Healthcare System Recovery
• Healthcare system recovery involves the collaboration with partners to develop efficient processes for the rebuilding of public health, medical, and mental/behavioral health systems to a pre-incident or improved level.
• How can health departments help their healthcare organizations plan for recovery?

1. Develop recovery processes for the healthcare delivery system.
2. Assist healthcare organizations to implement Continuity of Operations (COOP).
Health System Terms
For purposes of simplicity, “public health, medical and mental/behavioral health” will be referred to as “ESF 8”, since all of these systems fall within ESF 8.
Healthcare Coalitions’ Roles
• It is understood that while some healthcare coalitions take an active role in healthcare operations, others are in support and coordination positions only.
• All tasks can be read or adjusted to account for coalitions’ coordination rather than direct actions.
Capabilities and Measures ResourcesThe presentation will be an overview of what the functions and tasks mean, linked to
the performance measures.
Please note that since the capabilities PDF document has come out, more performance measures have been developed. If performance measures have come out since the creation of the capabilities document below, they have been included in these tutorials following their function slide, even if the PDF lists that there are no measures. For functions that still have no measures, questions for health departments to begin thinking about measures have been included instead.

Function 1: Develop recovery processes for the healthcare delivery system
Tasks: What things can healthcare coalitions do to help develop recovery processes?
1. Assess the impact of an incident on the healthcare systems’ ability to deliver essential services to the community, and prioritize healthcare recovery needs.
2. Promote healthcare organization participation in state and local pre- and post-disaster recovery planning activities as described in the National Disaster Recovery Framework (NRDF). This will allow organizations to access recovery resources, programs, projects, and activities.
Function 1 MeasurementHow does ASPR measure if healthcare coalitions are helping to
develop recovery processes for healthcare systems?
Percent of healthcare coalitions(HCCs)that have developed processes for short term recovery of healthcare service delivery and continuity of ‐business operations.
• Numerator: Number of HCCs that have developed processes for short‐term recovery of healthcare service delivery and continuity of business operations
• Denominator: Number of HCCs identified by awardees
Target is 100%. All data elements must be answered ‘yes’ for an HCC to count in the numerator.

Function 2: Coordinate ESF 8 Operations
Tasks: What things can healthcare coalitions do to effectively coordinate operations?
• Make sure that needed health services can be provided to recover from injuries or illness from the incident, with particular attention to the needs of at-risk persons.
• Make sure the community is aware of ESF 8 services available to them, and how these services can address the needs of at-risk people.
• Share health department’s service restoration plans with the community through their trusted sources.

Function 2: Coordinate ESF 8 Operations
Tasks Cont’d: What things can health departments do to effectively coordinate operations?
1. Ask for community input about their health service needs during and after the acute phase of the incident.
2. Partner with ESF 8 professionals and other social networks (e.g., faith-based, volunteer organizations, support groups, and professional organizations) to educate people about recommended health interventions, using their own networks.
3. Inform the community of any disaster or community case management services being offered for people impacted by the incident.
