Statement of support of the nomination of

JOHN SPEARPOINT to the Local Land Services Board Hunter Region

John is a beef cattle farmer at Seaham in the lower Hunter Valley. John and his family reside on their family farm that has been in continuous farming operation since the late 1800’s. John is co-owner of Greswick Angus; a seedstock production and beef cattle breeding enterprise that operates on a number of properties throughout the Hunter Valley. John has always maintained a clear focus on balancing environmental sustainability within a farming system with their primary residence along the Williams River selected as a Best Management Practice (BMP) demonstration farm in 2005 to showcase sustainable farming practices over a 4 year period. The property lies within the Williams River water catchment area that provides a vital natural resource for Newcastle and the lower Hunter region’s domestic drinking water supply. John is a local Landcare member and has extensive knowledge of the local area including its natural resources. Over many years John has been instrumental in supporting local farmers negotiate and work cooperatively with stakeholders, including government agencies, particularly where regional and rural issues could impact on the operation of farming businesses. Having previously worked in the medical industry, John has a strong scientific and management background that underpins his investigative approach, attention to detail and effective implementation of practical solutions, enabling him to operate his own successful farming business. John has a Bachelor of Science Degree (Newcastle University), Diploma of Agriculture (Tocal College) and Diploma of Conservation and Land Management (Tocal College). In addition to their core seedstock base at Seaham in lower Hunter Valley, John has managed breeding herds in the Upper Hunter and Central West regions, developing a broad understanding of the challenges faced in managing businesses on both small and large scale properties across differing regions. John is also a beekeeper and bird observer, maintaining a database of bi-monthly bird surveys conducted on their property by a dedicated group of bird watchers from Hunter Bird Observers Group. He is always happy to share his experience and knowledge, conducting many field days and farm tours on their property. John advocates that in order for landholders to remain viable and preserve the rich rural heritage of the area, there needs to be a balance between farm profitability and natural resource management, a philosophy he has documented in a book “Striking the Balance (2006)”. John believes the reforms of Local Land Services provides a unique opportunity to reinvigorate the connection between stakeholders and land managers and is looking forward to representing local landholders in agricultural, biosecurity and natural resource management issues.

Statement of support of the nomination of

JOHN WILSON to the Local Land Services Board Hunter Region

I was Regional Director of Agriculture (RDA) for the Hunter Region (1996-2007) and responsible for the effective delivery of the department’s services to farmers. Our research and extension officers provided advice and assistance to farmers throughout the region. One of my main reasons for standing for election is my concern that LLS should provide similar services.

However, I am also concerned about funding Resource management funding will come from existing sources but other LLS services must come from rates. The IPART report presents funding based on “user pays” and “beneficiaries” but this must be fair and transparent; ratepayers should not bear the full burden of services for public good.

I fully support effective environmental management, there are many things we must do better. However, if landowners are to make changes they will need advice on all aspects of land management, and for farmers that includes any production implications. Most importantly, where regulations are concerned, compliance must be simple. As RDA, I represented NSW agriculture on all regional resource committees, such as the water management committees. I always sought to strike a balance between environmental needs and fair access by farmers. I see this as a balance of interests, not a conflict, as profitability and sustainability go hand in hand.

The new LLS must also deal with emergencies. I have 11 years experience as the Functional Area Controller for the region. I planned and coordinated NSW Agriculture’s response to all bushfires and floods, providing animal welfare services and relief (such as fodder or access to finance) to primary producers. I have experience of two major exotic disease outbreaks: Newcastle Disease and Equine Influenza. During drought, I led the combined effort of farmers, Board officers and NSW Agriculture to obtain Commonwealth drought support under the Exceptional Circumstances provisions.

LLS offers tremendous opportunities to provide the first truly integrated service for agriculture, resource management, emergency management and pest and disease control. However, it will require strong direction by the Board to balance these priorities and bring them together in an effective program.

The nomination form lists nine areas where Board candidates should indicate expertise, knowledge or skills (see www.lls.nsw.gov.au). As a result of my experience in NSW Agriculture, I have ticked all the boxes. If elected I can offer LLS ratepayers my expertise on how to get the best out of this new organization. I served on the Board of the former Hunter Catchment Management Trust for two terms (1990-93, 1996-2004) and have dealt with other government departments at a senior level, chairing the Regional Management Coordinating Committee – the committee which brings together all government managers in the region.

I have a proven record of serving the rural community, I know how government works and I can put this knowledge to good use.

Statement of support of the nomination of

TREVOR MAY to the Local Land Services Board Hunter Region

I am a self-starter adapting quickly to a leadership role. I have highly developed interpersonal, oral and written communication skills and an ability to liaise with a range of people within the organisation, industry and community. I have well-developed strategic planning skills eg developing and implementing strategic plans for the state Property Management Plan Program. Through my work, sport and community involvement, I have demonstrated an ability to lead others to achieve team commitment and greater outcomes. NSW Agriculture appointing me to positions such as Coordinator of the Post Flood Farm Advisory Program (1990) and Manager of the Field Operations during the 1995 Mouse Plague. My leadership skills has resulted in appointments as a Director on the Dubbo City Development Corporation and two Rotary clubs. Whilst primary work has been in Agriculture (growing up on a mixed farm, attending Agriculture College, Advisory Officer for NSW Agriculture) I have over the past 20 years also been involved in many Natural Resource Management (NRM) positions. In addition to having a number of Certificates eg Cert V Chemicals, I hold a Hawkesbury Diploma of Agriculture, Batchelor of Business and a Master Degree in Marketing and Rural Commerce. I was a NSW Agriculture District Livestock Officer (Sheep & Wool) 12 years and 5 years as State-wide Specialist Livestock Officer. These positions and that of State coordinator of Property Management Program, 5 years, and Regional Agriculture Environmental Officer (5years) required integrating projects on agriculture, biosecurity and NRM. I have sound analytical, problem solving and coordination skills. I have co-managed a B&B, on a farm running sheep and cattle. I developed small vineyard producing value-added wine. This experience, my work in the government and in Rotary has provided a sound knowledge of financial management and auditing. I have a sound network of contacts associated with local government, government agencies, business management, community organisations and education providers. I have extensive experience working with local government eg 18 months as Liaison Officer, Netwaste, fostering cooperation between 28 local government councils. Currently I am a Part-Time Teaching in Agriculture and Land Management units at TAFE. In addition to Teaching Aboriginal students at TAFE I have considerable experience working with Aboriginal Elders and communities eg as Liaison Officer, Brigalow Belt South Bioregion. I consider my roles and responsibilities in various government agencies, community and other organisations would be extremely valuable to bring to the position. As a team leader and manager of state-wide programs I have communicated and cooperated with government agencies, peak non-government bodies, aboriginal leaders, community representatives, industry, unions, conservationist and community individuals and organizations. I have experience connecting with people, reducing duplication, creating synergies and supporting delivering improved sustainable use of agricultural resources by developing and promoting appropriate environmental and resource management policies and plans. I am highly confident of being able to competently fulfil the position on the LLS Board. I believe I can make a positive contribution and enhance the outcomes of the integrated approach required eg wild dog control in the upper Hunter.

I am 56 years of age and hold some 30 years extensive agricultural and environmental knowledge and experience in the Upper Hunter, along with community representation locally and throughout New South Wales. I am currently on Executive Council of NSW Farmers Association, a board member of Cattle Council of Australia, been involved with the Merriwa Landcare Group since its inception in 1989 and a former member of the Community Reference Group of Hunter CMA. As such I hold a range of skills and experience with a sound understanding of governance issues that would enable me to undertake the role as Board member on the Hunter LLS. In addition I continue my land management role at Cassilis running a beef enterprise with my wife. Further, I have been involved in a range of primary production enterprises at the grass roots and business management levels in the Hunter Valley since completing a Bachelor of Agricultural Science from Sydney University in 1980. In addition I have undertaken courses run by the Department of Primary Industries with further ongoing education through Holistic Resource Management and Resource Consulting Services. I have and hold interests in environmental and biodiversity outcomes with respect to our land management practices. I feel that the new LLS Boards represent a real opportunity to implement strategic plans that provide for biosecurity, extension, natural resource management, with community participation and understanding of primary industries while incorporating governance principles and expectations that are of a high ethical standard. This is critical and much needed to ensure the sustainability of agriculture, which requires at the very least a clear understanding of the nexus between the environment and land management by all in the community in order for any outcomes to be truly beneficial. I have undertaken the Australian Institute of Company Directors, Foundations of Directorship Course and I am willing to commit time and energy to this position in order that the Hunter LLS Board is outcome focused, providing relevant services to the agriculture sector, the environment, and the wider community.

region for four generations. He is currently the Deputy Mayor of Cessnock Council and was elected to council in 2012 as an independent. Allan is strongly committed to ensuring that the right balance between commercial land usage and the natural environment is achieved and maintained.

Statement of support of the nomination of

GAVIN GIBSON to the Local Land Services Board Hunter Region

In April I retired (compulsorily) as the elected Executive Vice President of the peak body for the not for profit global pulse (grain legume) industry (CICILS IPTIC), having been on the board for the maximum allowable time of 12 years under its bylaws. CICILS IPTIC represents a global industry turnover of around $100 billion. (In Australia the pulse industry is now valued at around $2 billion annually). I am presently acting in the role of Executive Director for CICILS IPTIC which has its head office based in Dubai. I work from an office at home about three hours North of Sydney and travel overseas to Dubai and elsewhere on a regular basis. I have had broad experience in a number of major rural industries both as a farmer/grower and on boards and advisory committees. I have had varied past hands-on agricultural experience including as a broadacre superfine wool grower, beef cattle producer and cashmere producer and breeder with a small cropping enterprise. I have designed and built with my own sweat and tears two houses for my family. My wife and I presently run a small more or less non commercial mixed orchard with mangos, bananas, stone fruit and various nuts, and I keep bees. I will bring energy, enthusiasm, original thought, initiative and the ability to get things done promptly and in the most economical way to the NRIA Board. I have wide ranging contacts and personal friendships and am very well known throughout Australia in a number of rural industries - in the private sector (large and small businesses), in state and federal government departments of agriculture, and in semi government bodies such as GRDC, RIDC and so on - at various levels from field officers to senior management, Director General, Chairman and Ministerial level. I have travelled on overseas missions with three past Commonwealth and one past State Ministers for Agriculture and members of their staff and worked directly with Ministers and Government officials not only within Australia but also in importing countries such as India, Egypt, Saudi Arabia, Pakistan and Bangladesh on market access issues. I have most recently negotiated directly within the Australian Government for support from Minister Ludwig to have FAO declare 2016 the International Year of Pulses (which declaration unanimously passed the first and most important of three stages of confirmation at an FAO council meeting in Rome which I attended along with Australian Government staff in April.

Statement of support of the nomination of RONALD DAVID CAMPBELL to the

Local Land Services Board Hunter Region My name is Ron Campbell and I am standing for election in the Hunter Region of the LLS and am seeking your No 1 Vote. I am a former elected Director on the Central North LHPA, having been elected as a Director in the elections of 2009. I am a serving Councillor on the Upper Hunter Shire Council after the elections in September 2012.After the election to the Council I was elected as Chairperson of the Works and Technical services committee of the Shire. I represent the Council on the Weeds County Council of the 3 shires in the Upper Hunter. I am an active member of the Goulbourn river Wild Dog association and its steering committee. I am a member of the NSW Farmers assn. As a landholder and primary producer of a mixed Farming and Grazing property at Merriwa I have a very keen interest in the successful implementation of the new Local land Services. Our farm is a mixed enterprise of livestock, namely a commercial herd of Angus cattle. A registered Angus stud. Merino, 1st X ewes and Dohne stud for prime lamb production. Our farming operations include the growing of Canola, wheat, barley, oats, sorghum and Lucerne. I believe that operating and expanding this enterprise has given me experience in the various aspects of agriculture and valuable knowledge in what is required to implement the operation of the new Local Land Services. My 2 married sons returned to the farm after obtaining their degrees in Agricultural Science. In 1969 I completed the TAFE course in Sheep and Wool gaining my professional Wool classing certificate. I have participated in the various upgrades to the certificate to maintain my standard of expertise. In the year 2000 I completed a module in cattle animal nutrition and feed-lotting by distance education at the New England University. During my LHPA directorship I have completed a training course on the Corporate Governance, Finance and Risk Management. The training was conducted by the Australian Institute of Company Directors (AICD). The new Local Land Services, encompassing the various aspects of Agriculture needs to succeed to ensure our Local and Overseas markets are protected. A very necessary function of the new LLS is maintaining Bio Security standards to ensure our Clean Green Status In our world markets. The ability to maintain and isolate any breakdown in these standards will be critical in maintaining these export markets. To enable these standards to be met, suitable trained staff will need to be employed. Good communication between the various levels of the new structure will be vital to the LLS. I believe that I have a good understanding of what is required locally, and for the bio security standards that need to be maintained for Agriculture in the new LLS. With the knowledge and practical experience I have I would like to have the opportunity to successfully implement the aspirations of ratepayers in the new Local Land Services. I respectfully ask for your No. 1. VOTE

PETER LAWRENCE to the Local Land Services Board Hunter Region

My name is Peter Lawrence and I live on a beef property on the Allyn River near Gresford in the Hunter Valley. I am married with two grown children and I have spent my whole life (almost 60 yrs) on the land. Firstly on my parents dairy farm and when they retired I took over the family farm and have run a Beef enterprise for the last 30yrs. I also manage other properties in the area through my Rural Advisory & Property Management business. During this time I have been witness to and part of the many changes that have taken place for landowners such as ever changing and increasing government legislation and regulations, technology developments, improved environmental and management practices. I have been and continue to be involved in many community organisations - sporting; social and those that relate to issues that affect and concern people on the land, including:- Landcare ; local Allyn River Water User group; Paterson, Allyn , Williams Wild Dog Control Assoc; Gresford Show Society; Dungog Gresford Land & Beef Management Group & Dungog Shire Council Weed Committee I have also completed a number of courses such as Cattlecare; Farming for the Future; Chemcert; Beefonomics; Property Planning and many others so as to keep up to date with management practices and strategies as well technological advances. I also served as a member on the board of the Maitland Rural Protection Board which has given me an understanding of the regulatory aspects and governance of government based organisations. As a result of my involvement with these groups I have established longterm friendships and contacts with people in the CMA & LHPA etc. I believe my years of personal experience and first- hand knowledge of issues that matter to landowners will stand me in good stead on the LLS Board. It is very important to have representatives that can relate to issues and their effects on landowners. I feel that I am an open minded person and I am always willing to discuss contentious matters to try to find workable solutions. If elected I would be happy to discuss concerns with land owners and endeavour to bring various viewpoints to the board. I would like to thank you for taking the time and interest in voting for the LLS board members and I would greatly value the opportunity to represent you on the new board.

Statement of support of the nomination of

RAYMOND JOHNSTON to the Local Land Services Board Hunter Region

Growing up on a local dairy farm and raising a family in the Manning Valley has given me a strong appreciation for the unique and diverse agricultural community across the Hunter LLS region. Until recently I worked with the NSW DPI. Initially in Tamworth and then as a livestock officer based at Gloucester and Taree. Over a period of 25 years working with farmers, industry organizations, local and state government I was able to develop and provide training and advice to many landholders in the local area. A large focus in my extension role was to coordinate with local stakeholders to develop an innovative Natural Resource Management program called Farmer Targets for Change. The process of bringing landholders together to help prioritise issues of importance and to allow projects to be developed for funding options and implementation has been extended state wide. I have remained aware of continual financial pressure on landholders and the need to integrate other non- agricultural industries into our landscape. Having participated in numerous environmental reviews and as the Executive Officer for the Mid Coast Dairy Advancement Group I have advocated for landholders during the review of the 2009 unregulated rivers water sharing plan and the Great Lakes Coastal Catchment Initiative. We need a united voice to deal with complex issues facing our community. To this end I have worked with local LHPA, CMA, Local Government Associations and Landcare groups to assist farmers exchange ideas and share technology to develop sustainable systems for our environment. I have been fortunate to be recognised by the Wingham community as a recipient of an Australian Day award in 2011 for Pride in Workmanship. In 2013 I was presented the NSW Dairy Science Award for my contribution to the NSW Dairy Industry particularly in implementation of NRM programs. Currently I am working with Murray Goulburn Dairy Company providing extension services to suppliers across the Northern Region. I look forward to servicing the local farming community on the Hunter LLs and will bring a combination of local and practical knowledge to deal with continuing change and challenges to our landholders.

I have a degree in Veterinary Science and worked as Veterinary Officer for the former NSW Department of Agriculture, servicing the Hunter and Taree region. I retired to raise our four children. My husband and I ran a broiler farm for over 20 years. We now own a small cattle and sheep property near Clarence Town in the lower Hunter. I was elected onto the Board of Mid Coast LHPA and served 2009-2013. I want the new LLS to be a valuable and cohesive organisation but I especially want to represent the ratepayers and ensure they continue to get good personal service to complement their management systems – this with no further-or minimal-increase in rates. I will resist any move to introduce fee for service and will work to ensure the management team is ‘lean and mean’.

Statement of support of the nomination of

GREGORY ROGERS to the Local Land Services Board Hunter Region

My name is Greg Rogers and I am nominating for the position of Elected Director on our Hunter Local Land Services Board. The skills and experience that I would bring to our Board are a unique blend derived from 30+ years of self employment in agriculture, concurrent with strong commercial acumen and business expertise gained from a successful career in senior business management and directorship (10+ years ASX Listed Company) in the highly competitive and time sensitive service industries of transport and logistics. I can contribute knowledge, skills and experience in Board operations, specialising in Leadership, Strategic Planning, Corporate Governance, Risk Management and Compliance. As the former Chairman of the MidCoast Livestock Health and Pest Authority and a working farmer, I have in-depth knowledge of the current needs and requirements of our region to maintain bio-security including both animal and plant health programs as well as hands on knowledge and experience in pest animal control and weed management. I have also fulfilled the roles of Deputy Chairman, Chairman of the Audit, Finance & Risk Committee and Chairman of the Corporate Governance Committee. I have enjoyed a long working relationship with the Australian Institute of Company Directors, most recently by contributing review and assessment input to the new publication “Good Governance Principles and Guidance for Not-for-Profit Organisations”. As an active member of the Rural Fire Service for 20+ years (enjoying the rank of Senior Deputy Captain for many years) I am well versed in emergency management, leadership under pressure and operating within natural disaster situations to deliver safe and successful outcomes wherever possible. Further, within my farming life, I have actively participated in many projects not only within my own farms but also on a district wide basis to enhance natural resource management, conservation and bio-diversity outcomes. You may ask “Greg, ……..Why should I vote for you?........”. The Hunter LLS Board currently consists of a Chairperson and three other Directors – all appointed by the Minister for Primary Industries (not democratically elected). Occupiers of rateable land will still be required to pay rates to LLS but will only have the opportunity to elect three of the seven Board members who will be responsible for setting the level of those rates and deciding how, where and when that rate money is spent. Therefore, I believe it is imperative that the three elected Directors on the Hunter LLS Board must provide strong, experienced and independent input into those Board decisions as well as provide diligent ongoing monitoring of all aspects of the Hunter LLS Board’s operations. LLS will not succeed under any measure of success unless it provides the services required by landholders in a cost effective and efficient manner. Ratepayers and landholders deserve the best value for money possible along with prompt, efficient and effective services. Entrust your vote to a working farmer with the independence, energy, experience, knowledge, skills and determination to pro-actively represent the best interests of all working farmers and landholders.

I look forward to your support at election time.

Statement of support of the nomination of

PAUL ANTHONY CAMERON to the Local Land Services Board Hunter Region

I believe I am well qualified to serve the community as a director of the Hunter Local Land Services. I have been on the land all my life. I was born in 1951 in New Zealand and educated at Nelson College. My first 25 years were spent on our family property on the north island of New Zealand. On the 8000 acres we ran both sheep and cattle, around 8000 ewes and 1000 cows. I came to Australia in 1975 and did harvesting with the AA company in Moree. The heat and terrain a totally new experience from the cool green hills of home. I also spent a number of years working in the UK, shearing, harvesting, etc. I returned to Australia, married Lesley, and we bought our property at Willina in 1989. We run a Brangus and Senepol X herd. I also assist various Sydney investors with advice on buying and selling stock, pasture improvement, etc My main reason for standing for the position as director is there is an erosion of local farmer input. All those appointed directors and chairs are from a CMA background with the exception of one. There is a sad lack of LHPA experience on these boards. My recent experience includes: • Serving as Director of the Mid Coast LHPA for the past five years. • Chair of the Pest Animal committee • Chair of the Travelling Stock Reserves (TSR) Committee • Organized local farmers in 1080 group baiting for wild dogs • Facilitated 1080 Accreditation training for local farmers Local farmer representation is critical so that the farmers who are paying the bills have a very strong voice and that the new LLS board is not a puppet to the Minister and the bureaucrats within. Above all else my role is to represent farmers without fear or favour.

Statement of support of the nomination of

CHRISTOPHER SCOTT to the Local Land Services Board Hunter Region

My name is Christopher Scott. I live in Cundletown, near Taree and I have a rural property at Wherrol Flat. I have lived in the Manning since 1990. I grew up in Newcastle. I have worked as a train driver, a builder’s labourer, an oyster farmer and a station hand in western NSW. I currently work as a Bush Regenerator, working with landholders to restore and manage natural areas. For the last 15 years I have run a small business that includes a plant nursery and a crew managing environmental weeds and planting trees. Our customers include Local Governments, water authorities, Landcare groups and landholders. I have Bachelor of Land Management, a Graduate Certificate in River Restoration and Management from Charles Sturt University. I have also studied at Taree TAFE and at Tocal College. I became involved with Landcare locally in 1993 and at the state level in 1999. I am currently Chair of Manning Landcare and I represent the Manning on Landcare NSW. I am a member of the executive of Landcare NSW and currently Treasurer. Manning Landcare works with a range of partners including local landholders to improve the productivity and sustainability of our valley. Landcare NSW advocates for the Landcare movement, working with state government and other partners to support community based natural resource management in NSW. I was a member of the board of Hunter Central Rivers Catchment Management Authority (CMA) for 8 years until 2012. I Chaired the CMA's Systems Audit Committee. I was the Landcare member of the NSW Natural Resources Advisory Council for 8 years. My job sees me talking to people about land and water management, or somewhere doing some. I have found this experience useful in the work I do on boards and committees. I enjoy this balance of on ground work and advocacy and policy At my farm in the hills west of Wingham I have a native plant nursery, macadamia nut trees and a bit of citrus. We have had a go at most farm enterprises over the years! The farm is also a place to recharge and enjoy our beautiful valley with my wife, my grown up children and their families and of-course, our trusty dog.

Statement of support of the nomination of

CRAIG TATE to the Local Land Services Board Hunter Region

I am President of Hunter Farm Forestry Network. As a member of an organisation who wishes to promote the sustainable management of trees for all their values, I believe that the Local Land Services Board will benefit from the expertise I can draw on from HFFN. This will be increasingly relevant as the Federal Government implements its Direct Action Policy towards green house gas abatement. With my wife I have owned and lived on my property in Wootton for 30 years. I have qualifications in engineering, forestry, industrial law and education. I have 26 years experience in the forestry industry. In 2004 I was appointed to the Natural Resource Advisory Council. This council brought together stake holders from all the perspectives of Natural Resource Management. From NSW Farmers, Industry and Conservationist and they elected me to chair the Primary Industries and Economic Development Committee. One of the achievements of this committee was the negotiation of the Private Native Forestry regulations forming part of the Native Vegetation Act. I was also a member of the training committee responsible for the roll out of a training programme for timber workers and landholders who were engaged in Private Native Forestry. As well as a member of the Workcover committee looking at changes necessary in the timber industry that would halt the appalling injury rate in forestry workers in NSW. I have sat on the board of a local employment service organisation. I am a member of Karuah/Great Lakes Land Care and the Wootton Land Managers Group. I am a recipient of the Rural Fire Service long service medal for 20 years service as a volunteer to that organisation and have served as a Captain and currently as a senior deputy captain. I believe I have the qualifications and the experience to enhance the Hunter LLS board and bring to the table the knowledge of forest management that will be of critical benefit to the Hunter in coming years.
