Cardinal Safety Rules (CSR’s) - General
• CSR’s are considered Life Preserving Rules to support management drive towards achieving ZERO HARM
• Violation of a CSR can result in serious harm (fatality, disability, RCI, property/equipment damage & negative environmental impact)
• CSR’s are applied business wide and must be consistently enforced
• CSR’s may change over time
• CSR’s are normally derived from –analysing contributing factors and the root causes of past fatalities, injuries as well as behaviours (management & work force) observed over time which impacted negatively on overall H&S performance, then sorted into cause categories followed byformulating Cardinal Rules (CR’s) around the acts / behaviours which mostly impacted negatively on overall H&S performance.

Purpose of Cardinal Safety Rules (CSR’s)
• To stop people from being injured• To govern behaviour around specific work activities• To stop unsafe and/or at risk behaviour• Achieve the goal of a safe working environment with zero harm

Communication & maintaining awareness of CSR’s(Own & Service Provider employees)
Initial roll-out –Announcement by top management & setting the effective date
Formal communication (presentation) by departmental / line managers to employees – A standard presentation to be used
Follow–up sessions to cover employees that were absent during the initial roll-out sessions
Acknowledgement records – Individuals to acknowledge understanding of the CSR’s as well as the consequences should any of the rules be violated
Acknowledgement record to be kept on employees personal file
Awareness – Maintaining awareness is crucial Poster displays
To be frequently covered in shop floor talks

Any other initiative to ensure continuous awareness

Communication & maintaining Awareness of CSR’s(Employees & Contractor workers) continue
New employees –Formal communication and acknowledgement of understanding of the CSR’s should form part of new employee’s induction programme
Visitors to facilities –Cardinal Safety Rules must be included in facilities induction programme and visitors understanding tested
Service Providers (Contractors) –To be communicated to all Service Provider Companies and included in RFT documents and final Contracts in order to include in their H&S Management plans
Formal communication & explanation of CSR’s to all Service Provider employees to be handled in the same approach as for new SPI employees (Specific attention should be given to language to ensure understanding)

Consequence of violating CSR’s
Violation of SPI’s CSR’s shall be addressed
through consistent application of the Sasol Group Disciplinary Code for Employees

SANCTION
Dismissible offence in terms of Sasol Group Disciplinary Code for Employees
(Annexure 10, Categorisation and description of a misconduct, item 6.7)
The prescribed disciplinary hearing process must be followed at all times.

SPI Cardinal Safety Rules
1. Zero Harm to People and EnvironmentEvery person (Sasol and Service Provider employees) has the right and responsibility to STOP any unsafe act and/or condition immediately
2. Compliance with Procedures & Work InstructionsWhere specific Procedures & Work Instructions exists, all persons shall adhere strictly to the provisions and order of tasks
3. Personal Protective Equipment (PPE)The prescribed PPE shall be worn when –
entering operating facilities
conducting work activities where the wearing of PPE is prescribed
4. Substance abuseNo person shall enter operational facilities under the influence of or in the possession of alcohol and banned substances – ZERO TOLERANCE
5. Vehicle and Road SafetyNo person (driver) shall violate the Driving Life Saving Behaviours (DLSB’s)

Driving Life Saving Behaviours (DLSB’s)
1. Drivers shall not use a vehicle if any defect has been identified during the daily vehicle inspection
2. Drivers shall ensure that all vehicle occupants are wearing a seatbelt
3. Drivers shall not allow passengers to be transported on the back of bakkies / trucks where no seating / seatbelts and roll-over protection are installed
4. Drivers shall not use any communication devices such as two-way radio or cell phone (hand held or hands free) whilst driving
5. Drivers shall adhere to country specific speed limits and to SPI project specific speed limits where imposed
6. Drivers shall not drive under the influence of alcohol or other substances that may affect their ability to operate a vehicle safely
7. Drivers shall ensure that the vehicle’s head lights are switched on during day time
8. Drivers shall not commence a journey without prior authorisation
9. Drivers shall not deviate from approved journey management routes
10.Drivers shall not pick-up any unauthorised passenger's

• Speed limitations imposed at the NGP areas in Mozambique are –
• EN1 National road – 80 km/h• Villages, towns and cities – As indicated• Inhassoro paved/tar road – 60 km/h• All unpaved (dust) roads – 40 km/h
