This r e p o r t p r e s e n t s t h e f i n d i n g s of a survey of t h e primary wood p r o c e s s i n g i n d u s t r y i n C a l i f o r n i a , 1976. Data were ob ta ined o n l o g consumption and m i l l c h a r a c t e r i s t i c s of t h e lumber; veneer and plywood; pu lp and board; shake and s h i n g l e ; p o s t , p o l e , and p i l i n g ; and expor t i n d u s t r i e s .
The 200 m i l l s t h a t comprised C a l i f o r n i a ' s f o r e s t i n d u s t r y i n 1976 consumed 4 ,687,813,000 board f e e t of l o g s and c r e a t e d 7 ,296,536 t o n s of m i l l r e s i d u e . The lumber and veneer and plywood i n d u s t r i e s accounted f o r over 97 pe rcen t of t h e wood consumed and 99 pe rcen t of t h e r e s i d u e s produced.

I n 1 9 7 6 , t h e i n d u s t r y employed a n a v e r a g e o f 9 6 , 5 0 0 p e o p l e , w i t h a n a n n u a l p a y r o l l o f o v e r $1 b i l l i o n . ? / T h e s e f i g u r e s are t o t a l employment a n d p a y r o l l f i g u r e s , i n c l u d i n g b o t h p r i m a r y and s e c o n d a r y wood a n d p a p e r p r o c e s s i n g and m a n u f a c t u r e . The i n d u s t r y ' s c o n t r i b u t i o n e x t e n d s beyond t h i s i n t h e f o r m o f payments o f S t a t e and l o c a l t a x e s , a n d p u r c h a s e o f l a b o r , s e r v i c e s , and m a t e r i a l s t h a t g e n e r a t e income t h r o u g h o u t t h e economy. The c o a s t a l r e g i o n c o n s i s t s o f t h e c o u n t i e s w e s t o f t h e crest o f t h e C o a s t R a n g e s , f rom Monte rey Coun ty t o t h e Oregon b o r d e r . T h i s r e g i o n c o n t a i n s a l l o f t h e c o a s t a l redwood f o r e s t s , a s w e l l a s e x t e n s i v e s t a n d s o f D o u g l a s - f i r . W i t h i n t h i s r e g i o n a r e two r e s o u r c e a r e a s , d e f i n e d by t h e n a t u r e o f t h e i r t i m b e r r e s o u r c e a n d t i m b e r t r a d i n g p a t t e r n s . HUMBOLDT COUNTY STILL FIRST I N SIZE OF FOREST INDUSTRY
Among t h e s i x r e s o u r c e a r e a s i n t h e S t a t e , t h e n o r t h c o a s t main- t a i n e d i ts l e a d w i t h 82 m i l l s , 4 1 p e r c e n t o f t h e t o t a l , and 4 1 p e r c e n t o f t h e t o t a l roundwood consumption ( 1 , 9 2 5 m i l l i o n b o a r d f e e t ) i n 1976. A s i n t h e p a s t , Humboldt County l e d a l l c o u n t i e s i n roundwood consump- t i o n w i t h 1 , 1 6 5 m i l l i o n boa rd f e e t , 25 p e r c e n t o f t h e S t a t e ' s t o t a l . Over 2 3 p e r c e n t o f a l l o p e r a t i n g m i l l s a r e i n t h e coun ty . The seven v e n e e r and plywood m i l l s a ccoun t f o r 36 p e r c e n t o f t h e S t a t e ' s c a p a c i t y . Humboldt County a l s o h a s o n e - q u a r t e r o f t h e s awmi l l c a p a c i t y , n e a r l y h a l f o f t h e S t a t e ' s p u l p c a p a c i t y and abou t 1 5 p e r c e n t o f t h e boa rd c a p a c i t y . I n a d d i t i o n , t h e major p o r t i o n o f t h e S t a t e ' s l o g e x p o r t s go t h r o u g h t h e P o r t o f Eureka i n Humboldt County.
SAWMILLS CONTINUE AS LARGEST SEGMENT OF INDUSTRY
The o p e r a t i o n o f s a w m i l l s c o n t i n u e s t o b e t h e major a c t i v i t y of t h e f o r e s t i n d u s t r y i n C a l i f o r n i a . Although t h e number o f s a w m i l l s i n t h e S t a t e h a s d e c r e a s e d s i n c e 1972 , t h e lumber i n d u s t r y s t i l l accoun t ed f o r 86 p e r c e n t o f t h e roundwood consumption i n 1976. The 142 o p e r a t i n g s a w m i l l s p r o c e s s e d 4 , 0 3 5 m i l l i o n b o a r d f e e t o f l o g s i n 1976 , p roduc ing n e a r l y 5 . 2 b i l l i o n b o a r d f e e t o f lumber .
The plywood i n d u s t r y r a n k s second i n t e r m s o f number o f m i l l s and a l s o i n roundwood consumpt ion . The sawmil l and plywood i n d u s t r i e s a ccoun t f o r a lmos t 98 p e r c e n t o f t h e roundwood consumption i n t h e S t a t e .
TREND TOWARD FEWER BUT LARGER SAWMILLS CONTINUES
From a h i g h o f a p p r o x i m a t e l y 1 , 0 0 0 s a w m i l l s i n 1948 , t h e t r e n d i n t h e i n d u s t r y h a s been toward f ewer b u t l a r g e r m i l l s . T h i s t r e n d h a s been a f f e c t e d by i n c r e a s e d c o m p e t i t i o n f o r t i m b e r and e f f i c i e n c i e s o f s c a l e w i t h i n t h e i n d u s t r y . I n t h e f o l l o w i n g t a b u l a t i o n , t h e number o f m i l l s i n e a c h o f t h e consumption classes h a s d e c l i n e d ; b u t t h e m i l l s i n t h e two u p p e r c l a s s e s have i n c r e a s e d from 9 p e r c e n t o f t h e t o t a l i n 1956 t o 4 9 p e r c e n t i n 1976. I n 1976 , t h e f o r e s t i n d u s t r y u sed 1 , 4 2 3 m i l l i o n b o a r d f e e t of young-growth l o g s , 30 p e r c e n t of t h e t o t a l roundwood consumption. The t r e n d toward g r e a t e r u s e o f young-growth l o g s w i l l c o n t i n u e t h roughou t t h e S t a t e a s t h e o ld-growth t i m b e r i s removed.
The f o r e s t i n d u s t r y i n t h e a r e a from Monterey County n o r t h t h rough Mendocino County u s e s young-growth l o g s a s a major s h a r e o f t h e i r s u p p l y . I n 1976 , t h e s a w m i l l s i n t h i s a r e a consumed 350 m i l l i o n boa rd f e e t o f young-growth l o g s , 6 8 p e r c e n t of t h e i n d u s t r y ' s t o t a l consump- t i o n . Seven ty p e r c e n t of t h e l o g s consumed by t h e e x p o r t i n d u s t r y were young-growth l o g s ; o v e r 90 p e r c e n t o f t h e l o g s consumed by t h e p o s t , p o l e , and p i l i n g i n d u s t r y were young growth . The plywood i n d u s t r y produced 570 ,000 t o n s o f wood r e s i d u e i n 1976. Nea r ly 359 ,000 t o n s , 6 3 p e r c e n t , was s e n t t o t h e p u l p and b o a r d i n d u s t r y o r was e x p o r t e d . T h i s was 141 ,000 t o n s less t h a n i n 1972. About 2 1 p e r c e n t , 121 ,000 t o n s , was u s e d a s f u e l and 72 ,000 t o n s f o r m i s c e l l a n e o u s p u r p o s e s , i n c l u d i n g lumber manu fac tu r e from c o r e s . The 97 p e r c e n t t o t a l u s a g e was a s l i g h t i n c r e a s e from t h e 95 p e r c e n t u sed i n 1972 . Of t h e 176 ,000 t o n s o f b a r k r e s i d u e produced by t h e plywood i n d u s t r y , n e a r l y 50 p e r c e n t was u sed a s f u e l and 16 p e r c e n t was u s e d f o r o t h e r m i s c e l l a n e o u s p u r p o s e s .
The p h y s i c a l c h a r a c t e r i s t i c s of t h e plywood i n d u s t r y might p o s s i b l y e x p l a i n t h i s r e l a t i v e l y h i g h u s a g e o f m i l l r e s i d u e s . Three f a c t o r s s t a n d o u t : ( 1 ) t h e v e n e e r and plywood m i l l s a r e c o n c e n t r a t e d i n t h e same a r e a s a s a r e p u l p m i l l s and b o a r d m i l l s , major u s e r s o f t h e m i l l r e s i d u e s ; ( 2 ) many of t h e v e n e e r and plywood m i l l s t e n d t o b e l a r g e r o p e r a t i o n s t h a n t h o s e of t h e o t h e r i n d u s t r i e s , t h u s h a v i n g r e s i d u e i n more economic packages , and ( 3 ) many o f t h e p l a n t s a r e p a r t of a l a r g e r , d i v e r s i f i e d m i l l i n g complex, t h e r e b y c r e a t i n g b e t t e r a c c e s s t o r e s i d u e marke t s .
