open mind, an open heart and open arms, we say

Looking back, we have, so far, welcomed many such friends. Going down the memory lane, we are ready
to say that the colour of this 'welcoming' gesture has been changing over the years. In our childhood it
burst with lot of fun, gifts and sweets, song and dance, creating a fairyland atmosphere. In teen age and
later, it bloomed with heady hues of hopes and aspirations. There were dreams and doubts that were
always accompanied by a grim determination to travel well the long, at times paved, at times pebbly
path that lay ahead. Then came the mid-life years with their wishes and woes, with some dreams
fulfilled, some not, some doubts cleared, some not. The 'welcome' was not spirited as before. Would life
begin to be a burden in more ways than one?
Travelling along the path of maturing years, however, the hues mellowed. They began to regain their
luster. A happy remembrance of earlier time added colour. Attitudes metamorphosed and outlook
changed focus. There appeared more medical problems. But the courage to handle them gained
strength. The focus, elevated to something meaningfully higher, brought peace and a prayerful aura.
There was no need to dream. Just flowing with the stream with a sense of security that the banks
provided was satisfying. It was time to look ahead at the rolling waves of the sea and remember with the
serenity that we would soon merge into it and rest in the lap of its abundance.
We get ready to welcome our dear friend, Mr.2019 with excitement, with the confidence that he and we
will go hand-in-hand to appreciate the full worth of our togetherness. Our friend gives us just one day at
a time. That well spent will make our next day good. We cherish every moment for all its worth. This will
teach us to live for the present with an attitude of joyous mindfulness. When we put this into practice
we develop a tranquility that we would disseminate to our surroundings and build a peaceful society
with a happy, healthy heart.
Swami Chinmayananda exhorted us to profuse more than what we consume and to give more than
what we take. This year let us resolve to produce smiles, showering love and dealing with the world with
compassion.
It stands to reason that our new friend will come with his package of problems. But every problem
comes with a solution. Let us learn to recognise it. We are aware, we can use our free will to some
extent beyond which we will learn to accept. Let us remember to close each day with a small prayer;
"God give me the courage to change the things I can, the strength to accept those I cannot, and the
wisdom to know the difference." Counting our blessings all the way, we will tread the New Year sans
remorse, sans regret. Cheers to a better life and a bright future. Let us remember that beyond darkness,
there is a silver lining. Hang on to the hope till the end to see brightness.

CBPRO & AIBRF News: *Representation to Hon’ble Prime Minister by CBPRO & AIBRF on the issues of
Retirees in the banking Industry: (AIBARC cir 111/18 dated 24.12.2018)

Honourable Sir,
Sub: Pending issues of Bank Pensioners and Retirees.
We on behalf of CBPRO (Coordination of Bank Pensioners and Retirees Organisation) and AIBRF (All
India Bank Retirees Federation) representing the entire community of Bank Retirees and Pensioners
(100%) have been pursuing with the Government and Ministry of Finance and IBA for resolving the
following long pending issues of Bank Pensioners and Retirees for which we have written to your
goodself on several occasions and submitted detailed memorandum:
1 Pension Updation (Pension Revision); 2. Revision in Family Pension in line with Government and RBI
Pensioners; 3. 100% D.A. Neutralisation to pre-2002 retirees; 4. Pension @ 50% of the last drawn Basic
Pay to all SBI employees and officers; 5. Removal of anomalies in Fixation of Pension in SBI including
Commutation at par with Industry and reckoning Probationary period of service for Calculation of
Pension; 6. Defined Benefit Pension Scheme to those who are recruited after April 2010. 7. Pension to
Resignees with pensionable service; 8. Full reimbursement of medical insurance premium as extended
to serving employees; 9. Reckoning special allowance component of pay for gratuity and pension;
10.Negotiating rights in regard to pensioners and retirees issues with Indian Banks
Association/Government; 11.Implementation of all Supreme Court Judgements for pensioners and
retirees of all Private and Public Sector Banks; and 12.Enhancement of gratuity to Rs. 20 lakhs w.e.f.
01.01.2016 as in the case of Central Government employees.
2 Since there has been no resolution in sight of our pending issues, the Bank Pensioners and Retirees
are thoroughly disappointed and agitated. Accordingly our Organisations have decided to hold Dharnas
and Demonstrations at all important centres including State Capitals throughout the country from
01.12.2018 to 15.01.2019 and many centres like Bangalore, Trivandrum, Ernakulum and Kolkata have
already held Dharnas. The demonstration programme also includes a massive Dharna at Jantar Mantar
on 08.01.2019 followed by a march to Parliament in the afternoon on the same day. We also wish to
submit a detailed memorandum to your goodself again on the same day. We as Senior and Super Senior
Citizens having served the country for several decades shall be grateful if suitable arrangements are
made receiving our memorandum around 02.30 p.m. at Parliament House or at your office. It is
reiterated that all our financial demands are not only legitimate but also can be met out of the statutory
funds created for the respective purposes including contributions by us by way of surrendering
Provident Fund. It is also pertinent to bring to your kind notice that Pension Funds of all the Banks put
together aggregates to more than Rs. 3 lakh crores and annual disbursements towards pension and
family pension are not even 40% of the annual yield and contributions to the fund. It is thus clear that
resolution of our demands will not cause any extra burden on the Balance Sheets of the Banks.

Unfortunately Indian Banks Association and other vested interest groups are thoroughly misleading the
Government about cost implications and denying us of our dues in violations of Pension Regulation
35(1) which clearly provides for Updation of Basic Pension and Additional Pension. In utter disregard to
the National Litigation Policy of the Government, the Senior Citizens and Super Senior Citizens are being
driven to seek judicial recourse at a heavy cost in terms of time and money in the evening of their life.
3 Honourable Sir, we are confident that with your goodself at the helm of affairs of the Government, the
Senior Citizens and Super Senior Citizens who have wholeheartedly contributed for the economic
growth and social upliftment of the people of the country by implementing all the schemes,
programmes and policies of the Government during last five decades, including Financial Inclusion,
PMJDY, Mudra, Skill India, Start Up India, Make in India, Demonetisation and other programmes, shall
get justice at your hands. With regards,

*CBPRO & AIBRF Joint Action Programme: Country wide Dharana &
Demonstrations. Massive Dharna cum Demonstration programmes implemented with terrific enthusiasm in different
state capitals at the joint call of CBPRO & AIBRF
Report from Kerala State Committee: A massive Dharna was conducted at Thiruvananthapuram in front
of the branch of IOB, MG Road on 1st December, 2018. Representatives of the constituent organsiations
of CBPRO and AIBRF participated in massive numbers. The programme was inaugurated by Com. Benoy
Viswam Member of the Parliament. A state level joint committee has been constituted with
representatives of different organisations who will be deciding different programmes at different
centres of the state. The joint demonstration has been hailed by a wide cross section of pensioners and
retirees in the state,
Dharana At Ranchi: A mass Dharna programme has been very successfully implemented by Jharkhand
state committee. The Dharna was held near Governor’s house at Ranchi on 8th December, 2018 and 250
members participated in the programme. The leaders of all the constituents addressed the gathering.
Massive Dharana at Bengaluru: A historic gathering of bank pensioners and retirees was organized on
7th December, 2018 in front of the Town Hall of Bengaluru. More than 3000 pensioners participated in
the Dharna. It was really encouraging to see that some old men above 80 years of age remained present.
The attendance of lady members was appreciably high. The huge gathering was addressed among
others by Com. Santha Raju, President, CBPRO, Karnataka state unit, Com. K. Viswanath Naik, GS, AIBRF,
Com. K.B. Ballur, Working President, AIBPARC, Com. A.N. Madhusudhan, President, FORBE and very
senior leaders of AIBPARC Com. M.R. Gopinath Rao and Com. A.N. Krishnamurthy.
Massive Dharana & Demonstration at Kolkata on 12.12.2018: It was a great day for the Pensioners &
Retirees of the Banking Industry in the city of Kolkata. The place of gathering appeared to be insufficient
and the huge assembly of swelled to the adjoining road and the line of traffic was virtually reduced to a

single narrow lane. The gathering by any estimate was very near 3000 & they were there till 5 PM. The
assembly was presided over by Com. Debesh Bhattacharya , a senior leader of AIBRF. The other
speakers included: Com Tridib Narayan Choudhary and Com. Suprita Sarkar (Both of AIBPARC), Com.
Ashok Dutta and Com. D K Basu (both of SBIPA) and Com. Ruidas Debnath and Com. Jayanta Ray (both
of AIBRF).
A massive Dharna Programme is planned for 07.01.2019 at Jantar Mantar New Delhi, followed by a
march to Parliament and submission of the Joint Memorandum on our pending issues to the
Honourable Prime Minister of India.
CBROA News: *Vellore Unit Members Meeting: (Mr Bhoopalan, RS)
A General Meeting of our Vellore Unit was organised on 16.12.18 at R.O. Vellore Premises . The Meeting
was presided by Sri L M V Devakumar, our Senior Member. The Meeting was started with Invocation
song by Smt. V . Sumathi, Smt. C. Lakshmi, Smt. M. Selvi and Smt. R. Easwari. K. Bhoopalan , the Regional
Secretary, welcomed the gathering and the new Members Sri Jayaraman, Manager retired and Sri K
Natarajan, Senior Manager retired. Also he welcomed Sri Kuppusamy , retired Chief Manager, from
Tiruvannamalai .
The meeting was addressed by several members. Sri K Elangovan , Senior Manager retired spoke on the
issues of Retirees and Viz Improvement in Family Pension, 100% DA Nuetralisation, Updation…etc
informed the members latest development on the above issues. Sri M. Kartikeyan, retired Manager
spoke on the gratuity issues. Many speakers spoke about the well conducted Mangalore Conference &
also about the resolutions passed at the delegate session. Sri L M. V. Devakumar spoke about positive
thinking and Communication Skill.
R. O. Vellore AGM Sri D Thilagarajan and Senior Manager Sri M Dayanidhi also participated in our
Meeting. Sri Thilagarajan appreciated the efforts of CBROA in resolving various issues of the Retirees.
He requested our Members to become as a DSA (Direct Selling Agent) and to help our Bank in recovering
NPAs. He also requested our Members to guide the youngsters in the Bank about Systems and
Procedures. The Meeting ended with Vote of thanks by Smt. V. Sumathi and with Lunch.
*Members Meeting at Dehradun: On 17/12/2018, CBROA, Dehradun unit conducted the general meeting of the members. 27 members
attended the meeting. The meeting started with address of Sri V K Kathuria, ex OGS of CBOA. He
welcomed the new members Sri Kunwar Singh Chauhan, Sri T P Sharma, Sri R K Bhatia & Sri M S Rawat.
Apollo Munich Health Insurance representatives who had attended the meeting informed about their
Health Insurance Scheme. They also clarified the queries raised by members.
Mr. S K Ghai, AGS in his address shared the gist of important events of XI Biennial Conference at
Mangalore with the members. He informed in details of all the issues raised / resolution passed in the
conference. He also informed about the formation Legal Fund to fight the Updation case in the High
Court & appealed to members to contribute generously to legal fund.
The meeting ended with the vote of thanks of Sri S.P.Arora and followed by lunch. (Mr S K Ghai, AGS)

*Members Meeting at Aligarh: (Mr Vidhumohan, DGS)
A meeting of CBROA general members was conducted at Aligarh Main branch on 18.12.2018.
The meeting started at 5.00 pm with the welcome speech by newly elected Regional Secretary, Mr. O. P.
Gaur. He informed the house about the elevation of AGS, Mr. Vidhu Mohan to the post of DGS in the
recently held biennial conference at Mangalore to the thundering applause of members.
The DGS, Mr. Vidhu Mohan informed the house about the proceedings of the CC Meeting on 30.11.2018
at Mangalore. He appraised the members about the suit filed by our CBROA in Karnatak High Court on
the issue of pension updation. The house unanimously agreed to extend financial support to the
Association. The house was also informed about the paper presented in the CC Meeting on
enhancement of Taxable limit of Leave Encashment on attainment of superannuation.
Mr. M. L. Bansal and Mr. Kanchhi Lal also shared their experience of the conference and lauded the
excellent boarding and lodging arrangements there coupled with the courteous & polite behaviour of
the volunteers.
Mr. C. P. Gupta, a veteran member deliberated on the Insolvency & Bankruptcy Code 2016 &
amendments 2018 and informed the members that this is a very handy enactment which has resulted in
NPA recovery of 1.25 lakh crores from the corporate sector besides a recovery of 1.75 lakh crores
recovery in MSME sector.
Mr. Atul Singh Regional Secretary, CBOA, expressed his happiness on the way the meeting was
conducted. He also appreciated that the senior colleagues are still keeping themselves abreast of the
latest developments in and around banking industry. He assured to extend all help to the retirees in any
& every possible manner.
At the proposal of the RS, regional committee was formed, with the approval of the house, as under:

The Regional Chairman Mr. S. N. Agarwal summed up the day’s proceedings. Mr. Kanchhi Lal proposed

*Meeting of Office bearers at Delhi: (Mr U K Kumaria, Vice President)
Newly elected Vice President Mr Umesh Kumar Kumaria called a meeting of Office Bearers of Delhi on
24.12.2018. All the office bearers attended the meeting, except Sh. S N Sharma, due to his
preoccupation. The following issues were discussed. Present scenario of Banking Industry
was discussed and special thrust given to undernoted issues:
a) Membership mobilization of NON-Members. b) Recovery of subscription arrears.
c) Strengthening the Central Leadership for ensuing legal battles by contributing generously in legal fund
by members. d) To hold bi-monthly meeting of Office Bearers from Jan. 2019 to
review the progress.
All the Office Bearers were entrusted to accomplish the above task, area wise. It was emphasised to
have proper coordination among all Office bearers so as to achieve better results.

*Mr Gopal Pattanaik, DGS of CBROA elected as Working President of AIBPARC,
Odisha State Committee: AIBPARC Odisha state committee triennial conference was held on 17.12.2018 at Bhubaneswar. Com.
Suprita Sarkar, General Secretary of AIBPARC was the Chief Guest & addressed the gathering. In the
end election of new Office Bearers took place & Mr Gopal Pattanaik, DGS of CBOA was elected as
Working President of AIBPARC, Odisha State Committee. CBROA Regional Secretary, Mr S K Khatua, Mr
RVVP Pattanaik and Mr P K Das were elected to state committee.
*Members Meeting at Kolkata: (Mr Swapan Haldar, RS)
Kolkata Region of CBROA members meeting held on 28.12.18 at Kolkata. The meeting was attended by
47 members & presided by Sri Shyamalendu Saha, ex GM. Mr Suprita Sarkar, GS, AIBPARC was the chief
guest. Sri Shyamal Sinha, AGS, CBOA was special invitee and he also addressed the gathering. The
meeting started at 5.30 pm and ended at 8.15 pm. The office bearers, Sri A R Rakshit, DGS, Sri R N
Mondal, CC member and Sri Swapan Haldar, RS have deliberated in the meeting.
Sri Suprita Sarkar in his speech informed the present situation in banking industry & with regard to
retirees issues, informed the steps taken by AIBPARC to resolve them soon. He also clarified the
member’s queries about pension Updation and IBA medical insurance policy. Sri Shyamal Sinha apprised
the members about the stand of AIBOC with regards to pension and other related issues in the bipartite
negotiation with IBA. We the office bearers reported the XI Biennial conference proceedings and
requested the members to contribute generously in the legal fund. The meeting was very
enthusiastically participated by all the members and ended with vote of thanks by Sri B C Pramanik, ex
AGM.
*Members Meeting held at Vijayawada: (Mr Phaneendra, CC member) The meeting of CBROA, Vijayawada Region was held on 28.12.2018 at 4 PM at RSTC, Vijayawada. 20
members attended the meeting. Mr. Jayaraju, Regional Secretary welcomed the members. Mr.
Phaneendra, CC Member shared the deliberations of recently held Biennial at Mangalore. He also
requested the members to participate in all the agitational programmes likely to be launched by
AIBPARC to realise our legitimate demands. He informed the members about writ petition filed by our
Association in HC of Bangalore and requested the members to contribute generously to the legal fund
a/c. Rs.60000/- was collected on the spot and details are furnished separately. He thanked the
members for spontaneous response. He requested the members not to post unrelated messages in
WhatsApp CBROA-Vijayawada group.
The meeting concluded with the vote of thanks proposed by Sri Jayaraju.

Friends,
You all are aware about a resolution passed in the recently held XI Biennial conference at
Mangalore that a Legal Fund will be created to take care of the expenses in connection with
petitions to be filed by the Association in the Courts of Law. Accordingly recently we have
opened CBROA – Legal Fund a/c bearing number 2725111001888 in Canara bank, Mahila
Banking branch, Bengaluru which is located just below CBROA office. IFSC code is

Overwhelming response. Ever enthusiastic, energetic, encouraging, motivating members have
made our job so simple. Within 4-5 days of opening the separate a/c to fight Pension Updation
case in the Karnataka High Court, the contribution from members by way of remittance to a/c
crossed 10.00 Lakhs. No words to express thanks. Members are great. Heartfelt thanks to all.

to add your name and staff number or membership number, which helps us to identify the

*Banks Board Bureau seeks application for post of Canara Bank MD NEW DELHI: Banks Board Bureau, the selection panel for public sector banks and financial institutions,
has sought application from eligible candidates for the post of Managing Director of Canara Bank. The
post of MD and CEO of Canara Bank is lying vacant since superannuation of Rakesh Sharma on July 31,
2018.
Canara Bank is among the top 5 banks and the position is open to all eligible candidates, including from
the private sector. As per the public notice, the candidates between 45 and 57 years should have
minimum experience of 15 years in mainstream banking of which at least one year should be at the

New Delhi: P V Bharathi has been appointed as
managing director and chief executive officer of
the Corporation Bank, according to an order
issued by the Personnel Ministry on Monday.
Bharathi is at present Executive Director, Canara
Bank. She will take over the charge on or after
February 1, 2019 and remain in the post till March
31, 2020 - the date of her superannuation, the
order said.

NEW DELHI: The Supreme Court on Thursday asked the Centre to increase the pension amount for
senior citizens and take steps to set up at least one old age home in each district in order to provide
succor to elders who are below the poverty line. Expressing concern over the plight of elders in the
society particularly those who have been deserted by their family members, a bench of justices Madan B
Lokur and Deepak Gupta said these people require special care and attention which is missing in many
sections of our society and the Centre and the state government must pitch in to protect their interests.
Under the present scheme pension is fixed for persons between the age of 60-79 years at Rs 200 per
month by the Centre under Indira Gandhi National Old Age Pension Scheme and Rs 500 per month for
persons above 80 years of age. The state governments also contribute in the scheme in addition to
Centre’s fixed amount and the contribution varies from state to state.
Noting that amount was fixed way back in 2007 when the scheme was launched by the Centre and has
not been revised since then, the bench said the Centre and states “must revisit the grant of pension to
the elderly so that it is more realistic”. The court passed the order on a plea of former Union Law
Minister Ashwini Kumar &advocate Sanjeeb Panigrahi who approached the court seeking directions to
the governments to increase the amount of pension and to provide medical cover to the elders. They
contended the amount is a pittance and is wholly inadequate and if the current value of the rupee is
taken into consideration then in real terms the amount actually works out to about 92 per month. The
number of elderly persons has increased from 1.98 crore in 1951 to 7.6 crore in 2001 and 10.38 crore in
2011. It is projected that the number of people above 60 years age would increase to 14.3 crore in 2021
and 17.3 crore in 2026.
*ICICI Bank tops list of most employees caught in fraud: ICICI Bank has topped the list of banks with maximum number of employees on whom action has been
taken in the last three years for involvement in frauds. In the last three years, action has been taken
against 13,949 bank officials belonging to 60 PSU banks and private banks. ICICI Bank officials alone

account for 2,236 or 16% (one-sixth) of the total such cases, Minister of State for Finance Shiv Pratap
Shukla told the Rajya Sabha in a written reply on Thursday. In each of these three years, 2015, 2016 and
2017, the number of ICICI Bank officials against whom the action has been taken was in the range of

strike by unions against the proposed merger of Vijaya Bank and Dena Bank with Bank of (BoB). The

unions including the All India Bank Officers Confederation (AIBOC), the All India Bank Employees'

Secretary C H Venkatachalam, the strike is effective across the country and employees are fighting for a

*PSU bank fraud: SBI tops with most employees caught in the act; next on the

India’s largest bank State Bank of India has topped the list of PSU banks with maximum number of
actions taken against officials involved in fraud in the last three years. All these actions pertain to frauds
involving a sum of one lakh rupees or more. In last three years (2015-2017), action has been initiated
against 1,287 officials of State Bank of India for their involvement in fraud. This is over 9% of the total
cases involving bank staff in public and private sector banks, Shiv Pratap Shukla, minister of state in the
ministry of finance, informed the Rajya Sabha in his written reply.
Punjab National Bank figures at the second position in the list with 1,127 officials or 8% of the total
13,949 officials allegedly involved in fraud. Manipal based Syndicate Bank figures at the third position in
the list with action taken against 894 officials of the bank. While SBI has been fighting court cases
against high profile accused and liquor baron Vijay Mallya to recover the loans given to Mallay’s now-
defunct airlines Kingfisher, several top officials of Punjab National Bank have been accused of helping
diamond baron Nirav Modi and his uncle Mehul Choksi in securing loans through fraudulent means.
Sudhir Kumar Jain, the then chairman and managing director of Syndicate Bank was arrested by the
Central Bureau of Investigation in August 2014, for his involvement in ‘bribe-for-loan scam’, involving
Prakash Industries and Bhushan Steel which were probed by the anti-corruption agency in the coal block
allocation scam. Central Bank of India figures at the fourth position in the list with action taken against
728 of its officials followed by the Bank of Baroda with action taken against 674 of its officials. During
this period, action has also been initiated against 618 officials of Canara Bank, 555 officials of UCO Bank
and 515 officials of Corporation Bank. While the action was initiated against 5,785 officials in 2015 for
their involvement in fraud, the figure for 2016 and 2017 was 4,360 and 3,804 officials.

*Bad loans of PSU banks are declining: Govt officials: New Delhi: Bad loans of state-run banks are in decline and the lenders have recognised most of their
stressed assets, a government official said. The gross non-performing assets (NPAs) of state-run banks
have begun dropping after peaking in March, registering a fall of Rs 23,860 crore in the first half of the
Current financial year. “The recognition exercise is nearly over with restructured standard assets
declining from the peak of 7% in March 2015 to 0.59% as of September 2018,” said financial services
Secretary Rajiv Kumar.
According to the latest finance ministry data, accounts overdue by 31 to 90 days (special mention
accounts 1 & 2), which are still not nonperforming assets (NPAs), have declined by 61% over five
successive quarters from Rs. 2.25 lakh crore in June 2017 to Rs 0.87 lakh crore in September 2018.
“This has substantially pared down credit at risk,” said Kumar. This indicates additions to nonperforming
assets will slow down. Public sector banks (PSBs) also made record recoveries of Rs 60,726 crore in the
