Introduction Thank you for choosing CPD Training to assist you with gaining recognition for your skills and
knowledge in building surveying. We have developed this kit to help you gather evidence of your
competence in the units across the Advanced Diploma of Building Surveying and to assist you to
prepare for the professional conversations you will be having with a CPD Training Coach and Assessor.
The principle method of assessing your existing competence will be through the recognition of prior
learning (RPL).
Participation in this program will require you to:
1. Participate in an induction discussion to set up an individual coaching plan;
2. Participate in professional conversation with your assessor
3. Gather evidence for each unit of competency that demonstrates that the relevant Training
Package requirements have been met.
What pathways are available for completing the course? CPD training offers a flexible approach to training which includes:
1. Learning by Modules – Undertaking studies by the reading of notes, or attending seminars where available, and undertaking written assessment tasks including options for work place assessment
2. RPL by previous education – the candidate has undertaken similar studies and can produce evidence of completion, and demonstrate that their skills are current.
3. RPL by assessing competence – if you are currently working in a current role, your competence can be assessed by RPL by providing sufficient evidence that meets the training package requirements specific to that unit of competency.
The process of RPL is further explained below. It is likely that most candidates will complete the Advanced Diploma or Skill set using a combination of all three of the above methods. That is, there will be units of competency that the candidate will not have experience in, and therefore will have to study that unit using the learning material provided and complete the assessments for that unit. For people with experience in Building Surveying or related occupations, RPL may be used to verify competence in the units.
What is Recognition of Prior Learning (RPL)? As the term may suggest, RPL is recognition of prior learning. Such learning may be through either
prior studies, or work/life experiences.

This program is designed as a RPL process supported by professional conversations. In many instances
RPL is simply known as “recognition” and is a formal acknowledgment of your skills and knowledge
that you have gained through training, work experience and/or life experiences.
Recognition of prior learning also takes into account your current competencies and any formal
learning you may have undertaken in the past. Assessing your current level of competence in a job
role is known as Recognition of Current Competency (RCC).
If you can provide sufficient evidence to demonstrate competence to the standards required for the
qualification you are able to apply for recognition of your competencies regardless of how those
competencies were acquired.
Recognition of other qualifications that you hold is commonly known as Credit Transfer.
Credit transfer is an assessment process that assesses a qualification or other formal training outcome
and determines the extent to which it is equivalent to the required standards in a qualification.
This may include credit transfer based on any formal learning that you have undertaken.
It should be noted that RPL can only be granted if sufficient evidence demonstrating that the relevant
requirements of the training package for that unit have been met. For example, simply stating that
you are a building surveyor with 20 years’ experience may not be enough to demonstrate competency,
nor may the submission of a transcript from a related course without a module description.
How does the recognition process work? The recognition process requires you to gather evidence of your prior learning and work experiences
and the evidence is mapped against the training package competency standards and judged or
assessed by a qualified assessor. As with all recognition processes your evidence must be valid,
current, authentic and sufficient.
Valid
Relates to the relevance of your CV,
letter and other evidence. How it
“aligns” to the unit requirements
Throughout this kit you will find recommendations for
quite specific types of evidence including a copy of
your certificates, building surveying documents and
work history.
Currency
Relates to the age of evidence.
We recommend you draw from the last 12 months and
not to go back further than 3 years. If your evidence is
over 3 years old and you have not been actively
working in the building surveying industry in recent
years then you will need to discuss this with us. You
may need to complete some units in training mode,
not RPL.
Authenticity
Relates to ensuring the evidence
presented is genuine and yours.
All past certificates and qualifications that you submit
as evidence must be a signed as a genuine copy of the
original by a JP and have the correct codes and
qualification name and be from an identifiable RTO or
university.

Your work evidence must be your own work or you are
part of a team. Do not submit evidence that is the work
of another person. We check signatures on records,
and ask for third party letters of authentication from a
manager, or client and / or statutory declarations.
Sufficiency
Relates to the amount of evidence
collected.
We have supplied guidance on evidence checklists in
this kit. Please follow the instructions closely. Work on
the self-assessment checks first, then clearly label your
evidence. You can provide more that the minimum but
do not go overboard. Not too little and not too much.
What if there are gaps in evidence? If there are gaps in evidence or questions arising from the quality of the evidence, authenticity or
currency you will be given the opportunity to explain this and if necessary to resubmit further
evidence. You will have an agreed time to complete the process with reasonable adjustments
depending on your circumstances.
If you do not have enough evidence you will be required to complete the relevant unit of
competency in training mode.
What you need to do.
1. Gather the following information for discussion with your assessor. General employment documents CV or work history; Relevant position descriptions; Certificates/results of assessment; Details of in house courses, workshops, seminars, orientation or induction sessions; References/letters from previous employers/supervisors.
Workplace documents Certificates/results of assessment; Site training records; Site competencies held record; Membership of relevant professional associations; Relevant hobbies/interests/special skills outside work; Industry awards; Any other documentation that may demonstrate industry experience.

3. Gather evidence and prepare for professional conversations with the Assessor See the unit by unit description of the evidence you must gather for each module and unit.

4. Participate in professional conversations with your Assessor An assessor will review the information you have provided and give feedback on the coverage of your evidence against the unit requirements. You will have the opportunity to discuss and identify your experience with the assessor who will understand your industry experience and the assessor will conduct a competency conversation with you. You will be required to answer building surveying and legislation related questions. A range of sample questions have been provided to assist you to prepare for these discussions. Refer to the unit evidence guide.
5. Completion of each module and the units of competency At each module, your assessor will give you final feedback on your knowledge and demonstration of applied skills that have been recognised through the evidence and the “professional conversation”. The decision is made whether you have gained the agreed RPL units and can move on to the next module and units. Or, if you do have skill gaps, these may be addressed through further workplace evidence or more formal training and assessment “top up” supplied by the Assessor. Units and Evidence Requirements
What evidence will I need to provide for each module?
1. Read through each of the following tables and familiarise yourself with the evidence
required.
2. Gather sufficient evidence for each unit of competency. A list of expected evidence is
provided. You need to provide sufficient evidence to demonstrate competence.
3. Build a portfolio of evidence for discussion with your assessor.
4. Record in the” Item No.” Column the label you have placed on each piece of evidence in
your portfolio.
5. Gather validation of your experience from a third party. You can do this either by:
a. Asking a third party such as your supervisor or previous supervisor to complete the
Validation by Workplace Supervisor section included in the table for each unit of
competency. They will also need to complete the Third Party Workplace Report
Cover page included here; OR
b. Ask a third party to complete the Employer/ Client Declaration.

CPCCBS6004- Assess and advise on compliance of design documentation for
residential buildings to three storeys
What does this unit cover?
This unit of competency specifies the outcomes required to review proposed building design
documentation during the design process for buildings and structures included in Building Code of
Australia (BCA) definitions for class 1 and 10 up to three storeys and not more than 2000 square
metres in floor area. It applies to providing advice on the preparation of planning and building
approval applications and on the compliance of proposed design documentation with the
requirements of building and planning legislation, regulations, codes and standards that apply to the
nature and location of each project.
The unit supports the work of building surveyors providing advisory code-consulting services to
building and construction professionals involved in developing building design documentation up to
the building approval application stage. The building surveyor may provide advice concurrently on a
range of building design projects in different locations.
Building surveyors must operate within the regulatory constraints that govern the relationship
between their advisory and statutory roles and ensure that no conflict of interest arises.
Licensing, legislative, regulatory or certification requirements apply to this unit in some States.
Relevant state and territory regulatory authorities should be consulted to confirm those
requirements.
What evidence will I need to provide for this module?
You will need to demonstrate that all of the elements, performance criteria and foundation skills of this unit (as attached) have been satisfied before we can grant RPL.
In other words, you must be able to demonstrate that you have developed and applied the following for four (4) different building surveying projects, each involving classes 1 and 10
Your submission must incorporate buildings up to three storeys and include at least:
Two (2) types of class 1 a buildings in different locations
One class 1b building
One class 10 building being either a bushfire shelter; or swimming pool; or retaining wall
Each research report must demonstrate the ability to:
liaise with specialist experts to ensure timely provision of advice within terms of service level agreement

determine compliance requirements for the four different projects and provide advice to clients on how compliance requirements apply to each project
advise clients of the documentation required for planning and building permit applications for the four projects
analyse complete sets of building design documentation for two planning and two building approval applications relating to the four projects and:
provide advice on two cost-effective and efficient design alternatives that meet compliance requirements
provide written advice on the compliance of design documentation with the requirements of building and planning legislation, regulations, codes and standards applicable to the project location, including possible solutions to compliance issues
invite questions from clients regarding compliance advice and explain requirements in detail provide responses to six different requests from clients for specific information regarding
different types of compliance issues

process required to obtain planning permission.
The unit supports the work of private and municipal building surveyors carrying out the statutory
role of ensuring that proposed residential building projects meet relevant compliance requirements

CPCCBS6001- Research and evaluate construction methods and materials for
residential buildings to three storeys
What do these units cover?
This unit of competency specifies the outcomes required to develop an understanding of traditional,
new and emerging construction methods and materials, including systems and components for
services, for class 1 and 10 buildings as defined in the Building Code of Australia (BCA) and up to
three storeys and not more than 2000 square metres in floor area. It involves researching and
analysing construction industry information, including research papers, engineering reports, material
specifications and performance data; and following information management procedures to ensure
that construction methods and materials are evaluated using current and accurate information.
This unit supports the work of building surveyors who provide advisory code-consulting services or
authorised statutory services relating to planning or building permit application assessment or
building audit and inspection services for class 1 and 10 residential buildings.
Licensing, legislative, regulatory or certification requirements apply to this unit in some States.
Relevant state and territory regulatory authorities should be consulted to confirm those
requirements.
What evidence will I need to provide for this module?
Unfortunately, we will not in a position to grant RPL for this unit unless you can demonstrate that all of the elements, performance criteria and foundation skills of this unit (as attached) have been satisfied.
In other words, you must be able to demonstrate that you have developed and maintained current research findings to support building surveying services for three different building surveying projects, each involving classes 1 and 10
Your submission must incorporate buildings up to three storeys and include at least:
Two (2) separate reports for a three storey class 1 a dwellings in different climatic,
geographic or planning zones
A single storey class 1 or 10 building
Each research report must contain research findings, recommendations and supporting evidence for each building projects, based on an evaluation of:
characteristics and applications of a range of materials suitable for the structural elements and building envelope, including the fire resistance of materials appropriate to the class of building
different construction methods and systems applicable to structural elements and building envelope
components and systems for services that consider:

What does this unit cover?
This unit of competency specifies the outcomes required to process building applications for
residential buildings in classes 1 and 10 as defined in the Building Code of Australia (BCA) and up to
three storeys and not more than 2000 square metres in floor area.
The unit covers gathering and assessing documentation that supports the building application
process which, if successful, results in the issuing of a building permit.
It supports the work of private and municipal building surveyors carrying out the statutory role of
ensuring that proposed residential building projects meet relevant compliance requirements prior to
commencement of construction.
Licensing, legislative, regulatory or certification requirements apply to this unit in some States.
Relevant state and territory regulatory authorities should be consulted to confirm those

What does this unit cover?
This unit of competency specifies the outcomes required to inspect for compliance the site preparation, foundations, footings and framing of class 1 and 10 buildings and structures, as defined in the Building Code of Australia (BCA) and up to three storeys and not more than 2000 square metres in floor area.
The unit supports the work of private or municipal building surveyors or certifiers who conduct mandated inspections of class 1 and 10 buildings and structures at the following initial stages of construction:
site preparation, foundations and footings framing.
It applies to planning and conducting inspections, reporting on issues of non-compliance, and preparing certificates of compliance according to legislative and regulatory requirements.
The certificate of compliance for each stage must be completed and processed before the next stage of construction may commence.
The building surveyor or certifier must be satisfied that remedial work required in cases of non-compliance is understood by the building contractor and completed within required timeframes. This involves developing and maintaining professional and cooperative relationships with building contractors throughout a highly regulated process.
Licensing, legislative, regulatory or certification requirements apply to this unit in some States. Relevant state and territory regulatory authorities should be consulted to confirm those requirements.

What does this unit cover?
This unit of competency specifies the outcomes required to audit residential class 1 and 10 buildings and structures against current requirements of the Building Code of Australia (BCA) and local planning policies. These class 1 and 10 buildings and structures are as defined in the BCA and up to three storeys and not more than 2000 square metres in floor area.
The unit supports the work of private and municipal building surveyors providing advisory code-consulting services, who carry out building surveying audits and advise on building compliance. The unit supports the conduct of residential building surveying audits required as part of a sales process to inform planned works, including demolishing existing structures, or to inform planned upgrades to existing buildings.
Licensing, legislative, regulatory or certification requirements apply to this unit in some States. Relevant state and territory regulatory authorities should be consulted to confirm those requirement
What evidence will I need to provide for this module?
You will need to demonstrate that all of the elements, performance criteria and foundation skills of this unit (as attached) have been satisfied before we can grant RPL.
In other words, you must be able to demonstrate that you have developed and applied the following for four (4) different building surveying projects, each involving classes 1 and 10
Your submission must incorporate buildings up to three storeys and include at least:
Two (2) types of class 1 a buildings in different locations
One class 1b building
One class 10 building being either a bushfire shelter; or swimming pool; or retaining wall
Each of the building surveying audits must include:
a documented plan outlining the schedule of the building surveying audit, its scope and limitations, and the compliance criteria to be audited
evidence of research undertaken to identify the relevant compliance requirements of the building to be audited, including additional local planning policies that are to be included in the audit
liaison with relevant specialist consultants to obtain expert advice and recommendations on aspects of the building systems and materials, construction materials or methods or other relevant components of the building

inclusions and exclusions of the building surveying audit conducted
