2019 Competitions
Welcome from the President
Our Royal Queensland Show (Ekka) competitions are the ultimate showcase of the best of the best. They reward and recognise our valued exhibitors for achieving excellence and promote agriculture and the critical role it plays in our everyday lives to Queenslanders.
In 2018, more than 4,125 exhibitors travelled to the Ekka for their chance to win a coveted blue ribbon and share in the $530,000 prize pool, including 1,186 new competitors.
We received 21,000 entries across 11,000 classes in 48 competition sections, with an increase in entries across many categories including Canine, Cookery, Dairy Goats, Education on Show, Poultry and Farriers and Blacksmiths.
It was pleasing to see large crowds acknowledging the achievements of our exhibitors, with more than 414,000 people attending the 2018 show - our biggest Ekka since 2011.
Some of our competitions were even recognised at the International Association of Fairs and Expositions (IAFE) Awards, which represents more than 1,100 fairs around the world. The Ekka won 24 international awards including 16 first places, with the Floristry, Race Around Ekka, Little Sprouts, Cookery and Student Made Cheese competitions all placing.
The RNA is also committed to providing exhibitors with world-class facilities to use, through our $2.9 billion Brisbane Showgrounds Regeneration Project.
In 2019, our Canine Competition exhibitors will use the new Alexandria Park, offering an undercover area for benching and a grassed area for judging. Also this year, all four storeys of our world first animal pavilion will be in use for the very first time, housing many animals including beef and dairy cattle, poultry and sheep.
For 143 years the RNA has been dedicated to championing agriculture and is honoured to stage Queensland’s largest event on behalf of the community each year.

JUDGES
Kari Jarvinen (Finland) Judging: Part of Group 2, 4, 6, 7 & RNA General Specials
Kari is credited with bringing agility competitions to the canine scene in Finland after seeing it in England in the 1970s.
He began his judging career in 1972, became an all breeds judge in 1991 and has a passion for Boxers but has also bred Beagles, Scottish and West Highland terriers.
He has judged in 84 countries and for the past 30 years has organised the Finnish Kennel Clubs’ Helsinki International Dog Show and served as the Chairman of the Show Committee.
Julio Ronco (Panama) Judging: Parts of Group 1, 2, 3, 6, 7, 7 Feature & Group Specials
Julio has a long history with dog shows, beginning work as a ring steward in the Club Canin de Panama in 1996. He began his studies as a national judge in 2000 and in December 2005 became licensed as a national judge for all breeds. In October 2015, Julio obtained his FCI All Rounder license. He has judged in multiple different countries including Costa Rica, Nicaragua, Rep. Dominicana, Honduras, El Salvador, Colombia, Mexica, Cuba, Guatemala, Ecuador, Venezuela, Brazil, Uruguay, Chile, Bolivia, Canada, Spain, Peru, Philippines, Argentina and the Americas. During his career in dogs, Julio has owned a number of breeds including but not limited to German Shepherds, Australian Terriers, Rough Collies, Shetland Sheepdogs, Great Danes and several other breeds. Julio currently serves as President of Club Canino de Panama.
John Walsh Jnr (Ireland) Judging: Parts of Group 3, 4, 5, 7, 7 Feature, Group Specials
John’s parents are both International Canine judges and he grew up with the family kennel of Rough Collies and Shetland Sheepdogs, so it’s no surprise that he followed in their footsteps. His first championship judging appointment was in 1989, moving onto judging Best in Show at All Breed Championship Level in 2005 before becoming qualified to judge all FCI Breeds and Groups and Best In Show as well as Junior Showmanship in 2015.
To date, John has judged in Australia, Belgium, Denmark, Estonia, Finland, France, Germany, Japan, Hungary, Italy, Lithuania, Luxembourg, Netherlands, Norway, Poland, Portugal, Slovenia, South Africa, Sweden, Switzerland and the USA, including Westminster Dog Show 2014 and 2016..
Vija Klucniece (Latvia) Judging: Parts of Group 1, 4 & Group Specials
From childhood, Vija dreamt of owning a dog which came to fruition in 1967 when she got her first dog, a Giant Spitz. From there she began breeding Klein Spitzes before importing the first ever Chow Chow into Latvia from Poland in 1988. These days she has Papillions which she has successfully bred to international championship level.
Vija has judged in Latvia, Lithuania, Estonia, Sweden, Finland, Danmark, Norway, France, Luxembourg, Belgium, Germany, Netherlands, Portugal, Spain, Italy, Moldova, Bulgaria, Romania, Belaruss, Russia, Ukraine,Hungary, Norway, Poland, Slovenia, Slovakia, Czech Republik, Croatia, Australia, Mexico ,India, China and Brasil.
Tom Wall (Ireland) Judging: Part of Group 5, 7 Feature & Group Specials
Tom has been involved with the All Ireland Shetland Sheepdog Club and the Rough Collie Club of Ireland for more than 30 years. Since his first dog in 1976 (a Collie), he’s been awarded 15 championships.
He first judged Rough Collies at champsionship level in 1982 and Shelties in 1988 and has judged both breeds across Europe. He has previously judged in Melbourne and Adelaide in 2009.
Keith Brown (New Zealand) Judging: Sweepstakes
Keith began his showing career at just eight years of age and has bred or owned more than 80 Champion, 17 Grand Champion and the only Supreme Champion Pekingese in New Zealand. He has also bred and owned American Cockers, Miniature Schnauzers, Afghan Hounds and Kerry Blue Terriers.
He started judging when he was 18 and became an all breeds judge in 2005, which has seen him travel not only around New Zealand, but also to Australia, the United States and the Philippines.
Keith is both a life member of the Canterbury Toy Dog Society and Canterbury Kennel Association, as well as an executive councillor of Dogs New Zealand.
Geoffrey Maudlen (South Australia) Judging: Sweepstakes
Geoffrey been involved with breeding and exhibiting pedigree dogs since the 1970s. He commenced his judging career in 1986 and holds an All Breeds Championship License with the Australian National Kennel Control.
His judging appointments have taken him throughout Australia, Japan, New Zealand, Philippines, South Africa, China, Portugal, Ireland, Thailand, Indonesia and the USA. He has also judged Best in Shows at all breeds level at many of these appointments.
Rosemary Green (Queensland) Judging: Racing Queensland – Greyhound Sweepstakes
Rosemary was introduced to the world of purebred dogs in 1974 when she purchased a young Rhodesian Ridgeback female. Since then, she has been heavily involved with Pharaoh Hounds for 30 years and with her daughter, has owned a Saluki, Welsh Springer, English Springer, Whippet and American Cocker Spaniels.
In 1999 she became a qualified Rhodesian Ridgebacks judge before becoming an ANKC All Breeds Judge in 2016. She has judged throughout, plus the UK, Holland, Switzerland, Norway, France, USA, South Africa, Japan, Thailand, China, Russia and New Zealand.
Tabitha Young (Queensland) Judging: Obedience UDX/UD
Tabitha commenced Dog Obedience in the early 1980s, being heavily involved the German Shepherd Dog Club of Queensland. She started obedience judging in 1998 and is a senior judge, judging all levels of obedience specialising in German Shepherd Obedience. She currently owns five dogs including two Belgium Shepherd Malinois, one of which is retired, a German Shepherd, a Border Collie and a Jack Russell Terrier who is also retired.
Her judging experience has included the Brisbane Royal, German Shepherd Nationals and State and Main Breed Shows, as well as local judging appointments around Brisbane, North Queensland and Northern NSW and just recently the Sydney Royal in 2018.
Wendy Russell (Queensland) Judging: Dances With Dogs Competition
Wendy Russell cannot remember a time in her life that was without dogs. She was captivated with the Canine Obedience Competition after attending the Royal Queensland Show as a spectator in the late 1980s. This led her to join the Obedience Dog Club of Brisbane (ODCB) with her Pomeranian and, in time, was well and truly ‘hooked’ on the sport of Obedience.
She has spent many years with ODCB involving weekends of demonstrations at schools in and around Brisbane. She believes the 15 combined Obedience Clubs in the centre ring at the Royal Queensland Show has been a wonderful experience with the exhibitors and their dogs of all breeds.
Maree Rablin (Queensland) Judging: Dances with Dog Competition
Maree has been dancing since the age of 10 and started the Do Dance Academy with her daughter, Renee, 13 years ago. She also has been involved in the dog world for the past 18 years being a member of several obedience, breed and sporting clubs. She has enjoyed showing, trialling and dancing with her Border Collies and German Shepherds.
When the sport of Dances with Dogs was developed in 2009 she thought this was a good way to combine her skills and love of dance plus showcase the trick work her dogs could perform. Mrs Rablin holds an Open Dances with Dogs judges license and has been a member of the Dances with Dogs Judges training panel and has held executive positions within the Dances with Dogs Club.
Kym Sutherland (Queensland) Judging: Obedience CDX/CD
Kym was invited to join the Obedience Judges’ Training Program in 2013 and has thoroughly enjoyed learning, fulfilling judging duties and contributing to the sport.
Together with her 13 year old Labrador Retriever, they have achieved several titles in Obedience to UD Level and Rally-O, competing right up until he was 12 years old. Kym’s latest golden retriever is well on her way to more successes, attaining three titles so far in the Obedience realm with no failures.

Trevor Telford (Queensland) Judging: Dances with Dog Competition
Trevor was introduced to the Dog World through his partner 30 years ago and since then has become very involved in the community. He initially started as an Instructor at a regional obedience club which lead to almost 20 years as President.
When Dances with Dogs was introduced as a sport he became a foundation Judge and has continued in that role for the past 10 years. In his judging capacity he has been interstate and overseas to Malaysia to adjudicate.
Desmond Strong (Queensland) Judging: Rally Obedience Competition
Des has been a member of Dogs Queensland since 1990 when he joined Caboolture Sports Dog Obedience for Obedience Training. He has been involved with the club continuously since then, and has held various positions such as President, Officer in Charge of Training and Vice President.
Des is a Qualified Rally Obedience Judge at all levels and is on the Dogs Queensland Sporting Dogs Committee. Des has trained five Border Collies in Obedience, Rally Obedience, and Tracking. The highest levels achieved are Obedience Champion, Tracking Champion and Rally Obedience Champion. Des and his Border Collie Missy were the first dog and handler to gain their Rally Obedience Champion Title in Australia.
Rachel Bulloch (Queensland) Judging: Agility and Jumping
Originally from the UK, Rachel moved to Australia in 2003 with her Irish Terrier, Finn. They began to compete in Agility the next year, then in 2005 Rachel took to the show ring with Saphie who then went on to attain the title of Dual Ch (Ag 500). Rachel continued with the Irish Terriers and represented Queensland at the 2010 Queensland National Agility & Jumping Trials with Saphie. In 2012 Rachel acquired her first Border Collie, Phoebe who has also represented Qld at the 2014 SA National Agility & Jumping Trials when QLD won the team event.
Rachel has been a member of the QLD Agility Sub Committee for a number of years, which focuses on improving the sport of agility. Rachel became a Jumping Judge in 2015 and is now qualified to judge all ANKC approved Agility competitions. .

Subject to the Royal National Agricultural and Industrial Association of Queensland Act 1971, and to the Rules, By-Laws and Regulations of the Association the following General Regulations shall apply.
Judging will be performed by a panel of Judges appointed by the Royal National Agricultural and Industrial Association of Queensland.
The attention of Exhibitors is drawn to the fact that entries are accepted subject to the Royal National Agricultural and Industrial Association of Queensland Act 1971, and to the Rules, By-Laws and Regulations of the Association, in addition to the Special Regulations which appear in this schedule. Copies of the Rules and By-Laws may be obtained upon application to the Competitions Department.
No refunds will be made after close of entry.

PRIZE MONEY
1. Prize Money stated in the Schedule excludes GST.2. GST will be added to the Prize Money for Exhibitors who
are registered for GST purposes. Prize money will be paidinto your nominated bank account by 31 October followingthe Show.
3. The Association will provide a “Recipient Created TaxInvoice” to Exhibitors who are registered for GST purposes.
4. All cash prizes and trophies must be claimed within sixmonths from the closing date of the Royal QueenslandShow. Prizes not claimed and by that date will beconsidered to have lapsed, and the amount will become adonation to the Association. (RNA By-Laws)
WORKPLACE HEALTH AND SAFETY
1. The Brisbane Showgrounds are a designated Workplacewithin the meaning of the Workplace Health and Safety Act2011 and exhibitors/competitors are required to ensure thatthey and all persons under their direction or control,including their contractors or sub-contractors, comply withall requirements of the Act and the RNA holds each exhibitorresponsible to discharge its obligations to provide andmaintain a safe place and system of work during occupationby the exhibitor of any area of the Showgrounds.
2. Each exhibitor/competitor will assess the risk tothemselves, staff, volunteers, family, other exhibitors, RNAstaff, show visitors, children and any person foreseeablyaffected by the presentation of their exhibit.
3. Risks identified by exhibitors/competitors will be eliminatedor controlled by the exhibitor/competitor and particularattention will be paid to ensuring public safety and safety ofother exhibitors/competitors.
4. Exhibits will only be held and handled by competentpersons whose experience is known to theexhibitor/competitor.
5. A “No Smoking Policy” will be strictly adhered to andpoliced by exhibitors/competitors andexhibitors/competitors are advised that the use of Primusstoves, any heating or lighting appliances of a likecharacter, or any naked light, is strictly prohibited in thepavilions.
6. Any exhibitors/competitors intending to bring electricalequipment to the Showgrounds will be required to ensurethat such equipment is fitted with residual currentprotection and that all electrical leads, tools and applianceshave been inspected by a licensed electrical contractor andcurrently tagged. The use of double adaptors is prohibitedand all power boards must also be tested and tagged.
7. All exhibitors/competitors will comply with the requirementsof the Act and its Regulations and Standards in every otherrespect. This is essential for the safety of allexhibitors/competitors and the general public. The Actimposes very severe penalties in the event ofnoncompliance with its provisions. Anyexhibitors/competitors who do not comply will not beallowed to exhibit at the Royal Queensland Show.
8. The Brisbane Showgrounds is subject to a Special FacilityLicense issued under the Liquor Act 1992 and strict lawsrelated to the consumption and possession of liquor acrossthe Brisbane Showgrounds site. The consumption orpossession of liquor outside of the licensed bar areas is notauthorised by the RNA and in many cases may be anoffence for which on the spot fines can be issued by Policeand Liquor Licensing Investigators.
DISCIPLINARY COMMITTEE REGULATIONS & BY-LAWS
132. It there is any inconsistency between By-laws 133 - 153and any other By-laws of the Association, By-laws 133 -153 will prevail.
133. The functions of the Disciplinary Committee shall be tohear and determine all complaints, allegations and othermatters relating to:
a) prohibited substances, as defined in these By-laws orSectional Regulations.
b) any alleged breach of the Rules, By-Laws andRegulations of the Association by an exhibitor andrelating to an exhibit or to a competition, except if thealleged breach is of a kind that the Chairman of aSectional Committee considers is of a less seriousnature and should properly be dealt with by theSectional Committee, and
c) any other alleged breach of the Rules, By-Laws andRegulations of the Association that may be referred toDisciplinary Committee pursuant to By-Law 137 (a).
147. The Disciplinary Committee may announce its decisionorally or in writing. A decision that is announced orallyshall have effect in accordance with its terms.
148. If the opinion of the Disciplinary Committee is notunanimous, the decision of the majority shall prevail. If theDisciplinary Committee are equally divided on anyquestion concerning the guilt or innocence of a person,the question shall be resolved in that person’s favour.
149. If the Disciplinary Committee considers that there hasbeen a breach of the rules, By-laws or regulations of theAssociation, it may impose such a penalty as it considersto be appropriate, including without limitation:
a. a reprimand;b. a monetary fine (payable at such time/s as the
Disciplinary Committee may determine);c. withdrawal or withholding of any award or ribbon;d. disqualification in respect of any class;e. expulsion from the Showground;f. where the person concerned is a member, a
suspension or termination of that membership;g. a ban;h. exclusion;i. prohibiting a Person from exhibiting or competing
at the current Show or at any future Show;
j. a direction that an Exhibit beremoved from the Showground;
k. any other mandatory requirement; andl. any other penalty provided for in other
regulations of the Association.
150. There shall be no appeal from any decision of theDisciplinary Committee.
INSURANCE
All Entries and Exhibitors are subject to RNA Regulations and By- Laws set out in this schedule as well as other By-Laws that may pertain to this competition.
The RNA reserves the right at all times at its absolute discretion without assigning any reason to:(a) substitute a Judge when necessary;(b) re-allocate Judging days for a particular breed.(c) if entries numbers require an extra Judge, appoint anadditional Judge if necessary.
Full copies of the RNA By-Laws may be obtained upon application to the Competitions Department.
161. The RNA may (but is not obliged to) take out a policy ofinsurance in respect of the legal liability on the part of anExhibitor for loss or damage suffered by a third partycaused by any act or omission of an Exhibit or theExhibitor.
162. The RNA, RNA Staff Members and Officials of the RNAare not liable to any Exhibitor if the RNA fails to take out apolicy of insurance effectively protecting any Exhibitor orExhibit, or if any such policy does not operate toindemnify the Exhibitor in respect of the loss or damage inquestion.
The attention of Exhibitors is drawn to the following extracts from the RNA By-Laws.
EXCLUSION OF ANIMALS
11. Any animal which in the opinion of the Council Stewards isnot in a fit state to be exhibited may be rejected by themand debarred from competing in the class or classes forwhich it is entered. Any animal rejected must be removedfrom the Showgrounds as soon as the exhibitor is notified.No animal showing signs of any disease or illnessparticularly warts, ringworm and pinkeye will be allowedonto the grounds.
VETERINARY TREATMENT & INSPECTION
12. If, in the opinion of a Council Steward of a Section, anexhibit in such section requires veterinary treatment, thenif the exhibitor cannot be contacted immediately, theCouncil Steward may instruct a Veterinary Surgeon totreat such exhibit and the costs of such VeterinarySurgeon shall be paid by the exhibitor to the Association.The Association shall not be in any way liable to anexhibitor for any damage to or injury to such exhibit.
13. No pharmaceutical shall be administered to any animalexhibit except under the direction of the Association'sVeterinary Surgeon who shall advise the Council Stewardsif in his opinion such pharmaceutical is likely to have anyeffect upon the animal which would be material to itschances of being awarded a prize and in such case theCouncil Stewards may debar the animal from competing.A Council Steward may at any time direct theAssociation's Veterinary Surgeons to take a sample ofblood, saliva or urine from an exhibit for testing.
DISEASE OR DANGER 58. Should there be any reason to suspect that any Exhibit
is either diseased or dangerous, or objectionable, theCouncil through its Officials, reserves the rights ofremoving the same from or refusing its admittance to theRoyal Queensland Show.
59. An Exhibitor who detects or suspects any illnessamongst any of his entries whilst the animals are at theShowgrounds must:
(a) Report this fact immediately to the Superintendentresponsible for that particular section;
(b) Ensure that the animal/s is/are contained withinits/their accommodation area/s unless advisedotherwise by the Superintendent or the Association’sVeterinary Surgeon; and
(c) Where feasible to do so, contain soiled bedding fromthe animal/s within its/their accommodation area.
60. Council may at its discretion require to have anybiological tests carried out on any animal exhibited at theRoyal Queensland Show or to have materials collectedfrom such animals in order to have tests carried out, aftersuch animals arrive at the Showgrounds.
61. If in the opinion of a Council Steward of a Section, anExhibit in such Section requires Veterinary treatment thenif the Exhibitor cannot be contacted immediately, theCouncil Stewards may instruct a Veterinary Surgeon totreat such Exhibit and the costs of such VeterinarySurgeon shall be paid by the Exhibitor to the Association.The Association shall not be in any way liable to anExhibitor for any damage to or injury to such Exhibit.
62. Where, in the opinion of the Association, an Exhibit, being ananimal, should be destroyed or removed from theShowgrounds, the Association’s Veterinary Surgeon or theAssociation may destroy or remove the Exhibit from theShowgrounds, or both. Alternatively, the Association mayrequire the Exhibitor to destroy or remove the Exhibit fromthe Showgrounds, or both. Any costs incurred by theAssociation pursuant to this By-Law must be reimbursed bythe Exhibitor.
63. The Association shall not be responsible for any loss ordamage caused (inter alia) through disease or infectionhowsoever arising.
UNETHICAL CONDUCT
105. The Exhibitor, the Owner or any person in charge of ananimate Exhibit shall not engage in unethical conduct. TheExhibitor, the Owner or any person in charge of an animal towhich unethical conduct relates are deemed to have actedin breach of this By-Law, whether or not having beenknowingly concerned in the unethical conduct. The Councilor relevant Sectional Committee shall decide whether or notany conduct constitutes unethical conduct but without in anyway restricting the meaning of that expression, unethicalconduct may include the presentation as an exhibit forjudging:
(a) of an animal other than in its natural conformation afternormal feeding and grooming, except as otherwiseprovided either expressly or by necessary implicationin the regulation or in the definition of a class in whichthe animal is entered;
(b) of any animal having undergone any operation orprocedure materially altering the structure or naturalconformation of any part of its body, whether by theintroduction of any substance or thingsubcutaneously, or by any surgery, or by theadministration of any substance or chemical or by theattachment of any object or thing;
(c) of any animal having undergone any operation orprocedure that changes by exaggeration, minimizationor otherwise in natural conformation or physicalconstitution or appearance;
(d) of an inanimate object, that is created, constituted,formed or includes goods, substances or things notnormally found in objects of like nature;
(e) that is not the animal or the object or thing entered forthe Class to be judged;
(f) in breach of the Regulation.
106. An exhibitor, or person in charge of an animate exhibit must:
(a) use all reasonable steps to ensure that the exhibitis housed and cared for in accordance with theAssociation’s current animal welfare policy;
(b) obey any direction from a member of theAssociation’s Council, or from any other official ofthe Association, relating to the care and welfare ofthat or any other exhibit;
(c) if called upon to do so, surrender the exhibit to theAssociation, in circumstances where in thereasonable opinion of the Association’sVeterinarian, the exhibit is in need of urgentveterinary attention.
107. An exhibitor must not use, or have in his possession, anyelectric or electronic apparatus or any impropercontrivance capable of affecting the performance of anexhibit.
EXHIBIT UNWORTHY OF AWARD
108. An exhibit shall not receive an award if in the opinion ofthe Judge it is unworthy of such award.
PROHIBITED SUBSTANCES
122. A person must not administer a Prohibited Substance orcause one to be administered to an Exhibit, except aspermitted by the By-Laws or the Regulations.
123. The Exhibitor, the Owner and Attendant of any Exhibit towhich a Prohibited Substance has been administered is inbreach of the By-Laws unless the Prohibited Substance ispermitted by the By-Laws or Regulations to beadministered.
124. An Exhibit to which a Prohibited Substance has beenadministered in breach of the By-Laws must be removedfrom the Showground upon demand by the Association.
125. The Association may in its discretion and at any time,cause an examination to be made of an Exhibit by aVeterinary Surgeon who, in the course of suchexamination, may:
(a) take such samples (including, without limitation,urine, blood, saliva and faeces) from such Exhibitas he considers necessary or advisable;
(b) have such samples tested by such methods andprocedures as he considers appropriate; and
(c) examine the Exhibit for desensitized limbs.
126. Any Exhibit found by a Veterinary Surgeon to have a limb(or part thereof) desensitized is deemed to have hadadministered to it a Prohibited Substance in breach of theBy-Laws.
127. Where, prior to an event, a Veterinary Surgeon is of theopinion that a Prohibited Substance may have beenadministered to an Exhibit, the Veterinary Surgeon mayrequire that the Exhibit be examined prior to competingin that event.
128. The Association may publish procedures relating to theexamination of Exhibits. Such procedures are binding onExhibitors, Owners and Attendants.
129. Any exhibit which has been brought to the Showgroundsand is found to have had administered to it any prohibited substance as defined above may, without prejudice toany other action which may be taken in respect of thematter, be debarred by the Council Stewards fromcompeting in any event for which it may have beenentered.
130. The exhibitor, the owner and any person in charge of ananimal to which a prohibited substance has beenadministered, by any person, and whether or not with theknowledge of the exhibitor, owner or person in charge, isdeemed to have acted in breach of this By- Law.
130a. No person shall have in his possession on the Showgrounds any prohibited substance, syringe, needle or other instrument which could be used to administer a prohibited substance to an animate Exhibit, unless that person shall have obtained the permission of the Association to be in such possession, or satisfies the Association that such possession is lawful and proper use.
131. The Association and any Council Steward servant or agentof the Association shall not be liable to an exhibitor for thedeath of or for injury damage or infection which may besustained by his exhibit occasioned by or arising out of anyact or omission of any Council Steward, servant or agent ofthe Association during the course of the testing of the exhibitwhether due to the negligence of any such Council Steward, servant or agent or otherwise.
PROHIBITED SUBSTANCES - DEFINITION
'Prohibited Substance' means any substance originating externally to an animal (and whether or not endogenous to the animal) capable of affecting the performance or behavior of the animal by its action upon:
(a) the central or peripheral nervous system;(b) the cardiovascular system;(c) the respiratory system;(d) the alimentary digestive system;(e) the musculo-skeletal system;(f) the urogenital system; or(g) the endocrine system.
and includes without limitation:
(i) analgesics;(ii) anti-histamines;(iii) anti-inflammatory agents;(iv) blood anti-coagulants;(v) diuretics;(vi) hormones and their synthetic counterparts;(vii) cortico-steroids;(viii) anabolic steroids;
(ix) local anaesthetics;(x) muscle relaxants;(xi) tranquillisers;(xii) vitamins;(xiii) antibiotics;(xiv) stimulants;(xv) glues and bleaches;(xvi) silver compounds;(xvii) schedule drugs.
DISCIPLINARY COMMITTEE

(c) any other alleged breach of the Rules, By-Laws andRegulations of the Association that may be referred toDisciplinary Committee pursuant to By-Law 137 (a).
Constitution of the Disciplinary Committee
134. The Disciplinary Committee shall comprise of suchmembers of Council as are appointed by the Council fromtime to time.
135. The Council shall appoint a member of the DisciplinaryCommittee as Chairman of the Disciplinary Committee.
136. For the purposes of any proceedings of the DisciplinaryCommittee, the Disciplinary Committee shall comprise,subject to By-law 137, no less than three of its membersand those persons shall constitute the DisciplinaryCommittee for the purpose of those proceedings.
137. If a member of the Disciplinary Committee dies orbecomes otherwise unable or unwilling to participate inproceedings, then:
(a) if this occurs prior to the commencement of anyhearing in relation to the matter, the Chairmanof the Disciplinary Committee shall appoint areplacement; and
(b) if this occurs after the commencement of anyhearing in relation to the matter, the remainingmembers of the Disciplinary Committee shallconstitute the Committee for the purposes ofconcluding the proceedings.
Initiation of Proceedings before the Disciplinary Proceedings
(c) Proceedings before the Disciplinary Committeemay be initiated upon the request, orally or inwriting, of the President, any Chairman of aSectional Committee or Chief Executive.
(d) upon receipt by the Chairman of the DisciplinaryCommittee of a written complaint relating to amatter referred to in paragraphs (a) or (b) of By- law 133.
(e) by the Chairman of the Disciplinary Committeeon his or her own motion.
Conduct of Proceedings
138. The Disciplinary Committee may conduct proceedingsat any time between 6.00am and 11.00pm on any day.
139. All persons who constitute the Disciplinary Committeefor the purposes of any proceedings must be present atany hearing conducted by the Disciplinary Committee.
140. A person whose conduct is called into question in anyproceedings before the Disciplinary Committee must begiven notice of a hearing. It shall be sufficient for suchnotice to be given orally and by any such person actingwith the apparent authority of the Association.
141. The Disciplinary Committee may conduct proceedingsnotwithstanding that any person who has been givennotice fails to attend the proceedings.
142. The Disciplinary Committee shall not be bound by anyrules of evidence and shall conduct the proceedingswith the minimum of formality and in such a manner asit sees fit.
143. The Disciplinary Committee may require any member orexhibitor to attend at any proceedings of the DisciplinaryCommittee and to furnish such information andevidence and to produce such documents relevant tothe proceedings as to the Disciplinary Committeedeems fit.
144. The Disciplinary Committee may, at its discretion, call forand hear expert evidence.
145. No person will be legally represented without the leave ofthe Disciplinary Committee.
Decisions of the Disciplinary Committee
146. The Disciplinary Committee may announce its decisionorally or in writing. A decision that is announced orally shallhave effect in accordance with its terms.
147. If the opinion of the Disciplinary Committee is notunanimous, the decision of the majority shall prevail. If theDisciplinary Committee are equally divided on any questionconcerning the guilt or innocence of a person, the questionshall be resolved in that person’s favor.
PENALTIES
148. If the Disciplinary Committee considers that there has beena breach of the rules, By-laws or regulations of theAssociation, it may impose such a penalty as it considers tobe appropriate, including without limitation:
a) a reprimand;b) a monetary fine (payable at such time/s as the
Disciplinary Committee may determine); withdrawal orwithholding of any award or ribbon; disqualification inrespect of any class;
c) expulsion from the Showground;d) where the person concerned is a member, a suspension
or termination of that membership;e) a ban;f) exclusion;g) prohibiting a Person from exhibiting or competing at the
current Show or at any future Show;h) a direction that an Exhibit be removed from the
Showground;i) any other mandatory requirement; andj) any other penalty provided for in other regulations of the
Association.
149. There shall be no appeal from any decision of theDisciplinary Committee.
Publication of Results of Disciplinary Procedures
150. The Association may publish to:
(a) all Royal Show Societies in Australia;(b) the relevant Breed Societies;(c) the body with which the exhibit is registered, or is
eligible for registration;
the result of any proceedings before the Disciplinary Committee in which a person has been found guilty of a breach of any Rule, By-Law or Regulation.
151. The Association shall have no liability to any person inrespect of any publication referred to in paragraph (a).
No person shall have any claim against the Association or against any Councillor, member, employee or agent of the Association in respect of any act, matter or thing done in good faith during or in connection with the proceedings before the Disciplinary Committee.
CANINE REGULATIONS
Subject to the Royal National Agricultural and Industrial Association of Queensland Act 1971 and to the Rules and By- Laws of the Association the following Regulations shall apply.
1. NOTICE TO INTENDING EXHIBITORS
1.0 Entries will only be received on the Association’s“Application to Enter” Form or via the online portal. All applications on the “Application to Enter” Form must be completed in its entirety; signed and dated; and accompanied by such additional material as required by the form, the By-Laws, or the Regulations of the Canine Section.
Entries not submitted, either online or on the correct form, will be returned to the exhibitor and, unless all requirements are complied with and the forms returned to the office by 5.00pm on the closing date for entries, they will not be considered.
By-Law 30 requires that the Applicant represents and warrants to the Association that the information set out on the Entry Form is complete, accurate and not misleading in any way. By-Law 31 requires that the Applicant must not make any Misstatement or Misdescription in an Application for Entry or accompanying documentation lodged by or on behalf of an Applicant. Action will be taken against any person submitting an Application for Entry in breach of By-Laws 30 and 31.
1.1 The Licensee shall not conduct or operate any gambling game (s) or games of chance or dispose of any article by lot or chance, or sell any raffle tickets of any nature whatsoever unless these activities have been approved by RNA Management. Exhibitors and competitors wishing to conduct a competition, including a give-away promotion or guessing competition must ensure they comply with the relevant legislation.
1.2 No person under disqualification recognised by this Association may exhibit or handle an exhibit.
1.3 Should any question arise for which no specific guidance is provided, the matter shall be referred to the Councillor or Honorary Council Steward whose decision on the matter shall be final.
1.4 Should any exhibitors have any queries please contact the Competition and Events Coordinator for clarification.
1.5 Titles gained after the catalogue has been prepared will not be altered and will remain as per the original entry once judging takes place.
1.6 Exhibitors will ensure that a standby handler is available should any Exhibitor be required in two rings or any one ring at the same time. Judging will NOT be held up in either ring. This is applicable to all breed judging and handlers’ classes.
1.7 All handlers must be registered with the Canine Control Council (Queensland) Ltd or another state controlling body.
1.8 No puppies under the age of 3 months are allowed on the Showgrounds unless prior approval is obtained through the RNA. Any Exhibitor acting in contravention of this regulation will have all exhibits withdrawn from the Show.
1.9 Due to health and safety of exhibits, exhibitors, public and staff; there will be no hot water available to exhibitors within the pavilion. Exhibitors will be able to purchase hot beverages from nearby leasing exhibitors.
2 JUDGING
2.0 Conformation Breed Judging will commence not before 9.00am. The surface of the judging rings is real grass, unlike the artificial turf that has been used in previous years.
2.1 Obedience judging will commence at the conclusion of the group judging on Saturday 10th August and Wednesday 14th August 2019
2.2 Agility, Dances with Dogs, Jumping and Rally Obedience will be held on Sunday 18th August. Please refer to judging timetable for more information.
2.3 With the concept of judging a Group per day the Canine Section is also introducing class judging as well as per 2016, 2017 and 2018. It is primarily the same that is conducted at any All Breeds Championship Show. The following is the format in which it will take:
• Baby Puppy in Group - Each Baby of Breed willcompete for Baby in Group at Group Specials on theday. The winning Baby Puppy of Group will then returnon Saturday 17th August to compete for Baby Puppy inShow.
• Champion Puppy in Group – The winner of theChampion Puppy in Group, which will compete for theChampion Puppy in Show, will be decided from thewinner of the Best Minor in Group and Best Puppy inGroup Exhibits.
• Other classes will be judged accordingly with the Best inGroup eliminating a class, the same as Runner Up.Should either come from Puppy then this would eliminatethe Puppy Class: The same that is conducted at AllBreeds Shows now with the exception of ChampionPuppy in Group.
Classes in Group judging will only be conducted at this level and not at Show level. It is not compulsory for Runner Up in Group winners to return and compete on 17th August if they do not wish to do so.
2.4 The Feature Show judging will be based on the 4 – 1 placing system for the finals, the same way as it has been conducted in the last few years.
2.5 If any Exhibitor is not present when called for any class or award the judging will proceed in his or her absence, and the exhibit declared absent.
2.6 Any dog entered for competition and present at the Show may not be withdrawn from competition without the consent of the Councillor or Honorary Council Steward.
2.7 Any exhibit, if found to be entered in the wrong class, will be transferred to the Open class.
2.8 Any exhibit incorrectly nominated on the Application to Enter form by an Exhibitor will be declared ineligible.
2.9 Exhibitors must wear only one exhibit number at any one time on the left side whilst in the assembly area and judging ring. The Exhibitor must ensure they have the correct number of the dog as indicated in the catalogue.
3. ENTRY, EXIT & COMPETITOR PASSES
3.0 Exhibitors with their exhibits will only be allowed to enter and exit the Dog Pavilion through the entrance located on King Street (Gate 2). Exhibitors are able to be dropped off on Alexandria Street, then walk around to Gate 2 on Kings Street if they are not parking. On arrival, exhibitors will be given their exhibit numbers upon presentation of their exhibit listing.
3.1 Entry to the grounds is strictly from 6.00am. All dogs must be benched by 8.45am. Dogs entered on their respective days must remain on exhibition in their allocated bench or area from 8.45am to 4.30pm or until judging concludes for the day. Any Exhibitor who is unable to conform to these times and conditions should not submit an entry. Any alterations to the arrival and departure times of exhibits will be at the discretion of the Honorary Council Steward. At that time Exhibitors will be asked to form a line and will be directed by Stewards for an orderly exit from the pavilion.
3.2 All dogs must be removed from the pavilion within 30 minutes once approval has been granted to leave the pavilion on any day of judging.
3.3 Exhibitor passes will be issued on the following basis (per day of competition): 1 – 4 dogs = 2 passes 5 dogs and over = 4 passes Junior Handlers = 2 passes
These will be emailed to exhibitors in July 2019. The email address submitted on the Application to Enter form will be used for sending these passes.
Exhibitors requiring more passes can pre-purchase tickets when submitting an entry www.ekka.com.au. Competitor passes are the only passes that allow exhibitors to enter the Showgrounds before the gates open at 9am.

4. BENCHING & EXERCISE AREA
4.0 Kennel signs will be limited to a maximum of 60cm x 30cm displaying the name of the kennels and of the exhibit. Prize Cards and Ribbons won at the 2019 Royal Queensland Show may be displayed. Any other Breed Ribbons won outside of this Show cannot be displayed without firstly obtaining the written consent of the Association.
4.1 The benches used in 2019 will be the same as those used in 2014 to 2018. Minimum bench size is 1m x 0.9m.
4.2 All dogs must be securely benched or trolleyed. Not more than one exhibit may occupy any one bench without the permission of the Steward. A dog may not be placed on the bench so as to impair the view of the public, and no objects that will affect the view of the public may be added to the bench or trolley.
4.3 No dogs will be removed from the benches or trolleys other than to be exercised or shown at any time without the authority of the Councillor or Honorary Council Steward.
4.4 It is an offence for any person to remove or alter the location of any exhibit from the benches and/or designated area allocated. Failure to observe this requirement may result in withdrawal of the exhibits and or exhibitors making the changes. You are required to seek prior approval from the Honorary Council Steward before any changes are made.
4.5 Conformation Entries: Dogs are to be benched by 8:45am daily and must remain on exhibition in the benching area from 8.45am to 4.30pm. Junior Handlers: Dogs are to be benched by 10:30am Saturday 10th August. Obedience: Dogs are to be benched by 1:00pm Saturday 10th August and Wednesday 14th August. Rally Obedience, Agility, Jumping and Dances with Dogs: Dogs are to be benched by 8:45am and remain on exhibition until 4.30pm.
Any alterations to these times require prior consent from an Honorary Council Steward.
4.6 Special Kenneling Arrangements: Requests for special kenneling arrangements may be made through the RNA office no later than the close of entries. The Honorary Council Steward will review requests using the following guidelines:
a. The exhibitor has multiple breeds entered on thesame day (to ensure all exhibits are benched inadjacent benches),
b. The exhibitor has dogs in partnership that should bebenched in adjacent benches.
Benching requests are to be submitted with the following information:
a. Name of exhibitor making the request (include nameof other exhibitors if requesting neighbouringbenching).
b. Name and breeds of exhibits that are affected.
All parties making the request for special kennel arrangements must indicate their agreement with the application. Request for special kennelling arrangements must be made separately for each Judging day. This procedure must be followed as directed above otherwise your request will not be met.
4.7 Breeds will be allocated set areas of benching and/or trolleys and on each day, exhibitors with their exhibits will be directed by Stewards into areas of benches designated for their breed. Each day a Steward will be given a number of breeds and the area of benches reflecting the number of exhibits entered on the day to be benched. Your joint cooperation is appreciated.
4.8 Exhibitors travelling to attend this Show must gain permission from the Councillor or Honorary Council Steward to bench exhibits not entered on the day. Dogs MUST NOT be left unattended in cars or trailers on days they are not being shown.
4.9 Exhibitors are advised that the exercise area will be available during operational hours of the pavilion each day. This is the only area which is to be used for your dogs to relieve themselves. In the interest of maintaining a high standard of hygiene and health, it is the responsibility of each owner/handler to ensure the immediate area that their dog/s has used is cleaned after use. This regulation incorporates the parking grounds and walking route taken from parking grounds to competition area.
4.10 It is imperative that your dogs are regularly toileted and not allowed or encouraged to relieve themselves on the plants around the ring or other areas.
5. USE OF TROLLEYS
5.0 Any Exhibitor bringing a trolley into the pavilion must have the ability for the trolley to be folded and placed in the designated area on judging day only when not in use or when requested to do so by a Steward or RNA attendant.
5.1 No trolleys are to block or hinder the public from using the passageways or inhibit free flow of other exhibitors/public.
5.2 Dogs that are left in trolleys must be attended by the owner, exhibitor or responsible person.
5.3 Trolleys conforming to the following instructions are permitted in the assembly area: • no obstruction will be permitted on the
trolleys including the sides and top;• all dogs within the trolleys must be clearly visible to
the stewards at all times;• when asked to remove a trolley the exhibitor/s must
do so immediately without question or delay.• Trolleys will not be left in the assembly area
unattended without the Honorary CouncilSteward’s approval.
5.4 All exhibitors who are granted special permission to access the assembly area with a trolley do so under the conditions detailed above.
5.5 Folding crates can only be used in the assembly area with the Stewards’ prior approval.
6. CERTIFICATES & PRIZES
6.0 With the introduction of group judging per day, all certificates for that group will be handed out on the day with the exception of Best in Group and Best Neuter in Group. These will be distributed upon completion of the Best in Show awards.
6.1 Prize ribbons will be awarded in each class on the following basis: First, Second and Third. Prize sashes will be awarded in Sweepstakes Classes for First Prize to Third Prize.
In addition to the Best of Breed Rosette and ribbons for Challenge winners, ribbons will now be presented for: Runner-up of Breed Best Baby Puppy of Breed Best Neuter of Breed
7. BREED DISPLAYS
7.0 Exhibitors are now able to set up a Breed Display in the benching area, as close to their bench as possible, for their day of judging. Please advise at time of entry or benching request if you wish to participate.
7.1 For Exhibitors who wish to have a Breed Display for more than one (1) day, they will need to do so under a leasing agreement and an administration fee will need to be paid. Please contact [email protected] or on 07 3253 3900.
8. ELECTRICAL EQUIPMENT
8.0 All extension cords and electrical appliances must be tested and tagged in accordance with current legislation as per Australian Standards 3760. All untagged electrical equipment will be removed.
8.1 Appliances and power cables must not be used or laid through any area that may become wet. Power cables must not be laid across walkways, paths, roads or any area where damage could occur to the cable

RNA JUNIOR HANDLER
Junior Handlers will need to complete the “2019 Canine Junior Handler Application for Entry Form” by the closing date of entries to allow time for entry passes to be emailed to each exhibitor and included in the catalogue. No entries will be accepted after the closing date.
Entry into these classes is FREE OF CHARGE. Classes will be 7 years to under 10 years, 10 years to under 13 years and 13 years to under 19 years. Each class will have three placings. Winners will also qualify for the State Finals.
For an exhibitor to receive their exhibit number, Junior Handlers will need to have benched their exhibit and checked in with the Honorary Council Steward by 10:30am.
Junior Handlers are encouraged to dress up and enter this special RNA Junior Handlers class. All exhibits will be required to start assembling in the designated area behind the showing ring at approximately 11.30am with the first class to commence not before 12.00noon.
Please note competitors may be required to provide proof of age documentation. The Judging of the Junior Handlers will be conducted after the Plush Puppy Sweepstakes on Saturday 17th August.

The Racing Queensland Greyhound Sweepstakes is an event for pups bred for racing, racing and retired greyhounds, which is judged during the luncheon break commencing at approximately 12.00pm.
The aim of the Racing Queensland Greyhound Sweepstakes is to promote the Racing Greyhound from puppy, preparation for racing, racing and of course retirement. Also, the greyhounds’ versatility, suitability and adaptability of greyhounds to retirement into a forever home, outside of the Racing Industry.
