1.1 SCOPE OF REVIEW This report reviews the feasibility and appropriateness of the recreational proposal as presented by Leichhardt Council to the Sydney Harbour Foreshore Authority (SHFA).
The report includes;

1.2 DESCRIPTION OF LEICHHARDT COUNCIL PROPOSAL Leichhardt Council proposes to utilise the three (3) area nomi-nated to be ovals in the Land Use Plan 2007 along the waterfront to accommodate 7 multi-purpose sports fields. While the Land Use Plan 2007 visualises these three areas as three ovals the Leichhardt Proposal generally allocates two pitches per area. All areas are determined to be multi-purpose sports fields which accommodate differing sports within the same oval area. The different sports are either allocated seasonally, ie cricket in sum-mer and soccer in winter, or are cohabitated in that both sports are played in the same season but at different times or days. The Leichhardt Council proposal aims to introduce as many sports fields into the available land as is physically possible which intensifies the active recreation use of the waterfront in Callan Park significantly. Currently there is minimal use of the waterfront for active or passive recreation as there is only one existing field currently in use, but not intensively; an existing field that has no maintenance which is not used; and an area which is currently a ridge with buildings which requires significant earthworks and reformation to be converted to playing fields. While the Leich-hardt Council proposal is in line with the intent of the Land Use Plan 2007, it does however, deliver a Callan Park waterfront sig-nificantly different for the current situation. The proposal has a strong focus on active formal sports field recreation, with mini-mal allowance for passive recreation effectively creating a sports precinct along the waterfront.
An allowance for an upgrade and reconstruction of all the fields is proposed with some new associated amenities and an up-grade of the existing grandstand.

2.0 SUMMARY OF FINDINGS
Further to the above there are aspects of the proposals that need to be questioned and reviewed in more detail.
These are; • replacing the existing Leichhardt #2 Oval with a pupose built synthetic hockey pitch
• the total number of pitches proposed
• proposed intensity of use
• traffic volume and access
• proposed location of car parking and car parking numbers
• proposed location of amenities
• the proposal/assumption that there is sufficient room at Balmain Road (F&G) for two ovals
• the combination of sports proposed at the Glover Road Precinct
• the extent of the proposed upgrade works and their associated costs estimates
2.2.1 Leichhardt #2 Oval The proposal to relocated the Rugby League pitch to the Glover Road precinct and designate this as the Balmain Tigers training field is questionable and not recommended. The existing rela-tionship between Leichhardt Oval and it associated facilities and Leichhardt #2 Oval is currently ideal as a professional training and warm-up field. In addition Leichhardt #2 is already arranged as a professional rugby league training field with lighting which means minimal costs need to be expanded for this oval at this stage, while conversion to a synthetic hockey field will require significant investment. The costs for converting Leichhardt #2 into a Synthetic Hockey field have not been included in the pro-posal. As a significant portion of the proposal rests on undertak-ing this work and relocating Balmain Tigers it would seem rea-sonable that these costs needs to be included in the costs for the development of Callan Park due to the inter-dependency.
An important additional aspect to consider is the potential for Leichhardt Oval to be used for national and international Rugby League, Union and Soccer matches. With the current imme-diate relationship to Leichhardt #2 this provides the ideal and minimum provision for an international standard venue where the Leichhardt #2 is used as the warm-up field prior to the main match. This arrangement also allows for a pre-match game to be underway, which is the norm for international matches, while the main teams are using Leichhardt #2 for warm-up.
2.1 GENERAL OBSERVATIONS It is appreciated from the ‘needs analysis’ documented in the Leichhardt Council’s proposal there is a need for a net increase in sports playing fields within the Council Area. This report ac-cepts the validity of this data. In response to the documented ‘high’ demand required to be full filled it would appear that Leichhardt Council has decided to include within the available areas as many multi-purpose sports fields as is physically feasible. In order to achieve a higher number of fields within the available area Leichhardt Council has decided to include fields that are at the ‘smaller’ end of the al-lowable field sizes as defined by the relevant governing bod-ies ‘Laws of the Game’ documents. For example most of the Soccer fields proposed are intended to be 90m long which is the minimum allowed and which is 15m shorter than an interna-tionally accepted field. This approach has both advantages and disadvantages. The key advantage to this approach is the possibility to include more fields within the available area then if international sized fields were used. In turn this approach delivers a greater poten-tia number of ‘on-field’ hours available to the sports clubs and associations, in effect doubling the potential usage of an area that might have had only a single field. The use of smaller fields within this context can be deemed to be a reasonable approach as they local regional fields only. The two main disadvantage to this approach is that the fields will always be under sized and therefore limit their potential use for higher level national and potential international games, while the second disadvantage is the high level of intensive sports use proposed for the water front. It may be questioned that the number of fields proposed is in fact ‘over developing’ the water-front and does not provide any balance for passive waterfront recreation space. The main impact of this over intensification will be traffic into the area and a need for extensive parking areas located locally to the playing fields.
Leichhardt Council have also outlined their proposed upgrade works and associated costs for each of the relevant areas. The proposed construction of the fields is potentially inadequate and omits some import elements for the level of use intended for these fields. The associated costs outlined also appear to be inadequate to account for the appropriate construction required and appear to omit important supporting infrastructure that will be required to service the field’s adequately.
2.0 SUMMARY OF FINDINGS
The adjacent tables demonstrates that in real on-field-hours Sydney University would have no access to the Glover Road Precinct (C) or the Waterfront Drive Precinct (D) as the coun-cil allocation to local sports clubs already exceeds the 25 hour benchmark. There is some time allocation available to the Veter-ans Site (E) in both Summer and Winter however it is minimal on a weekly basis. Sydney University is proposed to have exclusive access to the Balmain Road Oval (F+G) which could provide 25 hours/week however limited to only one field which omits any chance of multiple sports being played in parallel at the same time on multiple fields – ie soccer matches on one oval and rugby on another at 6.30pm during a weekday.
In summary there is minimal opportunity for access to the pro-posed fields C, D and E along the waterfront for Sydney Univer-sity due to the level of intensity of use proposed by Leichhardt Council for these fields. Under the current proposal it would be reasonable to for Sydney University to only rely on having ac-cess to the Balmain Road (F+G) area as a single multipurpose rectangular field.
Increasing potential On-Field-Use hours per week
It is possible to increase weekly usage past the benchmark fig-ure of 25 hours/week with appropriate field construction and maintenance. In order to increase possible fields use by any useful amount appropriate drainage, soil profiles, turf systems and maintenance need to be adopted, all of which require a greater level of capital investment and ongoing maintenance investment. For comparison Redfern Oval currently under con-struction and to be maintained by City of Sydney is intended to have a potential usage level of 45 hours/week. This is consid-ered very high for a professional field and will rely on appropriate drainage and ‘re-placable’ turf systems with an intensive main-tenance program.
2.2.2 Total Numbers of Pitches Proposed
The total number of pitches proposed is understandable from a ‘local sports needs’ point of view as discussed above, how-ever, it would seem to ignore the secondary impacts such a proposal would have on the immediate area of Callan Park and the local area surrounding Callan Park.
The proposal creates a high intensification of ‘field sports only’, active recreation uses along the full length of the water front of Callan Park with minimal provision of passive and informal recreation. Callan Point is to be re-established as a bush land area but there is still minimal passive open space provided with a direct relationship with the water front for the use of fami-lies and the like. It may be viewed that ovals can be used for passive recreation as well, but this is not really acceptable as passive use of formal sports fields degrades them and persons can leave items on the field that can cause injury to follow-ing formal users - ie broken glass. In addition sports fields are open spaces with no shade where people feel quite exposed and are not really appropriate for passive uses.
The number of pitches provided and the proposed intensity of use does cause concern for the volume of traffic that will be generated and the provision of car parking that will be required to service these numbers. The fields have a very high inten-sity of use proposed by Leichhardt Council. Working hours Monday to Friday are generally allocated to the University of Sydney, however out-of-hours and weekend access is mostly allocated to local sports clubs whom will rely mostly on car for transport to reach the fields due to their relatively remote loca-tion.
2.2.3 Proposed Intensity of Use
Leichhardt Council have developed potential programs for each of the areas to be used as sports fields. The proposed programs deliver a very high intensity of weekly use for each of the fields. Leichhardt Council states in their own report 25 hours per week as the bench mark for a maximum sports field usage. We concur with this benchmark; however the proposed intensity of use exceeds this limit substantially in all cases. Table 2.2.3.1 shows a summary of proposed weekly use for each area.
It is important to note that the usage of the of the existing fields is much less then the proposed usage of the new fields and it is also stated that the new fields are intended to reduce the current load on King Georges Park. However, in reality there could be an overall increase in total use across all fields.
It may be understood that while Sydney University is allocated on average the working hours Monday to Friday they may not be using the fields continuously for this entire allocation, which means the fields do not in fact receive the total numbers of hours a week as stated above. Representing this approach Tables 2.2.3.2 and 2.2.3.3 summaries the balance available to Sydney University if 25 hours/week is the acceptable bench mark.

2.2.5 Car Parking
The Leichhardt Council proposal nominates two areas for car parking within the local vicinity of the playing fields. The proposal to locate the car parking between ovals E and D is not possible as this area is designated to become a new landscaped water course under the adopted Land Use Plan 2007. The other loca-tion may be an acceptable location if it is considered that open at grade areas of car parking are acceptable with the landscape precinct of Callan Park. The two nominated location will provide approximately 100 car spaces based on the area shown on the plans.
The Land Use Plan Traffic Report states that the university des-ignated fields would rely on university parking as the fields would not be primarily used at the same as the university operating hours. The Traffic Report states that the four public fields do need to be self sufficient in term of parking. The traffic report determines that a peak demand of 300 car spaces is required to service these fours (4) fields. Currently the parking allocation is approximately 100 which is a 200 car shortfall. If the number of fields is increased to a potential 6 including King Georges Park then this parking allowance may reasonably be increased by 50% resulting in a need to supply 450 car spaces. This in-crease translates to a potential 350 car parking space shortfall based on the existing Leichhardt council proposal. It is deemed necessarily to supply this peak demand for car parking to limit cars being parked in landscape or ecologically sensitive areas as stated in the Land Use Plan Traffic Report. There is also the risk of illegally parked cars blocking emergency vehicle access into the area.
In addition King Georges Park and Leichhardt #2 Oval needs to be taken into consideration globally to determine a peak parking supply need for the entire area. Although the primary access is to these fields is not via Callan Park, nor do they reside in Cal-lan Park, there is minimal parking supplied locally for this fields which means they need to be taken into consideration as they form part of the Leichhardt Council Recreation Strategy for the area. If these fields are taken into consideration there are a to-tal of 8 which would mean a potential doubling on the parking demand for the area or a total of 600* cars could need to be accommodated during a peak demand.
*These figures need to be further studied and confirmed by a traffic engineer taking into consideration existing supply and de-mand and expected future supply and demand.
2.2.4 Traffic Volume and Access
The report appears to not take traffic volume and access into consideration as part of the proposal. The high number of fields proposed along the full extent of the waterfront both within and next to Callan Park which are in fact relatively remote from any main road or public transport means users will likely rely on cars as they will coming after work or on the weekend. The Land Use Plan 2007 Traffic Report includes an allowance for four (4) public access sports fields at the water-front and two (2) university sports fields along Balmain Road. The Balmain Road oval area can in fact only accommodate one (1) sports field, and there is only three (3) ovals nominated in the Land Use Plan for the waterfront. It is assumed for the purposes of this report that the Traffic Report considers one of the ovals accommodates two fields.
The Land Use Plan 2007 designates primary access to the waterfront ovals is intended to be down Wharf Road to park-ing areas located locally to Ovals E and D, with a new road crossing south of Oval C but not connecting to Glover Road. Leichhardt #2 (B) and the Rowing Club will rely on Glover Road for access and parking. There is additional road access to a parking area at Oval D to the east via the existing road passing by the Kirkbride Building.
The Traffic Report states that based on the above assumption of four public fields and two university fields the traffic demand will not be more than the weekday operating hours of the site as the two use times do not generally coincide. That is, the sports fields will most likely be in use weeknights and week-ends out of weekday working hours. This however does of course mean a longer and more consistent level of increased traffic in the area weekdays and on the weekends as well and is not only limited to peak work related hours. The Leichhardt Proposal increases the number of playing fields from 4 to a potential 7 including King Georges Oval, then if Leichhardt #2 is included this would bring the total to 8. All these fields according to the Leichhardt Program could all be in use at the same time. Although Leichhardt #2 already exists and therefore cannot generate more traffic, unless use is increased, it needs to be taken into consideration when determining parking and traffic management at peak times for the whole area. There is an existing carpark south-west of Leichhardt Oval which may be considered to support Leichhardt #2, although per-sons may likely park immediately adjacent to Leichhardt #2 on Glover Road.

An additional allowance over and above these figures should also be included to cater for the rowing club.
2.0 SUMMARY OF FINDINGS
2.2.6 Amenities
The Leichhardt Council proposal nominates to refurbish the exiting grandstand facility and introduce two more amenities blocks at ovals E and C. The current existing grandstand is in very poor condition and affords poor views of the existing oval due to location and the amount of seat raking (angle of seats). It will be even less compatible with the new proposed fields on area D, affording poor views of the soccer fields. Its cur-rent location also potentially interferes with the proposed new landscape water course through this area. It would be recom-mended to demolish and construct a new facility in an appro-priate location away from the current area which affords better views of the associated proposed sports fields.
The new amenity proposed for oval E is currently located in the proposed landscape water course as defined in the Land Use Plan 2007 and needs reconsideration. It should also be con-sidered to combine the amenity facilities for ovals D and E into one structure for efficiency and have less built footprint in the area.
Due to the more remotely located ovals at area C the proposal to include a new amenity block here is justified. The final loca-tion needs review in combination with the final fields and their orientations in this area so they do not impede on each other. It may also be more beneficial to locate this facility closer and parallel to Glover Road to reduce its impact of the park and al-low greater flexibility within the available oval area.
2.2.7 Balmain Road Ovals (F+G)
The Land Use Plan 2007 describes the potential for two ovals to be located along Balmain Road at the areas called F + G. On further investigation it proves that it is only feasible to locate one multi-use rectangular pitch at this area. The area is limited by heritage nominated landscape to the east and the existing entry road; heritage nominated landscape to the west; Balmain Road and heritage street trees to thew south; and by topogra-phy and the Kirkbride Building to the north. These constraints limit the area to a single rectangular field able to accommodate soccer, rugby union and rugby league. AFL or Cricket could not be accommodated in this area due to a lack of width in the north south axis; also the close proximity to Balmain Road would not be desirable as cricket balls could be hit onto the road.

2.2.8 Glover Road Precinct (C)
A large number of differing sports are nominated in the Leich-hardt Council Proposal for the Glover Road Site. The following has been proposed for the Glover Road (C) precinct;
• 2 x Soccer fields• 1 x AFL field• 1 x Rugby League field (Balmain Tigers Training)• 1 x Baseball Pitch
The combination of all the field sports means there is a high in-tensity of use and a large number of different field markings on the ground. The Leichhardt Council proposed program however does not include for any soccer usage and nominates only Rug-by League/Union and Baseball. Orientating two soccer fields north south and a rugby field east-west would not be recom-mended due to the clash of line markings and confusion cre-ated, as both these are winter sports and would be used within the same season.
The potential to include a baseball diamond needs further de-tailed investigation to determine its feasibility for, size, orientation and compatibility with the other proposed fields. The council report does not state what type of baseball diamond is intended and weather or not it will include a hard surface area as per traditional diamonds or be only a grass diamond. To be a dedi-cated all year round baseball diamond for regional level it would be recommended to construct a permanent proper international standard diamond. Initial planning studies have shown that to in-clude a Rugby League Pitch and permanent Baseball Diamond will require some significant work to remove trees and extend the level area to accommodate both.
Balmain Tigers Training Ground
Balmain Tigers are nominated to be relocated to the Glover Street precinct as their home training ground. This would be a less than ideal arrangement in comparison to their current use of Leichhardt #2 which has immediate access to the Leichhardt Oval facilities. The current use of Leichhardt #2 provides the generally preferred arrangement of professional teams for train-ing purposes and warm-up prior to matches on the main oval. It would not be recommended to relocated Balmain Tigers to the Glover Street area and provide a lesser standard then is cur-rently provided.
2.0 SUMMARY OF FINDINGS
2.2.9 Upgrade Work and Costs
Leichhardt council have provided an outline of the intended upgrade/refurbishment works and their estimated associated costs for each of the areas within Callan Park. No nomination of work or budget allowances have been provided for King Georg-es Park or Leichhardt #2.
Due to the reliance on using Leichhardt #2 in order to deliver the total recreation proposal of Callan Park the costs to convert Leichhardt #2 to a synthetic hockey field does form a funda-mental part of the total budget which is not accounted for.
The up-grade works proposed to each of the fields within Callan are basically the same with greater budget allowances attrib-uted to the Veterans Site due to the extensive earth works re-quired here and the carparking/roads are included in this areas budget.
While the items or work and proposed upgrades are quite de-tailed and extensive some of the fundamentals for creating a high quality, high use field are not included. In addition some supporting infrastructure requirements and minimum environ-mental requirements for sediment control due to stormwater run-off have not been included. Importantly these are also con-struction only budgets and do not include, consultant fees, es-calation, application fees or contingency sums, which means the actual total project costs are significantly higher than those nominated. Contingency sums for latent site conditions need to be included especially as it is know there are existing subsurface contaminated waste issues.
A summary of these key items are listed below.

3.1 CONCLUSIONS
In response to the findings above while the physical possibility of the proposal is achievable in that it is possible to locate the field sizes and number of fields in the areas nominated by Leich-hardt Council the actual total number of fields, proposed loca-tions and the mix of sports should be reviewed further. While the location of all the sports fields is within the area of the Land Use Plan 2007 it may be questioned if the level of intensification of active recreation along the waterfront is in line with intent of the Land Use Plan 2007 which is to “provide a balance of active and passive recreation spaces”.
While it is stated that Sydney University has access to all the fields and there is a generous weekly access allowance nomi-nated this does not translate to ‘real’ or useful University of Syd-ney access. The hours of access nominated is generally working hour’s weekdays which are not useful to the University as all the potential user groups are either at work or in class. The actual access hours per week available to the University after the local sports groups’ allocation is minimal based on the balance left with a benchmark maximum use of 25hrs/week.
The ‘hours of access’ is not an easy issue to resolve as the great majority of all organised sports groups will require formal access to the fields at the same times. This access, generally, being evenings after work (6-9pm) and on weekends. Predominantly school groups and school aged training would be the likely us-ers during working hours. A fair and equitable sharing access regime needs to be agreed to ensure ‘real’ and useful access is available to all groups.
Of critical importance are the issues of;
1. Dependency of the proposal on the relocation of the Balmain Tigers training field to the Glover Road Precinct, and allocating this as a multi-purpose field including baseball.
2. The total number of sports fields proposed is an appropriate level of intensification of active recreation along the waterfront of Callan Park with minimal passive recreational activities being catered for in line with intent of the Land Use Plan 2007.
3. The total number of sports fields proposed can be supported by satisfactory and safe traffic access and parking supply in line with intent of the Land Use Plan 2007.
4. Intensity of use of the fields proposed by Leichhardt Council and the playing fields’ ability to cope with this intensity. (Being more than the benchmark of 25hrs/ week)
5. The total quantum of ‘real hours’ access to all the pro posed waterfront fields available to Sydney University is minimal. (A total of 3-4hrs/week on the Veterans Field (E) only is possible)
6. Insufficient allowances for appropriate upgrade works to meet up-to-date pitch construction standards and associated costs.

Engage an appropriate sports and recreation planning team to review and establish a detailed Callan Park masterplan based on the recreational needs, demands and physical constraints of the sites in line with the intent of the Land Use Plan 2007. This team should take into consideration the needs and requirements of Leichhardt Council (which also represents the needs of the local sporting groups), Sydney University and the local community (in terms of passive recreation/other uses). The relocation of such items as the ‘community garden’ needs to form part of an over all strategy and more detailed masterplan for the entire site so all parties can understand in totality the final proposed outcome.
This masterplan is a detailed development of the Land Use Plan 2007, which is only the planning document, into a total vision for the future of Callan Park. This overall masterplan needs to include the proposed planning of all the precincts including the University of Sydney to provide a complete future vision which is comprehensible by a wide audience.
As a part of this process the following also needs to be under-taken to determine the particular impacts and costs associated with the development of the waterfront recreation areas;
• Engage a traffic engineer to determine traffic outcomes and traffic limits on the site and the surrounding areas. It is possible the total number of fields that can be supplied may be limited by the traffic demands on the site.
• Engage an appropriate civil engineer and sports turf specialist to determine actual engineering works that need to be undertaken to achieve the required outcomes.
• Engage an appropriate quantity surveyor to formulate total project budgets with appropriate contingency allowances.

Athletics
A 400m athletics oval of up to 6 lanes is potentially feasible item but requires further
in depth study to determine accurately this potential. Accurate positions of trees and
surface contours would need to be confirmed. The oval has been line marked up
previously to be used as an athletics track so historically a track is possible. To date
only line marking on grass has been undertaken.
Soccer Field (100m x 55m)
The nominated Soccer Field of 100m x 55m can be accommodated within the lines of the athletic
track with out an overlap occurring. This soccer field would run due East-West which is not the
recommended orientation, but however can be accommodated for non- professional fields. The
proposed 100m x 55m soccer field is deemed to be within the acceptable range nominated by
FIFA’s ’Laws of the Game’ 2007/2008. However, it is not the standard FIFA accepted international
size which is stipulated to be 105m x 68m.
Rugby Union
A Rugby Union Field of international dimensions (100m x70m) can be accommodated within the
over all oval area. It does however overlap with the athletic track. In the situation where the
athletics track is a line marked turf this can be acceptable as there is no player injury issues
that would occur with a synthetic running track.
LEICHHARDT COUNCIL’S PROPOSED PARK GROUND WORKS AND ASSOCIATED COSTS OF WORKS
Sections of the bay run are intended to be upgraded as part of the overall proposal this included areas run from Leichhardt
rowing club through to the waterfront drive playing fields and to King George Park.
There is a current proposal to upgrade (restoration works) the section of seawall between Glover St and King George Park.
The total estimated cost to repair the sea wall is approx. $260,000.00. There will also need to be a care and maintenance
regime to all of the open spaces with labour and equipment resources needed.
The estimated cost for this is approx. $316,000.00 per annum.
There is currently no proposal for upgrade to this ground. The proposal outlines the intent to reduce the activity of the
ground during winter to improve the playing surface. Therefore there is no budget allowances for this ground.

ANALYSIS OF PROPOSED FIELD TYPES
As stated in Leichhardt Council’s report the benchmark figure for optimum use of a playing field is a max. of 25 hours per week.
Currently this ground exceeds this figure in winter months by approx. 2 times the amount. The proposal for this ground is to reduce the
amount of playing fields, primarily the relocation of soccer to the newly developed Veterans Fields and Waterfront Drive.
This would reduce the total estimate hours of play per week to 26.5hrs, which would be optimal.
With appropriate ground construction and management it is possible that this benchmark could be raised to 45 hours per week.
This being the case it would then be possible to maintain the type of playing fields and usage of this field would only need to be reduced slightly.

Proposed Sports
The proposed 6 lane track is feasible on this ground. The proposed Soccer, AFL and Rugby Union Fields
are also can also be suitably located within the centre of the 6 lane track area.
The Soccer field shown is taken from the Leichhardt areal photo overlay (refer Athletics and Soccer diagram adjacent),
however in the report they have suggested that this activity should be relocated to the Glover Road Precinct ground. This is
mainly to reduce the total hours of play on this ground.
Field Geometry
The 6 lane athletics field will need detailed study of all surrounding trees, local levels/falls. The positioning of the field
shows that the trees and levels to the north and south of the proposed track could be significantly affected. It is also very
close to the sea wall which is currently proposed to be reconstructed. Reducing the number of tracks may be an option.
Field Orientations
The orientation of the fields being due East - West is not the preferred orientation, however due to the existing ground
configuration it is the most suitable orientation for these fields, and is generally acceptable for non-professional regional use.
Leichhardt council’s report has made no allowances for the upgrade of this ground, which would be a requirement
for the development of the Callan Park playing grounds as a whole. The main item that is addressed is the care management
of the ground, mainly with respect to the reduction of current usage of the ground to elevate the necessity for an overall upgrade.
The additional items that need to be considered and a cost plan produced are as follows;
01. Detailed investigation of existing tree positions and ground contour levels, in relation to potential
new athletics 6 lane track.
02. The cost for the construction of this hard surface new 6 lane track, suitable for professional games and training.
03. New turf surface to the centre of the track field area for Rugby Union and/or Soccer.
04. Cost allowances for the field game markings and maintenance of these markings.
05. The potential implication on the upgrade of this field in relation to the proposed upgrade to the bay run
and sea wall reconstruction. This may also affect the positioning of the fields on this ground.
06. Cost allowance for the introduction of water storage tanks.
07. The cost for the introduction of irrigation to the centre of the track for the new turf surface.
08. Cost allowances for stormwater sub-surface drainage and detention tank. Also allowance for
the harvest of water back into the water storage tank.
09. A contingency allowance would be required with special consideration of latent site conditions.
10. An allowance for consultants and application fees would also need to be added into the costings.
11. As the cost allowances made are for general maintenance of grounds based on Council’s current
Park maintenance budget and the annual playing field renovation programme this will need to be
reviewed for these new fields.

Proposed Sports
The proposal to combine Hockey and ’6-a-Side’ Soccer on a synthetic pitch is acceptable.
Field Geometry
The Hockey can be located on the ground within the area of the existing Rugby League field
with minimal disruption to surrounding vegetation. The field is smaller in size than the existing
Rugby League field which will also enable minimal excavation and leveling of the ground.
Field Orientations
The field orientation is within the 15deg W of N which is optimal for sports playing fields.
As stated in Leichhardt Council’s report the benchmark figure for optimum use of a playing field is a max. of 25 hours per week.
Currently this ground exceeds this figure only marginally. The proposal for this ground is to relocate the current Balmain Tigers Rugby League
to the Glover Road Precinct. This would enable the introduction of a multi purpose synthetic Hockey and ’6-a-side’ Soccer Field which is not
limted by an optimal playing time per week increasing the overall playing time avialable accross the fields in Callan Park.
This proposal relies on the relocation of the Balmain Tigers Rugby League to the proposed Glover Road precinct field. The proposal to use
the Glover Road field as the Tiger’s traning field is less than optimal for a professional NRL training field. The reason being that it recommended
to have the training field immedialty ajacent the main match field and stadium where the training support facitlites are located. This co-location
allows for optimal professional circuit training and proper NRL pre-match warm-up. The co-location of a training/warm-up field also provides a
more attractive field for potential national and international matches accross all football codes. (With Australia potentially bidding for the 2018 World
Cup this should be a real consideration) The Glover Road field also does not comply with the preferred orientation of a professional field as it
needs to be orientated East-West to fit within the existing area avialable.
Leichhardt council’s report has made no budget allowances for the upgrade of this ground, which should be a requirement of their development proposal.
There are significant cost associated with the construction of a fully synthetic Hockey Pitch. The existing lighting would need to be reviewed to determine
its appropriatness for the new use.
The additional items that need to be considered and a cost plan produced accordingly, these are as follows;
01. An investigation with the community including Sydney University of the potential usage of the proposed
multi purpose synthetic surface and the implications of the relocation of the Balmain Tigers.
02. The cost for the construction of this synthetic field surface.
05. The cost for the introduction of irrigation to the surrounding areas of the playing fields. To maintain a
green edge to the Callan Parks waterfront open space areas.
06. The cost for the introduction of stormwater / sub -surface drainage system and the harvesting of this water
back to the water storage tanks. A detention tank would most likly be required as the area of hard surafce
would be increasing.
07. A contingency allowance needs to be included with speacial consideration of latent site conditions.
08. An allowance for consultants and application fees would also need to be facted into costings.
09. As the cost allowances made are for general maintenance fo grounds based on Council’s current
Park maintenance budget and the annual playing field renovation programme this will need to be
reviewed for these new fields.

The items proposed for development of this ground are as follows;
Requirement for investigation and independently prepared remediation action plan for the potential soil contamination
from hospital waste and coal fired boiler deposits. The proposal has suggested a capping layer being placed on the
site prior to the development of the playing fields.
There is weed vegetation currently on the embankment down to the Veterans Fields this is to be removed and the
embankment could used as a viewing area to the vetrens field.
The total estimated costs for the playing field rebuild at Glover St. is $1.2m. including $500,000 for a new amenities
block, leaving a balance of $700,000 for the field construction itself.
LC06GLOVER ROAD PROPOSAL
Soccer Field (90m x 55m) - CONFIGURATION 02
The two nominated Soccer Field of 90m x 55m can be accommodated within the site area.
This soccer field would run 15 deg. W of N which is within the recommended orientation.
The proposed 90m x 55m soccer field is deemed to be within the acceptable range nominated by
FIFA’s ’Laws of the Game’ 2007/2008. However, it is not the standard FIFA accepted international
size which is stipulated to be 105m x 68m.
AFL Field
An AFL Field of dimensions (140m x 110m) can be accommodated within the site area.
This field would run 67 DEG. E of N, which is not the recommended orientation,
however can be accommodated for non- professional fields. This size field can also be used
for cricket and 1 x international size soccer field in the same orientation. The AFL Field
size while within the required minimum dimensions results in the 50m centre square and the
50m kicking line to intersect which is not preferred.
Rugby Union
A Rugby Union Field of international dimensions (120m x70m) can be accommodated within the
over all oval area. However it is required to be orientated 67 deg. E of N which is not the recommended
orientation for professional fields.
Baseball Diamond - CONFIGURATION 01 & 02
The inclusion of a baseball diamond is questionable to the eastern corner of the site for both options 01 & 02.
The Baseball Diamond includes hard surfaces which are not compatible with the football codes due player injury.
It may be possible to include the Baseball Diamond with two soccer field, but the distance requirements behind
the batter’s plate would require earthworks and landscape reconfiguration.

Proposed Sports
The Baseball Diamond indicated in configuration 01 overlap the playing fields of the AFL and Rugby Union and
therefore will not be suitable. In configuration 02 with the 2 x Soccer fields the Baseball Diamond is potentially clear
of the playing fields but still limited by the required dimensions behind the batter’s plate which would heavly impact
on the existing landscape and water course to the east. While all football codes can generally be co-located on the
same field the combination of two soccer fields running north-south and a NRL + AFL field running east-west would
result in confusing line markings as it would be an unreasonable expectation that the field would be constantly
re-marked as all these codes are played in the same seasons.
Field Geometry
The Baseball diamond shown on the council’s areal photo overlay as indicated in configuration 01 and 02,
is to be located to the east side of the ground. This appears to be due to the size of the grounds and the proximity
to the proposed amenities block. This area is an existing water course and further investigation is required to see its
suitability in the area. The diamond also overlaps the AFL and Rugby union fields (configuration 01) and is also in close
proximity to the soccer fields (configuration 02) which is not the most suitable. It is apparent without this additional study
that the Baseball Diamond can not be properly located within this ground.
The NRL + AFL fields will likly impact of the water course in the east corner and require earthworks. If AFL is to be
included it would also be recomended to allow for a field of 160m in length so the 50m centre square and 50m kicking
line do not intersect.
The size of the 2 x Soccer fields oreintated north-south allows for minimal disruption to existing topography & vegetation.
Field Orientations
The orientation of the sporting activites indicated in configuration 01 is not the recommended optimal orientation, however
can be used for non professional playing fields.
The orientation of the Soccer fields indicated in configuration 02 is within the recommended optimal orientation.
Therefore to enable a Baseball Diamond to be configured (possibly) on this ground with the other sporting activites,
Configuration 02 would be a more suitable orientation/positioning of fields.
As stated in Leichhardt Council’s report the benchmark figure for optimum use of a playing field is a max. of 25 hours per week.
The proposed usage for this ground is more than 3 times over this benchmark for winter use activity months and just under 3 times for summer
use activity. With appropriate ground constuction and management it is possible that this benchmark could be raised to a maximum of 45 hours
per week, which indicates there would still need to be a reduction in the amount of sporting activities played on this ground.
Sydney University is allocated 42.5hrs/week summer and winter. However, with the proposed field construction an optimum of a total of
25hrs/week is likly. The councils program allocates 25hrs/week in summer and 36.5hrs/week in winter to local sports clubs which results in a
potential Sydney University use of 0hrs/week in summer and 0hrs/week in winter.
Notes:
1. Existing water course low area requires investigation. Potential earth works are required to provide a sufficient clear area
and the existing stormwater course/overland flow will need to be maintained.
2. Existing community garden will require relocation.
3. The field is currently severly waterlogged in areas which needs to be elleviated.
Leichhardt council’s report has made allowances and cost estimates for the upgrade of this ground.
The additional items that need to be considered that are not included in their cost plan are as follows;
01. Cost allowances for the field game markings and maintenance of these markings.
02. The cost for an irrigation system.
03. Cost allowances for storm water subsurface drainage, detention and filtration tank. Also
allowance for the harvest of water back into the water storage system.
04. Allowances for further detailed geotechnical study would be required to assess the potential
harmfull soil contaminants to determine protective measures.
05. Allowances for the relocation of the community garden.
06. A contingency allowance needs to be included with special consideration of latent site conditions.
07. An allowance for consultants and application fees would also need to be added into the costing’s.
08. An allowance is made for lighting but does seem to include supporting infrastructure.
09. General supporting infrastructure costs.

soccer fields so that the harder wicket area surface is not within the soccer playing field area.
This would help avoid potential player injury.
Cricket Nets
A set of Cricket practice nets (6) each individual net size (20m x 5m), can be accommodated in this area.
The nets are positioned to run east to west.

Proposed Sports
The two nominated Soccer Field one of (100m x 55m) and the other (90m x 45m) is suitable for this ground.
The proposed Cricket oval with the Cricket pitch located between the two Soccer fields is a suitable option for this ground.
Time allowance between the sporting activities would need to be considered for the change over and removal of the soccer
goal nets. During the winter this will be less of an issue as cricket will not be being played.
A set of Cricket practice nets (6) each individual net size (20m x 4m), is able to be accommodated however, they could
not be used concurrently while a soccer match is progress.
Field Geometry
The two nominated Soccer Fields and the Cricket oval are in close proximity to existing vegetation on the east which will
require further detailed study.
Field Orientation
The orientation of the Cricket practice nets (6) each individual net size (20m x 4m), is not preferred in its current location as
indicated on the council’s areal photo overlay (3 nets onlyy shown in overlay) due to the conflict with the soccer field which
limits concurrent use.
Amenitities Blocks
The proposal to refurbish the existing amenities block and grandstand is not recommended as its viewing standards and
relationship to the proposed new fields is not optimal. It also impacts on the potential of the area for the Veterens fields
and the watercourse intended to be re-established through here. It would be recomended to demolish and construct a
new facility in an optimal location for viewing the fields. It could also incorporate the facilities for the Veterens fields.
Carparking
The carparking is located in the area of the porposed re-established water course severly limiting the potential of this
element as a landscape feature. It also divides the Waterfront fields from the Veterens fields breaking down the continuous
’green edge’ along the the bay, and introduces cars almost up to the water edge. It is recommended to locate the
carparking in an alternative area.

Leichhardt council’s report has made allowances and cost estimates for the upgrade of this ground.
The additional items that need to be considered that are not included in their cost plan are as follows;
01. Cost allowances for the field game markings and maintenance of these markings.
02. Cost allowances for stormwater sub -surface drainage, detention and filtration tank. Also
an allowance for the harvest of water back into the water storage tank.
03. A contingency allowance is required with special consideration of latent site conditions.
04. An allowance for consultants and application fees would also need to be added into the costing’s.
05. Infrastructure works associated with lighting
06. General infrastructure works.
As stated in Leichhardt Council’s report the benchmark figure for optimum use of a playing field is a max. of 25 hours per week.
The coucil program allocates 76hrs/week in summer and 73hrs/week in winter.
The council program allocates to local sports clubs 33.5hrs/week in summer and 30.5/hrs both in excess of the 25hrs with
Sydney University is allocated 42.5hrs/week in summer and 42.5hrs/week in winter.
The councils program intends a total of 76hrs/week in summer which is 3 times the recommended allowance per week with no
rest days. Although this is predominatly cricket at 23hrs/week which has minimal impact on the majority of the field and the pitch is
intended to be synthetic. 10.5hrs/week is allocated to ’6-a-side’ soccer. The result is 33.5hrs/week each field. This is in excess of the
25hrs/week recommended which potentially limits Sydney University’s flexibility of use of the fields even though cricket has a low
impact on the fields.
The council program intends a toal of 73hrs/week in winter which is 3 times the recommended allowance per week with no rest day’s.
30.5hrs/week is allocated to local soccer clubs which is already in excess of the recommended allowance and in effect leaves a
balance of 0hrs/week for Sydney University.

costs for the construction of new amenities and carparking.
Soccer Field (90m x 45m)
The two nominated Soccer Fields of (90m x 45m), can be accommodated within the site area.
This soccer field would run 15 deg. W of N which is within the recommended orientation.
The proposed 90m x 45m soccer field is the smallest size acceptable by FIFA’s ’Laws of the Game’
2007/2008. However, it is not the standard FIFA accepted international size which is stipulated to be
105m x 68m.

The council program allocates to local sports clubs 21hrs/week in summer and 30.5hrs/week in winter.
Sydney University is allocated 50.5hrs/week in summer and 47hrs/week in winter.
The councils summer program intends 21hrs/week with a 3hr/week rest period. This allows Sydney University 4hrs/week per
each field in summer (aggregated 8hrs/week).
The councils winter program intends 30.5hrs/week each field with no rest period. This is already in excess of the recommmned
usage and effectivley leaves Sydney University 0hrs/week.

Proposed Sports
The two proposed Soccer fields are able to be positioned on this ground and are intended
to be dedicated only to soccer.
Field Geometry
The site is currently an undulating ridge with existing buildngs and landscape. Significant demolision and earthworks
are required to make the area appropriate for sports fields. Once the area is graded level the proposed fields will be able
to be accomodated within the area. The preference would be for both fields to located on the same level rather than
stepping over two levels in order to increase flexibility of the fields.

The field orientation is able to be accomodated within the preferred optimal north-south orientation.
Amenitities Blocks
There may prove insufficient area for the proposed amenities block due to the required earthworks in this area and the
watercourse is intended to be re-established through here. It would be recomended to demolish the amenities at the
Waterfront Ovals and construct a new facility servicing both ovals.
Carparking
The carparking is located in the area of the porposed re-established water course severly limiting the potential of this
element as a landscape feature. It also divides the Waterfront fields from the Veterens fields breaking down the continuous
’green edge’ along the the bay, and introduces cars almost up to the water edge. It is recommended to locate the
carparking in an alternative area.

The one nominated Soccer Field of (90m x 55m), can be accommodated within the site area.
This soccer field would run 43 deg. E of N which is not the recommended orientation.
The proposed 90m x 55m soccer field is deemed to be within the acceptable range nominated by
FIFA’s ’Laws of the Game’ 2007/2008. However, it is not the standard FIFA accepted international
size which is stipulated to be 105m x 68m.

It is understood that this ground is to be upgraded by Sydney University.
Note:
F+G is considered to be two Sydney University dedicated ovals. However, on a single football code field
can be located in the area due to the surrounding heritage landscape limiting any expansion of this space.

There is no specific allocated time proposed for sporting activities on this ground. Before a suitable
playing field can be nominated for this area, an activities programme would need to be proposed and
reviewed as part of the overall Callan park open space and sporting facilities development.
LC13BALMAIN ROAD REVIEW
Areas of nominated heritage landscape surrounding the site
Leichhardt council’s report has made no allowances for the upgrade of this ground.
Additional items that need to be considered and a cost plan produced are as follows;
01. The cost for the construction of this turf surface Soccer field, inclusive of ground markings and all equipment.
02. Cost allowances for general maintenance and upkeep of ground.
03. Cost allowance for the introduction of water storage tanks.
04. The cost for the introduction of irrigation to the centre of the track for the new turf surface.
05. Cost allowances for stormwater sub-surface drainage, detention and filtration tank. Also allowance for
the harvest of water back into the water storage tank.
06. A contingency allowance will be required with special consideration for latent site conditions.
07. An allowance for consultants and application fees would also need to be added into the costings.
08. Earthworks are required to level the field along the northern-western edge
09. Lighting, including supporting infrastructure

Proposed Sports
The proposed Soccer field is able to be positioned on this ground with sufficient room to include
training level lighting (200lux). The oval was originally a cricket field so the re-introduction of field
sports to this location is in line with heritage report. Lighting of the field will require carefull desing
to ensure light spill to neighbouring areas is within Australian Standards. As street lighting is already
along Balmain Road the effect of additional sports lighting should be minimal.
Field Geometry
The size of the field will have minimal disruption to the existing vegetation.

The field orientation is not within the preferred optimal orientation, however is suitable for non professional
