• Utilities are required to obtain written consent (permit) from the appropriatehighway authority (County) to place facilities in public R.O.W.
• With the establishment of a utility council, the county highway authority canenforce a 90 day relocation policy.
Utility Owner’s Responsibilities:
• Any utility located along the highway shall, upon written notice by the countyhighway authority be removed, relocated, or modified by the owner at no expenseto the county highway authority when and as deemed necessary for highway orhighway safety purposes. The notice shall be given after completion of engineeringplans.

ILLINOIS COMPILED STATUTE 605 ILCS 5/9-113GENERAL INFORMATION
Utility Owner’s Responsibilities continued:
• If, within 90 days after receipt of such written notice, arrangements are not madesatisfactory to the County Highway Authority for such removal, relocation, ormodification, the County Highway Authority may remove, relocate, or modify andbill the owner.
• Owner may request the county engineer for a waiver of the 90 day deadline. Thecounty engineer shall make a decision concerning waiver within 10 days and maywaive the 90 day deadline if he or she makes a written finding as to the reasons forwaiving the deadline.
• If no waiver of deadline has been requested or issued by the county engineer, andno satisfactory arrangement has been made, the County Highway Authority mayfile a complaint in the Circuit Court for an emergency order.

TYPICAL DESIGN UTILITY COORDINATION PROCESS
Initiate Coordination at start of design process
Contact JULIE to receive the contact information for utility owners that may have facilities within the project limits
Send out location map and preliminary plans requesting marked-up plans and atlas pages showing the existing utility information with a deadline of 4 weeks
If possible, the Project Coordinator may work to minimize conflicts by adjusting proposed storm sewers, structures, etc., without compromising the design or adding significant cost or delay to the project

Initial Notice
All emergencies shall be handled by the owner of the facility causing the emergency.
Notification of emergencies during work hours or after work hours shall be emailed to [email protected]
If the emergency is an immediate danger to the public and more than the owner can handle, call 911 and Cook County Maintenance's 24hr number for assistance. 708-485-7130
The owner would be responsible for all cost of the 911 and Cook County Maintenance support.

PAVEMENT BREAKS
The main goal is for safety, In addition, to avoid complaints about the interim temporary patch.
Maintenance of the pavement break will remain the Utility/ Municipality/ Water or Sanitary District responsibility until the permit is closed out.
Make sure final pavement patch follows IDOT patching standards for PCC or Hot Mix Asphalt pavement.
A PCC patch shall be a full lane width, An HMA patch shall be a minimum half lane patch. More details are given in the construction notes attached to every permit.

If the proposed work includes a Cook County Traffic Signal Modification or Installation, Cook County will require a full set of traffic signal plans. The design plans shall be designed in Micro-station format.
The plans shall include but are not limited to the existing and proposed equipment, all Right of Way, utilities, and various dimensioning.
Please contact [email protected] reach out to our Mechanical, Electrical, Landscaping and Architecture (MELA) Division to determine if existing plans are available or for an example set of plans.

Cook County Electrical Facilities include but are not limited to traffic signals, traffic signal interconnect systems, lighting, flashing beacons for school zones and cross walks, etc.
Note: If existing plans are available the new permit plans shall be updated to current IDOT standard symbols.
Note: If a Municipality project is not on Cook County ROW but it affects far out loops for a Cook County Traffic Signal, the Village/City will need to get a permit with Cook County.

The County is not part of J.U.L.I.E. The permit is the mechanism to get the underground Cook County Electrical Facilities located.
If there is no Maintenance of Traffic Signal Item in the permit contact the Mechanical, Electrical, Architectural and Landscaping (MELA) Division at 312-603-1730 for location of the underground traffic signal equipment or other facilities.
If there is a Maintenance of Traffic Signal Item in the permit, the IDOT approved electrical contractor on the permit will be required to do the locates of the underground traffic signal equipment.
