Goodbye for nowFarewells are never easy. During the past few years many people have had to

say goodbye to the life they once knew and learn to live a new normal in a new

environment. This can take bravery, courage and sometimes just sheer bloody

determination to cope with the challenges that a new undertaking brings.What can be most exciting is that these new challenges often bring surprise, a

new lease of life and the realisation that we can indeed not only survive

through change but also flourish. This is perhaps a very sombre way of saying

that I am about to embark on new challenges - setting up a new business,

learning new skills and meeting, no doubt, a whole myriad of new people.I am never one for saying goodbye as a final statement – often I sign off with a

see you soon. We never know when paths may cross again, or even when we

may return. As I said to a colleague recently – one should never burn bridges

as we don’t know when we may need to walk over them again. This promises

to be a time of change for the magazine also. The new editor Melinda Collins

will no doubt bring a fresh approach to this publication and breathe a new life

into the magazine. It promises to be an exciting time for Canterbury Rebuild as

the city slowly continues to grow and develop. It is like watching a caterpillar

metamorphosing into a beautiful butterfly – from what was once a bit ugly and

awkward, into a gorgeous and vibrant new identity.It was heartening to see the trams recently return to the city. Like the buzz that

comes with old friends reuniting it is nice to have some familiarity back as well

as the delight of having things literally moving.Karen Pasco Editor

Arts to return to city

ArtBox, providing gallery and studio spaces for visual artists, and BeatBox, offering rehearsal studios for musicians, will form part of the new Boxed Quarter on the corner of Madras and St Asaph Streets thanks to $443,000 in sponsorship.

“Christchurch artists have shown remarkable initiative and innovation post-quake. Supporting them now by providing much-needed exhibition and rehearsal space will also help increase the vitality of the city,’’ says Creative New Zealand chief executive Stephen Wainwright.

The first ArtBox gallery spaces, run by CPIT (Christchurch Polytechnic Institute of Technology), opened February 2012. The additional funding will enable the completion of the complex, including a courtyard and spaces for exhibitions. and studios.

“The importance of the grant from Creative New Zealand and the Christchurch Community Trust is huge. It's a major investment in the ArtBox project and will mean that we are now in a position to start planning for the artists’ studio pavilion,” says CPIT’s Student Project Manager, Martin Trusttum.

BeatBox is an initiative of the Christchurch Music Industry Trust and will provide three state-of-the- art rehearsal spaces and a music community hub. The funding boost will enable it to open in early 2014.

“BeatBox has been a project of absolute blind faith and hard work for the past two years from a bunch of dedicated local music industry bods with a passion for making Christchurch music something the world wants to hear,’’ says CHART Chairman, Neil Cox.

recently. He noted that SCIRT provided an excellent foundation for collaboration in all areas. “SCIRT’s work is outstanding and I am delighted the team has been awarded the Brunel Medal,” he said.

SCIRT was recently awarded a prestigious engineering award from the Institution of Civil Engineers (ICE - United Kingdom).

Previously the medal has been awarded to one other Southern Hemisphere civil engineering group in Seoul in 2009. Otherwise the recipients and projects since 1995 have largely been from the United Kingdom.

The medal recognises excellence in civil engineering. In awarding the Brunel Medal, the Institution noted: “This project highlights the scale of the task and the number of people involved, showing outstanding teamwork and collaboration. This was a natural disaster of great magnitude and shows the dedication to a project of immense scale. It has placed civil engineering in the forefront of people's minds.”

SCIRT general manager Duncan Gibb said the international recognition was a great boost for the people in the field and the designers working in circumstances unprecedented in New

Zealand and in many other countries. “We have got five years to get the

city’s core, damaged and destroyed infrastructure back up and running, with three years left to complete our programme of work. The horizontal infrastructure rebuild involves the wastewater, fresh water and storm water

networks, as well as retaining walls, road repairs and bridges. What is being rebuilt has to be resilient and better able to withstand any future earthquakes. We have had to look

outside the square and come up with imaginative solutions in many parts of the city to protect the city’s major infrastructure assets. “At the same time, with the central city now rebuilding, we have to keep traffic flowing and allow businesses to flourish, despite these major engineering projects in the road. The people of Christchurch continue to

show patience around our work sites and our work crews and in turn we do whatever we can to minimise the effects of our work on their lives. ”ICE president Barry Clarke presented the medal while visiting Australia and New Zealand

A home in Sumner and one in Rolleston also picked up category awards at the national ceremony held recently.

Christchurçh’s own Phil Benton Builders was awarded the coveted title of the Supreme Award for the Registered Master Builders 2013 House of the Year for the impressive construction of a home in Merivale. The home also won the Westpac New Homes over $2 million category.

positioned between the living and sleeping spaces as its backbone, the design successfully incorporates a mixture of concrete, tiles and marble. The internal and external spaces are stepped across the tapering site, forming various layers of enclosure and living options.

“The rawness of the concrete, layered steel frames and aluminium edged roof planes are offset by the use of wood elements including

oak internal joinery and ceilings which take their cue from Scandinavian modern architecture giving the spaces a sense of warmth and material quality.

“Architecturally very innovative and a challenging project which has been executed to the highest standard, this home meets the needs of it owners to a tee. “This is a beautiful home, created by an exceptional builder, which wears this award very well indeed.”

Wilson Building (Wgtn) Limited’s four bedroom renovation in Mt Victoria, Wellington impressed judges who say this incredibly successful renovation was

made even more of a success given the level of difficulty and challenges which

arose during the build. The home also won the Future-Proof Building Renovation Award over $500,000.

“A large amount of structural work was required, including undermining, underpinning and tunnelling under the building - further complicated by the proximity of the neighbouring properties. “Completed while sitting on temporary piles seven metres off the ground, the home is finished with recycled timber floors throughout and a panelled ceiling through the kitchen and living area. Where possible original features have been restored and retained, as well as adding custom-made window sills, colonial skirting and architraves. “The result is a beautiful home which retains all of its turn of the century character, whilst cleverly incorporating modern technology conducive to this century’s lifestyles.”

Council changes focus on rebuild

Senior staff have been asked to provide feedback on the change proposal, which outlines the creation of six new second-tier roles (reporting to the chief executive) and the disestablishment of six existing general manager roles. Council Acting Chief Executive Jane Parfitt says the Council’s structure has not been significantly changed since 2003.

“Since then our world has changed and the Council needs to change with it. The Canterbury earthquakes and the subsequent need to rebuild Christchurch have altered the way the Council operates – the proposed changes aim to create a “fit for purpose” organisation which can drive the rebuild of the city.

A proposal to reorganise Christchurch City Council’s executive management structure aims to focus the organisation on the city rebuild, strengthen relationships with key partners and the community and ensure we have senior financial capability in place.

“A number of structural changes have already been made with the appointment of the Crown Manager to oversee building control matters earlier this year, recruitment for a General Manager Building Control and Rebuild, and the recent creation of a new Chief Financial Officer role. In August this year, I engaged consultants MartinJenkins to provide advice on how the Council might structure its functions and responsibilities in light of the changed operating environment. “The proposed changes directly affect only second-tier management – those managers reporting directly to the Chief Executive. For the rest of the organisation, the outcome of this proposal is

limited to a change in reporting lines. I understand that any change proposal of this magnitude will affect all staff and our staff support programme is available to anyone who wishes to use the service,” she says.

The three key drivers that underpin the proposal are: The rebuild of Christchurch – the Council needs to

structure itself to cope with the $40 billion rebuild.Strengthening the Council’s relationships and

reputation with a number of parties including central Government, the Council’s partners in the rebuild and the wider community.

Financial sustainability – Council’s finances will be under pressure. Priorities may need to be revisited.

Classrooms to get upgrades

anterbury Earthquake Recovery Minister Gerry Brownlee and

Education Minister Hekia Parata announced the Government will invest more than $1 billion in a 10 year programme of restoring and renewing the schools in greater Christchurch following the earthquakes.

The Government recently released the final Business Case and outlined the schedule for rebuilding, repairing and renewing 115 schools across greater Christchurch. This includes: building 13 schools on new sites, rebuilding 10 schools on existing sites, fully redeveloping 34 schools and moderately developing 58 schools.

“This is a substantial investment and a significant milestone in education renewal in greater Christchurch that I know schools and school communities have been eagerly awaiting,” says Ms Parata.

“It brings to a close a two year period of discussion and an intensive 12 months of consultation and decisions

on the future of schooling in the city. The Ministry’s focus will now shift to implementing the rebuilding and renewal of the school network.

“This means the construction of over 1200 new classrooms, and the repair of more than 1200 others, creating improved teaching spaces, fit for modern learning best practice and technology. We are providing something better for the children and young people of Christchurch.”

Mr Brownlee says the timeline for the rebuild is tight given the amount of work and its complexity but the Ministry of Education will be undertaking a review in 2017 to see if they can bring forward the latter part of the programme.

“When complete, over 80 per cent of classrooms in greater Christchurch will be modern learning environments. This

will complement all the other rebuilding and renewal work going on around Greater Christchurch,” says Mr Brownlee.

“It’s great to see this programme underway.”

“Every one of these steps we’re taking is redeveloping Christchurch into the best small city in the world, and this really is just the beginning,” says Mr Brownlee.

“Christchurch students will be

learning in modern, flexible and digitally connected classrooms, teachers will be using the most modern technology, and schools will be working together, more closely connected with their communities, providing students with flexible, personalised learning options,” says Ms Parata.

“We look forward to educational achievement lifting for all children and young people in the Greater Christchurch education system.”

Fatal Mistake Number Three - Do not start your business without 3-6 months working capitalBelieving that you can grow your business from cashflow and profits and therefore you won't need much working capital. Have an expert create a budget so you know how much cash you'll need for the first 3-6 months.

Do not go into a new Fatal Mistake Number Four - business without having a Plan B and C. Plan A's don't always workNot having a Plan B or C if Plan A fails. Plans are great because they force you to commit your Big Idea to paper.

If you are starting a business, read this. Regardless of what type of business you are starting, read this article. It will take just three minutes and it may save you from going broke. If you take my advice, it will lead you to success.

But a plan is often written in hope and is full of guesses built on wishful assumptions. You need to quickly move to Plan B or C if your first hopeful plan fails.

Fatal Mistake Number Five - Looking for the cheapest accountant in town and refusing to acknowledge the value professionals can bring to your business.The blowtorch from an independent expert opinion will hurt but it might save you from financial death. If you can't afford to pay for the best advice, be very wary of your own wisdom.

Do not expect to build a Fatal Mistake Number Six - new business working just 40 hours per weekStarting your business to spite your boss because you thought your boss arrived late, went home early and took all the profits for a great lifestyle. You didn't see that your boss probably worked twice the hours you did, had his or her house in debt to the bank to support the business and was available to clients 24/7. They probably took the phone and emails with them all the time, even when they were on holiday.

You can avoid every one of these mistakes but only if you acknowledge how vulnerable you are to believing that passion and enthusiasm is more valuable than wisdom and experience. You can't buy passion or enthusiasm because that comes from within but you can buy wisdom and experience so do so.

Earthquake-prone housing destroyed for building research

A 1950s, four-unit Housing New Zealand building in Upper Hutt, Wellington, was recently tested to destruction, to help inform decisions on the repair and replacement of earthquake-prone buildings.

his is the first time this destructive earthquake testing has been

carried out on a two-storey building in New Zealand,” says Housing Minister Dr Nick Smith.

“We need more reliable information about how weak or strong houses of this age are so we can make better informed decisions on their repair and replacement. The building will be subjected to progressively-increased horizontal forces until it fails.

“We are about to embark on a massive programme of earthquake strengthening for more than 150 Housing New Zealand buildings at a cost tens of millions of dollars. This destructive testing enables us to compare actual strength to predicted strength to ensure we make better decisions on maximising safety for tenants while minimising cost to taxpayers.

A day in the life...his time last year, I was commenting on the stress

endured by home owners having to deal with insurance payouts and the demolition of their homes. Twelve months on and people are now selling these houses “as is, where is”. Sales are so frequent they are now almost considered normal and demolition is simply being put on hold for some time; likely until the need for rental accommodation diminishes. The good thing is at least useable houses are no longer being torn down. One very noticeable thing compared to a year ago, is the lack of affordable building sites that are available in the city. Perhaps for a limited time, the council could seriously consider reducing their subdivision charges, reserve

contributions and the like, so people could afford to cut off part of their sections to sell for new home builds. If

you are planning to ‘opt out’ of EQC or take a cash settlement here are a couple of considerations. Check your bank’s policy regarding settlements, as some will take the money and deduct it from your mortgage and you may have to make a new lending application if you need money to complete repairs.If opting out: It is not uncommon for cheques to be sent to the wrong address, so be

careful in starting too much work too soon thinking the cheque is ‘in the mail’. Also, keep receipts from tradesmen and even take before and after photos of repairs, as buyers are

very wary and want to know that all work scoped by EQC has been completed properly.Lately I have had several clients dealing with less than helpful insurance companies and it has felt like a return to 2011. One client, keen to buy a house I was marketing, was told by the call centre of the current insurers, that the company was not re-insuring any Canterbury properties. It was simply not the case at all, but you do wonder which training or policy manual they had been reading. The good news is there are other companies prepared to write new policies in Christchurch.Far be it from me to predict a suburb to watch as an “up and comer” but surely if you combine proximity to beaches and transport links, high sales activity – particularly to young people, with a world class development in the area – say like ‘The Tannery’ you might expect some good things from Woolston over the next few years.

Having heard of Jenkin’s A-lign products within building circles for years, Wolfkamp was able to experience the installation process of its innovative A-lign system first hand, while taking part in this season’s edition of The Block NZ. Three of the four homes used Jenkin A-lign Concealed Fix and Nail Fix on their home exterior, as well as A-lign Fencing to further complement the homes. The A-lign Fencing was installed during an entertaining and grueling team challenge which showcased just how easy it is to put up, even under televised pressure.

In the Christchurch application, a street lamp and a flag will be affixed to the SmartPole.The people of Christchurch’s sister-city Kurashiki in Japan’s western Okayama Prefecture has donated one of the street lamps currently located in the historical Bikan area to the project. The Bikan area is known for its faithfully maintained white-walled merchant storehouses that are located on streets once crowded carts. Previously a busy area of trade and industry, the area’s historical character now attracts galleries, coffee shops and tourists.

QV.co.nz research director Jonno Ingerson said current nationwide value increases are largely driven by Auckland and Canterbury, as has been the case for some time. “Most of the rest of the main centres are also increasing but at a slower rate. In contrast, many of the provincial and rural areas have declined in value."

“The recently introduced LVR caps have the potential to have a considerable impact on the market. By limiting lending to buyers with a low deposit this will cause those people to reconsider their options. It will take some months before any evidence of this becomes clear."

"In Auckland and Canterbury in particular where there is very high demand for property, the impact may be felt less. If some first home buyers decide to drop out, there will still be other willing buyers.

The latest monthly property value index shows that nationwide residential values for October have increased 8.9% over the past year, and 2.7% over the past three months. This means they are now 10.4% above the previous market peak of late 2007. When adjusted for inflation the nationwide annual increase drops slightly to 7.4% and values remain below the 2007 peak by 4.8%.

Christchurch and Dunedin

Christchurch values are still significantly above this time last year, with more growth seen recently. Values are now 11.8% above last year and 2.7% up over the past three months. Apart from Banks Peninsula, which is down 6% over the past three months,

all other areas have increased with the Southwest area of the city seeing a 3.9% increase.

QV Valuer Daryl Taggart said “Within the market we are seeing buyers who know their financial limits and who come to auctions or negotiations sticking to their bottom dollar. However, we are seeing fast turnarounds at the

same time.”“Developers are seemingly

comfortable purchasing TC3 land and then paying any extra costs to develop the land, such as engineering costs. Rebuilds in the city are coming along well, however Selwyn still leads the way with new builds.”

Dunedin remains fairly steady, with values increasing slightly. They are now 2.7% above last year having seen a 0.8% increase over the past three months.

Auckland

Values across Auckland are continuing to increase well, up 13.6% above last year. Waitakere still leads the way with values up 18.4% over the past year, with North Shore and old Auckland City not far behind though, at 16.2% and 15.1% respectively.

In the South Island, annual growth seems to be generally a little higher than provinces in the North Island. Asburton, Timaru and Central Otago have all seen annual growth of over 6%, whereas areas such Kaikoura, Invercargill and Southland have seen limited growth, if not a decline, over the past year.

Manufacturing sector expands further

The seasonally adjusted PMI for October was 55.7 (a PMI reading above 50.0 indicates that manufacturing is generally expanding; below 50.0 that it is declining). The sector has now been in expansion for 11 consecutive months, and compared with previous October results the 2013 value was the highest since 2007. Overall, the PMI has averaged 56.0 since the start of 2013.

BusinessNZ’s executive director for manufacturing Catherine Beard said that after two consecutive dips in the level of expansion, the lift in October was welcome, and should mean a positive finish to the year.

“Given Christmas is fast approaching, positive results for the last two months of 2013 would mean it

All five seasonally adjusted main diffusion indices were in expansion for October, again led by new orders (60.4) which saw a return to a post-60 point value. Production (57.2) returned to similar levels of activity seen in August, while deliveries of raw materials (55.1) followed a similar

pattern. Finished stocks (51.2) lifted up from its no change level in September, while employment (52.1) returned to expansion after a decline in activity the previous month.

Expansion was centered more towards the top and bottom parts of New Zealand during October. In the

North Island, the Northern region (60.7) recorded its highest level of activity since November 2010. In

contrast, the Central region (53.6) dropped 4.9 points from September. In the South Island, the Canterbury/Westland region (52.5) recovered from its slip in September, while the Otago-Southland region (58.0) returned to similar levels of activity seen in August.

Two Formica tables that reference the history of the iconic Formica brand in its 100 year anniversary were selected as the winning entries in the biennial Formica Formations Design Competition. Launched by Laminex New Zealand, this year’s competition challenged New Zealand’s professional and emerging architects and designers to design a sculptural piece of furniture.

Auckland designer Hugh Worth was awarded first place in the professional category of the competition, while top spot in the emerging designer section went to recently retrained Wellington designer Frances Fraser.

Worth, an interior designer from Auckland with more than 17 years’ experience in both New Zealand and the UK, created the ‘Red Herringbone’ - a striking and colourful table comprising angular pieces of Formica AR+ gloss laminate.

Turning a once iconic material on its head to bring it into 21st century living, has seen the creation of some award winning tables.

He describes the table as a ‘multipurpose statement furniture piece’: “The vivid colours and herringbone patterning will enliven the dreariest of dinner parties. Fussy children will be so enthralled they won't even realise they've just eaten all their greens”. He drew inspiration from his own family, some of whom he noted were having difficulty finishing their veggies whilst he was conceptualising his design. His use of colour was applauded by the judges, especially red, the corporate colour of Formica.

Frances Fraser is a brand marketer who recently completed studies in Spatial Design at Massey University. She runs her own interior design business, Honour Creative, in Wellington’s Newton. Her piece, named ‘Time Table’, was inspired by the rings of a tree representing the incremental growth and strength in trust and understanding that builds up over time through shared meal time experiences with family and friends.

“I wanted my table to be about time because that is what we invest when we gather together to share a meal and conversation. Also, the concept of time

has an overlap with the durability and enduring appeal of Formica, as well as with their 100-year anniversary.”

The judging panel was made up of New Zealand designer David Trubridge, Formica Group vice president of Design Renée Hytry Derrington and New Zealand architect Ron Sang.

The next instalment of the competition will be ‘Luminate’ – a challenge to designers to re-imagine how we interpret lighting hardware, fixtures and applications for the New Zealand and

global stage – using Formica Laminate. What does the now and the tomorrow look like when Formica lights the way?

“They also acknowledge our challenge to implement sustainability measures on a city-wide scale in our

increasingly urbanised world. The efforts of all of our nominees are proving that building industry solutions not only reduce emissions but also make economic sense.”

The overall winner of ‘Best Green Building Policy’ was Vancouver, Canada, for its Greenest City 2020 Action Plan for Green Buildings. An

example of excellence in city policy for sustainable buildings, Vancouver’s measures require all new buildings to be carbon neutral by 2020, with a green building code introduced for all developments and a retrofit policy for all buildings seeking

renovation permits.Also recognized was Abu Dhabi,

United Arab Emirates, which received the ‘Regional Leadership Award’ for the Estidama Pearl Rating System – a programme that has bought mandatory sustainability requirements to the city’s construction sector. Seoul, Korea, won a Climate Action Leadership Award for its comprehensive campaign to reduce energy consumption.

SB Global Logistics joins CIAL $10 million new build

Christchurch Airport CEO Jim Boult says the airport company is delighted to be undertaking this development for SB Global Logistics. “We will develop a significant new office and warehouse premises for the company, with an estimated development cost of $10 million. SB has occupied a building at the airport for a number of years, but the new development will enable it to consolidate its existing airport operation with its other division, currently off-campus. We look forward to continuing what is a valued relationship with SB Global Logistics and welcoming them to Dakota Park.”

How to reduce your risk when building

omeowners may then go to an architect to design an extension to a property as well as

undertaking the repairs, or even to design a completely new home. Canterbury Rebuild asked Victoria Whitta, Director of Red Quantity Surveying about the possible consequences of this approach to the rebuild.

What have you observed happening when homeowners work with architects in this way?

Homeowners often come away from their architect with a set of plans that are then given to one, two or even three builders to cost.

Builders may not have the time to precisely calculate, itemise and cost all the materials that are required for a build with so much “on the tools” work to be done right now - and that work is only going to escalate over the next year.

Neither are builders necessarily the experts in doing this kind of detailed cost planning. How can homeowners compare different building quotes when they do not know the basis on which the costs are arrived at?

What is your advice then to homeowners and architects?

They should approach a quantity surveying firm, such as ourselves here at Red Quantity Surveying, for what is called a “Schedule of Quantities”.

This schedule can be given to builders who will then be able to calculate the build price fairly and on exactly the same basis as their competitors.

What are the advantages to homeowners and architects of getting a Schedule of Quantities calculated?

It will significantly reduce risk for them – the risk of unexpected costs occurring because some element needed for a build has not been factored in or has been under-estimated.

They will be able to compare various tenders because they will know the basis on which the costs have been calculated.

Having a Schedule of Quantities drawn up certainly requires an initial monetary outlay by the homeowner, but the benefits will far outweigh that cost.

Skill shortage may blight South Island optimism

New Zealand, said the fact that 23% of South Island

businesses indicated that the skill shortage was a

major constraint, compared with only 5% for the

North Island, indicted the potential severity of the

problem.“The biggest concern is that this skill shortage is

only likely to get worse in 2014,” said Carey.“With construction in Auckland and Christchurch

expected to accelerate next year, alongside other

favourable trading conditions, some economists are

predicting the economy to grow by 4% in 2014.“Couple this with the fact that the Australian

economy is starting to pick up again, and we can

see even more pressure mounting on our skill

shortage.“The good news is that 74% of South Island firms

and 69% of North Island firms are optimistic about

the country’s economic outlook over the next 12

months, with 23% (SI) and 15% (NI) being very

optimistic,” he said.

Bullish economic optimism among South Island businesses could soon be tempered, with nearly 50% of businesses citing the availability of skilled workers as a concern,

according to the Grant Thornton International Business Report (IBR).

These optimism figures are supported throughout

the survey with South Island firms expecting to

generate a greater increase in selling prices than

North Island companies (48% to 37%), employ

more staff (42% to 32%), invest in plant and

machinery (55% to 51%) and pay higher wages,

with 85% of South Island businesses looking to

increase salaries in line with or above inflation

compared with 82% for the North Island. “The massive rebuild of Christchurch will only

really kick off next year. Couple this with an

anticipated dairy boom in the South Island,

underpinned by giant irrigation projects such as

Central Plains Water in Canterbury and the

proposed Hunter Downs in South Canterbury, and

it’s likely optimism will remain strong for several

years.“But the lack of skilled workers will be a

handbrake, both for the South and North Island. “With the momentum of the economy picking up,

the escalating demand for skills will put pressure on

wages, pricing, and, ultimately, inflation,” he said.
