1 Purpose of the document This document called "Specification for a tender call regarding the L’Atalante R/V Oceanographic crane" aims at describing all those functionalities and constraints involved in the design, building, supply, installation and trials of an oceanographic crane used on R/V L’Atalante, one of the oceanographic research vessels owned by Ifremer.

2 Introducing of requirements

2.1 General

The main objective is to replace the actual crane of main deck L’Atalante R/V by a knuckle crane « marine » type designed to launch and recover onboard systems. It will be implemented on the stern working deck, on port side. The crane will be used at quay side or at sea for general handling operations with appropriate kinematics (Appendix 1). Special attention shall be paid to equipment robustness and reliability.

2.2 Scope of supply

Manufacturer shall supply Ifremer with the following items:

one completed knuckle crane “marine” as defined in paragraph 4, controlling and handling devices, monitoring and safety devices, devices to link crane to the structure of the vessel, a batch of spare parts, in option, a set of specific tools if necessary, an updated technical file, in English, including drawings, spare part list with references to

the drawing, computing notes, operator manual and maintenance instructions and certifications.

Anything in this specification that is not expressly stated as being Ifremer supplying and which is specific and required for using the crane shall be supplied by Manufacturer. All those equipment shall be powered using onboard electrical supply to ensure their good operating state.

2.3 Description of the environment

Crane can be operated by 5° ship static list. The crane will be used in marine conditions (continuous service) with following considerations:

Summer conditions are seawater at 32 °C, air at 35°C and maximum hygrometry of 90%. Winter conditions are sea water at -2°C, air at -15°C.

3 Design and building requirements

3.1 General considerations

3.1.1 Painting and protection

The painting shall be based on International specification or equivalent:

1 coat of 75µ of ETHYL SILICATE DE ZINC 1 coat of 60µ of EPOXY SEALER 2 coats of 100µ (each) EPOXY ANTICORROSION 1 coat of 50µ POLYURETHANE FINITION 1 coat of 50µ INTERTHANE 990

The utmost care shall be provided to prepare surfaces and apply coats of protective paint. The Manufacturer shall detail to Ifremer its painting marine standard and it shall be compliant with Ifremer standard. All eyes plates for rigging as well as various support and electrical cabling protection pipes are to be welded before sandblasting. Articulations are to be so arranged that no corrosion appears.

3.1.2 Electrical interfaces

Electrical equipment and hardware shall have at least the following safety degree:

IP56 in wet rooms, IP67 on weather decks.

Electrical motors shall have at least IP56 safety degree, insulation class F and acceptable overheating 80°C.

3.1.3 Hydraulic system

The cleaning of hydraulic pipes will be conformed to cleaness grade 6 according to SAE AS 4059. Hydraulic outlets will be type:

quick coupler STAÜBLI type CBX or SPX, screw union STAÜBLI type will be defined.

In order to protect the staff, contact with surfaces which have a temperature higher to 55°C will be not possible. A system of oil preheat will be supplied if necessary, as well as cooling system for summer periods. All hydraulic piping system shall be uncoupled and STAUFF mounted. Hydraulic fittings shall be well protected against corrosion.

3.2 Dimension and structure requirements

3.2.1 Structure requirements

During studies, Manufacturer shall inform Ifremer of loads transmitted to the main structure and shall detail mechanical interface with the vessel using detailed drawings.

3.2.2 Weight requirements

Weight requirements are key criteria due to constraints imposed by on board installation. Manufacturer shall make efforts to design a crane as light as possible. The manufacturer shall design a crane as light as possible (target weight is 35 T maximum).

3.2.3 Load curve

During studies, Manufacturer shall give to Ifremer the load curve in accordance with functions defined in paragraph 4.

3.3 Interfaces

Manufacturer shall build a coordination plan stating all interfaces and their specifications.

3.3.1 Mechanical interfaces

Crane will be fixed on the deck D, centred on the existing pedestral (see appendix 3). Manufacturer shall define appropriate mechanical interface and give to Ifremer loads which are transmitted to the deck following use cases. Above deck D, diameter of pedestral shall be 2000 mm maximum. This dimension is a key criteria of requirements. Modifications of pedestral between deck C and deck D are not included in the scope of supply.

3.3.2 Electrical interfaces, high currents

The electrical power source onboard the vessel has the following characteristics (impedance earthed system with isolated neutral and not distributed): 380 V, 50 Hz, 150 kW available.

Power needs requirements are key criteria due to constraints imposed by on board installation. Manufacturer shall make efforts to design a crane which its necessary power is as near as possible at 150 kW. Manufacturer will precise if he needs more power to respect main crane functions (§4).

3.3.3 Electrical interfaces, low currents

Cables required for scientific data and crane control networks are internal to the crane's system and don't require any specific interfaces. The electro-magnetic influence shall be minimum.

4 Supply description

4.1 Main functional of crane

The knuckle crane will be used at quay or at sea for general handling operations with appropriate kinematics (Appendix 1). It will integrate a cabin with all necessary functionalities for safe and comfortable control and will be equipped with two hoisting winches, named Main winch and Auxiliary winch. The system shall be dimensioned and approved for operations at quay and at sea. It will receive BV ALP and ALM marks (following duty category III of NR526 DT R01 E) or DNV equivalence. The crane will be designed for continuous services in the defined range set up for the deployment of systems at sea state 6. The technical performances of the crane and its winches should be defined in followed paragraphs.

4.1.1 Crane and winches

Lifting capacity - main winch:

13 T at 11 m at quayside –manufacturer will indicate the admissible SWL from

minimum to 20m at sea.

0-35 m/min lifting speed.

Steel non rotating cable, at least 40 m.

A standard hook will be supplied at the end of the cable. A standard tackle is acceptable. The Manufactuer shall be proposed two options:

Option 1 : a constant tension at 60m/min

Option 2 : a passive compensator used during sea/air passage to absorb shocks and dynamic

loads. The effort compensation value shall be adjustable.

Lifting capacity – auxiliary winch : the winch is used to handle package less than 2T with

appropriate cable size and hook (rubber boat for example). No constant tension is needed. 2 T from minimum to 20 m at sea.

0-30m/mn hoisting speed at 2T and at sea.

Synthetic rope, minimum length of 40m.

No tackle.

A standard hook will be supplied at the end of the cable. No weight, except the standard hook will be placed at the rope termination.

Working radius – max : 20 m (max)

Working radius – min : defined by the Manufactuer

Luffing time Main jib : 75 s max

Luffing speed Knuckle jib : 50 s max

Slewing sector : 360° (unlimited)

Slewing speed : 0-2 rpm

Winches are fitted on the crane, preferably on the knuckle jib. Crane running and lifting operations can be done simultaneously.

The manufacturer shall design a crane as light as possible (target weight is 35 T maximum).

One of the most important criteria shall be crane weight.

4.2 Pedestral

Crane will be fixed on the deck D, centred on the existing pedestral (see appendix 2). The principle shall be as follows:

4.3 Stowage position

In stowage position, the crane will be supported on a resting post orientated to stern of vessel, along bulwark side. If not possible (architectural reasons for example), the crane will be equipped with a slew lock system. When crane is in park position, jib cylinders shall be in completely retracted position to avoid corrosion problems, and cabin needs to be protected from wave’s impact.

4.4 Power

The crane is fitted with its own hydraulic power unit. Heating oil system will be provided for cold weather conditions and cooling system will be provided for hot weather conditions.

4.5 Control and monitoring

The crane will integrate a cabin with all functionalities to control the crane. The cabin will be located at the left side of the crane. Moreover, a wireless Remote Control Unit (integrating control for both winches) will be supplied.

4.5.1 Cabin

The crane shall integrate a control cabin that will be equipped with in particular:

ergonomic seat and control console,

lights,

heater and air circulation,

wipers and washers on windows,

communication system.

The temperature inside the cabin will be adjustable. Air circulation (with or without heating) will be provided. The cabin will integrate a fix radio communication on the VHF band. The system includes inside the cabin, an in-built cabinet and a helmet (microphone and earings) for free hands operation. An outside antenna at an appropriate location on the cabin will be installed. The cabin will integrate an Intercom system linked to Bridge electronic cabinet. Access to cabin shall be possible in any position to the crane from the deck.

4.5.2 Remote control unit

A Remote Control Unit will be supplied with minimum following functions:

slew,

main jib,

knuckle jib,

main winch,

auxiliary winch,

fine driving,

start/stop HPU motor,

slew lock/release,

status/battery warning,

emergency stop.

Joystick controls will allow simultaneous motion, full load and slow speed. Operator’s control shall be total in all operations (zero forward to maximum speed, laying, lifting, stop, reversals, …).

4.5.3 Safety mode

All direct and manual controls will be provided. The handling operations include crane man riding cage (for exceptional, urgent or sporadic use).

4.5.4 Others

Vehicle handling operations require smooth movements, underwater vehicles being laid down accurately with the utmost care. Operator’s control shall be total in all operation (zero forward to max speed, lifting, laying, stops, reversals,..). Crane motions and winch (Main winch or Aux winch) operations could be simultaneous (rotation and ease).

4.6 Cameras and projectors

A video camera system with appropriate lighting will be installed on the crane to allow operator spooling surveillance of the main winch and the aux winch. Display will be in the cabin. A system of projectors will be set to illuminate the working area.

4.7 Hook stops

Main winch and auxiliary winch will be equipped with electronic limit switches for following functions:

main winch hook stop up and down limits,

auxiliary winch hook stop up and down limits.

4.8 Emergency Stops

Emergency stops (one on crane and one remote) shall trigger the brake of winches and shall stop rotation of crane. It shall be used in case of immediate hazard. Manufacturer shall state in its proposal all potentials consequences of such brake upon system according to maximum load and speed.

4.9 Fixing it on board

The mounting on board will be ensured by Ifremer. Mounting instructions shall be provided by Manufacturer. Manufactuer is in charge of connecting electrically and hydraulically the crane to the ship.

4.10 Spare parts - OPTION

Manufacturer shall attach to its proposal a list of spare parts (including prices) which he believes are required for performing all trials and operations during first year under warranty. The final list will be chosen by agreement with manufactuer during contract negociations.

4.11 Equipments trials

Tests and trials must be performed on crane. These trials shall be performed using best practices, in compliance with BV or DNV procedures and according to a schedule defined by Ifremer and manufacturer. Trials are to be performed in the presence of Ifremer and the classification agency to approved procedures. Equipment manufacturer shall inform Ifremer, using 3 calendar weeks notice, of each trial being scheduled and shall provide Ifremer with detailed equipment notice as well as an acceptance form template. Representatives shall attend all trials and sign acceptance reports. These trials set up workshop trials and sea trials of the equipment.

4.11.1 Factory acceptance test (FAT)

FAT aim at controlling that planned equipment functional and operational characteristics are being reach in given climatic conditions. All the tests required in order to obtain ALM BV certification or DNV equivalent are to be performed in the factory. Cables required for trials (electrical, mechanical,...) shall be supplied by the manufacturer.

During FAT, access to different components and the full compliance of plans, drawings and specifications will be checked for main installations and for control-command devices. All BV or DNV certificates are to be presented. The tests shall include at least the following:

static load tests,

dynamic load tests,

hydraulic system flushing /cleaning,

pressure tests,

winches tests,

functioning test cylinders and single items.

4.11.2 Commissioning and Quay trials (QAT and SAT)

Manufacturer shall affect one person to check on board installation, do connection to crane and conduct quay trials on 1 week at quay. This trial period shall also be leveraged to ensure training of all staff attending this step of the acceptance of the vessel. For commissioning, the manufactuer shall include technical assistance for:

verification of the installation of the products on board the ship, entry into service.

Quay trials aim at controlling:

that operating crane on board shall be done without major problem,

that equipment reaches their defined performances,

that the good operating state of the whole installation in operational conditions.

These trials shall be compliant with Bureau Veritas regulations for ALM certification and shall be validated by Bureau Veritas. Ifremer is in charge of supplying logistic support for these trials (test loads and cranes). Quay trials schedule will be chosen and defined together with Ifremer and manufacturer during studies.

4.12 Training Plan

Manufacturer shall be done a training period for about ten persons from Ifremer including:

operation of the crane,

maintenance of the crane.

This training shall be done in France during quay trials.

4.13 Technical deliverables

4.13.1 Documents for approval

During studies, preliminary deliverables will be submitted to Ifremer for approval. This file will include at least the following deliverables:

an overall presentation of the supplied system,

an overall draft including main size,

values of working load, working radius, dynamic safe working load and design criteria,

weights, estimated power and consumption,

workshop trials schedule,

a list of main awarded suppliers.

4.13.2 Final technical file

Final technical file will be submitted to Ifremer at the crane delivery. This file will include, at least, the following deliverables:

all computing notes,

an interfaces file,

all updated files in a specific folder,

a list of all used components,

operating and maintenance instructions,

damage reports,

material and weld inspection certifications,

painting inspection certifications,

test and acceptance reports.

Deliverables include one hard copy of each document plus an electronic version (ADOBE ACROBAT for the full technical files). Crane overall plan detailed plans include a 3D file in IGES or STEP

format.
