CIC provides NCCA accredited, OSHA recognized certifications. Crane Operators must pass a General Knowledge Exam, a Supplemental Exam and a Practical Exam for each crane type of certification being requested. Recertification, with documentation of hours of operation, requires a written exam and no practical. Some states or cities have specific requirements for crane operator licenses. Accommodations for Disabilities

Crane Institute Certification provides reasonable accommodation to its testing process to individuals requesting such an accommodation in compliance with the Americans with Disabilities Act (ADA). It is the responsibility of the candidate seeking an accommodation to complete the Request for

Accommodation Form provided in this handbook and on the CIC website and send it to the address provided on the form. Please wait to hear if your accommodation has been granted before registering for the exam(s). Requests may take up to a month to review. The candidate will have to do the following:

Crane Institute Certification will not grant any accommodation that limits its ability to measure the ability of an individual to safely operate a crane as defined by the ASME Standards for Mobile and Locomotive Cranes, B30.5-2004 or the OSHA regulatory requirements listed in 1926.1400.


Eligibility for Certification

Eligibility for Crane Institute Certification as a Certified Crane Operator includes the following:

Be 18 years of age or older Provide government-issued photo ID (i.e., driver’s license, passport) at exam site; CDL licenses may be mandatory in some areas.

Be physically able to operate a crane, per ASME guidelines

Complete and sign the Medical Verification Form

Pass the General Knowledge Exam and one Supplemental Exam per desired crane type

Earn a passing score on written exam(s)

Pass a Practical Exam appropriate for the crane selected

Earn a passing score on the practical exam

Honor the Crane Institute Certification Code of Ethics

Read and sign the Code of Ethics Agreement

Adhere to the Crane Institute Certification Substance Abuse Policy

Read the Substance Abuse Policy and sign the Code of Ethic Agreement

Important: Immediately prior to taking the Written Exam, candidates are required to sign their acceptance of Confidentiality Policy and the Exam Security Agreement. Candidates should review these forms in advance, since they must be signed by the candidate at the time of the Written Exam to take the written exam.

Registration Procedures

Overall Process

Candidates must complete the following overall process to register for Crane Operator Certification:

Go to www.CICert.com to find information on the certifications offered.

Select “Registration” and walk through the registration steps online.

o Set up profile including user name and password. o Register the candidate’s desired certification. o Select the desired exam location, date, and time. o Purchase the exam using a credit card.

The candidate will then receive a confirmation email that includes the following:

o Location and time for the exam o The candidate’s ID o Instructions for what to bring and what not to bring to the exam site o Address and map to the site o Copies of the Confidentiality Policy, Medical Verification Form, and Code of

Ethics Agreement including the Substance Abuse Policy that the candidate will be required to sign to qualify

o Instructions for emailing a digital photograph for Certification Card

Arrive at chosen exam location.

o Provide government issued photo ID (i.e., driver’s license, passport). o Read and sign the Medical Verification Form and Code of Ethics Agreement

(which among other things incorporates the Substance Abuse Policy).

Complete appropriate exam(s).

Review certification status and update contact information at www.CICert.com. The system also provides updates through emails after every exam.

Receive the CIC Certified Crane Operator card.

Scheduling Exams

CIC recommends that candidates schedule exams at least 4 weeks in advance. However, candidates may register in as little as 7 days in advance without a rush fee. Registration or rescheduling in less than 7 days incurs a $50 fee per candidate and is not confirmed until the site approves availability. The registration system that is set up online will show the closest exam locations to the candidate along with the available dates for the exams. Call 770.783.9262 or email [email protected] for assistance. Technical registration support is available from CIC by telephone and emails Monday-Friday, excluding holidays. The candidate or the individual registering the candidate (i.e. employer) is responsible for making sure registration is completed accurately. Be sure to follow directions and read all email communication carefully when registering. CIC offers certification exams. CIC does not require or provide training for accreditation for educational programs nor does it provide a course of study that leads to certification. CIC has no legal or financial or other obligation to organizations it recognizes for training options. The website www.CICert.com, does provide references for gaining knowledge and skills for safe crane operation.

The following fees are due during the online registration process and prior to confirmation of candidate’s exam schedule:

Exam registration fees are not refundable. Candidates have up to a year to take their exam. Candidates, who must reschedule, for any reason, even after the test, do not forfeit exam fees with CIC.

Pricing is for all written tests that are registered at one time and taken on the same day, if a candidate wants to take tests on different days they will need to register on subsequent days restarting at the top price category.

Certain sites may have a 5 person minimum. Beginning Spring 2013 requests for paper exams at electronic sites incur a $12.50/exam

handling fee. Written exam site and examiner fees are collected at time of registration for convenience. ‡ If testing site schedule allows for this many exams in one day.


Practical Exams

The Practical Exam requires the operator to perform tasks similar to those required on the job. The CIC exam courses are set with the boom at a length appropriate for the capacity and type of crane. CIC allows operators to take one (1) Practical Exam for up to five (5) certifications. However some states and cities have additional requirements. One (1) Practical Exam (Crane Operator or Advanced Rigger) $55 Operators may retake the Practical Exam up to (3) times/same day. 2nd attempt/same day $65 3rd attempt/same day $75 Practical Examiner and Site Fees

CIC scoring fees for Practical Exams also include reporting and maintaining records for

each candidate. Practical Exam Sites and Practical Examiners set their own fees for administering

Practical Exams. Check price with your site and selected examiner when scheduling. Site and examiner fees are charged separately, per the exam site.

Rush Registration

CIC exams can be registered with only 7 days advance notice of the exam date for no

additional fee. Requests for a rush registrations 6 or fewer days prior to the exam, are made directly with

Rush Exam Sites. CIC charges $50/candidate to process rush registrations. Same day scoring requests will incur a fee of $30 CIC cannot guarantee site availability.

Rescheduling

Exams may be rescheduled anytime up to 1 year from the initial registration invoice date. Exams may be rescheduled at any available exam site.

To reschedule an exam, the buyer simply logs in to www.CICert.com, clicks on the Candidate Exam Site tab, selects the new location, date, and completes payment.

If rescheduled 7 or more days in advance the reschedule fee is $25/candidate. If rescheduled 6 or fewer days in advance of exam, or after the exam, the reschedule fee

is $50/candidate plus the written site fee. No fee is charged when an exam is cancelled or rescheduled by the exam site.

Credit for Exam Fees

An employer may receive credit for CIC processing fees for unused exams if the employee has left the company or is deceased. To obtain the credit, the employer must: 1. Notify employee of test and payment cancellation 2. Provide employment termination and test cancellation letters to [email protected] 3. Apply for credit at least 7 days prior to the unused test dates via [email protected] or

770.783.9262 4. Call 770.783.9262, at least 7 days prior to test date to register new candidate(s) using the

credits 5. Pay a $50 change fee plus the written or practical exam site fees 6. Use the credit within 12 months of original candidate's test date

A terminated employee may pay or have their new company pay fees for certification and complete their certification by calling 770.783.9262

Special Requirements for Practical Exams

The Practical Exam requires the operator to perform tasks similar to those required on the job. The CIC exam courses are set with the boom at a length appropriate for the size and type of crane.

Examination Administration Procedures

When the registration has been successfully completed and payment has been received, CIC will send an admission email to the candidate’s registered email address.

The Candidate must provide the Exam Confirmation email to the exam center representative. The Exam Confirmation email includes the address, reporting date and time, the examination(s) registered for, candidate ID, and items the candidate needs to bring:

♦ Exam Confirmation email ♦ Government issued photo identification (passport, driver’s license) ♦ Personal Protective Equipment (such as hardhat and hard sole shoes/boots) to the

Practical Exam only.

No other materials are allowed in an exam site.

The email also provides copies of the forms that the candidate will need to sign at the exam site:

♦ Confidentiality Policy ♦ Security Agreement Code of Ethics Policy and Substance Abuse Policy ♦ Medical Verification Form (physician statement not required)

The exam location will provide and collect the following:

Blank scratch paper or worksheets and pencils Computer and workstation (if online) Exam(s) to be taken Calculator (only those provided by and bearing the Crane Institute Certification logo,

which only performs basic math functions. Note: the General Knowledge portion test arithmetic skills without the use of a calculator; the calculator may be used during the Supplemental exam only).


Exam timeframes are as follows:

90 minutes to complete the 75-item General Knowledge Exam 60 minutes to complete each 30-item Supplemental Exam 45 minutes to complete the Practical Exam.

Impairment

Examiner: read notice to candidates “At the sole discretion of those conducting or providing examination services, a candidate suspected of impairment is not allowed to test. Reasons for impairment can be caused by alcohol, drugs, medications, diabetes, epilepsy, lack of sleep, etc”. If the candidate shows signs of impairment, especially two or more of the listed categories, they should not be allowed to take the scheduled exam(s) provided. Both Examiner and/or proctor(s) must witness and agree that the candidate should not take the scheduled exams at this time. Fees are not refunded. If a medical condition such as illness or epilepsy is documented by a licensed physician, test fees will apply to rescheduled tests. Site or examiner fees apply to initially and rescheduled tests. Examiner, site coordinator, facility manager or proctor should ask to speak with candidate outside the sight line and hearing of other candidates. Certification Policy

Exam Programs

Crane Institute Certification certifies candidates who pass each of the following:

The General Knowledge Exam One (or more) Supplemental Exam(s) Practical Exam(s) associated with the selected Supplement(s).

Supplements

Candidates receive load charts from an approved list of load charts relevant to their exam type and capacity.

Some locations require licenses, in addition to accredited certification. See http://www.craneinstitutecertification.com/news/special-notice-pennsylvania-license-requirements-for-crane-operators/ or contact CIC for assistance or questions in meeting those requirements.

Practical Exams Associated with Supplements

In addition to passing the written exams, operators must successfully complete a Practical Exam within 12 months of passing the Written Exam. Extensions beyond the 12 months are rare and granted only in extreme cases. To request an extension, read and complete the Extension

Request Form at the end of this Handbook.

Certification Cards

Candidates earning a passing score on the General Knowledge, Supplemental and Practical Exams required for their selected certification and completing administrative requirements, receive a Certification Card from Crane Institute of America Certification. This card states that the NCCA accredited Crane Institute Certification recognizes that operator as a Certified Crane Operator.

Confidentiality of Candidate Information

Confidentiality Policy

CIC candidates’ individual information and results are held strictly confidential by CIC. Candidates maintain this confidentiality by registering their own contact information through the CIC website. A candidate that registers their own certification control access to their certification status, score results, and Certification Card. Candidates may choose to give their results to others by:

1. Physically giving their results to another person or party 2. Registering contact information different than their own to receive results 3. By having an employer or other party, register them for the exam

If candidates want the convenience of having an employer’s representative register for their exam, that employer will have access to their exam status, results and Certification Card. Further, employers, potential employers, regulatory agencies and other interested parties may request the names of operators who are currently certified by Crane Institute Certification. Determination of Passing Scores

CIC exams are criterion-referenced exams. This means that pre-determined “cut-off” scores must be reached or exceeded in order for an examinee to pass. This pre-determined score is established by experts in the crane industry. The passing scores for each exam are found in the chart below. Scoring has no relation to the performance of other examinees; therefore everyone who takes the exam may pass based on their own performance.

Eligibility Requirement Policies

Medical Verification Form

Carefully read the ASME B30.5-3.1.2 physical requirements listed below.

1. I have a vision of at least 20/30 Snellen in one eye and 20/50 in the other, with or without corrective lenses.

2. I have the ability to distinguish colors, regardless of position, if color differentiation is required.

3. I have adequate hearing to meet operational demands, with or without a hearing aid. 4. I have sufficient strength, endurance, agility, coordination, and speed of reaction to meet

crane operation demands. 5. I have normal depth perception, field of vision, reaction time, manual dexterity,

coordination, and no tendencies to dizziness or similar undesirable characteristics. 6. I have negative results for a substance abuse test. The level of testing determined by the

standard practice for the industry where the operator is employed and confirmed by a recognized laboratory service.

7. I have no physical defects or emotional instability that could render a hazard to myself or others, or which, in the opinion of the examiner, could interfere with the operator’s performance. If evidence of this nature is found, it may be sufficient cause for disqualification.

8. I am not subject to seizures or loss of physical control; such evidence shall be sufficient reason for disqualification. Specialized medical tests may be required to determine these conditions.

Code of Ethics Agreement

I agree to uphold a Code of Ethics that includes the following:

1. Using my knowledge and skill to accomplish my work in the manner that best safeguards

myself, co-workers, employers, the public and the workplace 2. Being honest with employers, the public and co-workers and not willingly misleading

anyone with regard to work experience, skill, experience or capability in operating a crane or the status of certification

3. Promoting competence and prestige of the craning industry by following applicable OSHA Regulations, ASME Standards and Operating Guidelines provided by crane manufacturers to operate cranes safely and efficiently

4. Working with integrity and without bias regarding race, color, creed, religion, age, gender, national origin, physical ability or ethnicity Abiding by the Substance Abuse Policy including: Never reporting to work under the

influence of alcohol, an illegal drug or substance Never using alcohol or illegal drugs while at work or on any work/job site Never working while under the influence of alcohol or an illegal drug or substance Never engaging in the unlawful manufacture, distribution, sale, or possession of

illegal drugs in the workplace Never abusing prescription drugs Never operating cranes if taking a prescription drug, if the label, or attending

physician, recommends not driving or operating machinery. Substance Abuse Policy

Operators seeking certification who sign the Code of Ethics Policy also agree to avoid substance abuse. In doing so, operators agree to the following:

Never using alcohol or illegal drugs while at work or on any work/job site Never working while under the influence of alcohol or an illegal drug or substance Never engaging in the unlawful manufacture, distribution, sale, or possession of illegal

drugs in the workplace Never abusing prescription drugs Never operating cranes if taking a prescription drug, if the label, or attending physician,

recommends not driving or operating machinery. However, operators may operate a crane and take the prescribed medication without an adverse effect on maintaining certification, when, and if, an attending physician advises that the drug or substance will not adversely affect my ability to safely perform duties as a crane operator.

Violation of the Substance Abuse Policy may result in disciplinary action up to and including revoking the operator's certification. At the sole discretion of the Ethics Committee, an operator’s certification that was revoked due to violation of the Substance Abuse Policy may be reinstated under certain conditions. Conditions for reinstatement include, but are not limited to, the following:

Proof of participation in and successful completion of a treatment, counseling or rehabilitation substance abuse program that is professionally run and operated

No other incidents of Substance Abuse Policy violations Taking the General Knowledge, Supplemental and Practical Exams for new

certification(s).


Disciplinary Policy

Grounds for disciplinary action may include, but are not limited to the following: Misrepresentation of any information provided to CIC or its representatives

1. Non-compliance with medical requirements 2. Non-compliance with Code of Ethics 3. Non-compliance with Substance Abuse Policy 4. Any infringement of exam security.

Disciplinary action may include one or more of the following: reprimand, revocation of certification or potentially civil sanctions. In the event that disciplinary action is taken or decided upon by the Ethics Committee, an operator may appeal the decision to the Governing Committee within 30 days of written notification of the decision.

A written appeal must be sent by traceable courier or certified mail, return receipt requested, to the Executive Director, at the following address. Specific grounds as to why the appeal should be considered must be stated.

Appeals Policy and Procedures

Appealing Eligibility Determination or Certification Status

Candidates may question their eligibility determination or certification status by writing or emailing the CIC Executive Director who will provide additional explanation. If desired, the Candidate or the Director may refer the matter to the Governing Committee for review and reconsideration, as appropriate. The Governing Committee will make a final determination within thirty (30) day or receipt of the request and provide that decision in writing to the Candidate.

Request for Scoring Review

Multiple safeguards are in place to prevent scoring errors. Candidates who do not pass an exam may request that their exam(s) be reviewed and re-scored by completing an online form titled Request for Exam Score Review. Requests must be submitted within ninety (90) days of the original result date and a re-scoring fee of $50 per exam requested will be applied for scoring review

Disciplinary Appeal

An operator may appeal a disciplinary decision by the Ethics Committee to the Governing Committee within thirty (30) days of written notification of the decision.

A written appeal must be sent by traceable courier or certified mail, return receipt requested, to the Governing Committee c/o the Executive Director Specific grounds as to why the appeal should be considered must be stated.

Candidates may appeal to the Governing Committee if they are in disagreement with how a policy is enforced in their individual case. The Governing Committee shall only overrule the Ethics Committee’s recommendations and conclusions in the event of the following:

The Code of Ethics was incorrectly applied The findings of facts by the Ethics Committee were clearly erroneous, arbitrary or

capricious and/or disproportionate to the facts surrounding the violation The disciplinary sanctions imposed by Ethics Committee were grossly disproportionate to

the facts surrounding the violation New information, relevant and not available at the time of the original decision, is

provided


In the event that an appeal is timely and properly prepared, the Governing Committee shall constitute and serve as an Appeals Panel and shall notify the operator of the date and location of the appeal hearing. The appeal hearing will be scheduled as soon as possible after receipt of the notification of appeal. The hearing shall be conducted at the Crane Institute Certification Headquarters or another location designated by the Governing Committee. The operator is responsible for their expenses. The operator has the right to have representation at the hearing but in no event will counsel be allowed to provide testimony in lieu of, or on behalf of, the operator.

The hearing is closed to third parties with the exception of witnesses, experts, consultants and legal counsel. The Governing Committee will consider all evidence provided, including the basis for the original decision reached by the Ethics Committee.

Content Outline for Practical Exam

Skills Tested – Crane Types

The Practical Exam measures the basic skills needed to safely operate a crane in a controlled fashion. It does not indicate the ability to operate any crane in any situation. Practical Exams may be conducted using a crane capable of achieving the specified boom length. The primary concern is that the crane has the appropriate boom length for a typical crane of that type. The practical exam measures the following skills:

Operating controls to raise and lower the load Operating controls to swing boom Operating controls to raise and lower the boom Controlling the load Picking and carrying load Communicating with signaler Securing the crane

Scoring

Scoring takes into consideration control, time to complete tasks, and knowledge required while operating a crane. The particular tasks measured and the proportions of the exam they comprise are as follows:

Accuracy and depth perception 35% Hand signals 16% Ability to control a load 50% Securing the crane 4%

Some challenges are timed. The less time it takes to complete the timed challenges the better your score.

Reporting

Practical Exams are scored on a straight Pass/Fail basis by 4ROI. The examiner will not be able to provide feedback on your performance. However, your result will be sent to you via email within 10 days of completing the exam


Exam Check-in

When the candidate arrives for the Practical Exam, the examiner will do the following:

Introduce himself Check the candidate’s government issued ID to verify candidate is person registered for

exam Verify that the candidate has appropriate PPE (Personal Safety Equipment such as hard

hat, hard sole shoes/boots and any PPE specified by a particular exam site) Give the candidate needed materials (forms to sign, instructions, etc.).

Candidates wait in a waiting area until called to the exam site. In this waiting area, candidates are provided a minimum of 10 minutes with the following:

Full copy of the crane user manual, OEM specs, and load chart for crane used Practical Exam Course Layout Task Description.

When the examiner is ready for the candidate, the candidate is:

Escorted to the exam site Given 15 minutes to become familiar with the crane Read instructions and provide clarity as needed.

Description of Challenge

Crane Familiarization

You will be given 15 minutes to familiarize yourself with the crane used for the exam. You may view any component of the crane or operate the crane to obtain the feel of its

operation, with the following exceptions: o Do not travel the crane or adjust outriggers, if any. o Do not telescope the boom.

The brakes and LMI are set according to OEM standards. At the end of the familiarization period, you will be asked to sign your examination form

and indicate whether the crane is operating satisfactorily and you wish to take your exam. If you are not ready to take the exam at the end of the 15-minute time, the exam will be cancelled and you will not pass.


Challenge One Measures Accuracy and Depth Perception

The first task requires you to place the headache ball into a 55-gallon drum marked with a “1.”

This is a timed task. The task is to move the headache ball from the Start Point and place the entire headache ball to the wedge socket, under control, into drum 1. You do not want to hit or move any part of the course with any part of the hook or ball.

The second task is similar, requiring you to place the headache ball into a different drum marked with a “2.”

This is also a timed task. The task is to move the headache ball from Drum 1 and to place the entire headache ball to the wedge socket, under control, into Drum 2. You do not want to hit or move any part of the course with any part of the hook or ball.

Challenge Two Measures Hand-Signals

This task requires you to follow the examiner’s hand signals. You will be given 12 hand signals, and you are required follow them while keeping the headache ball under control at all times.

Challenge Three Measures the Ability to Control a Load

This task requires you to pick-up a load and move it through an obstacle course in a specified pattern and place it in a designated spot.

This is a timed activity. The load must be controlled in terms of height off the ground and clearance of obstacles. To finish, the load needs to be placed at the designated spot.


Safety

A candidate will be automatically disqualified if, at the judgment of the examiner, the candidate operates the crane in an unsafe manner during familiarization or the exam. Examples of unsafe operation include the following:

Two blocking the crane Hit crane with any part of the load Uncontrolled or reckless operation Action dangerous to personnel or equipment.

Exam Delays Due to Weather or Equipment Problems

If the anemometer indicates that wind speeds exceed 20 mph immediately before or during a Practical Exam, the examiner delays the exam until wind speeds are below 20 mph. Exams may not start until 30 minutes past official local sunrise at the exam location. Exam steps must be completed 30 minutes prior to official local sunset. Exams will not start, or will immediately stop, if thunder is heard within 30 seconds of lightning. In the event of a thunderstorm, exams may start, or resume, a minimum of 30 minutes after the last audible thunder. Exams will not start, or will immediately stop, if precipitation is strong enough to obstruct the candidate’s ability to see all materials within the course. If any weather conditions require the examiner to stop the exam before the candidate completes it but the exam can be completed on the same day, the examiner

Restarts the candidate at the beginning of the task that was in-progress when the examiner stopped the exam

Allows the candidate the same amount of time, 15 minutes, to become familiar again with the crane and tasks before restarting the exam.

If weather conditions dictate that the candidate will not be able to start or safely complete the exam on the day registered, the candidate and Exam Site Coordinator reschedule the exam at the earliest convenience at no additional fee. If the Exam Site Coordinator cannot reasonably accommodate the candidate, the coordinator must contact CIC. At that point, the candidate may reschedule a new exam on the CIC web site with no additional fee. On the new exam day, the candidate will start the testing process from the beginning.


Security Procedures

Candidate Security

Security procedures are mandatory to preserve and protect personal civil rights, business property rights, and the public trust. Candidates must bring the confirmation email that confirms the candidate’s exam date, location, and Candidate ID on the day of the exam, In addition, the candidate must provide required identification and meet the requirements for Eligibility for Certification

Exam Security

Candidates should not bring, or expect to store, bags and personal items not permitted in the exam area. Items not permitted include cameras, scan or transmitting equipment, cell phones, pagers, beepers, books and paper. Candidates may not use or bring their own calculators to the exam area. Crane Institute Certification provides calculators that perform only basic math functions and are used only for supplemental exams. Since other types of calculators may pose a security risk, only the calculators provided, at no charge, by Crane Institute Certification are permissible. Candidates are required to sign the Exam Security Agreement before taking any Written Exam.

Recertification Policy

The Scheme Committee of CIC determined that mobile crane operators recertify every five years. CIC welcomes and offers NCCA accredited recertification to individuals who have valid certifications. Operators seeking recertification must meet all recertification requirements in the 12 months before the expiration of their current certification. In the case of extenuating circumstances, an individual can apply for an Extension of Recertification Timeframe to complete their recertification requirements. Recertification is valid for five (5) years from the original date of certification, per OSHA regulation 1926.1427 http://www.osha.gov/doc/cranesreg.pdf “The operator’s certificate must state the type/capacity

of equipment for which the operator is certified. (3) A certification issued under this option is

portable and meets the requirements of paragraph (a)(2) of this section. (4) A certification

issued under this paragraph is valid for 5 years.”

Recertification requirements include the following:

CIC Certified Operators – Individuals who are already CIC certified and wish to recertify must:

Pass a 50-question Recertification Exam for each crane type and capacity for which recertification is needed.

Verify ongoing ability to meet medical requirements

Comply with the Code of Ethics and Substance Abuse Policies.

(These forms are emailed to candidate from CIC Customer Service and also provided at testing).

CIC does not “grandfather” certification of operators based on experience due to OSHA and NCCA prohibitions. However, an Operator will not be required to take the Practical Exam if:

Operator’s employer(s) completes and signs an Hours Verification Form to verify 1,000+ hours of crane operation within a five-year period immediately preceding the request for recertification. The Hours of Verification form must be sent to CIC Customer Service at [email protected] at least one week prior to the candidates scheduled exam.

1,000+ hours of operation must be on cranes comparable, or higher, type and capacity to the recertification the candidate requests; hours of operation are defined as hours spent as the Designated Operator.

For example, if the operator’s employer(s) shows that an operator ran cranes 21 tons or less, the recertification will be for cranes 21 tons or less. In this example, the operator is not eligible for recertification on a crane over 21 tons.

CIC Certified Operators who wish to recertify, but do not have at least 1,000 hours as a Designated Operator must pass a Practical Exam for the crane type and capacity that they wish to be recertified for in addition to the requirements listed above.

At the time of recertification, candidates must submit a new photograph for the new Certified Crane Operator Card. Digital photos can be emailed to [email protected]. CIC will make an electronic copy of the photograph and keep a copy in case the operator needs a replacement card. Actual photographs may be mailed to CIC at P.O. Box 2049, Villa Rica, Georgia 30180. There is a $12.50 charge for CIC to make an electronic copy of the actual photograph.

Operators who recertify earlier than one year before their certification expires earn a new certification date that extends five years from the date of the new certification.

Recertification candidates may register online for the most convenient location and time to take applicable exams. New employers or the same employer at the time of initial certification may also have a Test Coordinator register and purchase recertification exams for eligible operators.

If a candidate fails to pass exams in the first two (2) attempts, CIC recommends waiting at least 30 days before making a third attempt. In this case, the operator would likely benefit from using the wait-period time to study or train more. Candidates whose certification expires prior to passing re-certification exam(s) must take and pass the General Knowledge, applicable Supplemental Exam(s) and Practical Exam for a new certification.

Multiple Certifications Operators may add additional certifications at the time of recertification by taking additional Supplemental Exams and the Practical Exam (as needed) for a new certification.

Non-CIC Certified Operators – Individuals who have not previously been certified with CIC, but wish to recertify through CIC must:

Complete the Document of Pre-Existing Certifications and email to [email protected] at least one week prior to candidates scheduled exam.

Provide a copy (front and back) of their current certification card. Comply with and sign the Code of Ethics and Substance Abuse Policies Meet medical requirements Pass a 50-question Recertification Exam for each crane type and capacity for which

recertification is needed.

(These forms are emailed to candidate from CIC Customer Service and also provided at testing).

Expired Certifications Operators with expired certification(s) must pass the General Knowledge Exam, applicable Supplemental Exams and Practical Exam for a new certification. If no other restrictions apply (ex: Suspended driver’s license, disciplinary action) operators with expired certifications may qualify for a new certification. This applies to both CIC and Non-CIC Operators.

Recertification Notification CIC will attempt to notify operators when their CIC certification is within twelve months of expiration based on the most current contact information available. CIC strongly encourages operators to update their address, email, phone number and other information on file at CIC so they will receive timely reminders for recertification.


Appendix

Use the following forms to request special accommodations or extensions. Complete and submit the form before registering for exams. Completing the form and returning it to CIC does not guarantee that the accommodation will be made, however, CIC will attempt to accommodate legitimate requests. An individual may request an accommodation based on a medical disability or per the OSHA ruling (PART 1926.1427). If the accommodation requires reading the exam to the candidate, there will be an additional reading charge of $25 per hour, per candidate. Arrangements for other accommodations will be charged as needed. OSHA Accommodation Regulation

To meet the intent of OSHA, for any accommodation granted, CIC will read the General Knowledge Exam aloud to the candidate. However, the supplemental exams must be taken in the standard way to demonstrate “literacy relevant to the work” and “the ability to use the type of written manufacturer procedures applicable to the class/type of equipment for which the candidate is seeking certification.”

The OSHA ruling states: Subpart CC―Cranes and Derricks in Construction 1926.1427 Operator qualification and certification (h) Language and Literacy Requirements. (1) Tests under this section may be administered verbally, with answers given verbally, where the operator candidate: (i) Passes a written demonstration of literacy relevant to the work. (ii) Demonstrates the ability to use the type of written manufacturer procedures applicable to the class/type of equipment for which the candidate is seeking certification.

Extension Request Form

Crane Institute Certification (CIC) allows 12 months from the time the candidate passes the written exam to take and pass the associated Practical Exam or vice versa. Extensions beyond 12 months may be granted case-by-case in extreme situations. Examples of an approved extension are a military person called to a long-term, oversees tour of duty or a documented long-term illness or injury. Typically, if an extension is granted, the maximum allowed extension is 12 months.
