eManifest Informed Compliance Period for Highway Carriers ExtendedMarch 6, 2013

Ottawa, Ontario — The Canada Border Services Agency (CBSA) announced today that due to timelines associated with regulatory processes, the CBSA is extending the eManifest informed compliance period for highway carriers. Regulations to enforce eManifest requirements for highway carriers are expected to be in place in fall 2013. The CBSA anticipates being able to provide carriers as much as 45 days advance notice of the mandatory compliance date.

eManifest is a major transformational initiative that impacts all areas of commercial cross-border processes. The CBSA applauds highway carriers who have adopted eManifest requirements and is pleased with the continual increase in eManifest transmissions.

About eManifestCBSA eManifest initiative is changing the way commercial goods coming into Canada are processed. Visit the CBSA Web site and subscribe to the RSS news feed to receive updates when they happen.

Making the Border Smarter and More SecureeManifest is a transformational initiative that will modernize and improve cross-border commercial processes. When fully implemented, eManifest will require carriers, freight forwarders and importers in all modes of transportation (air, marine, highway and rail) to electronically transmit advance commercial information to the Canada Border Services Agency (CBSA) within prescribed mode-specific time frames.

On June 11, 2009, Bill S-2, Customs Act Amendments, was granted Royal Assent, the final stage required for the Bill to become law. This allows the CBSA to mandate various members of the trade community to submit pre-arrival data for risk assessment purposes.

Benefits for BusinessesThe CBSA is committed to delivering a reliable and efficient commercial border process to provide tangible benefits to the trade community.

eManifest will be a virtually paperless process that starts before shipments reach the border. The collection and risk assessment of advance commercial information, sent electronically to the CBSA, will allow low-risk shipments to be identified prior to arrival and processed in a more efficient manner upon arrival in Canada.

The transmission and notification systems implemented under eManifest will improve two-way communication between clients and the CBSA.

Trusted trader programs, such as the Free and Secure Trade (FAST) program, the Customs Self Assessment (CSA) program, and the Commercial Driver Registration Program (CDRP), will continue to exist with the implementation of eManifest and will complement the systems and processes that will be put in place by eManifest.

Commerce Official Travels to Canada to Highlight Bilateral Trade and North American Competitiveness

OTTAWA - U.S. Commerce Department Assistant Secretary for Market Access and Compliance Michael Camuñeztraveled to Ottawa, Canada to advance bilateral trade and North American Competiveness.

Throughout the trip, Camuñez engaged his Canadian counterparts with the goal of deepening our bilateral trade relationship on issues such as regulatory cooperation, facilitating cross border trade, and stressed the importance of strong intellectual property rights and protections. He also discussed ways to enhance North American competitiveness. “The United States and Canada are each other’s largest, and arguably most important, bilateral trading partners, with a staggering $600 billion in annual two way trade. When you include investment, we’re talking about an annual economic relationship in excess of one trillion dollars—one of the world’s largest and most successful partnerships,” Camuñez said. “And beyond just statistics, those numbers represent real economic prosperity, regional competitiveness, and literally millions of jobs for our people.”

Canada and the United States have enjoyed a long-standing economic partnership based upon ease of access to shared borders, similar consumer preferences, and high levels of co-production. Efforts to continue to deepen this commercial relationship—through such initiatives as the U.S.-Canada Regulatory Cooperation Council (RCC) and the Beyond the Border Initiative (BTB)—have been fruitful to date. Since 2010, bilateral, two-way trade has increased more than 30 percent between the United States and Canada.

An integral element of both the RCC and BTB initiatives is stakeholder input. The views, priorities and concerns of industry help to identify new priorities under these initiatives that are central to expanding our two countries’ economic competitiveness. The Department of Commerce has and will continue to engage U.S. industry in these regulatory and border priorities. U.S. exports to Canada have increased each year since 2010, from $197.5 billion in 2010, to $223.8 billion in 2011, and finally to $234.0 billion in 2012. This represents more than a 15percent increase in U.S. exports from 2010 to 2012.

Issuance of Presidential Permit for New International Trade Crossing

April 12, 2013

Today the Department of State issued a Presidential Permit to the State of Michigan for the construction, connection, operation, and maintenance of a bridge linking Detroit, Michigan, and Windsor, Ontario.

Under Executive Order 11423, as amended, the Secretary of State may issue a Presidential permit for an international border crossing after finding that such a crossing will serve the national interest. After a thorough review of the Presidential Permit application for the New International Trade Crossing (NITC) that the Department of State received on June 21, 2012, and taking into account the public and inter-agency comments received on the matter, the Department of State determined that the issuance of a Presidential Permit for the NITC would serve the national interest. The Presidential Permit will be published in the Federal Register in the near future.

Consistent with the bilateral Beyond the Border Initiative, this permit contributes to ensuring that our border infrastructure supports increased competitiveness, job creation, and broad-based prosperity in the United States and Canada. The NITC will help to meet future capacity requirements in a critical travel corridor, promote cross-border trade and commerce, and advance our vital bilateral relationship with Canada.

Boeing Winnipeg Announces Site Expansion April 23, 2013

WINNIPEG, Manitoba – Boeing (NYSE: BA) Canada Winnipeg announced plans to increase its Murray Park Rd manufacturing site by more than 22 percent, primarily to house new composites work for Boeing's 737 MAX airplane.

The building will be expanded by 14,000 square meters (150,000 square feet) to a total of 62,000 square meters (665,000 square feet) of manufacturing space. It will be used mainly to construct the one-piece composite acoustic inner barrel on the newly designed engine nacelle inlet for the 737 MAX.

The inner barrel is one of the latest quiet engine technologies that will be employed on the 737 MAX to help reduce the operational noise of the airplane by up to 40 percent.

"Boeing Canada Winnipeg has a great future ahead in support of unprecedented production rates," said Kevin Bartelson, general manager, Boeing Canada Winnipeg. "Earlier this year, we negotiated a successful contract extension with our local Canadian Auto Workers union. Minister Oliver Reinforces the Importance of Canada-U.S. Energy Relationship April 24, 2013

Washington D.C. — The Honourable Joe Oliver, Canada’s Minister of Natural Resources, today delivered remarks hosted by the Center for Strategic and International Studies in Washington, D.C. The Minister reinforced Canada’s position as the United States’ environmentally responsible energy supplier and enhancing our long-term economic prosperity and energy security with the approval of Keystone XL.

“Canada supports the Keystone XL project because it will enhance national security, create jobs and foster long-term economic prosperity for both of our countries,” said Minister Oliver. “Strengthening our bilateral energy collaboration would displace oil from Venezuela and the Middle East with a stable continental supply and thereby enhance the energy security of North America.”

Canada currently exports three million barrels a day of crude and petroleum products to the United States, of which one million barrels come from the oil sands. Projections by the International Energy Agency (IEA) indicate that the U.S. will continue to import 3.4 million barrels by 2035. Canada is the United States’ environmentally responsible option to fulfill this need.

� Canada is aligned with the U.S. in reducing greenhouse gas emissions by 17 percent from 2005 levels by 2020 – and estimates show we are halfway there.

� In some cases, such as coal-fired electricity plants, we have gone further than the United States. Canada is the only country in the world with regulations banning the construction of new coal-fired power plants that use traditional technology.

� Canada has introduced regulations that are aligned with the U.S. to reduce emissions from cars and light trucks, and heavy-duty vehicles; and

� Canada has committed to introducing regulations to further reduce GHG emissions in the oil and gas sector. Between 1990 and 2011, we reduced emissions per barrel of oil produced in the oil sands by 26 percent.

Quantum Computing Firm D-Wave Systems Launches U.S. Business; Industry Veteran Bo Ewald Will Lead U.S.

Canadian and U.S. Officials Discuss “Beyond the Border” Initiative

On Wednesday, May 8, the U.S.-Canada Beyond the Border Executive Steering Committee (ESC) met in Washington, D.C. to discuss progress to date and the way forward for implementing the December 2011 Beyondthe Border (BTB) Action Plan (505KB PDF). The Action Plan identified an initial set of activities to advance the Shared Vision for Perimeter Security and Economic Competitiveness articulated by Prime Minister Stephen Harper and President Barack Obama in February 2011. The Action Plan seeks to deepen the Canada – U.S. relationship by enhancing our mutual security, prosperity and economic competitiveness while respecting each others’ sovereignty and privacy regimes.

This was the second annual meeting of the ESC. It included high-level participation from the White House, the Department of Homeland Security (DHS), Customs and Border Protection, US Trade Representative, the Department of State, the Department of Justice, the Department of Agriculture, the Department of Transportation, Department of Commerce and their Canadian counterparts in Public Safety Canada, Canada Border Services Agency, Foreign Affairs and International Trade, Canadian Food Inspection Agency, Transport Canada and Citizenship and Immigration Canada, led by Canada’s Privy Council Office.

In addition to reviewing updates on completed, in-progress, and upcoming deliverables, the ESC emphasized the importance of the joint Statement of Privacy Principles (84KB PDF) in informing and guiding all information and intelligence sharing under the Beyond the Border Action Plan, discussed additional opportunities for outreach and agreed on the approach to preparing the 2013 Canada-U.S. Beyond the Border Action Plan Implementation Report as well as the main elements to be addressed in this year's Report.

U.S.-Based Fund Administrator Joins the Fastest Growing Hedge Fund Administration Centre in Canada

San Francisco-based fund administrator Conifer Fund Services, LLC, announced it will open a fund administration office in Halifax, Nova Scotia, as part of its strategy to grow in North America. Halifax was selected over competing locations based on Nova Scotia’s nearshore advantages including cost, proximity to clients, and access to skilled talent.

“We chose Halifax for our strategic growth plan,” said Jack McDonald, President and CEO of The Conifer Group. “Halifax will become our key centre for hedge fund administration because it has a highly educated and skilled labour force, low staff turnover, and a high quality of life.”

According to KPMG, Halifax is the fastest growing hedge fund administration centre in Canada. In KPMG’s Competitive Alternatives 2012 Report, Halifax ranks number one out of all Canadian and U.S. cities surveyed for lowest business operating costs in the International Financial Services sector.

United States and Canada Announce First-Ever Binational Border Infrastructure Investment Plan

May 30, 2013Secretary of Homeland Security Janet Napolitano, along with Ray LaHood , Secretary of the United States Department of Transportation, Denis Lebel, Minister of Transport, Infrastructure and Communities, Minister of the Economic Development Agency of Canada for the Regions of Quebec and Minister of Intergovernmental Affairs, and Vic Toews, Minister of Public

Safety today released the first-ever joint United States-Canada Border Infrastructure Investment Plan (BIIP). The development and release of this initiative fulfills a commitment made under the 2011 United States-Canada Beyond the Border Action Plan.

"An integrated, bilateral approach to border investment is critical to both the U.S. and Canadian economies," said Secretary Napolitano. "The Border Infrastructure Investment Plan offers enhanced security along our shared U.S.-Canadian border, while reducing wait times at major border crossings—increasing the flow of traffic across the border while ensuring safe and secure trade and travel." Secretary LaHood said.

The BIIP is an interagency and binational planning mechanism developed to establish a mutual understanding of recent, ongoing, and potential border infrastructure investments. It outlines the approach that the United States and Canada will take to coordinate plans for physical infrastructure upgrades at small and remote ports of entry. This initiative will be updated and disseminated annually. "These investments will reduce border delays, speed up trade across our shared border and will allow the Canada Border Services Agency to focus on facilitating the flow of low risk people and goods while keeping the border open to legitimate trade and travel," said Minister Toews.

The BIIP is designed to benefit the integrated economies of the United States and Canada, which depend on the fluid movement of commercial and non-commercial traffic across our border. Its release follows recent announcements by the Government of Canada of significant investments at four initial priority land ports of entry identified by Canada in the Beyond the Border Action Plan: Lacolle, Quebec; Lansdowne, Ontario (Thousand Islands Bridge); Emerson, Manitoba; and North Portal, Saskatchewan. Modernization of major border crossings will reduce wait times, increase reliability of just-in-time shipments, and decrease fuel consumption and greenhouse gas emissions. The U.S. and Canada enjoy the world’s largest trading partnership – with two-way merchandise trade totaling $570 billion in 2012.

In July 2012, the installation of technology to measure and report border wait times at the Peace and Queenston-Lewiston Bridges. Statement by Ministers Fast and Ritz onU.S. Country of Origin Labeling

June 7, 2013

The Honourable Ed Fast, Minister of International Trade and Minister for the Asia-Pacific Gateway, and the Honourable Gerry Ritz, Minister of Agriculture and Agri-Food and Minister for the Canadian Wheat Board, today issued the following statement on U.S. Country of Origin Labelling (COOL):

“Despite consistent rulings by the World Trade Organization, the U.S. government continues its unfair trade practices, which are severely damaging to Canadian industry and jobs.

“Our government is extremely disappointed that the United States continues to uphold this protectionist policy, which the WTO has ruled to be unfair, and we call on the United States to abide by the WTO ruling.

“We are preparing to launch the next phase of the WTO dispute settlement process on the new U.S. rule, which we had hoped to avoid by the United States living up to its trade obligations.

“The Canadian government, with the full support and active engagement of Canadian industry, has fought against this unfair treatment, which is also hurting U.S. industry and consumers.

“When the United States failed to comply by the May 23 deadline, we said we would pursue all options available. Today, we are also releasing a list of U.S. commodities for possible retaliation, to be published as soon as possible in the Canada Gazette, as a way to formally launch the consultation process.

“Our government will continue to consult with stakeholders as we pursue a fair resolution of this issue through the WTO over the next 18 to 24 months. To respect Canada’s WTO obligations, our government will not act on these retaliatory measures until the WTO authorizes us to do so.”

Truck Cargo Pre-Inspection Pilot BeginsJune 18 2013

U.S. Customs and Border Protection (CBP) began Phase I of a truck cargo pre-inspection pilot yesterday, June 17, 2013 at the Pacific Highway crossing adjacent to Surrey, British Colombia (BC). The project is a collaborative effort by CBP, Canada Border Services Agency (CBSA) and Public Safety Canada under the U.S/Canadian "Beyond the Border: A Shared Vision for Perimeter Security and Economic Competitiveness" initiative. Transport Canada and the BC Ministry of Transport are also participating in the pilot.

Phase I of the pilot is designed as a "proof of concept" to determine the viability of assigning CBP officers to Canadian border crossings to pre-inspect southbound trucks, drivers and cargo prior to arrival into the United States. It will also test the viability of developed technologies and joint U.S.-Canada procedures to conduct CBP primary truck processing in Canada. CBP will monitor wait times and provide traffic mitigation as needed.

Only trusted traders participating in CBP's Free and Secure Trade (FAST) program will be eligible to use the dedicated CBP pre-inspection commercial primary booth located on the Canadian side of the border. Participation is not mandatory. Pre-inspection in Canada will include radiation screening and basic primary processing. Secondary inspections, when required, will continue in the U.S. port of entry. The pilot will continue in Blaine for up to six months and will operate Monday through Friday between 8 a.m. to 4 p.m. Phase II will test the feasibility of reducing cargo wait times.

Canada and U.S. Committed to Faster, More Flexible Cross-Border Business

Ottawa — A progress report on facilitating cross-border business was released today by the Honourable Jason Kenney, Minister of Citizenship, Immigration and Multiculturalism, the Honourable Vic Toews, Minister of Public Safety, and Secretary of Homeland Security Secretary Janet Napolitano.

“With over $612 billion in annual two-way trade in goods and services, an efficient Canada-U.S. border is critical for the economic growth of both countries,” said Minister Kenney. “We will ensure that cross-border business is efficient by making entry to each other’s territory swift, simple, and secure.”

The historic Canada-U.S. Beyond the Border Action Plan, announced by Prime Minister Stephen Harper and President Barack Obama in December 2011, provides a practical roadmap for expediting legitimate trade and travel across the Canada-U.S. border, while enhancing security. It will accelerate the flow of people and goods between the two countries, promoting job creation and economic competitiveness, while strengthening the security of both countries.

The joint progress report details efforts by both governments to achieve Action Plan objectives and identifies areas for improvement.

“Our Government continues to look for ways to make our border more secure and more efficient,” said Minister Toews. “The release of this report demonstrates the ongoing commitment between Canada and the United States to facilitate cross-border trade in order to enhance the economic competitiveness of both our countries.”

Beginning this year, annual consultations will be held jointly, including stakeholders from both countries. Upcoming consultations will take place by the end of September 2013.

Minister Fast Concludes Productive Two-Day Visit to Washington, D.C., Advocating for Canadian Interests

The Honourable Ed Fast, Minister of International Trade and Minister for the Asia-PacificGateway, today concluded a working visit to Washington, D.C, his ninth visit to the United States as international trade minister.

“The U.S. is and will always be Canada’s largest trading partner,” said Minister Fast. “This is why I travel so regularly to the United States: to facilitate trade and travel, improve security and make both our countries more competitive.”

During his working visit, Minister Fast met with newly appointed U.S. Trade Representative Michael Froman and U.S. lawmakers to promote and defend Canada’s interests. “We know that the Canada-United States economic relationship is by far the largest in the world, and trade between the two countries dwarfs that of any other bilateral trade relationship,” added Minister Fast. “Continuing to strengthen this partnership is important to both countries as we work together to eliminate protectionism and to create jobs, growth and long-term prosperity on both sides of the border.”

United States and Canada Release Progress Report on Facilitating Cross-Border Business

Secretary of Homeland Security Janet Napolitano, Canadian Public Safety Minister Vic Toews, and Canada's Minister of Citizenship, Immigration and Multiculturalism Jason Kenney today released a progress report entitled "Facilitating the Conduct of Cross-Border Business." This report, which is a deliverable of the Beyond the Border Action Plan, describes bilateral efforts to ensure business travelers benefit from more efficient and predictable border clearance processes.

"Safe and secure trade and travel between the United States and Canada supports millions of jobs in both countries," said Secretary Napolitano. "Through our joint efforts with Canada, we are facilitating cross-border business and strengthening our economic competitiveness."

"Our Government continues to look for ways to make our border more secure and more efficient," said Minister Toews. "The release of this report demonstrates the ongoing commitment between Canada and the United States to facilitate cross-border trade in order to enhance the economic competitiveness of both our countries."

� Established new processes under which certain categories of business travelers may request adjudication of employment and related petitions by the destination country's immigration authorities to identify and resolve potential issues prior to the actual date of travel.

� Held joint consultations with stakeholders in both countries in order to identify and assess additional ways to facilitate relevant processes through administrative, policy, regulatory and operational improvements. A summary of those consultations is posted online.

� The Department of Homeland Security and Citizenship and Immigration Canada commit to continued annual stakeholder consultation sessions, and are pursuing a number of other initiatives outlined in the report and intended to better facilitate cross-border business.
