States Department of Education (ED) requires that, if an accrediting agency’s
review of a program under any standard indicates that the program is not in compliance with that standard, the
agency must require the program to take appropriate action to bring itself into compliance with the agency’s
standards within a time period that must not exceed two years. [34 CFR 602.20(a)(2)(iii)] If, after review of a
reaccreditation application or an Annual Report, the program remains out of compliance with any standard and
sufficient progress toward compliance has not been demonstrated, CAA may act to place the program on
probation in accordance with the policy and procedures outlined in the Accreditation Manual on the CAA Web
site. If the program does not bring itself into compliance within the specified period, the accrediting agency
must take immediate adverse action. If the program continues to remain out of compliance with any standard at
the end of the specified period, CAA will withdraw accreditation, unless the CAA judges the program to be
making a good faith effort to come into compliance with the standards criteria. In such case the CAA may, for
good cause, extend the period for achieving compliance and may determine to continue the accreditation cycle
and to monitor the programs progress. CAA defines a “good faith effort” as 1) an appropriate plan for achieving
compliance within a reasonable time frame, 2) a detailed timeline for completion of the plan, 3) evidence that
the plan has been implemented according to the established timeline, and 4) reasonable assurance that the
program can and will achieve compliance as stated in the plan.
PUBLIC DISCLOSURE OF THIS DECISION AND ACCREDITATION STATUS BY THE PROGRAM AND INSTITUTION
The US Department of Education recognition requires all recognized accrediting agencies to provide for the
public correction of incorrect or misleading information an accredited or preaccredited institution or program
releases about accreditation or preaccreditation status, contents of reports of on-site reviews, and accrediting
or preaccrediting actions with respect to the institution or program. [34 CFR 602.23(d) and 602.23(e)] The
institution and program must make accurate public disclosure of the accreditation or preaccreditation status
awarded to the program. If the institution or program chooses to disclose any additional information within the
scope of the ED rule, such disclosure also must be accurate. Any public disclosure of information within the
scope of the rule must include the CAA’s name, address, and telephone number as described in the
Accreditation Manual located on the CAA Web site. If an institution or program misrepresents or distorts any
action by the CAA with respect to any aspect of the accreditation process, its accreditation status, the contents
of the site visit report, or final CAA accreditation actions or decisions, the CAA will notify the chief executive
officer of the institution and the program director, informing them that corrective action must be taken. If
corrective action is not taken, the CAA will release a public statement that provides correct information and may
invoke other sanctions as may be appropriate. If the Accreditation unit discovers that an institution or program
has released incorrect or misleading information within the scope of the ED rule, then it, acting on behalf of
CAA, will make public correction, and it reserves the right to disclose this Accreditation Action Report in its
entirety for that purpose.
