Harrelson pointed out that the Commission had jurisdiction to resolve hot cut issues, was not preempted by USTA II or the Federal Communications Commission’s Triennial Review Order Remand Notice of Proposed Rulemaking, and that the proposed decision did not reach beyond the scope of the Commission’s authority.
