the site The former Carine TAFE site is strategically located near the intersection of Reid Highway and Marmion Avenue and is in close proximity to schools, regional parkland, sporting facilities, public transport and the coast.

As the site is owned by the State Government, LandCorp, in its role as the Government’s land and property development specialist, is charged with the responsibility of redevelopment.

The project partners have a vision, to create “a place for all ages” by providing a range of housing types and facilities which cater for each life stage.

community consultation The vision for the proposed redevelopment has evolved in response to information gleaned from forums held in the local community where the need for more housing and quality aged care in the area was clearly identified.

It is a continuing aim of the project partners to consider and incorporate community views into the proposed redevelopment wherever possible. Your ongoing involvement will provide valuable insight and information into the needs and values of the local community.

To facilitate your participation, Estill and Associates have been engaged by the project partners to provide independent community engagement and communications for the proposed redevelopment.

The five components of the Carine Vision are to create a place:

1. that provides a mix of housing for all ages, from first homes to high quality retirement and aged care;

2. where facilities and services are shared across all ages, where public spaces provide meeting places, where families are strengthened and where the elderly continue to participate in community life;

3. that is safe and walkable and where all necessary services and facilities are accessible to those who do not drive a car;

4. which showcases best practice in ecologically sustainable land-use mix, urban design and built form; and

5. which provides local employment, education and training and adds to local health care by providing ‘aging in place’ services to the surrounding community.

Community RefeRenCe GRoup - make your mark Your involvement in the Open Day and responses to the community survey provided an important starting point in our understanding of community needs and priorities for the redevelopment of the former Carine TAFE site, and now we have to start working on the detail. A soon-to-be-formed Community Reference Group will help us continue to understand and respond to local issues when preparing a detailed Structure Plan.

Cedar Woods Development Manager, Ken Haustead said that the Reference Group members will be selected from those able to best represent the views of local residents and other community groups with a real interest in what happens on the site.

“Once formed, the Reference Group will meet with the project team, technical consultants and the State government agencies, to guide and influence the preparation of the Structure Plan.”

There will be other opportunities for community input on the detailed structure plan for those not selected, through the website, at the second Open Day and through the City of Stirling’s statutory processes.

CaRine Community suppoRts fiRst open Day There was a strong turn out by local residents at the Open Day held in August. Many attended to gain a better understanding of the project and have their questions answered. The project team also gained a better understanding of what is important to the Carine community in the redevelopment process.

LandCorp Project Partnering Manager, Ian Ardron, said that more than 300 people attended the inaugural project open day which aimed to introduce the community to the Carine Vision.

“We were very happy with the response and certainly appreciated the valuable and useful feedback from visitors,” he said.

“The project team thanks everyone who attended the Open Day, along with REmida, which provided craft activities for the children, and North Beach Scouts who provided the sausage sizzle.”

The results of the community survey are now available on the Carine Vision website (www.carinevision.com.au).

and everybody in between.

The planning process involves the development of a site

Structure Plan to implement the Carine Vision by guiding future

land use and development.

pRoGRess on RezoninGThe City of Stirling has now begun the all-important rezoning for the former Carine TAFE site under its District Town Planning Scheme No.2. The rezoning will achieve two important outcomes:

1. Introduce a new ‘Carine TAFE Site Development’ zone over the site and confirm the need to prepare a Structure Plan before any new subdivision or development can take place; and

2. Outline that the redevelopment of the site will include:- residential aged care;- a retirement village;- ancillary facilities and services necessary to support the aged care and retirement village; and - a diversity of general housing types.

Public advertising of this rezoning is expected to commence shortly.

The site has already been zoned under the State Government Metropolitan Region (Planning) Scheme which allows the site to be redeveloped for purposes other than a TAFE college.

Creating a place that is safe, walkable, universally accessible and where local facilities are conveniently accessible to those who do not yet or can no longer drive a car.

Creating a place that strives to deliver environmental equity across generations through its response to local ecological values, showcasing best practice and innovation in sustainable landuse mix, urban design and built form and where sustainability and community stewardship align.

Creating a place that generates local employment, facilitates education and training, provides flexibility in work and lifestyle through available technologies and supplements local health care by providing 'aging in place' services to surrounding residents.

site upDate: The old Carine TAFE buildings have now been inspected to prepare them for demolition. Investigation reports are being written, for lodgement with the City of Stirling and the Department of Environment and Conservation, for review and approval before demolition works commence.

site seCuRity: The Department of Education and Training has increased security surveillance at the site. If you notice any unusual

or anti-social behaviour at the site, please report it by calling the School Watch security hotline: 1800 177 777.

As part of the demolition, and where appropriate, we are seeking to recycle and re-use the building materials and other waste taken from the site. A report on how this can be best achieved has been commissioned by the project partners to meet the stringent sustainability objectives for the project.
