Westminster Byelaw campaign

• February 2011 Westminster Council started a consultation on a proposed byelaw which would make rough sleeping and the distribution of free food illegal in the Victoria area.• Echoed a 2009 London Councils proposal (also led by Westminster) to make it illegal to give free food to homeless people anywhere in London – successfully opposed by us and others including Ken Livingstone• Housing Justice begins to mobilise churches, soup runs, concerned public, The Pavement magazine. Met with Liberty, BIHR and others• March 2011 We co-organised a protest flashmob outside DCLG and “Party on the Piazza” free food giveaway outside Westminster Cathedral• Organised opposition via Twitter and Facebook. Hashtag: “nohomelessban” • Open letter to the Guardian• Asked residents to lobby Westminster councillors• Others organised events to raise public awareness. 38 Degrees petition started

Campaign timeline and outcomes• May 2011 Consultation Document published. Inconclusive result – split between (some) resident’s views and the wider public. • Proposal to make rough sleeping illegal is dropped!• Agreement to set up a working group with Westminster Council, local residents, church representatives, soup run volunteers, homelessness agencies• Progress is made in finding alternative sites for soup runs• November 2011 Westminster council drops proposal to make giving out food illegal!• Housing Justice shortlisted for a Liberty Human Rights award• Today Work continues to develop more in door provision open in the evenings and weekends

Their stories would be really useful - but only if at least a few are willing to be interviewed, so we can verify them and add more depth. I can see myself interviewing lots of these people for a project I'm doing.
