Public, Education and Government Access Oversight Board (PEGAOB)

The Albany Common Council is seeking applications from qualified residents of the City of Albany for the

following position:

Title of Position:

Member: Public, Education and o!ernment Access "!ersight #oard $PEA"#%& ' Common Council

openings: one for a term ending ()*)*(& and one for a term ending ()*)*+

Members appointed by the Common Council shall be residents of the City of Albany and possess

knowledge and interest in promoting public access cable tele!ision in the City of Albany -n making such

appointments the Common Council shall endea!or to reflect the di!ersity of the City of Albany

Additional members of the #oard include two appointees of the Mayor and one representati!e of each of 

the following: Albany .chool /istrict& College of .t 0ose& 1ew .chool of 0adio and Tele!ision& Capitali2eAlbany Corporation& and Albany Public 3ibrary

Term of Appointment:

Members are appointed for a three $4% year term e5cept where appointments are to fill a !acancy in an

une5pired term

Position esponsibilities!"uties:

The City of Albany has entered into a 6ranchise Agreement with Time 7arner Cable to pro!ide accesschannels designated for non8commercial public, educational and go!ernmental use $otherwise known as

9PE access% and funding for equipment for PE access programming -n addition, the City has also

entered into 9Memorandums of Agreement with !arious stakeholders for purposes of implementing PE

access The PEA"# was established by the Common Council to o!ersee implementation of PE access,the cable tele!ision public access facility)studio in the City of Albany and to promote public awareness of 

 public access in the City

.pecifically, the #oard:

  

Assists in the de!elopment of public, education and go!ernment access tele!ision in the Cityincluding by promoting the use of the public studio to citi2ens and groups throughout the City&

  "!ersees the cable tele!ision public access facility)studio and assists the Public Access Co8

ordinator, whom shall be responsible for the day to day operation of the public access facil8ity)studio&

  0e!iews memorandums of agreement between the city and rele!ant entities to assure im8

 plementation of PE access

  Makes recommendations on the success of the programs in Phase - of PE funding and based

upon said findings makes recommendations for e5penditures of Phase -- funding

Members of the #oard ser!e without compensation The #oard is e5pected to meet no less than quar8terly

for the purpose of conducting any business necessary to its operation, and may meet at such addi8tionaltimes and places as deemed necessary by its members, or on the call of the Chairperson $during Phase -

implementation of PE access it is anticipated that the #oard shall meet on an at least monthly basis% Allmeetings of the #oard are considered public meetings under the 9"pen Meetings 3aw and shall pro!ide a

reasonable opportunity for public comment in accordance with rules and guidelines adopted by the #oard

The #oard is also required to prepare an informational pamphlet on, and regu8larly publici2e, its mission

and purpose and annually report to the Common Council regarding its ac8ti!ities and performance,including recommendations, if any, to the Mayor and the Common Council
