Requested $7.4 billion in ederal support or the National ScienceFoundation in his 2013 budget, an increase o $340 million
rom the 2012 level. Requested ederal support or the NationalInstitutes o Health remained at or 2013 at $31 billion. Supportsstem-cell research; in 2009, repealed President George W. Bushs
ban on ederal money or stem-cell research.
Vows to restore the role o banks in the ederal student-loanmarket and to streamline the ederal student-aid system.Promises to reocus Pell dollars on the students who need

patches, according to a report on education.
Emphasizes his strong commitment to research in the physical,biological, and social sciences and pledges that the priorities

the Future
I strongly support investments in research and development that help
spur America innovation and proposed a goal that, as a country, weinvest more than 3 percent o our GDP in public and private research and
developmentexceeding the level achieved at the height o the spacerace. Thats why, under the Recovery Act, my administration enacted
the largest research and development increase in our nations history.
Through the Recovery Act, my Administration committed over $100billion to support ground-breaking innovation with investments in energy,basic research, education and training, advanced vehicle technology,
health IT and health research, high speed rail, smart grid, and inormationtechnology. O these unds, we made a $90 billion investment in clean
energy that will produce as much as $150 billion in clean energy projects. Inact, the Recovery Act made the largest single investment in clean energy
in American history. And our investments in energy not only ocus onresearch, but on the deployment o these new technologies.
We have invested highly in important research being done to improve
the health and wellness o all Americans so that we can continue tounravel clues to treating or preventing some o lies most daunting
and debilitating diseases, develop powerul new medicines, andeven dene strategies that will prevent disease rom occurring in
the rst place. We have also made critical investments in researchand development to bolster our national security and deense. And
my budget continues to support making permanent the R&D taxcredit, which would allow businesses the ability to invest and grow
their organizations. While making tough choices, we will continue toprioritize investments in research to ensure that our country remains
a global leader and that Americans can remain innovators, working tobetter their lives and the lives around them.
Given that the nextCongress will ace
spending constraints,what priority wouldyou give to investment
in research in yourupcoming budgets?
I am a strong supporter o ederally unded research, and continued
unding would be a top priority in my budget. The answer to spendingconstraints is not to cut back on crucial investments in Americas uture,
but rather to spend money more wisely. For instance, President Obamaspent $90 billion in stimulus dollars in a ailed attempt to promote
his green energy agenda. That same spending could have unded the
nations energy research programs at the level recommended in arecent Harvard University study or nearly twenty years.
Good public policy must also ensure that ederal research is beingamplied in the private sector, and that major breakthroughs are able
to make the leap rom the laboratory to the marketplace. Unortunately,President Obama has pursued policies across a range o elds that
will have the opposite eect. For instance, Obamacare imposes anexcise tax on the revenue o medical device companies that is already
driving jobs and investment overseas. Meanwhile, the FDAs slow andopaque approval process is rated less than one-ourth as eective as its
European counterpart by medical technology companies. Robust NIHunding will only have its desired eect i paired with sensible policies
that acilitate medical innovation more broadly.

Gov. Nixon took steps to make colleges more aordable byworking with the higher education community to reeze tuitionat Missouris colleges and universities or two consecutive years
during the economic downturn. On Gov. Nixons watch, tuition andees at Missouris our-year public universities have had the lowest
rate o increase in the entire nation. Today, enrollment at Missouripublic colleges and universities is at record levels, demonstratingprogress toward Gov. Nixons goal o increasing the percentage oMissourians with a higher education degree to 60 percent by 2020.
Other key components o Gov. Nixons strategy to expand higher
educational opportunities or Missourians include:

Supporting scholarship programs like Access Missouri and
Bright Flight, while expanding college savings opportunitieswith legislation to extend and reduce barriers to the Missourihigher Education Savings Program (MOST).
Creating incentives or high school students who excel in
advanced math and science courses.
Without a doubt, job creation is my number one priority.That is why it makes perect sense or me to push anaggressive education reorm agenda. Education and economic
development go hand in hand, said Spence.

In 2011, the Javits Fellowship program was consolidated into the Graduate Assistance in Areas o National Need program, which doesnot address the arts and humanities. Over the past 50 years, more than hal o the U.S. economic growth was indirectly due to ederal
investments in Science, Technology, Engineering and Math (STEM) education. Approximately 150,000 researchers, technicians, post-docsand graduate/undergraduate students were unded by National Science Foundation (NSF) grants in 2010. Would you support legislationthat increases funding to STEM education by providing research funding to the NSF, NIH, national labs and other federal research agencies?
What is your opinion on re-instating the Javits Fellowship and similar humanities, arts and social science programs?
Federal grants such as the Pell Grant do not exist or low-income students interested in pursuing graduate degrees, orcing them toeither take on more student loans or orgo the pursuit o an advanced degree. There has been a steady rise in the deault rates or
undergraduate, graduate, and proessional student loans over the past ew decades, as debt burdens increase. The Budget Control Act o2011 eliminated the in-school interest subsidies or graduate and proessional student loans. In order to help the students of Missouri, what
legislation would you propose to ease the burden of student debt? Will you support Income Based Repayment and Federal Public Service Loan
Forgiveness Programs?
Due to current immigration laws, most international graduates are orced to take their expertise and Americas intellectual capital back totheir home country. The H-1B visa cap has been reached every year since 2004 and the cap on Green Cards has led to decade-long wait
times or skilled immigrants. Considering the complexity of the immigration issues in the United States, what is your stance on expanding thevisa opportunities for American educated international students?
The cost o purchasing research journal subscriptions has increased above the consumer price index by a actor o 4 over the past 25years. In order to combat this issue, NIH implemented the Public Access program in 2008, which has demonstrated great success thus
ar. A similar program or all ederally unded research would enable widespread access to this inormation, enabling innovation andimproving the return on ederal research investments. Open access also allows taxpayers to honestly review how and where their moneyis being spent. What is your position on The Federal Research Public Access Act of 2012?

over our years to $5,400 by 2011. Through this legislation, more low-income students will become automatically eligible or aid since theminimum income level will be raised. ARRA also included more than
$140 million in increased benets or Missouri Pell Grant recipients,as well as $3.84 million or grants to colleges and universities to assistwith nancing work-study programs.
Student Loan Reorm: The Obama administration has proposed
expanding the Direct Loan program by discontinuing the FederalFamily Education Loan (FFEL) program, a source o wasteul spending.The FFEL program subsidizes banks and private lenders with taxpayer
dollars to provide government-backed student loans. In contrast,Direct Loans are distributed directly rom the ederal government tostudents. *Shiting entirely to direct lending would save nearly $23.5
billion o ederal unds over ve years, which could be redirected toprovide desperately needed nancial aid to more students. Clairecontinues to study the proposed legislation and has solicited views
rom stakeholders across Missouri.

Funding Graduate Education: I generally believe thateducation, including higher education, should not be managedat a ederal level. I believe that allowing dierent states to
develop their own unique programs would produce a betternational higher education system than one that is managed bybureaucrats in Washington. As an engineer mysel, I am a big
believer in the importance in STEM education but also see thebeauty and importance o studying all areas.
Student Loans: I believe that student loans are an important parto our higher education system, but I also believe we need to keep
higher education competitive so that costs o higher educationare driven down, thus leaving students with less debt. I believethat aordable access to higher education is the true solution, not
increased access to government subsidized student loans.

I strongly support an enhanced ederal commitment tograduate education. Current unding levels could be raisedsubstantially perhaps 25% -- even in the present economic
climate. Our nation needs a steady stream o mathematiciansand scientists. Interruptions in the ow due to uctuating
government unding could mean that some o the best studentsget denied their opportunity to succeed. As one with a Master oArts in English, I also eel that we need more support or arts andhumanities education. My ear is that we are moving towards a
nation where only the sons and daughters o the top ew percenthave the ability to pursue higher education. Direct and indirectsupport o undergraduate and graduate students is critical.
My wie is a pharmacist. Across the nation pharmacy programsare in the process o shiting rom a six year to a seven yearcurriculum: she ears that the extra year o tuition and living
expenses will price some good students out o the eld, and,burden many (perhaps most) with such a great loan repaymentschedule that they wont be able to consider a career in lower
paying yet vital public service positions. My career has beenamong non-prots where education is valued but pay scalesdo not reward those with advanced degrees as much as they

Act o 2011 is not quality law. It is one o a long series o movesby Congress to kick the can down the road without solving

undergraduate students to assist with access to post-secondaryeducation. Congress will seek to continue unding or PellGrants at scally responsible levels in the uture.

The U niver sity o Misso uri Board o Cu rators consi sts o 9 curators i nclud ing an at -large cur ator. Univer sity students do not have
a voice because only one student representative communicates their viewpoint in meetings, and that student does not have avote. ASUM eels that students should be given a true voice on the Board o Curators because they are paying or the majorityo the UM systems budget and students rom out o state have no representation.
Many University o Missouri students are tenants, and ASUM seeks to encourage mutually beneicial relationshipsbetween the landlord and tenant.
STEM goals include increasing enrollment in Science, Technology, Engineering, and Mathematics related education programs and
increasing the quality o the education in those elds. Education in the STEM elds requires special attention because more than halo the nations economic growth, 91% o U.S. STEM jobs will require some college or better by 2018.
