Informational Item: Reminder that the date for the June Board of Education Meeting has been changed to

Wednesday, June 18, 2014. It was originally scheduled for Wednesday, June 25, 2014.

On motion of Mr. Ravitz, seconded by Mr. Fisher, to approve and ratify the following requests.

To approve the minutes of the April 16, 2014 regular meeting of the board of education.

FINANCIAL Board Secretary’s Certification. 1. Board Secretary’s Report in accordance with 18A: 17-36 and 18A: 17-9 for the month of March 2014. The Board Secretary certifies that no line item account has been over-expended in violation of N.J.A.C. 6A:23A-16.10 (c) 3 and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year, and inserted on page 360-A through 360-T. 2. Reconciliation Report in accordance with 18A:17-36 and 18A:17-9 for the month of March, 2014. The Reconciliation Report and Secretary’s Report are in agreement for the month of March, 2014. 3. Board Secretary in accordance with N.J.A.C 6A:23A-16.10 (c) 2 certifies that there are no changes in anticipated revenue amounts or revenue sources. 4. Board of Education Certification – pursuant to N.J.A.C. 6A:23A-16.10 (c) 4 We certify that after review of the secretary’s monthly financial report (appropriations section) and upon consultation with the appropriate district officials, that to the best of our knowledge no major accounts or funds have been over-expended in violation of N.J.A.C. 6A:23A-16.10 (b) and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year.

7. To approve the following resolution:

BE IT RESOLVED by the Board of Education of the Technical Schools in the County of Camden that authorization is hereby granted to apply for a Counseling Grant under the New Jersey Department of Education, Elementary and Secondary School Counseling programs, for the 2014-2015 school year, for the maximum amount of $400,000.00. The purpose of this grant program is to support efforts by LEAs to establish or expand elementary and secondary school counseling programs.

8. To approve the following resolution. BE IT RESOLVED by the Board of Education of the Technical Schools in the County of Camden that the ESEA/NCLB FY 2015 Consolidated Formula Subgrant funds be applied for and accepted from the New Jersey Department of Education: Program Amount Title I A $1,324,671 Title II A $144,235 9. To approve the following resolution. BE IT RESOLVED by the Board of Education of the Technical Schools in the County of Camden that authorization is hereby granted not to apply for Title III (NCLB) funds in the amount of $1,281.00 for the 2014-2015 school year. 10. Windows; Level I, Gloucester Township Campus, Building 4) and to deliver said Agreement to the appropriate

official of the New Jersey Schools’ Development Authority.

RESOLUTION FOR THE PROCUREMENT OF GOODS AND SERVICES THROUGH STATE AGENCY FOR THE 2014-2015 SCHOOL YEAR

WHEREAS, Title 18A:18A-10 provides that, “A board of education, without advertising for bids, or after having rejected all bids obtained pursuant to advertising therefore, by resolution may purchase any goods or services pursuant to a contract or contracts for such goods or services entered into on behalf of the State by the Division of Purchase and Property,” and WHEREAS, the Board of Education of the Technical Schools in the County of Camden has the need, on a timely basis, to procure goods and services utilizing state contracts, and WHEREAS, the Board of Education of the Technical Schools in the County of Camden desires to authorize its purchasing agent for the 2014-2015 to make any and all purchases necessary to meet the needs of the school district throughout the school year, NOW, THEREFORE, BE IT RESOLVED that the Board of Education of the Technical Schools in the County of Camden does hereby authorize the district purchasing agent to make purchases of goods and services entered into on behalf of the State by the Division of Purchase and Property. 3. To approve the following resolution. RESOLUTION RATIFYING EMERGENCY REPAIRS CAUSED BY THE FAILURE OF AN AIR HANDLER IN THE NATATORIUM AT THE GLOUCESTER TOWNSHIP CAMPUS WHEREAS, due to a failure of the air handler in the natatorium at the Gloucester Township Campus, there was an emergency need for repair as detailed in the emergency Request Purchase Form; and WHEREAS, Falasca Mechanical, was willing and able to provide said services at a cost not to exceed $34,444.10. WHEREAS, funds were available for this purpose (P.O. 965439-14); and WHEREAS, this award was authorized pursuant to N.J.S.A. 18A:18A-7 and the Emergency Purchase Form attached to the original hereof; now, therefore, BE IT RESOLVED by the Board of Education of the Technical Schools in the County of Camden that the proper School District officials be and are hereby authorized to execute all documents necessary to ratify the emergency contract and payment for the repair/replacement of the handler in the natatorium at the Gloucester Township Campus by Falasca Mechanical, 3329 N. RESOLUTION OF THE CAMDEN COUNTY TECHNICAL SCHOOLS AUTHORIZING A JOINT PURCHASING AGREEMENT WITH THE

HI-NELLA BOARD OF EDUCATION

WHEREAS, the Hi-Nella Board of Education has received approval from the Department of Community Affairs

to provide various types of Contracting Services to Governmental Entities; and

WHEREAS, the Camden County Technical Schools’ Board of Education have determined to avail itself of this

service offered by the Hi-Nella Board of Education through a Joint Purchasing Agreement, said Agreement

attached hereto and incorporated by reference herein, as inserted in page 360-EE through 360-KK.

NOW, THEREFORE, BE IT RESOLVED, by the President and Board Members of the Camden County Technical Schools’ Board of Education that for the reasons set forth hereinabove, it hereby authorizes a Joint

Purchasing Agreement with the Hi-Nella Board of Education for it to provide various Contracting Services to

the Technical Schools on an as-needed basis.

BE IT FURTHER RESOLVED that the appropriate Board of Education Officials are hereby authorized to execute

said Joint Purchasing Agreement on behalf of the Technical Schools.

BE IT FURTHER RESOLVED this Resolution shall take effect immediately upon adoption.

CONSULTANT SCHOOL BUSINESS ADMINISTRATOR FOR THE CAMDEN COUNTY TECHNICAL SCHOOLS

WHEREAS, the Camden County Technical Schools previously approved the appointment of Earl J. Vassallo as a

Consultant School Business Administrator for a period from April 1, 1014 to June 30, 2014; and

WHEREAS, it has been determined necessary to extend this Employment Contract for an additional period of

time on the same terms.

NOW, THEREFORE, be it resolved by the President and Members of the Camden County Technical Schools’ Board

of Education that it hereby approves an extension of the Employment Contract with Earl J. Vassallo to serve

as a Consultant to the School Business Administrator for the Camden County Technical Schools at a rate of

$500.00 per day, two (2) days a week, for an eight hour day, until August 29, 2014.

BE IT FURTHER RESOLVED this Resolution shall take effect immediately upon adoption.

To authorize a Public Hearing to amend the Superintendent’s contract to increase the compensation

to be paid to the Superintendent from 1.5% to 2% effective July 1, 2014 through June 30, 2015 and for a

Public Hearing to be held on the proposed increase in compensation to the Superintendent at the June 18,

2014 Board of Education Meeting.
