and professional development skill4. HEIs develop quality assurance systems5. HEIs promote research culture6. All graduates are equipped with knowledge and skills

contributing to national development7. All programs are developed in conjunction with analysis

of national training provision and skill needs8. Relevant ministries and agencies coordinate and

collaborate to develop HE system for the national development
