The Cape Town Metropolitan Police Department is dedicated to render an equitable, accessible and sustainable policing service to the community in partnership with the SAPS and other stakeholders.

•Geographical focused, Integrated and co- ordinated operations to drive targets of the Annual Police Plan i.e. Drugs and Substance Abuse

Metropolitan Police use execution of search and arrest warrants, Section 252 (a) operations (otherwise knows as entrapment) by Special operations (Dog Unit / Substance Abuse Unit and Tactical Response Unit). Respective areas also conduct the operations with the South African Police Services. Commercial crimes such as the Rights Protection Programme linked with illegal immigrants (Counterfeit Goods). Evidence shows a strong link between drug cartelling and human trafficking. The City is critically aware of this phenomena prior to the World Cup. The issue of prostitution also presents a challenge to the Department in light of the SAPS stance of prostitution. Metropolitan Police enforce the threat of prostitution through the Road Traffic Act: Walking into the roadway and Bylaw: Loitering (Which presents a challenge on its own) Weekly crime meetings held with respective SAPS offices where flash points are identified resulting in Metropolitan Police Department performing pro-active visible policing.

Bullet 1: These are the daily operational concepts. Have a two fold effect. Reactive to road traffic threats and pro-active to serious and violent crimes. The location of the Roadblock and VCP is determined by the crime threats and locations that reveals high incidents of traffic violations in its various forms. Bullet 2: Metropolitan Police Departments have undertaken to utilise the Morpho Touch device that identifies wanted persons nationally. Our apparatus are sent for regular updating with the local SAPS. Currently the department uses 4 machines and we said in our APP that we will increase the use thereof. Bullet 3: Substance Abuse Unit is the information gathering of known felons and the Dog Unit is then deployed pro and re-actively to combat the threats of drugs and substance abuse within the City in line with National Drug Master Plan. Bullet 4: Our ability to handle events not only in the City but in the country is widely known and hailed. Metropolitan Police Department has a significant contribution to make in this regard and is respected in the Province for our visible policing in and around the stadia and events locations. We also assist with film shoots, major sports events such as Two Oceans, World Cup Cricket, Soccer, Super 12 and 14 Rugby Events, etc. The successful launching of the Final draw of the Mother City proved beyond question our ability as a collective to host the world’s biggest spectacle in the FIFA Soccer World Cup later in the year.

Currently has 296 CCTV Cameras

FIFA Soccer World Cup: Additional 35 CCTV cameras rolled out.

Freeway Management System (FMS) for the N1, N2 and R300, will add a further 111 CCTV cameras to the Metro Police’s existing surveillance network, pushing the total CCTV network to 442 cameras.

Surveillance on the current CCTV network is done by a contracted security company, 24 hours, 7 days a week (total compliment of 180 staff divided into 3 shifts)- operation overseen by Metro Police staff.

In 1998 a CCTV pilot project of 12 cameras was launched. The CoCT then funded a full project of 72 cameras throughout the Cape Town CBD which cost close to R8.5 million and completed end of 1999. A technical company contracted to the Metro Police maintains the entire CCTV system as per a SLA. CCTV is approved and supported by DPP and evidence is accepted by the Judicial system

How do we compare with other Cities?

Largest public area surveillance agency in Africa.Only agency that covers residential areas and informal settlements as well as CBD’s in Southern Africa.London has more cameras, but operates reactively, while we operate proactively (this is mainly due to the different crime patterns).CCTV is also well prepared for power outages, nuclear disasters

Integrated Spatially Enabled Response Management System (ISERMS)

The ISERMS technology project will enable the Metro Police Department to better utilise their combined resources and co-ordinate their activities. It is a multi-layered dynamic approach to crime and disorder reduction, personnel and resource management and will contribute significantly to efficient service delivery. One of the key strengths of the system is the real time information on resource

availability and deployment by this R22 million investment.

Visible policing exceeded the targeted figure of 17 200 hours - a total of 26 623 hours were spent patrolling Cape Town

646 joint operations undertaken with SAPS and other stakeholders,

Target of 1692 DWI arrests with 1368 to date.

296 cameras installed throughout the City

Drug related arrest made totals: 629 since July 09 to date

Metropolitan Police patrolling 145 schools vulnerable to gangsterism, drug abuse and violence targeted in preventative programmes with other government departments and NGO’s

• Car Guards: This programme targeted car guards in Muizenberg and Gordon’s Bay beach front areas to organise the way of working to contribute to safety on the beaches and encourage them to make positive choices;

• Nyanga / Crossroads: Facilitate the problems of learners being robbed on way to school. Also stimulating local participation in safety and security by reviving Neighbourhood Watch in the area.

513 operational members deployed across entire City of Cape Town geographical area of 2,461 km² with a population of 3,497,097 (Ratio 1: 9059) The Department has 574 personnel members of which 513 is operational deployed. 386 officers are on ground level. The ratio of 1: 9059 is used from the 386 to present a realistic figure. Prior to the Metropolitan Police Department establishment the old City Police were divided into all 8 geographical areas of the City. The department underwent a re-alignment process that sought to make the department more efficient because of the reduced numbers. E.g.. Khayelitsha: Has 1000 police personnel which is only covered by approximate 40 Metropolitan Police officers. Average of each operational area is 80 members per area. Corporate re-alignment process stabilized department Recruitment drive saw more posts being filled to boost staff ratios prior to FIFA Soccer World Cup Fleet consists of 409 vehicles Performance management system manages the indicators of the Annual Police Plan, SDBIP and IDP. Employment Equity and Diversity Management is also placed high on the agenda for this section

Bullet 1: Metropolitan Police have achieved tremendous success and made significant strides since 2001 however we acknowledge safety and security cannot be done in isolation. Partnership and stakeholder involvement remains a decisive factor for the department. Our relationship both locally and nationally with SAPS is known. Often we work together with other CoCT like Disaster Management, Fire Services and Emergency Services. DOCS has an oversight role over Municipalities and their roles are acknowledge. Links with national departments such as Home Affairs dealing with illegal immigrants are growing ever stronger.

WSP: Workplace Skills Plan comprises all the training needs identified through a skills audit in line with the Skills Development Act and departmental HR strategy. Other training identified are Project Management, Coaching and Mentoring, Roadblock, Advanced Driving, Writing skills and Computer literacy skills but to name a few. Bursary Applications: The training section also manages the bursaries of members and have a budget of R1million per annum. Core skills are targeted i.e. Policing and Traffic courses. For the last two years the focus were also directed towards ensuring that lower level staff receive the opportunities to complete their Martic. Soft skills training: A comprehensive Wellness programme identified critical skills especially as it relates to ameliorate the ethical climate within the department and forge closer bonds with community members through interpersonal and communication skills. RTMC is gearing itself to rolling out AARTO across the country and it is important that we position the department appropriately. The Academy received Full Accreditation for 5 Years to Present FETC: Road Traffic Law Enforcement Qualification from LGSETA.

FIFA Soccer World Cup

CoCT readiness must be seen in light of the FIFA draw held in December 2009. Was major success. Cape Town Metropolitan Police played a significant role. CoCT host 8 games inclusive of 1 x Qtr and 1 x Semi final.Host City agreement obligates City to promulgate bylaws CTMPD will support SAPS, the leading agency in the Joint Operational and Intelligence Structure responsible for operational coordination of eventStaff compliment 510 plus contingency of 140 (235 Available daily)CTMPD will do foot, high visibility, vehicle, dog and equestrian patrols at Stadium and PVA’s.
