Manaog, and two (2) invited judges from respected agencies; Ms. Florinda Joson from the Bangko Sentral ng Pilipinas and Ms. PSA CAMSUR CONDUCTS 2018 PSQ PROVINCIAL ELIMINATION Gilda Guevara from the Camarines Sur Chamber of Commerce and Industry, Inc., served as the chairman and members of the board of judges. T he 2018 Philippine Statistics Quiz (PSQ) Provincial Elimination

was successfully conducted on October 11, 2018 held at the Conference Room, PSA Camarines Sur Provincial Office, Naga City. The activity solely conducted by PSA Camarines Sur in the entire country for this year was participated by eighteen (18) college freshmen from six schools in Naga City and Camarines Sur. CSS Clemente S. Manaog, and two (2) invited judges from respected agencies; Ms. Florinda Joson from the Bangko Sentral ng Pilipinas and Ms.

Gilda Guevara from the Camarines Sur Chamber of Commerce and Industry, Inc., served as the chairman and members of the board of judges. Ralph F. Sabenorio from the Partido State University earned the highest scores and was declared as the champion in the three-round contest. Other winners were Noel Jay Roxas also from Partido State University and John Paul Borito from University of Nueva Caceres, who won 2nd and 3rd place, respectively.

The winners were awarded each with cash and certificates. All participating contestants and coaches also received certificates of participation and souvenir items from the office. The 2018 PSQ was conducted as one of the highlights in the celebration of the 29th National Statistics Month for the whole month of October, anchored on the theme “Exploring Philippine Wonders in Numbers: Statistics Towards Sustainable Tourism Development.”

T otal corn production in Camarines Sur went down by 12.3

percent to 51,446 metric tons in the third quarter of 2018 compared with the 58,676 metric tons produced in same period in 2017. The decrease can be attributed to the financial constraints as the costs of farm operations increases resulting to lesser area planted and also lesser inputs were applied.

By crop type, white corn production was pegged at 4,002 metric tons in the third quarter of 2018, which is 128 percent higher than

the same quarter of 2017 production of 1,755 metric tons. However, yellow corn production was down by 16.6 percent with 47,444 metric tons produced in the third quarter of 2018 compared with the 2017 third quarter’s production of 56,921 metric tons.

Camarines Sur is also the top corn producer in Bicol region. Sixty-eight percent of 75,824 metric tons produced in the Bicol Region came from Camarines Sur. The other 32 percent of corn production in the region came from the other

CAMARINES SUR PALAY AND CORN 3RD QUARTER 2018 PRODUCTION

T he results of the Fisheries Production Survey (FPS) in

Camarines Sur for the third quarter revealed that fisheries production decreased by 14.68 percent from 22,343.31 metric tons during the third quarter in 2017 to 19,063.94 metric tons in the third quarter of 2018. The decline in production was attributed to the reduced number of fishing days and fishing trips due to the occurrence of strong winds and rough seas as well as several weather disturbances such as typhoons and tropical storms that intensified the southwest monsoon. Among the Fisheries Subsectors covered by the survey, Commercial Fisheries subsector registered the biggest decline this quarter with 30.38 percent decrease in production as compared to

the same quarter of last year. From 5,848.21 metric tons during the same quarter of 2017, Commercial production yielded 4,071.46 metric tons this year contributing 21.36 percent to the total fisheries production in the province in this quarter. Similarly, the total Municipal Fisheries Production in the province

The Retail Price Survey (RPS) intends to collect retail prices and other relevant marketing information at various frequencies at pre-selected major trading

centers all over the country.

Retail selling price is the price at which the retailers sell their goods or commodities to consumers in the

market. Prices were collected every Monday, Wednesday, and Friday at Naga City People’s Mall.

declined by 25.41 percent as compared to the same quarter in 2017. From a production of 6,357.78 metric tons in 2017, the Municipal Fisheries Production decreased to 4,742.45 metric tons for the third quarter of 2018. While the Commercial Fisheries and Municipal Fisheries subsectors registered significant

decrease in production, the Aquaculture production in Camarines Sur slightly increased by 1.11 percent as compared to the third quarter of 2017. From 10,137.32 metric tons recorded in 2017, the Aquaculture production in the province for the third quarter of 2018 yielded 10,250.03 metric tons.

T he average monthly retail price of premi-um rice

was more expensive in the fourth quarter of 2018 com-pared with the price during the same period in 2017. The monthly average retail price of premium rice was posted at P46.60/kg in Oc-tober 2018, higher by P5.08/kg compared with the price during the same month in 2017. Likewise, the price was higher by P5.39/kg and P4.94/kg in November and December

2018, respectively. The monthly average retail price of well-milled rice was higher in the fourth quarter of 2018 than the same quarter in 2017. The monthly average retail price was posted at P42.51/kg in October 2018, higher by P3.71/kg than the same period in 2017. In November and December 2018, the price was registered at P43.32/kg and P42.40/kg, respectively. This was higher by P4.52/

kg and P3.63/kg than the average retail price during the same months in 2017. The monthly average retail price of regular-milled rice was higher in the fourth quarter of 2018 than in the same quarter of 2017. The price in October 2018 was observed at P40.59/kg, higher by P4.99/kg than in October 2017. In November 2018, the price was posted at P39.80/kg, higher by P4.37/kg than in the same month in 2017. Similarly, the average retail price or regular- milled rice

increased by P3.21/kg in December 2018 compared with the same period in 2017. The monthly average retail price of corn grits was higher in October to December 2018 than the same quarter in 2017. The retail price of corn grits was posted at P30.00/kg from October to December 2018. This was higher by P0.74/kg than in October 2017, higher by P0.54/kg than in November 2017, and higher by P0.40/kg than in December 2017.

This figure is 11.80 percent low-er than the average cost of PHP 10,771 per square meter recorded in the same period in 2017. Total value of residential construction in third quarter of 2018

Non-residential constructions had the highest total value of construction at PHP441.38 million or 64.52 percent of

summed-up to PHP 223 million with a total floor area of 23,698 square meters. This translates to an average cost of PHP 9,410 per square meter or

Purchasing Power of Peso (PPP) is inversely related to inflation rate. Thus, as the inflation rate increases, PPP declines. The PPP has been decreasing on the average of 0.02 annually from 2012 to 2017. The PPP in 2017 was 0.90. This implies that the PhP1.00 in 2012 as the base year, values only PhP0.90 in 2017 and P0.81 in December 2018.

MOST AGRICULTURAL COMMODITIES POST HIGHER FARMGATE PRICES IN 4TH QUARTER OF 2018

H igher farmgate price of palay and yellow corn was

recorded in the fourth quarter of 2018. The average farmgate price of palay, other variety fresh, increased from P14.72/kg to P16.11/kg this quarter. Similarly, the average farmgate price of corn yellow, matured, increased from P10.24/kg to P16.32/kg. However, the average farmgate price of greencorn, white, decreased from P21.33/kg in the fourth quarter of 2017 to P15.59/kg in the same quarter of 2018. The average farmgate price of sweet potato and cassava fresh tubers for food and industrial use was more expensive this quarter compared with the same quarter of 2017. The average farmgate price of sweet potato increased from P16.01/kg to P17.83/kg this quarter. Likewise, the farmgate price of cassava fresh tubers for food and industrial use went up from the average farmgate price of P5.74/kg of 2017 to P8.17/kg and P4.77/kg to P6.54/kg, respectively. In contrast, the price of gabi tagalog decreased from P20.15/kg to P17.55/kg this quarter. The price of peanut with shell, fresh was registered

at P38.42/kg, higher by 9.09 percent compared with the same quarter in 2017. Likewise, the average farmgate price of stringbeans (long) was posted at P26.98/kg, slightly higher by 0.04 percent compared with the same period in 2017. Vegetables posted lower prices during the fourth quarter of 2018. The average farmgate price of ampalaya decreased to P41.86/kg, eggplant long purple to P16.19/kg, okra to P21.65/kg, squash to P9.79/kg, gourd (upo) to P8.35/kg, camote tops to P15.66/kg, and pechay native to P25.58/kg. On the other hand, the price of tomato increased to P26.38/kg. The average farmgate price of banana, green latundan decreased to P16.65/kg from P19.38/kg. Likewise, the farmgate price of banana, green saba decreased to P9.66/kg from P13.39/kg. Price decrease was also noted for pineapple hawaiian and pineapple Formosa with average farmgate price of P11.65/kg and P7.69/kg, respectively. In contrast, the farmgate price of calamansi increased from P19.67/kg to P25.57/kg this quarter. Similarly, the farmgate price of papaya hawaiian slightly increased

from P17.62/kg to P17.79/kg. The average farmgate price of coconut green young went down from P7.86/kg to P5.82/kg. The average farmgate price of pilinut with hull also went down from P19.26/kg to P16.62/kg. Similarly, the price of coconut matured decreased from P9.02/kg to P6.20/kg. However, the price of abaca increased

during this period. The average farmgate price of goat for slaughter, backyard and commercial and chicken layer (culls), commercial increased during the fourth quarter of 2018. Meanwhile, the average farmgate price of hogs for slaughter backyard and commercial and cattle for slaughter backyard decreased this quarter.

RETAIL PRICE OF LIVESTOCK AND POULTRY PRODUCTS INCREASES IN THE 3RD

QUARTER OF 2018

T he monthly average retail price of pork lean meat was more

expensive in the third quarter of 2018. The monthly average retail price of pork lean meat was posted at P246.00/kg in July 2018, 12.77 percent higher than the average retail price in July 2017. Similarly, the average retail price of pork lean meat increased in August and September 2018 posted at P243.86/kg and P232.33/kg, respectively. The monthly average retail price of pork meat with bones was higher in the third quarter of 2018 than in 2017. The price was registered at P197.38/kg in July 2018, P196.71 in August 2018, and 198.50/kg in September 2018. The monthly average retail price of pork pata fore was higher in the third

quarter of 2018. The average retail price was posted at P178.15/kg in July 2018, 21.76 percent higher than in July 2017. In August 2018, the average retail price was posted at P180.43/kg, 16.41 percent higher than the average retail price during the same month in 2017. The monthly average retail price also increased to P175.83/kg in September 2018, 13.04 percent higher than the price in September 2017. Higher monthly average retail price of pork belly (liempo) in the third quarter of 2018 than during the same period in 2017. The retail price was posted at P238.15/kg in July 2018, P236.29/kg in August 2018, and P236.33/kg in September 2018. The monthly average retail price of beef lean

meat increased in July to September 2018 than in 2017. The retail price of beef lean meat was posted at P271.54/kg in July 2018. Meanwhile, the average retail price of P276.14/kg and P276.33/kg was posted in August 2018 and September 2018, respectively. The average retail price of beef meat with bones was registered at P246.00/kg in July and August 2018, higher by 8.85 percent than in the same months in 2017. In September 2018, the price was posted at P246.33/kg, higher by 9.00 percent than in September 2017. The monthly average retail price of chicken broiler (fully dressed) was higher in July to September 2018 than in July to September 2017. The retail price of chicken broiler

(fully dressed) was noted at P160.00/kg in July to September 2018. The monthly average retail price of chicken native (fully dressed) was more expensive from July to September 2018 than during the same months in 2017. The retail price of chicken native (fully dressed) was posted at P252.31/kg in July 2018, P254.17/kg in August 2018, and P254.44/kg in September 2018. The monthly average retail price of chicken egg increased from July to September 2018. The average retail price of chicken egg was posted at P5.33/pc in July to August 2018 and P5.34/pc in September 2018. This was higher than the average retail price of P5.32/pc during the same period in 2017.

CamSur personnel on November 16, 2018.

S eventeen (17) PSA Cam, Sur personnel and four (4) security guards participated in the

Lecture on Bomb Awareness conducted by the Philippine National Police (PNP) Naga City on November 16, 2018 at the PSA Conference Room, PSA Building, Naga City. Police Chief Inspector Ireneo P. Andalis, Jr, Station Commander of Police Station 2 said that the employees, and security personnel must be fully aware on the presence of possible suspicious objects inside the premises especially that the PSA is always visited by the public. The Red Team of PNP Naga also demonstrated how to deactivate different types of bomb. They also advised the personnel to remain calm and immediately report to the police anything that looks alarming or suspicious, for checking and verification.

INTRODUCTION TO THE ISO 9001-2015, QMS CONCEPT AND PRINCIPLES

FOR PSA CAMSUR EMPLOYEES

O n November 21-22, 2018, PSA Camarines Sur

Provincial Office conducted Echo-Training on Review of the ISO 9001-2015 QMS Concept and Principles attended by the employees held at the PSA World Class Hall, PSA Camarines Sur Provincial Office, Naga City. Chief Statistical Specialist Clemente S. Manaog encourage the employees to get involved in the implementation of the QMS, to be aware on their roles in order to get the certification and

understand the purpose of the QMS and why the office is doing it. The topics discussed were the General Concepts, Quality Management Principles, Quality Management Structure, Context of the Organization, Leadership, Planning, Support, Operation, Performance Evaluation and Improvement. CSS Clemente S. Manaog and Supervising Statistical Specialist Raul Aspe Jr., served as the trainers in the echo-training.

ISO 9001:2015 is a company level certification based on the standard published by the International Organization for Standardization titled "Quality management systems-Requirements". This standard revises ISO 9001:2008 to include requirements for a new, higher level structure as a common framework to all ISO management systems, risk-based thinking in quality system processes, fewer prescribed requirements with less emphasis on documentation, clear definition of quality

management system boundaries and increased leadership requirements. ISO 9001:2015 is a non-industry specific certification and is intended for any organization that wants to implement and maintain a quality management system. Certifications are issued by third party certifying bodies. For an organization to maintain ISO 9001:2015 certification, they will be subjected to annual or regularly scheduled audits to evaluate the organization's continued compliance to the standard.

PSA CAMSUR CONDUCTS TRAINING ON RETAIL PRICES

P hilippine Statistical Research and Training Institute (PSRTI) conducted a Training on Microsoft (MS) Excel for Data Presentation on

October 29, 2018 at PSA Camarines Sur Provincial Office. The training attended by PSA employees, and representatives from different agencies in Region V were handled by PSRTI Executive Director Josefina V. Almeda, as the resource person. Dir. Almeda discussed the different ways by which data can be effectively and appropriately presented through textual, tabular and graphical methods using MS Excel. She also presented the types of charts and which type is best for a given data set, and how to create tables and charts using Microsoft program. Workshops were also done in which the participants were asked to identify what was wrong with shown tables and charts, all of which were culled out from official reports and documents of different government agencies. There were also exercises in preparing graphical representations of data in MS Excel format. Dir. Almeda also said that PSRTI is conducting the same program in different regions of the country in order to promote its statistical research and training programs.

S tatistical Specialist II Romella Fe Gasgas served as the lecturer in the Training on Retail Price Survey conducted at PSA CamSur Provincial Office on

December 5-6, 2018. The training was attended by PSA CamSur statistical personnel, including those who are involved in the monthly collection of retail prices of commodities. SS II Gasgas emphasized the importance of the Retail Price Survey to the province and in the country. She also tackled the duties and responsibilities of field personnel and the terms and concepts, price indices, Consumer Price Index and others. Problems that were encountered during the price collection were tackled during the training. Retail price survey for Agricultural Commodities, including its processing and validation of price reports and estimation procedure were also tackled during the training. The monthly survey intends to collect retail prices and other relevant marketing information at various frequencies at pre-selected major trading centers throughout the country, in which PSA is responsible for gathering data on selected Commodities and Services for the Generation of Consumer Price Index (CPI); Retail Price Index; and Agricultural Commodities.

T he City Government of Naga celebrates its 4th Naga City Clean Air

Month thru various activities conducted for the whole month of November. The activities aimed to enhance publics’ knowledge and consciousness on environmental protection and its impact on people’s health and the environment. As part of the celebration, a Fun Bike and Fun Run for Clean Air were conducted by the city government, which were joined by the bikers and runners, including the PSA personnel, who joined both the 5km fun run and the 22.4km Fun Bike. The theme of this year’s Clean Air Month is “Greening the Future: 10 Years of Enhancing Education for a Healthier Environment and Safer Climate.” The celebration of the National Clean Air Month in accordance to the Presidential Proclamation No. 1109 of 1997.

PSA CAMSUR JOINS JOB AND BUSINESS FAIR

Camarines Sur Provincial Office participated in the Job Fair held at the Haring Solomon Peace Pond, Bell, Magarao, Camarines Sur on December 14, 2018. The PSA provincial office, represented by Ms. Cyril Domogma, accepted job applications and request for Civil Registry documents. They also assisted the clients and answered queries and concerns regarding Civil Registration matters. The event was participated by different private companies and government agencies.
