PREFACE

AnumberofdifficultieshavebeenencounteredincompilingthisIndexwhichhavenotbeenresolvedinanentirelysatisfactorymanner.Localgovernmentboundarychangesintheearly1970sledtothecreationoftheClevelandandHumbersideCounties.ClevelandandadjacentconstituencieshavebeenincludedintheIndexfortheNorthEastRegion.HumbersideconstituenciescommencingwiththeGeneralElectionofFebruary1974areincludedintheYorkshireRegion.

Theregionhasbeenhometoanimpressivegalleryofpartypersonalities,severalofwhomreceiveextendedentries.ThespiritedindependencewithrespecttoLPOHQinLondonwhichtheYorkshireRegionalPartyhasoftenshown,andtherelativelystrongdirectionithasexertedoveritsconstituencyassociations,wouldaccountfortheformidablechallengemaintainedintheRegionatsuccessivegeneralelections,eveninthedirestyearsofpartyfortunes.Yorkshireappearstohavebeenratherlesswillingin1950toheedtothedictatesoftheMartellPlan(seearticlebelow)thanotherregions.Evenso,untilthe1970stherewereseveralLabour-heldminingandindustrialconstituencieswherethePartydeclinedtofight.Informationonmanycandidatesremainssparse.SDPcandidatesparticularly,over1983-87,seemtohavebeenananonymousbattalionindeed,fewifanyofthemleavingamarkonanyfieldofhumanendeavour.

THEMARTELLPLAN

TheMartellPlan,mentionedinpassingthroughouttheregionaldirectorieswastheelectoralstrategyadoptedbytheLiberalPartyfortheGeneralElectionof1950.ItwasfirstnamedafterEdwardMartellqv(GreaterLondon),aparty‘grandee’oftheimmediatepost-waryearswhoadvocatedthenominationofover150additionalcandidatesinconstituencieswhichhadlittleornoLiberalorganizationnorhistoryofLiberalactivityinrecentyears.Mostwereadoptedlessthantwomonthsbeforenominationday,manyattheeleventhhour,Martell’sobjectivebeingtoincreasetheLiberalchallengetoalevelatwhichthepartywouldbeenabledtoformagovernment,presumingenoughMPswereelected.

Martellandhissupporters,amongthemmanyyoungerpartymembersincludingJeremyThorpe,IsaacHyamqqv,believedthatasteadilygrowingnumberofadoptionsbeingannouncedinthemediawouldcreateamomentumofitsowninthemindsoftheelectorate.ThemajorityoftheconstituenciesinvolvedwereinurbanareasofGreaterLondon,theNorthWest,SouthEast,ScotlandandtheWestMidlandRegions,thoughotherregionswereinvolvedtolesserdegree.Quixotically,aconsiderablenumberoflargelyruralconstituencieswentuncontestedwhereaLiberalcandidatemighthavefaredreasonablywell,judginguponresultsobtainedatthe1945GeneralElection.Thefinalnationaltallyofcandidates,afairproportionofthemofdubiousLiberalpedigree,wasover450.Thepartylostover300deposits,thoughwithoutcontemporaryrecordsofLiberalassociations,orregionalparties,coveringtheperiod,itisnowimpossibletodifferentiatetechnicallybetweena‘MartellPlanCandidate’andacandidate,albeitinanunpromisingconstituency,adoptedfollowingmoreformalprocedures,wellinadvanceofnominationday.AnenormouspercentageoftheMartellPlancandidateswereamongthosetolosetheirdepositsof£150,thensetat121/2%ofvotescast.FortunatelyprovisionhadbeenmadeforsomemeasureofinsurancecoverwithLloydsintheCityofLondonagainstthiscontingency.

ThegoaloffightingeverymainlandconstituencyintheUKwasfinallyachieved25yearslaterundertheleadershipofJeremyThorpeattheGeneralElectionofOctober1974.Thebroadfrontwasreduced,marginally,atthefollowingelectionof1979.Inboth1983and1987theLiberalsandtheirallies,theSDP,eachcontestedroughly50%oftheUKparliamentaryconstituencies,avoidingcontestsagainsteachothersaveinahandfulofcases.Since1992theLiberalDemocratshavecontestedeveryconstituencyinmainlandUK,saveforthatheldbyTheSpeakerandahandfulofotherinstances,ateverysuccessivegeneralelection.Inrecenttimespartynomineeswhoarenominatedatthelastminuteinunpromisingconstituencies,simplytoshowtheflag,havecometobetermed‘papercandidates.’Virtuallyeverycandidateatrecentgeneralelections,however,hasbeenapprovedbytheparty’sparliamentarycandidates’committeeandadoptedaccordingtoformalprocedure.

ThescaleofdefeatfortheLiberalPartyinthe1950GeneralElection,inwhichnineLiberalMPswereelected,waseclipsedbythedebacleof2015whenonlyeightofthepreviouslyheld57constituenciesreturnedaLiberalDemocratMP.Nolessthan340of631depositswereforfeited,£170,000,atthecurrentrateof£500,withthethresholdat5%ofvotescast.NodepositshadbeenlostbythepartyattheGeneralElectionof2010.Thepartywentontolose375depositsatthe

institutions,andmoretransparencyinadministration.HemeanwhilejoinedtheParliamentarylobbyingfirmGplus.AfteronlytwoyearsatWestminsterhewaselectedtothepartyleadershipinNovember2007ataninauspicioustimeastheparty’sthirdleaderintwoyears.Hemaintainedthathisownandhisparty’sorientationwastobe‘radicalcentrist.’Hisfirsttwoyearsasleaderweredifficultforhimandtheparty.Hewassoonbranded‘calamityClegg’bythehostileright-wingpress.Hisstandingwastobegreatlyenhancedovernight,however,forhismasterlyshowingintheinnovativeTVdebatesfeaturingthethreepartyleaders,intheclosingweeksoftheGeneralElectioncampaignof2010.Heputoverpartypolicyeffectivelyandcounteredopponents’attackswithgreatskill,showinghimselfassincere,unassumingandconvincing.Overnighthehadtransformedhimselfintoafigureofnationalprominence.Hisoverallperformanceputnewheartintopartycampaigningatconstituencylevel,candidateseverywherenotingonthedoorstepvoters’positiveimpressionsofCleggandtheparty.

Theresultofthesubsequent2010GeneralElectionhoweverwasagreatdisappointment.Somecriticswithinthepartyclaimedhisstyleofleadershipwaspartlytoblame.Supportintermsofvoteswasupapaltry1%andanetfiveseatswerelost.Negotiationsonthepossibilityofformingacoalitiongovernmentcommencedimmediately.ThearithmeticwasnotquiterightforacoalitionwithLabourbutaftersomedelay,anagreementwasreachedwiththeConservativesafterintensivenegotiation,asthelargestpartyintermsofseats,toformacoalitiongovernment.CleggbecamedeputyPrimeMinister,LordPresidentoftheCouncil,MinisterresponsibleforoverseeingConstitutionalandPoliticalReform.TherewereimmediatedefectionsofdissidentsoverhisdecisiontotakethepartyintocoalitionwiththeConservatives.TheflagshippolicytoabolishStudentFeeshadtobeabandonedabruptlyleadingtopublicopprobriumparticularlyamongtheyoung.ThereferendumonPR,apreconditionofthepartyjoiningthecoalition,resultedinanoverwhelmingdefeatonafurtherkeyplankofpolicy.EarlyonitwassuggestedheshouldresignaspartyleaderwhileremainingdeputyPrimeMinister.

CleggmadeafightingspeechtotheLiberalAssemblyinBirminghaminSept2011inwhichherestatedtheparty’sroleinthecoalition,maintainingthatcoalitiongovernmentswouldbethefuturepatternofpoliticsinBritain.Setbackscontinuedtooccur;aclosecolleague,DavidLawsqv(SouthWestRegion)wasobligedtoresignfromthegovernmentafterjusttwoweeksinofficeoverexpensesirregularities.Partysupportfellalarminglyinby-electionsandmunicipalelections,thoughEastleighwasnarrowlyretainedin2013,inthewakeoftheChrisHuhneqv(SouthCentralRegion)scandal.As2014openedCleggwasfacedwiththeembarrassmentoftheaccusationsofsexualharassmentofHQemployees,madeagainstLordRennard,formerHeadofLPO.ThedownwardtrendinlocalgovernmentelectionscontinuedinMay2014,LiberalDemocratrepresentationonmunicipalcouncilsbeingdecimatedthroughoutBritain.Gainsmadeovertheprevioustwentyyearswerewipedaway,includingLiverpool,BirminghamandotherareaswheretheLibDemshadbeenchallengingLabour.RepresentationintheEuropeanparliamentwaslikewisereducedfromnineMEPstoone.

Clegg’spositionasleaderofaminorpartyinacoalitionwouldhavebeenextremelydifficultatanytimeandparticularlysoinagraveeconomiccrisis.Thisistotallyoverlookedbymanywithintheparty.InthemediahewasportrayedalmostuniversallyasashieldforthePrimeMinisterandanunconvincingandhesitantapologistforgovernmentpolicieswithwhichinanycasehewasoutofsympathy.Foranagonisinglyprolongedperiodleadinguptothe2015GeneralElectioncampaign,he
